Attached: July 1, 2008 Letter from Susan Bysiewicz

Honorable Attorney General:

It is my understanding that you are the people’s Advocate, on behalf of the State and the State’s interest, which may include illegal actions by the State or Towns under State mandated purviews and oversights.

The Attorney General shall:

(2) Investigate, commence, and prosecute or defend any civil or criminal suit or action or category of such suits or actions in any of the Federal Courts or in any Court of this State, or before administrative agencies and quasi legislative bodies, on the part of the State or in which the State may be interested, which the General Assembly by law or joint resolution, or the Governor, shall have directed or shall direct to be investigated, commenced and prosecuted or defended.

Situation:

1) The Stratford Town Council created a Town Charter Revision Commission
2) The Town Charter Revision Commission recommended changes in the form of Government to Mayor / Council, from Manager / Council, among other changes..

3) The recommended Revisions of the Town Charter was sent to a VOTE, by the Town Council to the Public. The Vote was advertised / placed on the Ballot as a Revision of the Town Charter

4) The Town Charter Revision Commission recommended keeping Grandfathered Rights, such as the right of Recall, Power of Initiative, Referendum and more

5) The recommended Revisions of the Town Charter was ratified by a Public Vote.

6) A new form of Government was created, called the Mayor / Council, which the Revised Town Charter, maintained existing Grandfathered Rights..

7) Problems were found in the Revised Town Charter.

8) A different Stratford Town Council created a Town Charter Revision Commission to address issues within the Revised Town Charter.

9) During the course of the second Stratford Town Charter Revision Commission the Stratford Town Attorney opined Stratford does NOT have a REVISED Town Charter, but a NEW Town Charter. (See the Attached opinion)

10) In the attached Town Attorney Burturla’s position, he opines

A) The Right to Recall was lost

B) If challenged, the Rights to Initiative and Referendum may be found inviolate!

11) The basis of Town Attorney Burturla’s opinion? The Town does NOT have a REVISED Town Charter, but a whole NEW Town Charter, based on the fact it went to Popular vote and disregarding:

1 – Creation of a Town Charter Revision Commission

2 – Town Charter Revision Commission making recommendations, which did specifically keep Grandfathered Rights

3 – The Town Charter Revision Commission’s recommendations were accepted as named and sent to a popular Vote specifically named Town Charter Revision.

4 – The people Voted for Town Charter Revision.

5 – The Town, Council, Town Attorney derived their powers under the Town Charter Revision, under the purview of the above and “JUST CONCENT” of the Governed!

6 – The present Town Council has accepted the recommendations of their appointed Town Charter Revision Commission and are about to Vote to send a REVISED Town Charter to another popular Vote?

I raised this issue to CT. Secretary of State Susan Bysiewicz. (See attachment)

My questions to Attorney General Blumenthal:

1) Does Stratford have an ILLEGAL Town Charter?

2) Are parts of Stratford’s Town Charter as written, illegal?

3) Will Stratford’s proposed Revised Town Charter be illegal?

4) If Stratford has a partially or wholly illegal Town Charter,

A) does that invalidate the existence of the Mayor,

B) invalidate the Mayor’s appointment of the Town Attorney,

C) therefore invalidate the opinion of Town Attorney Burturla,

D) who may be correct in the LETTER of the LAW,

E) yet who may inconsistent with the SPIRIT of the people’s will

F) and the published mandate and purview of 2 Town Councils

G) and 2 Charter Revision Commissions

H) and 1 popular Vote?

5) Has Voter Fraud been perpetuated by one of more persons, in one or more parties?

6) Is it in anybody’s best interest to allow the Voters to be double crossed by the Letter of Law, instead of the Spirit of the Law thus violate, U. S. CONSTITUTION Preamble of JUST CONCENT of the GOVERNED and 1st, 9th, and 10th Amendments and the CT. State Constitution; Codes of Ethics of U. S. Code, CT. General Statutes and CT. Practice Book, and the Bar Association?

Lastly I may not have standing to cause investigation towards affirmative resolution. Yet, I would like to be advised as who does have standing to cause the State Attorney General and/or Chief Criminal Attorney to assure there is NO mis-prison / miscarriage / misfeasance / nonfeasance / malfeasance / intrinsic fraud / extrinsic fraud /fraud in the factum / voter fraud / abuse of discretion / abuse of offices of profit and trust / violation: Town Ordinances / violation: State General Statutes / Violations: consumer type protections, since there are affects on taxation and tax payers are consumers and the clients of the representative government for which the attorney general performs.

Please reply. the Stratford Town Council will be voting July 14 on wording of a new Popular VOTE on a NEW REVISED Town Charter or a NEW NEW Town Charter, or we may have a Town whose Town Charter is invalid due to fruit of the poison tree (In law, court cases are vacated due to procedural defects-Can it be true of Town Charters)?

Dear George, thank you for your e-mail. I have reviewed your e-mail with Representative Harkins and we subsequently got an opinion from the Attorney General’s Office (see below)

Per the Attorney General –

“Under state law, the Attorney General does not have authority to interpret local town charters or to advise municipal officials on the law relative to charter revision. Although the General Assembly established under state law the process by which a municipality may amend or adopt a town charter, the legislature did not place supervisory authority in any state official to ensure that municipalities comply with that statute.

The local town attorney is charged under the law with providing legal advice to town officials.

If a resident(s)disagree with that opinion, they can petition the superior court for review of the legal issue by a judge.

The superior court judge has the authority to interpret town charters and the town’s compliance with state laws involving charter revision.”

    1) There are normally court cost.
    2) Then the cost of hiring a LAWYER.
    3) Then the cost of discovery and affilated cost.
    4) Then cost of APPEAL.

    I have had unique live experience, consistent with:

    1) abuses by government people alleged in NIXON years enemies list
    (may be counter intuitive, by Nixon to expose the real government?)

    2) certain abuses against certain blacks

    3) certain abuses against certain jewish

    4) certain abuses against certain irish

    5) certain abuses by certain irish

    6) then we have European History, World History, Mid-East mess.
    As Yakoff Smirnoff was quoted during the REAGAN YEARS:

    Since the average person only travels an average of 26 mile per day, is there a need for super Battery, especially if the Kinetic / Solar / Air resistance factors would be cost effective and viable with mass production and a boon to GM, FORD, et al, and change the USED CAR, AUTO PARTS and OIL / GAS / COAL / NUCLEAR / SOLAR / WIND / HYDRO dynamics.

    Attachment # 2 is about IRAQ / OIL > where it proves there is NO shortage of available OIL.
    * It includes a June 30, 2008 announcement: 6 big U. S. OIL Companies have no bid rights to develop IRAQ OIL FIELDS. Why wait 6 years after the Invasion of Iraq? U. S. A., Russia, and Saudi, each export 5 times that of Iraq!
    * IRAQ has the 2nd greatest proven OIL RESERVES with 5 times that of the U.S.A., with the about the same amount of unproven Oil reserves. Iraq has 2,000 Oil wells and Texas has over 1,000,000 Oil wells.

    Got off my meds.

    Not especially well written.

    However, the research is there and I also show where the existing
    documentation can be found, simply by googling.

    However, considering the research of existing technology for Solar,
    Air, and Kinetic energy to FUEL all Vehicle and Buildings, there is
    nominal need for Electric and Gas Utilities. 🙂 8)
    Homes and vehicles should be 80 + % self contained, except for water. 8) 🙂
    Completely recycled with NO emissions. 🙂 8)

    Several years ago, GM Roger Smith talked about solar panels on the top of
    Airplanes, which tend to fly above the clouds, even if they have to detour.
    Add the ability to charge using wind resistance or kinetics …. 🙂 🙂 🙂

    Combine that fact with the proven oil reserves of 500 % of the USA proven Oil reserves and the fact that the USA puts out 400 % of the Oil that iraq puts out,
    while having 500 % to 1,000 % more Oil than the USA. 🙂 8)

    Well, since most of the party leaders in Town and in the State appear incapable
    of telling the truth, is it any wonder the national parties leaders are also LIARS
    who are self absorbed sluts, as well? 😦

    Went to pay my Tax Bill at Town Hall Monday.
    The Line was out the Door.
    I found the Tax Bills last night and paid today at the Bank.
    Only 2 cars in front of me. I read paper & had breakfast whil waiting.

    I wonder who Mirons / Burturlas know at TD Banknorth and if they
    kick back, I mean donate or use services of certain Lawyers and
    certain accountants?

    As if the 2 hour executive session last week about Long Beach West was not enough, Republican Town Council Chairman Mike Henrick has called ANOTHER special meeting for the day after Labor Day (Tuesday evening) to discuss Long Beach West.

    Now if you think you will go to Town Hall to watch the meeting you would be sitting there without a Town Council to observe.

    Why? Didn’t you say there was a Special Town Council Meeting Tuesday (Sept 2nd) on Long Beach West???

    Yes. I did. However, the Republican leader of the Republican controlled Town Council, Mike Henrick, due to “scheduling issues” decided to have the meeting at the BIRDSEYE MUNICIPAL COMPLEX…..IN A CONFERENCE ROOM.

    A FREAKIN CONFERENCE ROOM!!!

    Away from the Channel 79 cameras.

    Away from the people.

    With no way the public will be able to observe the proceedings.

    This is an outrageous insult!!!

    Did Mr. Henrick try to get Council Chambers and move the Board of Zoning Appeals somewhere else?

    No.

    Did Henrick try to get the usual place for Town Council meetings when there is a schedule issue or overflow crowd concern, namely Stratford High School Auditorium…across the street from Town Hall?

    No.

    You cannot make this up…

    Mike Henrick is an arrogant man who obviously does not care about the public.

    His referendum play is a ruse. That is why he has supported a non-binding referendum allowing the Council to have final say..EVEN AFTER the people vote….SO HE CAN DELAY AND KILL IT.

    If you even remotely care about this issue of Long Beach West or the sneaky secret meeting location call Mr. Henrick over the weekend and complain…oh…and PACK BIRDSEYE MUNICIPAL COMPLEX HALLWAY SO THE FIRE MARSHAL SHUTS IT DOWN!

    if the Mayor ( who has discretionary spending and is in charge of
    the Administration and can get Grats) and the Democrats installed
    Web Cameras (cost less than $ 100 each) for REAL TIME, UNEDITTED,
    WEB CAST with EXCELLENT AUDIO and VIDEO in EACH of the following
    places, it could prempt the issue of supposedly SECRET MEETINGS:
    Town Council Chambers
    Room 217
    Board of Ed room
    Birdseye Meeting Room
    Library
    Police Meeting Room
    Fire Department Meeting Room

    2007 Fire Dept regular time: $ 5,450,000 + O. T. was $ 1,550,000
    2007 Police Budget was worse.

    1998 Town Attorney Fees, total = $ 222,000
    2007 Town Attorney Fees, total kisted on the Web Budget = $ 666,000

    9 January 2008, Police & Fire Retirees AVERAGED $ 89,000 +
    on a BASE PAY AVERAGE of $ 71,100 +

    36 Pensions of 2007 AVERAGED $ 42,990.

    ANNUAL PENSION OBLIGATION approaches $ 17,000,000 or 3.8 Mils,
    to 580 people with either 400 or 300 still in the Defined Benefit
    Plan, the porjected PENSION OBLIGATION should PEAK aound
    $ 50 million per year.

    With an AVERAGE $ 33,000,000 OBLIGATION for an AVERAGE 31 YEARS,
    That is over $ 1 BILLION to either 882 or 982 people, unless it gets

    It is very frustrating to read your posts as it is hard to sort through the minutia and figure out what are the “pearls of wisdom” people claim you have.
    There are many things that you claim to know, when in fact you are so far “off base” that you are not even inside the gate of the playing field. One of the points that I have noticed that you rant about is pensions in town. While I agree that the pension debt is very high, why is it that you feel that you are entitled to “collect” what ever it is you collect and we know you collect money that you are entitled to, but other people that have worked for many years in good faith within the legitimate terms of their negotiated contracts are not entitled to what has been signed and agreed to by both parties????????? Now I can understand if someone has falsified information or deliberately padded numbers with what amounts to “improper” overtime–but if it is stuff that is legit why attack the people that are following their contract?     Another area that you are totally off base is with your ranting about charter revision trying to take away the citizens rights. It is obvious that you have not bothered to really read what the council was given. ( I didn’t read it either until I got sick of your comments and looked up what you were supposed to be talking about) I have been reading it since they voted to put it on the ballot and no where does it take away any of the “grandfathered rights” that you talk about. I even went so far as to try and figure out what you were talking about, and honestly the only way it will ever be determined if any rights were lost is to go back to the first real revision after the council/manager form of government was adopted back in the olden days because if they were lost that is when it would have happened. It had nothing to do with Buturla or Miron or Kelly or anyone else that you proclaim had something to do with it. I went and got a copy of the report to the council and that commission said they didn’t touch certain sections in order to preserve those rights unless otherwise determined by a court. At least that is how I understood what I read. No need to restate your perspective on this as I have read it so many times it makes my eyes cross.
    I read the LBW postings about secret meeting at Birdseye complex–not so secret if it is posted, announced and in the newspaper.(I agree the location wasn’t ideal but at least they didn’t have to pay extra for a janitor). Council has to follow the FOI rules as you well know as a master of the FOI arena. I am no fan of executive session though even I recognize there are reasons for it. All you have to do to find out what goes on exec. session is go to the men’s room and listen or stand in the stairwell and listen and voila you have your answer most of the time.
    George, I do agree that there are some very twisted incestuous relationships and hirees in town hall and the police dept most visably,but it is all the depts. and the boe as well–not necessarily to the conspiracy levels that you proclaim that goes back to the days of the continental congress but there is some very inappropriate stuff happening that the public has a right to object to.
    Here is a question that maybe you can get the answer to. When can the taxpayers say they are no longer responsible for lawsuits caused by the mayor (or council)???????? I know that there is a way to do it and I am curious as to what you need to do. I don’t think that taxpayers should be responsible for lawsuits that require settlements/payouts(pre/post trial) directly caused by inappropriate actions of the mayor. If you get the answer, please try to keep it short and to the point so I’ll know not to scroll by it. Thanks.

Unless it is challenged in court by someone that wants to exercise the rights we will never know who is correct. I can put you in a room with 10 legal begals and each one of them will give you a different opinion to the meaning of “the”. So until proven otherwise those rights have not changed nor will we be voting to change them. Nothing hidden there.

    Yes, I absolutely believe there were some pension abuses, though I do not believe that every single retiree was a problem. I do agree that the is a financial issue ahead if it is not properly funded and the costs aren’t held at bay. That being said, until you get someone who can negotiate a fair contract for the town and the workers TOGETHER it will continue to be a problem. If you have a flat tire you should change it, not drive on it. Stratford leadership(and I use that term losely-as right now there is no leadership in this town) is driving on four flat tires using an engine that is improperly wired.

    Ummm, you’re welcome. It is not at all something I enjoy doing.

    My only comment is that the work of the Charter Revision Commission (#2) on the whole was very disappointing. It is to be expected when most of the appointees are members of the two ruling gangs. The revised Charter (if approved) will look better (font change) and be a bit easier to read (grammar). The Commission had the golden chance to correct some of the flaws made evident over the last 2.5 years that are grinding this town into political trash. Instead, it chose the “Blanche DuBois” method of government; depending upon the kindness of future mayors and councilmen.

    The only benefits went to the gangs of Stratford. Voters and taxpayers remain on the outside.

    George, my first initial is N. for Nils,yes it is spelled right. The rest is my last name(1st half only). It is Nordic/Scandinavian in it’s Americanized form, I am 3rd generation American. So in the future please refrain from making fun of my name, as I don’t disrespect yours. Unfortunately you can’t get the actual name you want when you sign up here because they are already taken, and I am not the “creative” type to think up something exotic, so there you have it. A basic shortened version.Now, back to our discussion.
    I don’t have a very high opinion of the party antics in this town, but I do respect the basic mechanism of our court system. I may not always agree with court outcomes or judges decisions but at least they have to define how they come to make their decisions based on the laws of the land. I find it hard to believe that every deck of cards is stacked in every situation. I do however believe that people strategize to try and slant the outcome. Are there people who would “roll over for the party”? We know that there are, it happens here in Stratford at every town council meeting. It’s called a caucuss, but not every caucuss creates a roll over. People have to get together to discuss topics to come to a consensus and find a way to move forward, that doesn’t mean you have to throw your principles out the window. If someone decided to challenge in court the things that you blame on which ever comission number for giving it away, do you honestly think it wouldn’t have a huge spotlight on it from a publicity standpoint?? Of course it would. It would be precedent setting. As I said before, the town attorney is not GOD or a judge, it is his opinion. He appears to be very smart, but I don’t believe that he knows everything so I will continue to stand behind MY OPINION which is we haven’t lost anything until I hear it from a judge who can provide me with enough documentation to satisfy the burden of “proof”. As I said before when you put a group of lawyers together(no disrespect intended here) they can take a 3 letter word like “the” and twist it in a hundred directions. It is the nature of their job and it is what they are trained and allowed to do. If I had to hire one to take care of any type of business I would want them to be capable of dissecting in that manner. I agree with Jez that some of the things not addressed by that commission were a disappointment, I also see the changes that were so enormous in the last revision have caused much of the disasters that we have seen in the last three years. Jez again was right that it WAS a golden opportunity to make more sweeping changes, but one thing I think everyone may agree on is that the people in Stratford don’t take well to change.(The exception being of course in changing their minds!) Is there a law that prevents the town from having an on going commission? That way if things come up they can be dealt with a little at a time instead of with all the theatrics and anger. It was obvious in the papers that most of the theatrics and anger was either caused by the current mayor or a reaction to the current mayor’s style or lack there of. If I have to start by voting on small changes a little at a time, I’ll do it because it is progress, small as it is, it is progress.
    You made a reference to San Diego above and then about the courts and not going after anyone. If you have the information that you imply you have and are NOT “going after” anyone to correct the situation does that make you as guilty as they??? It puts you smack in the middle of the problem because your actions or lack there of are allowing it to continue. This would actually mean that your statement of being pro-union/antimanagement abuse is not entirely correct.

    On a higher note, I actually read several of your other posts today as they were to the point, and you only had one edit today(what happened? a back slide?).Not that I am keeping score. 🙂

    You went directly from “apparently innocent questions” to “attack mode.
    I do not believe you. I believe you and Jeze are of similar minds.
    Nothing I blog to reveal the truth about your group will make it past the
    editorial aspect, under the PRETEXT of RELEVANCE = NAZIdumb.

    Courts are appointed by politicians.

    Friends in police dept have shown me investigative tools for background
    checks which would make the KGB & SS envious.

    They also showed how juries can be selected to circumvent check and
    balances of the court rules. Jury tampering = high tech.

    Because of cowardice and pretext, this will be edited.

    I never used the M. word that you have used in the past. Many times you have written about people killing members of your family, so many in fact that it gets blurry as to which heading it was most recently written on.
    I am not attacking you, I want to make that clear. What I was expressing was the ultimate in frustration that your previous blogs take so much time to try to figure out what is really relevant to the topic that I have given up trying. Now it is even frustrating to have to waste time on the endless scroll button to move past the posts, which is why I am grateful to Jez for the scissors. The reason I posted on your page was to let you know that if you have something to say that is on topic and not convoluted and vague and riddled with conspiracy theories I am interested in hearing it, otherwise I will just keep scrolling away which as you pointed out is my choice. Many people have said that you have pearls of wisdom buried in your peroidic rants. What I am expressing is that if you want people to take you seriously you need to be very clear and consise and be able to back up what you are saying, otherwise most people don’t have the time to spend trying to figure out relevance.
    I do appreciate the time and effort you have taken to read my posts and respond for the most part on topic. I look forward to future exchanges of perspective that are topic relevant.

    George, I apologize! I thought I used the word killed(I have never cared for the M. word so it is not a word I would use to convey my point but if it was a reference to your words, I guess I did), I just didn’t scroll far enough up to double check. Everything else I said was correct. When you are right, you are right. I never claimed to be perfect, just sick of scrolling.
    I have no reason to lie to you George, nothing to gain and I don’t want anything from you other that to read postings that are to the point and about the topic being discussed. Sometimes we can find an occassional inspiration of ideas that can come from discussions with other people that have unique perspectives. If I wanted to read about conspiracy theories and history lessons I can certainly go to the Library for some excellent reading material, who knows maybe one day you will be the author of one of those books, you can call it “Government 101: The Connections To The Underbelly”. Presented in a coheasive manner it might actually be an interesting read, you should think about it, especially since you appear to enjoy writing.

    No one is forcing anyone to read anything.
    everyone has a choice, don’t you?

    Maybe there are 167 blog readers and 15 – 20 posters.
    Maybe my “references tick off 90 % of the posters and 70 %
    of the readers.
    What about the 1 person or a few people who have interest in the
    interconnectivity between local / state / federal?

    If you note, George’s Letters came from the SECRETARY of STATE
    and the CT. ATTORNEY GENERAL, ergo, that opens the door to
    STRATFORD vs. CT., doesn’t it?

    The State oversees the Town, don’t they?

    And by Constitutional and Federal U. S. Code, don’t the FEDS oversee
    the State and the Town.

    NOTHING about CONSPIRACY – just about the LEGAL PROCESS and the
    STATUTORY and CONSTITUTIONAL MANDATES –
    NO personalities and NO CLAIMS about anyone –
    This information is JUST about PROCESS –

    So, will a Majority support the repression of one person who they believe
    is a ROUND EARTH PROPONENT, like COPERNICUS was suppressed by the

    While having a Town Budget Surplus 2 years in a row is good for the Mayor’s view of priorities and for the Town Bond ratings it comes with questions?

    1. Were prior Tax increases too high individually and collectively? Are there slush funds in the Budget?

    2. How did this magic come about?

    A) DiBicella and the Republican Governor and the Democratic Legislature suddenly decided to end the CAP on the the ECS (Education Cost Sharring) which
    is about 1 Mil.

    B) What other appreciable REVENUE “happened?”

    C)Town Attorney, fees and Budgets were up.

    D) 2007 Fire Budget was
    Straight time $ 5,450,000
    Over time $ 1,550,000
    A certain Fireman from another City, was in prime
    Council position to affect the Fire Budget.
    The Mayor Proposed. The Council sets the Budget.

    E) 2007 Police Budget is more convoluted and is
    even less responsible, from Tax Payer view point.

    F) The so-called Education Savings of $ 1.5 m is an outright lie.
    1 – There was a ZERO % increase last year and a proposed 19 % increase this year.
    2 – The was a different style Health Insurance
    (HSA) Health Savings Account this year to
    replace the 19 % propose increase with a
    savings under 3 %.
    However, Education keeps $ 1,100 or $ 2,200
    deductable as a cash contribution to their
    HSA, or whatever they do not use.
    – Effectvely it is a hidden pay raise.

    I could go line by line on Revenue and Budget.
    A Blind monkey with a dart board could do better
    than many of the major’s purported achievments.

    I favor good pay and good benefits for everyone!
    Private Sector workers. Municipal. Etc.

    However…

    Q. Where was Dom on the Charter Revision.

    A. Missing in Action.

    Q. Why have the newspapers, Dom, Jon, Miron, and
    Henrick never mentioned that according to the
    presentations to the Charter Revision Comm…
    and their subsequest vote for changes …
    > The existing Town Council does NOT have a
    LEGAL RIGHT or MECHANISM to give a raise to
    the Mayor. It is a recommendation.

    Feehan went to the CRC # 2 and asked for a pay raise for the mayor, as among the 18 points he found lacking from the revised charter.

    Miron went to the CRC # 2 and asked for a pay raise.

    I was present went the CRC # 2 discussed adding a mechanism to the Charter and was there for the Vote.

    Proto is Jon’s campaign manager, and on CRC #2.
    Jon made many of the CRC # 2 Meetings.
    Jon’s posturing on the proposed pay raise, does not give me a comfortable feeling.

    If Dom knew about the lack of mechanism for a pay raise and postured incorrectly, that raises a RED FLAG, the same as Jon, Miron & Henrick.
    If Dom did NOT know about the above, that raises a RED FLAG, about competence.

    Do you want a marathon walker or a Mayor?
    Do you want a sign post planter or a “rainmaker” for economic development, responsible budgeting, and lower taxes, to improve QL and Economic/Tax
    Bases?

    My preference for Mayor:
    1. Ralph Nader
    2. Diane Buda
    3. NONE of the past Ballot Candidates
    4. Myself, George Mulligan

    I would pledge to improve QL for everyone, by good economic development, budget transparency and reform, and better town reputation.

    I would pledge to protect innocent pensioners and
    work for a fair, equitable, and viable plan to ward off repudiation.

    I would pledge to avoid outsourcing municipal jobs, use of volunteers, auxiliaries, & interns, such is the National Republican Agenda.
    I am pro Union.
    I am against abuse, hubris, and stupidity.

    I would find more equitable Tax relief/assistance for seniors on a means tested basis, unlike the crumbs spread to a wider base of higher income political dependents, as implemented by Mayor .

    I would improve Education with PRIORITY to KIDS FIRST in regards to IMPROVING
    1. ACADEMICS measurables
    2. All basic necessary academic proficiency
    3. SKILLS, TALENTS, and ABILITIES
    4. Health, Nutrician, Home Ec, Social Abilities.
    (I know 1st hand, some draw backs)
    5. Physical Plant & affiliated support towards realistically attainable state of the art needs.

    Final objective is BETTER SERVICES for the PUBLIC:

    This is better for Public Works / Custodians.
    This is better for Police / Fire / Public Works. This is better for Town Hall / Employees / Supervisors / Management.
    This is Better of Board of Education.
    This shall be better for CAPITAL IMPROVMENT BOND and FINANCIAL RATINGS, affirmatively affecting the PUBLIC IMAGE of Stratford.
    6. Tools for learning rather than teaching. This is better for the Student/Parents and Teachers/Administration.

    I would find a way to rename Town Hall for Ed “Beefy” Hargus.
    Town Hall would be known for “HERE’S the BEEF” as in “substance” rather than “abuse.”

    I would find honorable and ethical Town Attorney representation for the Public Interest.

    About the forces that pulled the ancient Roman republican “constitution” apart in the last century before Christ. The Roman Republic consisted of Spartan hardscrabble farmers who were cantankerous about their self-reliance &
    committed to a concept of craggy “virtue” that is wholly alien to our Barcalounger Nation. Rome’s wars, which were localized, were fought between harvests by farmer-citizen-soldiers. Luxury was regarded as un-Roman. Honor & homespun independence meant more than anything else. You get the idea.

    Then Rome began to acquire a Mediterranean empire. Guess what happened? The citizen soldier came to be replaced by a standing army of the poor & the immigrant who fought for upward mobility rather than the principles of the republic. Illegal immigrants flooded Rome. Their desperate poverty and restlessness were bought off with state welfare. Luxury & self-indulgence shouldered austere simplicity off the stage. Rome created and then demonized its enemies. Because the “barbarians” did not fight according to “civilized codes of warfare,” Rome learned to hold its empire by way of grotesque exhibits of power and terror. This created as many enemies as it quieted. The empire became so far-flung, so chaotic, so expensive, so complex, that the venerable old republican constitution was stretched to the breaking point.

    I’m not enamored of Cato Institute analogies between the fall of Rome and the coming “fall” of America. The differences between us and Rome are considerable, maybe fundamental. I don’t fancy those leather chair debates about whether it was lead paint or the welfare state or Christianity (as Edward Gibbon had it) that destroyed Rome. But I do think books like Rubicon and Cullen Murphy’s “Are We Rome: The Fall of an Empire and the Fate of America” should be read by the Obamas and the Gingrichs of America, as well as by the Dorgans, Conrads, and Pomeroys.

    Here’s the essence of it. Rome became a world empire without really “trying” to, and world empire proved to be fatally corrosive of Roman values. Instead of facing this transformation, Rome continued for more than a century to pretend it was still a republic. Because the Romans preferred to live in nostalgic illusion rather than face the world they had created, the strain on the ancient constitution was so great that when it finally broke, the result was chaos, civil war, and dictatorship.

    But, as Sinclair Lewis said, it cannot happen here.
