Harkins to explore Stratford mayoral run

STRATFORD — The race for mayor may have just gotten a lot more competitive.

In what already promises to be the region’s most contentious contest for local office this year, longtime state Rep. John Harkins, R-Stratford, the House deputy minority leader and a ranking member of the Veterans’ Affairs Committee, has set up an exploratory committee for a possible mayoral campaign.

Harkins, 45, a lifelong town resident who served briefly on the Town Council in 1995, has served in the General Assembly for 13 years and was elected to his seventh term last November. He announced the formation of his exploratory committee during the Republican Town Committee’s meeting last Thursday at the Perry House, saying he wants to “gauge the public’s interest in my potential run for mayor.”

“People want a candidate they believe can run the town without all the negativity and controversy of the past three years,” said Republican Registrar of Voters Lou DeCilio, chairman of the exploratory committee and Harkins’ campaign manager.

If Harkins runs, as top Republicans predict he will, he joins an increasingly crowded field of candidates seeking to unseat Democratic Mayor James R. Miron, who has had a sometimes stormy three years as mayor. Two years before launching his campaign, Miron led the fight against a charter change that restructured town government from an appointed town manager to an elected mayor. He ran anyway and won election as the town’s first mayor.

Jonathan Best, a Republican, and Domenic Costello, an independent, have announced their plans to seek the mayor’s office, and Town Councilman Gavin Forrester, D-3, has indicated he is likely to challenge Miron in a primary.

Harkins said Monday he wants Democrats and Republicans to work better together to move the town forward.

“The main theme of my campaign would be that Stratford should be a town where people want to move to,” Harkins said Monday. “What really got me recently was talking to a longtime resident who said he’s sick and tired of the partisan politics and the town’s negative image and that he wants to move out of town.”

Harkins said under Miron the town has also become the constant butt of jokes in the capital.

“I’ve had other legislators come up to me and say, ‘Thanks for your town making the news again in a negative light. It takes an awful lot of pressure off of us,’ ” said Harkins, who co-owns Harkins Appraisal Services in Stratford. He said his experience working as a Republican in a Democratic-controlled state Legislature will help him to restore a “spirit of bipartisanship” as mayor.

“People in both parties have been encouraging me to run,” he said.

Both Best and Costello said they welcome Harkins potential foray into the campaign, though both pointed out he has become valuable to Stratford working in the Legislature.

“I’m surprised he would think about running now, just three months after he was re-elected,” Best said. “It takes a long time to gain the stature he has in Hartford, and if he was going to run for mayor he shouldn’t have run for the House again so we would have had the chance to put someone else up for the seat.”

Costello said, “I’ve gotten to know John over the past six years and he’s a good man who has worked hard for the town. If he runs for mayor and wins, it would be a big loss for the town in Hartford.”

Miron, who is expected to make an announcement in March about whether he will seek re-election, said Monday, “I’m too busy actually being mayor to worry about any of the potential candidates who might oppose me if I run again.” Err, Jim? How busy were you and Heather on your 6 day taxpayer junket to the inauguration?

    I had the Play write’s endorsement, for Town Council District # 3.
    Even though it was tongue in cheek and back handed, “since everyone
    in Town Hall hates George Mulligan.”

    As I went to a FAC Meeting last night I saw his honor and I asked him:
    “Are you really thinking about running for re-election?”

    His honor stated he has not yet made an announcement.

    Voters need to understand from the next mayor:

    1. Plans for the Shakespeare Theater
    2. Plans to move the GSA on closing a deal on SAEP
    3. Plans for the airport
    4. Plans for the Town Attorney
    5. Plans to restore morale in Town Hall, the PD and the FD
    6. Plans for working with the Council
    7. Plans for making Town government more transparent

    Being a “nice guy” is not enough this time around.

    A Mil is the number of the total value of private property
    in a town and divided by 1,000.

    Town Private Property is about $ 4.5 B = $ 4.5 is about 1 Mil

    Their business has increased dramatically, as more and more people go from
    the FOO – FOO brunches favored by the SNOTTY CLASS.

    My kinda people.
    They have CALLOUS on their HANDS and NOT their HEARTS, like too many people
    who seem to think only the democratic and republican parties have rights and
    have a DIVINE RIGHT to being OVER PAID / OVER PENSIONED / OVER BENEFITTED.

    – I am NOT against people getting the best possible deal for them selves and
    having good to very good compensation and benefits.

    – I want everyone to have effective & cost effective: Health; Living (well) wages
    and monetary / career opportunities; Pensions for “Otium cum Dignate;” good
    working conditions / environment; and Appreciative Benefits.
    🙂 Platform anyone? 8) Drum roll please? 🙂

    However I believe too many people in both parties are basically thieves, liars,
    criminals, and traitors. We have a cocaine republic, based on graft, spoils,
    and steering – in which Stratford has people who fit into certain concepts.

    NOTE:
    I believe the vast majority of people, vast majority, in the parties are good
    and decent people who are honest, hard working, and community pillars.

    We have plenty of room for differences.

    However, the destruction of the reasonably and properly Regulated
    Capitalistic System with Checks and Balances of a true Democracy and
    Republic of “just” Constitutions, Charters, Laws, Codes, Rules, Regulations,
    Resolutions, and Ordinaces has been wilful and calculated.

    Good people and innocent people suffer. Needlessly.

    There is a cornucopia for food – disease prevention – shelter availability –
    provisions for necessities and most desires, without strain to resources.

    The sacrafices of the “Greatest Generation” was repaid with perfidy and
    perversity of unenlightened vampiric me first psychic gradification with a
    cruel, unusual, sadistic, and schadenfreudistic reification!

    Children and young adults are seeing predatory conflicts and assaults on
    humanization that is disGRACEful – literally and figuratively…

    At least you pay your dues and have shown up more often than most,

    Personally I like you, Gavin, Calzone and others and praise you all
    for your EMS stuff.

    We have political issues, where some of your allies and past associations,
    make me look at your Mayoral candidacy, as just another of the usual
    suspects…..
    It may not be that way, from your perspective.

    Knowledge and what I believe he has a legal right and ethical duty to

    As noted, I respect you as a person.
    You have done much for the community via EMS, and more.
    You are among the more intelligent and capable candidates.

    Unfortunately my life and lives of others seemed to evolve
    into a scenario found by the fictional lawyer in “The Firm.”

    We get stuck in the muck and goo.

    Matter a FACT – the RTC & DTC remind me of …
    at least at the national and states levels 🙂

    I will answer questions as best as I can understanding we might not always agree. The specifics of some answers are ruminating around in my brain and therefore will do what I can to provide information. I have answered questions before and will do so again. This is against the advice of some in my campaign but I do honestly believe in transparency in government. My looking at this page is somewhat sporatic based on my schedule but you can contact me through my website. I pick that mail up every day and it is getting busy to say the least.

    George I cannot be responsible for whatever you believe others did to you or your family. I can only be reponsible for what I do and if I am fortunate to have the voters elect me Mayor I will assume responsibility to insure that things that have happened in the past do not repeat themselves.

    You and I have spoken before. I do like and respect you. My problem with all of this is that the last election was flooded with candidates.

    My opinion hasn’t been quiet – I think John Harkins would do our Town a world of good. He’s been in Hartford for 13 years – knows many of the players. He’s dealt with the “politics” of getting things done. He’s decent and hardworking – just as you are. There’s no arguing that. The taxpayers and citizens of Stratford really want a candidiate who they believe can pull us out of the hole that Miron has dug for us.

    I sincerely hope that the RTC nominates and supports one candidate – be it you or John Harkins. This time around – it’s got to be ONE candidate – enough of the party splits. It’s not fair to the taxpayers of Stratford.

    I certainly would hope that if it’s you who gets the nomination, that John would stand behind you with support and vice-versa. It’s going to be a tough four years in Stratford if Miron gets in again, and he no doubt will of there’s a party split and flooded pool of candidates as there was last time.

    All that being said – in your words – can you make me believe you’d be the best man for the job?

    I have already told the Town Committee months ago that I was interested in running for Mayor. I would primary for the position but once the primary is over I will support whoever wins (hoepfully me) and not run as a independent.
    This is not trying to convince you but it is the facts. I am a candidate running for the Republican nomination for Mayor.

    Here are the answers to your questions. Perhaps these are not specific enough but they are what they are. I am reluctant to get too specific this early because my competitors may use my ideas.

    Question 1:

    A. Town Attorney. Will you appoint a town attorney at a salary or will you permit billing by the hour as we have with Berchem Moses and Devlin?

    I understand the complexity of why the Town uses outside counsel. I also understand that the costs are great and may not be possible with our impending financial situation. I have a plan to reduce cost and biling hours that will address these issues.
    It involves a combination of both staff utilization and contracting out specific issues that may be beyond the scope of a general practice attorney.

    B. Have you contacted any individual attorneys yet about the possibility of representing the town and, if so, who?

    I have not contacted any attorneys because this would be premature and not legal. You cannot make any promises when you are a candidate regarding employment or otherwise.

    Thank you for your effort. By the way, it’s not illegal to ask an attorney if they would accept a position if you were elected. If so, we would not have any cabinet members. If your answers are documented here first, I will stipulate that you were indeed the first to think of it.

    It will not make a difference if you say I am first here. I learned from the last campaign that people without ideas take your and claim ownership. Like for example the placement of the Dog pound. I proposed it at the Mayor’s forum with maps when they did not even consider it. I presented it at the Town Committee again with maps and finally people saw the light. But no one has mentioned I brought this forward. I did that as a citizen and frankly I am pleased one issue was put to bed. But it was not the Mayor who found and moved the site on to everyone’s radar.

    With regards to Shakespeare I think we need to allow a little time to see if this latest adventure moves forward. If it does not I would act if elected Mayor quickly to resolve it. I believed then and now that the Theatre should have been the center of a performing acts magnet school. Oh that’s right Trumbull got that from the State. Where was our delegation? So no that the cow is out of the barn my next idea would be similar to what they did with a theatre in Enid OK. The converted it to a community center and rent it out to corporations for use. In addition it is used for large town events. Maybe large council meetings, debates, school plays etc. At this point however the Council has identified a vendor lets give him a little room with close scrutiny and see if it can work as he says.

    I do see the Theatre givng some return on investment over time back to taxpayers either in real cash or in kind services. Time will tell.

    No not tired
    Your question is would I fill that position. I would only if I could figure out how to pay for it without increasing the budget. It might require some adjustments to the table of organization. All public safety agencies would report to the Director once the position is established. I also think about fire and police commissions as a possibility for the future. All these questions are very premature because first I would have to win the election. At that time I would make the decisions required to improve town operations and control expenses and taxes. Sorry it took so long…

    I strongly disagree about the timing. You have had at least 3.5 years to think about this. In addition, the time to explain your plans for Stratford is prior to the election not after.     Why are most 50 % higher than good private sector cost?
    Why are all 10 to 15 times the cost of CINERGY? – (NOT available in CT.)

    The better the diverse coverages, the more money the agent / insurer
    can charge and perhaps kick back to certain (Parties) who staff the
    elected positions of the BoE & Town, getting many relatives of the Town
    Committees to get great jobs of 37 1/2 hours a week, with higher than
    town Mean & Average income and GREAT BENEFITS, whereas most taxpayers
    in Stratford do NOT have Health Insurance.

    – I can write that with some certainty since 24 % of Stratford are over 50 years
    old and significant numbers get Medicare / Medicaid.
    – Many are un-employed or underemployed.
    – Some are in public housing.
