Executive Assistant to the Mayor

This is a highly responsible administrative position involving the performance of a variety of administrative duties in support of the Mayor of the Town of Stratford.

The Executive Assistant is the principal secretary for the Office of the Mayor.

Work involves serving as primary secretary and office manager for the Office of the Mayor, preparation of correspondence. reports and budget documents. typing. filing and records management. extensive use of computer programs and equipment, ordering and maintaining inventory of materials and supplies, facilitating mass mailings, scheduling meetings and hearings. and a myriad of other clerical duties.

The Executive Assistant must also manage confidential information and exercise judgment in making decisions regarding office management and work priorities.

RESPONSIBILITIES INCLUDE:

Serves as principal secretary for the Office of the Mayor including greetings and interacting with the public and managing phones. Assesses and handles incoming calls including constituent concerns and directs callers to appropriate departments or Town/local agencies.

Uses Microsoft Word to type a wide variety of materials including forms, reports, correspondence. proclamations, certificates of achievement. press releases, meeting minutes and agendas. announcements and others; uses Microsoft Excel to create spreadsheets; uses Microsoft Powerpoint to create charts and graphs for budgeting and other purposes.

Coordinates appointments for the Mayor including scheduling and event briefings.

Maintains Office of the Mayor’s files.

Opens, screens and distributes incoming mail.

Prepares requisitions, invoices. and other financial forms.

Maintains staff attendance and prepares weekly payroll submissions with the Mayor’s approval.

Confers with elected and appointed Town officials, members of the media and the general public to provide information to resolve problems and routine complaints.

Coordinates routine correspondence and announcements.

Carries out special projects. as assigned.

Assistant to the Mayor
This is a highly responsible position that is accountable for providing consistent day-to-day
support to the Mayor.

Responsibilities include the management of: Constituent Service; Media and Community Relations Campaigns; Government Relations, Special Event Planning; Website Management; Calendar and Scheduling.

This position reports directly to and receives executive instructions from the Mayor.

RESPONSIBILITIES INCLUDE:

. Draft correspondence to constituents, elected officials, members of administration, etc.;

. Research and draft testimony

. Organize and execute Mayor’s community relations and outreach initiatives;

. Manage all aspects of QAlert;

. Organize Mayor’s materials for the Town Council agenda, prepare correspondence for
PONY; prepare Mayor for Town Council Meeting;

. Manage Mayor’s appointments to Boards, Commissions and Agencies;

. Participate in Mayor’s Open Door Meetings, handle follow-up as assigned;

. Manage schedule including event briefs and meeting requests;

. Develop yearly and monthly calendars for internal planning purposes

. Execute media relations campaigns – organize press events, including press conferences; write, edit and distribute media advisories, press releases, op-eds and statements; take photos and distribute to press; execute weekly press briefings;

. Manage Town’s website with a primary focus on the home page, photo gallery and
Mayor’s page; support departments with design and content as requested;

. Manage the implementation of the Town’s marketing campaign including the enforcement of the Town’s Graphics Standards Manual and design of Town promotional materials;

. Oversee the development and maintenance of internal and external communications
including proclamations, e-newsletters, flyers, etc.;

. Maintain professional working relationships with coworkers, elected officials, staffs;
members of the press, vendors, customers and the general public;

KNOWLEDGE. SKILLS AND ABILITIES:

. Bachelor’s Degree or equivalent work experience;

. Excellent written and oral communication skills;

. Ability to understand and follow oral and written instructions;

    If you do not have your bachelor’s degree, one will be provided for you through the generous taxpayers of the town of Stratford. The taxpayers will enroll you into a daytime college of your choice, reimburse you for tuitition, books and all other college-related expenses and keep you on the weekley payroll for as long as it takes you to be awarded your degree. During the interim, you will be classified as the Assistant to the Mayor and received all renumeration and benefits associated with the position.

    I’m aware of such incentives, but they must be done on your own initiative (your time) and it is for a percentage of the amount of the credit based on achieving a passing grade. I never heard of attending college on your employer’s time and receiving full reimbursement.

    If Peoples United is doing that – then you work for a real good Bank!

  10. Listen ~ one of the job requirements is “Bachelor’s Degree or equivalent work experience.”

    I’ve heard (but not confirmed) that she worked for Miron at his sole practitioner law “firm” since she was 16 and had been a client of his. I don’t consider that to be “equivalent work experience” and, if she doesn’t have the alternative requirement (the Bachelor’s Degree), then she wasn’t qualified for the position and we shouldn’t be educating her in order for her to become qualified. I do have a problem with that.

    Sudds ~ I know that my employer does offer tuition reimbursement but it’s limited to job-related classes and it has to be approved prior to registration and, if I wanted to go and get my JD, I don’t see that that would be job-related, even though I work in the legal field. What would happen when I got it? I may not take a job with my employer, so they’re not going to reap the benefits of that education. That’s also the way most companies I’ve worked for have been (not that I’ve worked for that many). When I worked for a major corporation, it was a little different. This isn’t an apples-to-apples situation. You can’t compare a municpality to People’s United or any other major corporation or large corporate entity. I certainly can’t see how the Town could afford to offer tuition reimbursement to all Town Employees as a benefit. That could be unbelievably costly to the Town and taxpayers, no?

    I’d love to see what the benefit package is for town employees. That would answer a lot of questions.

    I am not asking anyone to believe anything I say. I am arguing (with some logic) that replacing employees every 4 years is not good for the Town or its citizens. You are totally ignoring my points.

    The same way you totally ignore my other point about a full time Town attorney that represents the whole Town.

    38 people have left Town employment since Miron took office. Whether they were fired, given a golden boot, quit in disgust or were hired by firms doing business with the town cannot be a good thing.

    Jez, I think you’re arguing the wrong point. After reading the job description of Exec Asst to the Mayor and Assistant to the Mayor how on earth can you say they aren’t doing their jobs? Are you in that office on a daily basis? Based on the qualifications you have cited for the people currently in their jobs they sound more than qualified to handle the job based on the descriptions you have posted.

    If you want to argue that they are overpaid based on their qualifications versus job, ok, I might buy into that.

    If you want to argue that a member or members of the staff are collecting a salary while going to school, ok, you might be on to something. I agree that municipal employees shouldn’t be allowed to go to school when they should be working. If they need the education to do the job they shouldn’t have been hired in the first place.

    But arguing that 3 people aren’t doing the job of one is a reach without some kind of solid proof or backup.

    As we all know, George Mulligan, Chief of the Blog Police always cites me for not haveing any “backup” to my posts. If you’re going to accuse municipal employees of not doing their jobs I think a little bit of proof isn’t asking too much.

    Everyone seems to be missing the point and going for the personal attack.

    The point is that at-will employees will change every time there’s a new mayor. The last 2.5 years have shown us that it is only us, the ones who pay the bills, who are the ones who suffer. This mayor has a brand new secure bunker and 5 highly paid women to support him. It cost us nearly four times as much to support this mayor. There is simply no doubt about that.

    The Town Attorney has a budget of $1.25+ million. That is unconscionable.

    Then there is proof in the Budget which shows $ yyy,yyy was paid for certain
    numbers of people who worked for the Mayor and Staff.

    1. work is being done;
    2. the position is necessary; 😉
    3. attendance mandates are met;

    This is my last post on this particular subject. Others are free to continue.

    It took Mayor Moron months to find a replace for Ben Branyan after he was fired. And the “replacement” was Mark Haddad. Obviously there was little forethought other than getting rid of Branyan (as soon as he finished the budget). Ashley Heydu was 19 when she was hired and had all of a high school diploma. The only work experience she had was working part time after school in a one man law practice. Judging from his record (it’s public, you know) it wasn’t very successful.

    And who was one of the Mayoral “Aides”? Kent Miller, of course. I wonder how good his typing skills were. But now he works for Berchem, Moses & Devlin. Does he answer phones there?

    It took an equal amount of time to find a replacement for Pat Ulatowski even though Miron took months to come up with an offer sweet enough to convince her (and Mike Imbro) to leave. Mark Haddad was the acting town clerk long enough to reject the citizens’ petitions out of hand. We also know who eventually replaced Mike Imbro as Chief of Police; The Town Attorney’s brother.

    Then there is Elaine O’Keefe. Obviously fired for doing her job too well. (Is there a health director anywhere that restaurant owners like?)

    Then of course we had last June’s Massacre. Pat Naylor, Diane Toolan, Eilene Murphy, Mary Tiernan, Al Dubois, Brian Thomas….

    But, Maybe you guys are right Sudds. We need video tapes of the firings and a written admission from Miron. I agree with you. Heather Habelka is the best grant writer we’ve ever had, Mark Haddad was the most ethical Chief Administrative Officer in the country, the Town did not need an effective Health Director. Kent Miller was the best secretary ever. Mike Imbro was a lousy Chief of Police (don’t start, George) and hiring the Town Attorney’s brother was a great move. And heaven knows previous Town Attorneys were barely scraping by on the pittance we paid them. Miron did the right thing and sent every scrap of legal work right over to Berchem Moses & Devlin.

    This at will system seems to be just the most effective and money saving arrangement we could possibly have. I just can’t wait to see who the next mayor fires and how many friends and family he/she appoints.

    Ashley Heydu
    16 year old emancipated teenager, pierced tongue, tattoos really rough around the edges. Remember you can bring a horse to water but you can’t make them drink, same goes for little Ashley, she can play dress up and barely show up for work, but that definitely does not make her an executive secretary.
    Besides, credentials like these:
    Washes the jim mirons clothes, cleans his house,
    Part time admin assistant (if that’s what you want to call it) who couldn’t even answer the phone correctly with out jim miron writing it down.
    Couldn’t even write a document without the clear written directions from the boss himself.

    Executive secretary, Mayoral Aid, what ever you think you might be, you’re not even close.

    Ashley was so inept, she couldn’t even answer the phones or make an appointment for the mayor.

    How is that a mayor can have so many aides and secretaries and not make important scheduled engagements. Some one’s not doing their job.

    You people wouldn’t know an executive anything if it hit you all square in the eyes.

    There have been so many posts over the past week that I have wanted to reply to, but I held off. Yours however made me come out and make a statement. That was singlehandedly the most disgusting, prejudicial, uninformed and ignorant posts I have ever seen on this website. I can assure you, that is saying a lot.

    Councilman Forrester provided the job descriptions for the Mayor’s support staff. Jezebel was most kind to then post it here. Unless you are the HR manager for the town, I do not find you at all qualified to read those job descriptions and then give employee reviews on this website. Are you their boss? Supervisor? A coworker? Even, the MAILMAN?

    How could anyone here possibly know for a fact what those two women or any other town employee does in the course of a day? Do you mean to say that you sit outside of Town Hall every day, clocking people’s ins and outs of the building? Do you follow town employees in their cars as well and track mileage and locations? Several of you complained for months that there was no job description. Gavin gave you one and Jez posted it. So what is the problem? Unless you are the HR manager for the town or the ELECTED Mayor, you could not possibly judge job performance of anyone that is employed by this town, in Town Hall or otherwise.

    That said and onto another topic, I understand that you are pissed off that your family member lost their job, Jez. It is very obvious that you are carrying a mega resentment against Jim Miron. At this point and after all of this time, I honestly just don’t see the point. Forgive me. I was fired. I think anyone that blogs here probably was fired at one point in their life or another. It happens. Was my firing justified? No. Not in my opinion, my coworker’s opinions and most of all, not in the Department of Labor’s opinion. The Labor Department admitted that my former employer presented no justification for my firing. No documentation, no valid statements. Further, the person that replaced me was a personal friend of the director of my department. Imagine that! This was not a politically influenced position, mind you. (well, all positions in any business can be ‘political’ one way or another, but this one had nothing to do with local politics or tax-paying dollars. )

    My point, is that I walked away with the most compensation that the Department of Labor could give me although admittedly, that did nothing for my anger. Regardless, I tied up my sneakers and hit the pavement and got another job. I did not create a website to moan about it. I did not ask my significant other, or any other friend to do that either. I also refrained from disparaging my ex-boss in the social and business environments that I knew we both frequented. As a matter of fact, when I saw her boss at a business event in another town, I never mentioned the incident at all. I was gracious and complimentary and oh dear dare I say, classy.

    That is what you do when you lose a job. No one ever thinks that they deserved to be fired. In my case, it really did help to have people in authority back me up but even if they did not, it would never serve me well to drag the situation out on a website, in the news, or anywhere else. In my opinion, that behavior is just tacky. Suck it up and move on. That has been my philosophy and it has worked for me. I am sensing that your tactics are working out so well for you Jez, nor your family/friend/etc. but that is just my opinion.

    Finally, as for “at will”. This is an area where I might need someone to educate me and I am open to that. I have been a manager in the business world in 4 different states and it has been my understanding that Connecticut is an “At Will” state. I know that in my small business, it serves me well to document poor performances by an employee because that will ultimately save me in unemployment $$ if I have to fire that person. Still, I know that I can fire anyone at anytime, for no particular reason, if I so choose. That is what “At Will” means. It would cost me in labor/insurance dollars, but it is my right to do so. There is no contract. I can walk off of a job with no reason as well. It goes both ways.

    So why is there this assumption that Stratford town employees should get different consideration than anyone else in the State of CT? This is where I am open to someone who has more legal knowledge of this situation to advise. I just assumed that the state laws would supersede Town Charters and dictate that if the state law is “At Will” then all employers, municipal or otherwise would have to comply.

    Again, please advise/ give links to where it states that our town employees can be treated any differently than other state or private sector employees. Current charter excluded please, because jez already posted that and it did not address my question. I actually thought there must have been an error in that part of the Charter that Jez posted. It spoke to protect appointed volunteer positions and elected volunteer positions such as the Council, as being valid until the end of their appointed/elected periods of time. What I found odd was that the verbiage also included the words “town employees”. Given the CT At Will laws, I found that to be incorrect. How could you define an employee’s defined ‘period of time’? 2 years, 4 years? Indefinite? I am not going to scroll back and look just now, but I thing the regulars here know what I am talking about. I found that area of the Charter to be very misleading and even a bit, impracticable.

    I am perfectly willing to address if I am wrong/uneducated in this area. I have only managed people in the private sector. I am questioning if municipal employees are somehow exempt to state laws.

    There are two major types of employer/employee relationships, to make it easy they are “At Will” and “For Cause”

    You are considered “At Will” unless you:

    1. Have a contract that outlines reasons for termination other than at will of the employer

    2. You are a protected member of a labor union and have protection in the agreement

    3. You are a government employee protected under civil service laws or regulations

    4. You are a government employee protected by statute, such as a Fire Marshal in Conneticut.

    5. State law prohibits at will terminations (not in CT)

    6. Your termination violates a protective state or federal law, such as whistleblowers, civil rights, age, race, gender discrimination, disability, ect.

    If you have any of these you are a ‘For Cause” employee and can only be terminated for cause. In most state and federal employment, after probation, you can only be terminated for cause. Only executives, such as Commissioners, Deputy Commissioners, and some Division Chiefs in state service (not in collective bargaining) are at will and serve at the pleasure of the Governor or their direct reporting commissioner.

    Hope this helps. Simply put, if you’re the highest in your food chain, most likely your at the mercy of the boss.

    But what about those who were for cause who still got axed and now are in litigation?

None of us here could know what goes on in any employment situation that we are not directly involved in. Meaning, Employer or the Employee. (not family member, pal, dog, etc.) If either ‘for cause’ or ‘at will’ employees of our Town were let go against any State employment regulations, then that will come out in the litigation and then we will know. Similarly, if their ‘firing/ lay off/ whatever” was within legal boundaries, we will know that too.

    But thank you for writing that all out. As I said, I know labor laws in the private sector, but not so much in municipal or unions.

    From my understanding of the positions and what I see, yes some seem to have met the requirements of for cause in general. Some are being litigated in the system. This requires it to start as an administrative action at the state level, and receive “permission” to sue status.

    I don’t have the cases in front of me, nor access to the complaints, so I cannot say for sure, but since they are at or pending adjudication and the state would drop it pretty quick if there was no cause for the action, I have to say yes.

    I don’t normally blog, I’m just a reader. So I am going to respond to your “disgusting” remark about my post. I don’t believe there was anything disgusting in the comments made concerning Ashley Heydu, it is common knowledge that she was an emancipated minor, that she also became Jim miron’s personal project/protege. She worked for him at his law firm and did in fact clean his house and do his laundry. It is also common knowledge that as a 16 year old she did not have any knowledge of dealing with people on a professional basis and yes according to several good sources did have to take specific written direction from Jim Miron because she didn’t know how to deal with people. There is nothing disgusting in those facts.

    When she began working at town hall she didn’t know how to deal with phone calls, to include answering the phone, didn’t know how to dress in a professional manner, and didn’t know how to even do a simple task like make appointments for the mayor. So again nothing disgusting there.

    To be honest with you have you seen her walking around town hall like she’s queen tut, and she knows it. Anyone working in town hall that’s still left before Miron came through and fired steers clear of her because she does walk around like she’s high and mighty.

    If you found anything disgusting in that, well that’s really too bad, because those are the facts.

    She has never and will never be an executive secretary and the remarks made by officer Sean in my opinion were truly disgusting to include the threat to the tall leggy hoe’s son. But of course you completely missed that one too. THAT WAS DISGUSTING!!

    Who are you? Do you work in Town Hall? Have you directly supervised Ashley’s work performance and have you had the privelege to listen in on her phone conversations? Have you had access to the Mayor’s schedule for the past 2.5 years, every day, every minute and if Ashley was involved in scheduling every single one of those appointments? I am thinking that there is a motive behind your disparaging comments, and providing the actual facts of an individual’s employment is not one of them.

    On what do you define a “King Tut” walk? Or is this another example such as Martha Stewart or Oprah, where any woman in the workplace who pisses off someone for one reason or another is deemed a selfish bitch? I always love arguments like that, so please bring it on.

    As for hiring someone in their teens and educating them into the professional workplace, I see nothing wrong with that. I doubt that you followed this young woman around town for years, clocking whose laundry she did and when. That is a bit absurd, don’t you think? I employ teenagers at my office. At one point, one of them came to feed my cat while I was on vacation. I see nothing wrong with that. As small business owners, we are providing our next generation with work experience and sometimes, entry level teenage jobs involve a bit of gopher/ grunt work. I also have people who come and clean my house. They are not teenagers, but college students. Nothing wrong with it. They clean, I pay. It is win win. If one of my entry level employees needed extra cash to pay for school or anything else and I trusted them, I would consider letting them clean my home as well if they so desired and did a good job. As long as the hours worked are within labor laws and taxes are paid, I see no problem with it.

    I know that you are making your argument to make it seem like something dirty or corrupt has taken place regarding our Mayor, but you have shown nothing to base that argument on aside from innuendos and unjustified pot shots. So yeah, I find your line of posting to be rather disgusting. Forgive me.

    Incidentally.

    I was taught in my various management training classes in the several corporations that I have worked for, that managers are only as good as their employees are promotable. Even though some jobs have no succession, or other level where the employee can go, the manager is still responsible for their “promote-ability” or growth.

    I have hired many people who were not outright qualified, but who I had developed a relationship with and who I trusted. Hardworking, trainable, willing to learn – those are all preferable qualities for entry level jobs. I would sooner promote someone who I knew was not quite up to par, but who was a quick learner and trustworthy, than I would hire someone completely unknown. A good manager/mentor/leader develops people from the ground up. That is not something that should be criticized or questioned.

    Until you somehow come across information that proves that the staff at Town Hall is not being managed in this manner, I don’t think it is fair for you to insult people who are employed by our Town, without verified facts.

    You will need FOUNDATIONAL DOCUMENTATION for police investigation OR
    issuance of a WARRANT or CIVIL ACTION or ETHICS complaint.

    The Court or Commission to which you appeal has discretion.
    If they decide your position has merit, the FOUNDATIONAL DOCUMENTS can

    Nope… but (for the 10,000th or so time) can you offer any PROOF that they were not fired for cause? I’ll admit that I do not know what all of them did… but I can’t say that I’m exactly missing them either! Why don’t you fill me in as to how my life has changed since they were all terminated, because quite frankly I don’t see how it has!?!?!?     You shouldn’t take my word as anything. I am only an avatar like you. Take Miron’s word if you wish. He has certainly proven to be able to tell the truth.

    Let’s see, you now have a secure bunker that you’ve paid nearly $1/2 million for, administration of the Town now costs $500,000/year, your Town Attorney bills you $1.26 Million every year, you pay for a grant writer that has never written a grant, you’ve got a top quality new police recruit, and $11 million bond that you’ll pay back with interest, oh and lot’s of pretty new signs you’ve bought.

    In the debate between Sudds and Jeze, it seems that Jeze and I have a similar problem about intimidated people, not willing to come forward. It is sad.

    Without direct statements and documentation, proving a case within lunch
    or 1,000 lunches becomes a moot issue.

    Jeze reinforces his/her point in staying anonymous, while I found it is better to
    be in public, which is what Bob Wannagot did, when he claimed anonymous
    person or persons were looking to use some past personal issues against him,
    which is called biographic leverage. Bob owned up to certain issues which all
    to many people run into. Instead of disdain, he gained admiration.

    In conversations or viewing of the anti-mirons, they are fixated and obsessed.
    If there was a Civil Suit, those obsessions would play into damages, which are
    preponderant, clear, plain, and evident, as an affect on mental state and other
    potential affects, if wilfull attacks were perpetrated and violated U.S. Code,
    CT. General Statutes, and/or Civil Rights or other Civil/Labor Law.

    Labor Law is actually less protective than fuedal rights.
    Unless certain purview mandates are proveably violated compensation is sadly
    under rewarded. (The Business of the USA is Business)

    If Jeze would cease being a defensive wise-ss, and start thinking in ways to
    actually address Sudds and Mike’s points, it would definitiely help Jeze and
    would impact credibility for Jeze and against the Mayor.

    My preference would be for Jeze to pay more attention to the powers
    directly behind the Mayor (Berchem / Burturla)
    My preference would also be that viewers acknowledge “extended” outside
    influence, instead of being ostriches or quizlings…

    Testimony was already given in Hartford. A settlement was offered and rejected. Now we wait for the State to make up it’s mind.

    Other cases are also pending. If I were them I certainly wouldn’t care whether Sudds believed it or not. I would take the advice of my attorney and STFU. The people who were fired have rights and they are seeking remedy in the appropriate place. This is not the appropriate place.

    If Sudds, Mike or you want to believe that Mayor Moron fired all these people for cause that is certainly your privilege.

    the estimation of probable ruling.

    No ofense meant, however, not as important to Sudds, Mike, or myself,
    as it is to you, because it is not happening to us, or people we love, so
    we are not living the ORDEAL,which you are living and well as the others.
    I know I have empathy, but NOT to the degree you have.
    I am sure SUDDS also has empathy, and I suspect Mike does as well.

    Back to the issue about your ascertations about other people
    doing their job and not doing there job?

    I strongly suspect that issue will not be considered in the Labor
    Department issue.
    With a favorable ruling, there will be a settlement decided.
    Most likely the real value will be the DISCOVERY and FOUNDATION
    for a CIVIL TRIAL.

    What I failed to realize is that in a CRIMINAL TRIAL, DISCOVERY is FREE.
    In a CIVIL TRIAL the cost is borne by the litigant.
    The real Value of the STATE PROCESS is DISCOVERY for evidence, which
    being a State Agency is subject to political whim, unless your LAWYERS
    have the INTEGRITY and PULL to FORCE the State to live up to the LAW.
