First Amendment

It is extremely disheartening to see that Local 407 can be so intimidated that they have given up their rights to free speech and peaceable assembly which they are sworn to protect and defend for others. We have no choice but to bid the officers good luck with their decision to give up theirs rights as citizens of the United States for a paycheck signed by Miron. We also lament our loss of an important ally to establish a clean and ethical police department.

    I’m pretty sure some cops would rather be in a gun battle than to go home and say, “Gee Honey, I stood with the union and lost my job.” And then go on unemployment while they tried to cover their COBRA payments, mortgage, food, clothing and kid’s tuition. All they would have to do then is find some municipality somewhere that is actually hiring police officers.

    Interviewer: And why did you decide to leave the Stratford PD?

    Ex-Stratford Cop: Well the union refused to budge and the mayor fired us all.

    Do we know for sure that the union was pressured to take the site down? Or are we just guessing.

    If they were forced to take it down by either Burturla or the Mayor don’t the union have an ironclad lawsuit against them?

    I’m no lawyer but if the officers who run the site don’t work on the site during their shift and no town equipment is used then the Chief or Mayor have no legal standing to tell the union to take the site down. I’m not even sure the Chief, Mayor, of Loschiavo’s can claim libel. I would seek advice from our resident legal beagle, FOS.

    We do not. We are.

    It is called an “educated guess”. The 3 conditions were to take down the website, withdraw the FOI requests and implicate Shawn Farmer (and maybe Mike Henrick). The website went down.

    Have they been pressured? Yes. Absolutely.

    Did they cave in? I don’t know. Ask a cop.

    After several days of discussions with some of the guys that are union connected, I believe that this article of info is incorrect. Once again, it is amazing what you can find out if you only ask anyone in uniform that isn’t sharing a name with the dc. While the timing is perfect, I am looking forward to the new and more informative site. Several of the membership said it will blow the socks off everyone. I can only hope they haven’t folded as you suggest, for if they have and can prove that they were forced to close down, it will be the mother of all 1st ammendment lawsuits. As an already over burdened taxpayer, I don’t want to be making any attorneys richer.

    I have absolutely no problem being wrong. As I have said, I am a parent so that makes me wrong all the time anyway.

    However, as helpushelpyou has said, Buturla demanded the website be taken down, the FOI requests withdrawn and Shawn Farmer and perhaps Henrick implicated.

    The website was taken down. We have no idea about the FOI requests or the statements for/against Shawn Farmer or Mike Henrick. The rumor is that Susan McCauley has scheduled the whipping of Joe McNeil for tomorrow at 9 AM. Again, I think he will be badly bruised, but his termination will come later.

    I would love to be wrong. I think every reader of this blog as well as the other citizens and businesses in Stratford would like nothing better than a clean and ethical Police Department.

    If there is a “new” and “improved” site, I will take my socks off before I click on the link!

    TIRED of POLITICS as usual?

    I specifically asked Rich Weisel NOT to point fingers at UNIONS –
    Police / Fire / Public works – but to stress the Town Council /
    Mayor – political connections related to the FAC REPORT which
    the Town Council framed the issues and appointed the Voting
    Members of the FAC.

    I have had several e-mails and calls related to the CT POST report
    today by YOUR FAVORITE REPORTER, Rich Weisel.

    It was balanced. So I am fine with it.

    I’ll bet that and other coverage due in the Star & Bard, plus the
    Letter to the Editor do not get posted by Jeze? 🙂

    You have approx. 17 days to FOI the info(if you are lucky thats how long they keep the info), the tag was called in, supervisor called, so I am told, it is part of the tapes/computer rec’s, no family of the dc works there so maybe it won’t be shredded or erased.

    Union Update
    On 10-21-08 The Town of Stratford released the results of Internal Investigation 08-06-08, which was filed against our Union President Joe McNeil.
    The results are as follows:
    Captain McNeil was reduced in rank from Captain to junior Sergeant, and was suspended effective 10-22-08 for a period of 90 days without pay.
    The Union Executive Board disagrees with the decision and we will immediately grieve this matter. The Town has not sustained the evidentiary burden necessary to uphold the just cause requirement found in the collective bargaining agreement. The Local 407 is confident that when an impartial panel, free of political pressure, reviews these facts, Joe McNeil will be vindicated, reinstated to the rank of Captain, and made whole for any salary lost as a result of this suspension.

    Captain Joseph McNeil has been a dedicated police officer with the Town of Stratford for over 14 years. During the course of his career, he has been highly decorated for his police work and has never been reprimanded in any way.
    Captain McNeil serves as the President of the Executive Board for Local407. In this capacity, he quickly discovered irregular and highly improper conduct involving senior members of the Town of Stratford Police Department. Since he began questioning these improper activities, we believe a deliberate campaign has been orchestrated against him.

    The improper outsourcing of an Internal Affairs Investigation, involving the Mayor’s brother, has furthered this campaign. For the first time in the history of this department an internal investigation has been handled by outside investigators.
    Attorney John Kelly and Attorney Robert Tolomeo handled the investigation. They are known, long time associates of Chief Buturla. We feel that as a result the improper outsourcing of the investigation, and the relationship between the investigators and Chief Buturla, the investigation did not have the impartiality that it required.

    With respect to the background investigation regarding the Mayor’s brother, Captain McNeil emphatically denies that he 1) released said report to any member within the Police Department; 2) released said report to any member of the media; 3) released said report to any member of the general public; or 4) was otherwise complicit in any way with the release of any confidential and/or non-confidential information within or outside the Town of Stratford Police Department.

    There is absolutely no evidence to support the Town’s findings. Accordingly, Joe, his
    wife and his three young children will endure the hardship caused by the Town’s decision. While financially devastating in the short term, Joe remains confident that the honor of his Police Department, his position, his good reputation and his lost wages will be, summarily, reinstated at the Board of Mediation and Arbitration.
    The Local 407 stand in unwavering support of our Union President and will not be influenced in any way against fighting for what is right. We feel this is an attempt to weaken the resolve of our union body but in essence, has only made us stronger.

    On 09-29-08 at our last union meeting we presented our reasons for a vote of no confidence against this chief, deputy chief and the mayor of this Town. Joseph McNeil was a Captain with a stellar reputation. If they can do this to a person of this caliber, what makes you think they cannot do that to you?
    Confidence? What confidence do you have with this administration? We feel absolutely

    On 10-28-08 we will move forward with the vote of NO CONFIDENCE. It will take place at the V.F.W. from 0700hrs until 0900hrs to accommodate all shifts and schedules. Our regular monthly meeting, which had been scheduled for the same day will now be held at the V.F.W. at 08:15hrs.

    I expect the Union to win the Grievance.

    1) A key point, is that NO CRIMINAL Charges were FILED.

    A) If CRIMINAL Charges were FILED, then the Attorneys on both sides would
    have access to FREE DISCOVERY. Just imagine the potential.

    B) If there was preponderant evidences of Criminality within Jurisdiction,
    then Prosecutorial pressure would overwhelm any chance of the Union
    being able to win the case.

    IF this is another STRATFORD political game?

    2) Tempus Fugit. After the election, the Town can intentionally lose the
    grievance, if there is political collusion?

    A) There are political advantages of creation public perception illusions.

    B) It is not money out of the pockets of Mirons / Burturlas / Town Council.

    C) Reinstitution of Rank and Back Pay are extreme probability. However,
    NO O. T. is normally awarded by an Arbitrator.

    D) Capt McNeil will become a Union Martyr and get fast tracked to future
    opportunities, maybe even the Head of the CT. STATE TROPPER’S HOME
    LAND SECURITY DIRECTOR. John Burturla can tutor him.

    Regardless, of what the truth is, it is a shame.

    Everything that’s happening in our Town is a shame. Everything is a political game played for the politicians personal gain. It has nothing to do with the residents or taxpayers – it’s all about greed.

    The economic condition of our world is proof positive of the greed factor in everything that occurs. The majority of us will suffer but there are still those who will sit high, collect a check and benefits despite all of their wrongdoing. Their penalty for participation – a slap on the hand.

    Also, now that McNeil has been suspended/demoted for leaking the “information”… does that mean the “information” is now public record? And if so (depending upon the answer to my first question) why is the Council NOT doing something about this???

    Hint: this mean YOU Mr. Forrester!!! Since we already know how the other Council members will vote on pretty much everything… YOU are our only hope to getting something done! Please don’t let all of your great years of service be wasted by letting such a travesty slip right through your grasp without even trying to correct it!!!

    These are all direct responses to above posts

    PCS, and others.

    While I strongly suspect games played in Stratford by the mIRON CURTAIN
    and B-UTTER-NUTS, I believe there are ample examples of using innocent
    people, to further the ends of the criminal commission / esquirarchy.

    One of the strongest facets Capt McNiel has is that NO CRIMINAL CHARGES
    were bought to a Grand Jury or Judge for a WARRANT for Criminal prose-
    cution. To do so would open COMPULSORY DISCOVERY AVENUES and the
    witnesses would have to go on record.

    By staying within more restrictive LABOR LAW, it reduces availability of
    Evidence and also the Compensation, unless there is a succcessful Civil
    Rights suit, which I expect will follow with prompt and generous settlement.

    So no one EVER complain I do NOT support UNIONISM or POLICE!

    All I ask is that if there is a Civil Suit, that they go after them personally,
    so as to not cost Tax Payers for Burturla’s fees or settlement.

    PCS, what can one expect Earnings of the major companies to be,
    when the Executive and Judicial first funnel Capital offshore and to
    BIG OIL, where they co-ordinated $ 100 a barrel over prior high in
    the early Reagan years.

    What can you expect when sales of major corporations to the U S
    Government almost cease, dropping sales by 40 % of high margin
    Business? This is all contrived for huge changes coming.

    I have yet to see those changes benefitting the innnocents!

    Late in Feehan’s term as Chairman, he mentioned the Fire Station had
    exceeded $ 6 million when it was supposed to cost under $ 2 m.

    And all of a sudden there was a movement to turn the OLD UNUSEABLE
    FIRE STATION into an EMS Building.

    I hope that CAPTAIN McNEIL knows that no matter what this idiotic administration does to him, the citizens of Stratford are behind him. I believe there is ONE person that got a “personal” benefit by circulating this info and he is a top administrator & had unlimited access to the ALREADY printed copy(s), not to mention the copy machine (and personal motive). The benefit is that it would shift the light from one really bad hire (a son maybe?)to another that had political ties. Yes, siree he is laughing at all of you (esp. the mayor) right now. He has been bragging that no one is gonna get him on anything. Not even a speeding ticket. This is obviously speculation and my humble opinion. In a court of law they would call it reasonable doubt for Capt. McNeil. (Capt. McNeil fell free to give your attorney my hypothesis)
    I do love the union’s statement and the implications of the PATTERN of improper hiring even with regard to the investigation.
    I hope the town council makes a public statement-even if it is about the fact that they disagree with the process of how the “internal” investigation suddenly became external and a “private” outsource. Where was the competitive bidding for THIS job(there is an ordinance on the books about this guys) that cost the taxpayers a fortune???????? The taxpayers do not want to pay for this–it should come out of the mayors personal fund, as this all started wilth him trying to railroad an improper candidate in-again, or maybe the Chief should pay for the inviestigative costs of he is found to have violated policy.
    Council members I do believe the taxpayers are going to gift each and evey one of you with a pair of blunt scissors(that even a 5 year old would use) to CUT, CUT, CUT the administrative budget(s), cut the budget for take home vehicles, cut the budget for the cost of fuel for administrative vehicles, and we will even throw in some crayons so members of council can be sure to give all the take home vehicle beneficiaries the appropriate tax form as that is considered taxable income(car, gas, insurance) by the IRS. Then the council can use the crayons to file a writ to demand proof of the bidding process that should have been followed was not violated in this psuedo investgation. If the council doesn’t take SOME type of action this time to protect the taxpayer both republican and democrats alike can kiss the next mayoral election good bye(do you want a donut hole for a mayor???), not to mention the council seats–people are sick of the abuses and sick of the inaction of the council, pretending they don’t have the power. They have extreme power to make a statement and it needs to be made IMMEDIATELY.
    I look forward to seeing some of you at the union meeting since it is open to the public, which actually suprizes men.

    As usual, I agree with you, but you are pinning your hopes on the wrong people. Members of the Clowncil have never stood up to Miron. They simply let him get away with whatever he wants.

    There will be no cuts to the administrative budget. There will be full payment to Tolomeo & Kelley. For at least 14 more months there will be additional payments to Rich Buturla and Berchem Moses & Devlin so that Kent Miller can “defend” the Town of Stratford against Joe McNeil’s grievance/appeal/arbitration.

    Perhaps the most ironic of all, I remember the statements issued by Miron shortly after Brooke Miron was arrested for embezzling $28,000 and Richard Miron was arrested for larceny. “That’s why we have a constitution. In this country people are innocent until proven guilty.” I guess that only applies if your name is “Miron”.

    However, as I said, I would not look to the Clowncil for anything. We will all have to simply remind the RTC, DTC and yes, Dom Costello, that they were silent during this.

    It is time that the residents of this town make a decision. If we are not going to put up with the corruption anymore we need to make a very public act/demonstration that makes it to the network news, and I’m not talking about local networks. A “tea” party type action is far too civilized for the idiots we are dealing with. I mean we almost need to go in and take possession of town hall and declare a military victory…it’s not like the police will make us leave, hell they will probably help us. I’m not talking violence, I’m talking like move in and stay there. It’s a public building and they can’t throw you out if you aren’t creating a disturbance, as I said the building belongs to the public.
    Does council have to pay Tolemeo? If it comes out of the police budget and they refuse to authorize more funds to replace what is spent then the chief is screwed. If it ends up in court as we know it will maybe the funds will be recouped enough to pay the friggin attorneys. I strongly URGE the council to make some serious cuts in the non union administrative salary line especially at the pd, that line costs far more than is budgeted for in their poor performance you can include the mayor’s office in that cut, he gets less done with 3 assistants and screws up more than we have had to deal with in 15 years combined with a town manager and one secretary. It was much more efficient back then.
    I believe that the council MAJORITY might just be starting puberty and some testosterone might just kick in, if not, election day sounds like a great day to bring pillows and sleeping bags to town hall, news crews will be around and they certainly can’t throw us out. We’ll get the damn permit. What do you think?
    It looks like you are going to be our write in candidate for mayor, and you’ll win by a landslide. You have my vote, as I am very disappointed with the lack of voice and action by the individuals that say they are interested and exploring running for office at this point. Maybe they will act like true leaders and DO something to stop the insanity. Frankly, I think that you would do an excellent and honest job.
    The Stratford Observer is a waste of time to read, it is nothing more than the newest assistant in the mayor’s office working on his next campaign with public funds, sort of like the long beach west debacle….. What is written there is softer than charmin and smells like the charmin has already been used and is over ripe for flushing(which is exactly what we want to do with the current administration in town hall).
    you should run in the 6th-you’d also win by a landslide and add a little levity to town proceedings.
    If council doesn’t make a dramatic stand by next week they will be officially renamed & we can send them to the ringling bros. I heard they were in town and looking for a new act and the CLOWNCIL should be able to fill the bill.

    STRATFORD — Capt. Joseph McNeil, the head of the police union, and former Sgt. Shawn Farmer acted together earlier this year to release the personal background file of one-time officer applicant Christian Miron, the brother of Mayor James R. Miron, according to a disciplinary report released Thursday.

    The report by Chief Administrative Officer Suzanne McCauley, released in response to a Freedom of Information request by the Connecticut Post, was made public two days after McNeil was demoted to sergeant and suspended without pay for three months. It concludes that McNeil made copies of Christian Miron’s nine-page background file, and Farmer, the former union president who resigned in May, sent them out to several Town Council members and the media, in violation of numerous departmental policies.

    The report does not speculate on the officers’ motives for releasing the files, but some in the department have said they believe Miron was not qualified and was being fast-tracked for a job because he was the mayor’s brother.

    Miron, 29, was issued a conditional offer of employment in March even though the information leaked from his application raised questions as to whether he is fit for police work. The background file showed he scored well on the written and oral exams, and that a psychologist who interviewed Miron recommended he be hired but with “strong reservations.”

    Miron, however, was not among the 14 rookies hired by the department in July.

    McNeil admitted under questioning at an Oct. 2 disciplinary hearing that he read Miron’s background file, but he insisted Thursday that as a captain he had “every right to do so, as did anyone else in the department,” and that after he printed the report, he “tore it in half and threw it away.”

    Town and police officials don’t buy that.

    McCauley points out in her report that the “coincidence” is not believable that Farmer was standing next to the printer in the records room at the exact time McNeil printed the application report.

    “The evidence establishes that on March 25, 2008, Capt. McNeil printed the applicant’s background report for Sgt. Farmer,” McCauley says, adding that McNeil “failed to maintain the confidential nature contained in the background report of the police when the disclosure of this information was not necessary in the performance of his official police duties.

    “Based on the strength of the circumstantial evidence, the inherent improbability of the events that would have had to occurred if Sgt. Farmer acted independently without Capt. McNeil’s knowledge, and McNeil’s lack of credibility, [the investigation] establishes that Capt. McNeil printed the background report for Sgt. Farmer and knew Farmer intended to release it.”

    The report also contends that McNeil, a 15-year veteran of the department, violated the department’s policies regarding integrity, obedience to orders, work rules and regulations, and law enforcement ethics.

    In her conclusion, McCauley says, there was plenty of cause for McNeil to have been fired.

    “Although sufficient evidence exists that a termination is justified, the undersigned has decided to impose lesser, but still severe discipline,” she says.

    McNeil and his Milford attorney, Clayton Quinn, on Thursday continued to deny the union president played any role in the release of the background report.

    “I was angry and outraged myself when I learned the report had been released,” McNeil said. “I knew it would tarnish our union and just because I looked at the background file on the computer and printed a copy doesn’t mean I released it, or know who did.”

    Quinn said the town hasn’t provided his client or him with all the information it released Thursday to the media, which includes more than 100 of pages of transcripts, an internal affairs investigation report and the transcript of the Oct. 2 hearing at Town Hall, at which 70 police union members gathered in council chambers to support McNeil.

    “There’s not a shred of evidence that he disclosed the report to anyone, and we stand by that,” Quinn said Thursday. “Capt. McNeil categorically denies any wrongdoing.”

    The union is also supporting its president.

    “The Stratford Police Local 407, Council 15, AFSCME does not agree with the conclusions of the town of Stratford in this matter,” according a statement it released earlier this week. “By its own admission, the town’s conclusions are derived wholly from circumstantial evidence. The union will immediately grieve this matter because the town has not sustained the evidentiary burden necessary to sustain the just cause requirement found in the collective-bargaining agreement.”

    The union “is confident that when these facts are reviewed by an impartial panel, free of political pressure, Joe McNeil will be vindicated, reinstated to the rank of captain and made whole for salary lost as a result of the suspension.”

    Farmer could not be reached for comment Thursday.

    The mayor said earlier this week he recused himself from “the entire disciplinary process” because the investigation was related to his brother’s personnel file.

  46. This whole situation just bothers me to no end. Back in my other life – the one with motorcycles and no kids – I knew both Mark Dilieto and Gene Vedock. They were always friendly, helpful and nice to me. I’ve known many of the officers that have come and gone through the SPD – current, retired, or moved on.

    Mark Dilieto was always there, before he retired, to help bring a close to the Holmes Street Hellhouse, along with the neighbors. I completely appreciated his help, as did all of us on the street. I don’t have a problem with his abilities as an office. I do have a problem with swallowing that pension pill. What was done, just wasn’t right and every resident – past, present and future, will be paying the price for those unethical activities. This police department pension pill is just completely obscene and way out of bounds.

    Now, because Capt. Joe McNeil brought this obscene behavior out in the open, he’s being scapegoated. The leak of the report – while it may have been improper by whoever did it – is also very embarrassing for the top administration of the police department – the chief and deputy chief. It brings out in the open the unethical hiring practices that exist there as well.

    It also wasn’t right to step over more qualified candidates just to offer Christian Miron a job – because he IS the mayor’s brother. If there were reservations, no conditional offer of employment should have been given. But, like other things that happen, a blind-eye was turned and the “favorites game” was played. How unfair for those better qualified.

    I’m sure there’s more unethical municipal governments than Stratford, but we’ve got to live here and these pills are forced on us day in and day out. Since 2005, we’ve been forced to accept bad hiring choices, favoritism, inexperience and top-heavy administration where it’s completely unnecessary.

    If Jim Miron were really interested in the best interests of the people who pay the salaries of the Town’s employees from the top down, he’d really sit down and look at it from the our side – starting with his top-heavy administration. Who cares what the party affiliation is – this should be about the people – not the respective parties.

    He’s really forcing the LBW issue and his behavior was completely unethical and for his own personal gain – to have something on his bid for re-election. How much more evident can it be that going through with the LBW sale isn’t about what’s best for the people, it’s what he needs to secure his bid for re-election in 2009. Time is very short for him and very little has been accomplished. Sure, there’s been little items here and there, but he needs something major and it’s a sure bet that SAEP, Shakespeare and, hopefully, LBW won’t be on that list.

    I spoke with a gentleman the other day. He only moved to Stratford a short time ago. He thought LBW was Long Beach and the parking lot and was in favor of selling based on that belief. He stated his reason was to rid the parking lot of the people going down there for “activities” other than sunbathing or walking along the beach. It would then be someone else’s problem – not Stratford. I would venture to be that a majority of the people are misinformed about LBW and are basing their decision on that misinformation.

    But, in the long run – isn’t that was politics is about – decisions based on misinformation? I haven’t met a politician yet who stands by his word and has follow-through when it comes to platform promises.

    First, Farmer is not a public figure, he is a retired police officer who left for a much better job that he had been working in for years while on the force. As such, this is clearly defamation of character, slander, and the town has libeled him. He was not part of any disciplinary action in this matter and never had any chance to defend himself. Remember, we are allowed to face our accusers. To make a statement like this without releasing any report is a scam.

    Miron just made millions for BM&D to defend this. Internal affairs investigation, no not really, and to present that this was a professional investigation by unbiased people is ludicrous. Someone needs to file a bar complaint against them.

    Mr. Farmer, get a real scumbag attorney and sue them all personally and in their town position. Williams comes to mind, but he is a lousy trial attorney. Including the two highly paid “investigators”.

    You don’t have to file a grievance, nor live with any administrative officer in the town, sue, sue, sue. Then when Miron is thrown out he wont be able to start any business as you will have a judgment against him for the rest of his life.

    He will be eating boiled hotdogs from a hotplate in a one room apartment with his Father in Bridgeport.

    George, there are no more Special Act Charters for Towns, I think the only ones that can be granted by the legislatures are special districts, like the MDC, and things like that. And they are more easly formed by statutory or regulatory act than special charter.

    Once you do anything to give up a special act charter right, it dissolves to home rule. Funny how so many other towns can amend their charter and it stays a SA Charter, but once BM&D and Miron got involved those rights and privileges disappeared. Milfords one of the towns that seems to have done well with an SA Charter, and amended it a few times I think.

    Yes there are levels of bottom feeding attorneys; skanky, skankier, scum, scummier, scumbag, and MAXIMUS SCUMBAG. The highest held for elected politicians who are members of the bar.

    I am in total agreement with your last sentence with regard to the administration, and if council doesn’t act now I’ll be agreeing with you about them too.

    I’m telling you it should be a sit in/shut in or what ever you want to call it on election day at town hall, can you imagine if all the people who don’t have to work that day showed up (and brought their kids)? That would look great on you tube.     Stratford Citizens marched against the I – 95 Tolls.
    They closed.

    26,000+ Stratford Citizens out of 28,000 registered voters signed petitions
    to have 3 referendums.
    The referendums passed.
    Town Ordinances were created.
    Mostly under Kevin Kelly, they were circumvented, and essentially repealed
    via unenforcement.

    There are maybe 10 Public Forum speakers per month.

    I know its hard to get anyone to add some facts to this, but can someone please tell me the citation of the “illegal leak”? When you say illegal, it means its against the law. What law? I cant seem to find any state or federal law or regulation that this allegedly is a violation of. More importantly, I see administrative opinions that say that is not against the law and would be able to be FOIA document as it deals with transparency in government of public safety issues.

    So, the post is carrying the water with the town clowncil © 2008, jezable 282, and of course Gavin is no where to be found.

    I love phrases like “appears to show deception” that’s what investigators put in reports when they are either pressured to point to someone, or they don’t have a clue.

    Buturla and his butt buddies are disgraces to the Blue and the Gold.

    If they had anything illegal, they would charge it and eliminate
    any chance of McNeil getting reinstatement and back pay.

    However, to do so would force opportunity for FREE COMPULSORY
    DISCOVERY available in a Criminal Venue.

    If McNeil had a 1/2 way intelligent lawyer and more importantly a
    lawyer who was NOT bought off, he could get SOOOOOOOOO much
    mitigational evidence so as to justify the act that McNeil was doing
    his LEGAL DUTY since there are counterveiling LAWS about ILLEGAL

    I e-mailed all of the Police union officials, at their address ending in

    Miron & Burturlas have an absolute legal right to monitor those town
    e-mail addresses, which belong to the public.
    Further, if they work union business without permission, during hours of
    work, they can be disciplined and charged with theft of time.

    Wouldn’t it be nice if USC 18 1030 & 1951 came out of personal pockets
    instead of the Public Treasury. Watch which way the winds blow…..?
