Miron suggests sterner nepotism measure

STRATFORD — While questioning the need for an anti-nepotism ordinance on town hiring, Mayor James R. Miron suggests that if a restriction on hiring is adopted it should be more stringent than the current proposal.

The Town Council on Monday unanimously approved an ordinance that would prohibit “immediate” relatives of top town officials to be hired for municipal jobs and prevent applicants from working in departments where they would be supervised by a close relative.

The ordinance, which will be considered by the council’s Ordinance Committee later this month, would prohibit close relatives of the mayor, chief administrative officer, council members and human resources personnel from being hired by the town.

But Miron says if the council wants to approve such an ordinance, “it should do it right” and include even stronger provisions — such as preventing members of political town committees and their close relatives from being hired as well.

“One can argue that our current comprehensive ethics ordinance, which several members of this Town Council voted for in 2005, is effective and does not need amendment,” Miron said in a statement sent to council members and the Connecticut Post.

“However, if you are considering amending the existing ethics ordinance to make it ‘stronger,’ and/or to avoid the ‘appearance of impropriety’ then I am asking [council members] to support my amendment.”

The proposed amendment states:

“Any members of a political party town committee and their family shall be prohibited from any municipal or Board of Education employment while that person serves on the political party town committee and for a period of two years after that person is no longer a member of a political party town committee.”
Gee, like you, Jim? Didn’t you sign an agreement not to take a paycheck from the Town for two years while you were on the first Charter Revision Commission?

Town Council Chairman Michael Henrick, R-10, who proposed the anti-nepotism ordinance, said Thursday that Miron’s amendment is “a joke.

“This is an absurd and ludicrous attempt by the mayor to add something he knows will never be approved in an effort to kill it,” he said.

Miron “says there is no need for an ordinance at all, then he turns around and tries to put something in he knows is not possible to bog down and derail the original ordinance,” Henrick said.

The council chairman added that while it is possible to enact legislation to head off nepotism, “It is virtually impossible to legislate or prevent all patronage that requires personal integrity.”

“If the mayor’s amendment were included and the ordinance not grandfathered, just about all the people who work for the mayor would have to resign,” Henrick said.

But Council Minority Leader Alvin O’Neal, D-2, said if Henrick wants a strong anti-nepotism law, it should include a provision to preclude politically connected hirings as well.
Wait! Can we bring back the ordinance prohibiting baggy pants? What other tricks can Miron get Alvin to do? Sit up? Roll over? How about playing dead?

Under the original proposal, an immediate family member is defined as a spouse, child, sibling, parent, spouse of a child, spouse of a sibling, stepchild, stepparent or step-sibling.

Henrick, who contends nepotism is rampant in town government, cited only two examples when pressed.

He pointed to 29-year-old Christian Miron, the brother of the mayor, who was recently issued a conditional offer of employment as a police officer. He also cited the hiring within the past few years of Deputy Police Chief Joseph LoSchiavo’s two sons as police officers.

Asked if he could point out any other examples, Henrick said, “I don’t want to point fingers.”

We don’t mind pointing fingers, Mike. Does the name “BUTURLA” sound familiar?

Several Democratic council members also back Henrick’s proposal.

“It’s become clear the ordinance is necessary,” Councilman Gavin Forrester, D-3, chairman of the Ordinance Committee, said at Monday’s meeting.

    The ramifications of this are just HUGE! It would clean out the government. Not a bad idea except it will never see the light of day. It’s just so typical of Miron not to care about the effect it will have on all of the political people from his party who have supported him. Another example of his self-centered, unstable self. A very dangerous leader indeed!

    It is merely a tactical distraction. “Let’s just muddy the waters”. It is actually common in Labor. When a union attempts to organize employees in a company the NLRB requires a vote. Management’s tactic is to insist that as many employees as possible be eligible to vote, especially the ones that would be unaffected by the union or have nothing to gain. In other words, if a union wants to organize, say, production workers, management will insist on including clerical, janitorial, shipping, engineering……

    It also moves the conversation away from his father and the donations Lakeview Monument made to his campaign. And let’s remember the other contributions: from an employee of Outback Restaurant, Brooke Miron.

    Mayor Moron is just not that smart. Devious, evil, psychopathic? Yes.

    I think you all are right, but I want to add, if something like this happens, and you get the power of the Mayor to fire and hire taken away, then you might have all these people grandfathered into permanent employment that will make it impossible to get rid of. In other words, you might have a Miron sub government after he loses the next election, that is impossible to control and cost a lot in legal fees and settlements.

    Just a thought, I am getting tin foil today when shopping so I will get better soon.

    As Mayor Moron said himself they were all hired as “at-will” employees and “they are just fine with that”. They can be grandfathered in as “at will” employees too. The voters are “just fine with that”.

    I think you’re right. I think he’s starting to feel the sting of his ineptitude. I almost can’t wait till the election in 2009 to see just how loved he really isn’t.

    Yes, he is beginning to feel that just maybe he isn’t going to get reelected and typical to his character – if he goes – so is everyone else! He never gave a damm about this town – it was all about him and his ego. Sadly or maybe gladly, he will be making certain that all of those he benefited, will also be affected. I would not be too concerned about having to get rid of his people, he will make sure of it himself, personally. That’s the kind of guy he is.

    I posted a while ago. It disappeared.

    Miron’s broader suggestion is superior to Henrick’s since it is more
    encompassing, and Henrick’s is almost an ACT of ATTAINDER, which
    is UNCONSTITUTIONAL
    FREEDOM can explain the term and appropriateness, or lack of.
    My experience is the Republican Town Committees were as bad
    or worse then the Democrats when it came to nepotism, patronage,
    and irresponsibility. At least certain factions.

    However, this change in government bought in new lows! 😦

    Miron’s move is self serving, since he has probably placed everyone
    he intended to place, as loyalists. So by closing the door now, it
    would further entrench his appointees and reduce competition from
    the future.

    Jeze had advocated more protections for those types of positions
    which Jim Miron targeted. Same thing.
    By giving them more protection, it further entrenchs the political
    appointments of the Mirons.

    This post and the erased one, essentially agree with a few of the above
    positions, except I link separate thoughts / perceptions, and I will not
    gain friends with mostly Republican viewers / bloggers, by writing that
    many of the abuses are bipartisan and long term. (pre-Miron Curtain) 😦

    Proof:
    Pensions, Salaries, Benefits, Hiring, Promotions, Golden Parachutes,
    Incompetent investing in lower 1/4 for 5 years, Appointments, Fees,
    Bidding, Contracts, Change Orders, PREFERRED VENDERS, ECS, State
    Mandates, Federal Mandate, EPA foot dragging, Shakespeare, AVCO,

    As Walt Kelly’s POGO was QUOTED:
    “We have met the enemy…
    He is U S.”

    Even that gets past TIN FOIL HATS 🙂

    That is incorrect. I advocated removal of “at-will” status and council oversight of hiring/firing. That is substantially different.

    The end result is to replace subservience with quality. In no way do I suggest lifelong appointments. Dismissals can and should be made for incompetence, absenteeism, insubordination….

    I think we agree in principle, however we are haggling on details.
    I believe you do NOT want political HACKS, whether they come from
    Miron, Dom, Henrick, Best, Gavin, myself
    I also believe you want improved protections for legitimate career
    management / political appointees.

    According to the Uniform Code of Military Justice, a professional soldier
    is OBLIGATED to be INSUBORDINATE when his/her conscious makes him/her
    feel an order(s) is/are beyond certain considerations.
    (I would be guessing and close, but … you get the idea …. that there is/are
    legitimate cause to be INSUBORDINATE.)
    However, there are severe, very severe consequences for consientious objection.

    As I pointed out to the C. R. C. and perhaps to this blog, in the USPS, when the
    Democrats won the Town Election in Fairfield, the Democrat became Post Master.
    The Republican Post Master, then became # 2.
    When the Republicans won, their guy became # 1 and the Democrat stepped
    down to # 2.
    Similar pay / duties / hours, although the P. M. did have it easier.

    One very good thing that Jim has done, is that his arrogant sensitivity to the
    willful personnel acts, has personified the OBVIOUSNESS of the SPOILS SYSTEM.

    It is similar to what BUSH / GONZALEZ DID in FIRING “CAREER” U. S. ATTORNEYS,
    for POLITICAL REASONS.

    I believe Eisenhower knew exactly how the system worked with his uniquely
    crafted MILITARY INDUSTRIAL COMPLEX with UNWARRANTED INFLUENCE /
    SCIENTIFIC TECHNOLOGICAL ELITE which controls PUBLIC OPINION speach.

    Nixon absolutely PROVED the EXISTANCE of a ROGUE GOVENMENT within all
    of the Agencies, whereas many people went to Jail.

    George, I have answered your questions are it relates to your past posts and issues. You keep adding things each time you present the same base questions that has been answered I have answered in context to your issues. I also don’t know what a “political” justice system really is. I don’t name names for your pleasure, I told you I know many that are.

    Yes it was a diatribe. I really don’t have time nor desire to play hypothetical with you on non Stratford related issues. I ended that when I was a 2L. I have no knowledge related to your cases or anything else, as no real facts have been presented, to make a a valid determination.

    A reliable source told me a funny story today. It seems our mayor’s brother was in a Miford barber shop getting a haircut and chatting with the locals. When somebody mentioned his brother’s problems and shortcomings, he became very defensive. He went on a rant about Milford’s Mayor Richitelli, accusing him of being as ethically challenged as his brother. With that Mayor Richitelli, who unbeknownst to Christian, was sitting behind him waiting for a haircut and listening intently, rose and introduced himself to the mayor’s brother. Needless to say, he turned a brilliant shade of red and everyone in the shop had a good laugh at his expense.

    Amazing…. You can’t make this stuff up!!

    Guys, at least ya gotta give Christian some credit on this,
    in that he does not have delusions about Jim’s ethics,
    but there is just the question of degree…

    And since Burturla / Berchem are domociled in Milford,
    and since James AM MAN is from Milford, and since the
    gossip within political parties often has colorful facts,
    maybe Richitelli is Ethically challenged, except he has
    more than 1/2 a brain about political decorum and has
    a better sense of treating workers, or at least dumping
    them, after laying legitimate foundation …? (or for cause?) 😦

    Oh, if Christian is thinking about changing barbers…

    I get my haircut in Milford, too, which I should not admit.
    However, my barber is an attractive blond Stratford woman,
    with a super personality, who is a friend of several years.
