We have been begging Mayor Moron and the Mironistas for a list of accomplishments after 3.5 years in office.

Well, as requested, here it is:

In the meantime – we – the people – the taxpayers – are more interested in a Mayor who “gets” it.

A Mayor that has brought a managment team into town that delivers balanced budgets and returns snall surpluses to the rainy day fund.

A Mayor that has brought a management team into town that has eliminated 1.2 million dollars in wasteful spending through internal auditing and sound accounting and internal controls.

A Mayor that has a brought a management team into town that is so fiscally sound and conservative that Moody’s removed its negative outlook on the town AND Standards and Poor’s UPGRADED the Town in the midst of the economic meltdown.

A Mayor that is not afraid to to make difficult decisions or hold town employees accountable.

A Mayor who has fought for senior tax relief.

A Msyor that is fighting for veterans.

A Mayor that has fought to preserve and protect Long Beach West.

A Mayor that is working to make the town more environmetally responsible.

Etc. Etc. Etc.

This is what we have in Mayor Jim Miron.

    I’ll take the first one:

    I love this one. He can’t even spell “Management”. Unbalanced budgets are illegal. They must be balanced. Small? How about non-existent? $480,000 out of $175,000,000? (That’s 0.02%) And all he had to do was fire every union supervisor.

    Let’s talk about the “managment team”. Who would that be? Ben Branyan? Nope, fired him. Mark Haddad? Nope, he quit. Susan McCauley? Hard to tell, she is not allowed to speak unless Miron writes her a note. Perhaps Marylin Fores the HR Director? Nope, she quit too. Tina Burgett? Nope she quit too. Winterbottom? Morale has certainly risen with him there, huh? Diane Toolan? Nope, fired her. Pat Ulatowski? Nope, he retired her. Mike Imbro? Nope, retired him too. John Buturla? Yeah that’s it. Hire the Town Attorney’s brother. What was that vote? 92% of the Police Force have no confidence in him. Jay Cybart? Must be. Miron appointed him. No wait! He was hounded out of the FD.

    Mayor Miron Announces Third Budget Surplus Last Decade and $1.2 Million in Savings

    Stratford, Conn. (October 25, 2007) – One of only three budget surpluses in the last ten years in the Town of Stratford; record tax collection rates; corrections of management errors of previous administrations; increased contributions to the fund balance and a correction to the Police Plan B Pension Fund were highlighted by Mayor James R. Miron and Finance Director John G. Norko at a press conference at Stratford Town Hall.

    $1.2 Million in Town Funds Affected:
    The Miron administration has uncovered a number of administrative errors and omissions that can be tracked back over the previous 10 years. Unfortunately, in the previous nine fiscal years, former town managers and prior Town Councils have used the fund balance seven times in order to balance the budget.”

    10 years? $120,000 per year? Out of ten $150+ MILLION dollar budgets? Amazingly good management if you ask me. But how did we get a surplus suddenly?

    “The Town generated $928,000 in additional tax revenue from a recent tax lien sale. This was the first tax lien sale conducted by the Town in 10 years.”

    Oh. Hey, wait a minute! How much was that surplus?

    “The FY2007 operating budget ended the year with a surplus of $580,049”

    Say, what happened to the $928,000? Isn’t there $348,000 missing?

    “As a result of these findings, I have implemented an official Town administrative policy that directs regular audits to occur whenever money, both cash and grant funds, are under the control of a Town employee,” said Mayor Miron. “In addition, should any employee who handles money or grant funding be transferred or leave Town employment, an immediate audit will be executed.”

    Did we do an audit when Mark Haddad left? Or when Marilyn Flores left? Or when Tina Burgett left? Or when Maureen Kendrick left? Or when Jay Cybart left? No. So much for an “official Town administrative policy”.

    July 9th 2008: The insurance financial strength ratings on AIG’s mortgage insurance arms were cut one notch to “Aa3,” the fourth-highest investment grade by Moody’s.

    Sept 17th 2008: Standard & Poor’s Ratings Services (S&P) downgraded AIG’s long-term counterparty rating to A- from AA- Despite these factors, the ratings also reflect the group’s strong and diversified global competitive position in life and general insurance as well as its historically strong operating result.

    $185 BILLION later and still bleeding. Sounds not so accurate to me.

    Who was on that “management team”. You didn’t mention any names. Only yours as usual.

    Jez- the “earl” or king or whatever he refers to himself as these days thinks he has it all sewn up. Interesting as you and I both know, he has violated the town bidding process. Yes indeed he has, on more than one occassion to boot! The original had to do with not bidding out the “branding” job and sending it to Heather’s firm. The most recent one has to do with a per diem position of the deputy chief. That position does not exist as per diem and if the job is changed it has to go through the “process”. It will be interesting to see if he does the same thing with Heather now that she will be “off Payroll” as of today. If council doesn’t step in and expose this one they not only need their heads examined but should be flogged on the front steps…this is a blatant violation and if they aren’t willing to proect our interests then who will? Maybe Mr. Best, Mr. Harkins or Gavin(the only member on council that has a “set”)care to comment? I’d be extermely interested in ther perspective on this.

    Speaking of audits at the PD…..

    There is an Asset Forfeiture account at the PD that is under John Buturla’s (Chief of Police) control. No one seems to know how much money is in there. I certainly didn’t see it in any audit. But apparently there is enough to buy two (count ’em, 2!) shiny new Harley Davidson’s. They should be great for patrolling I95 or the Merritt…oh wait, the Stratford PD doesn’t patrol those roads. High speed chases down Main Street? Barnum Ave?

    It will be interesting to see if he does the same thing with Heather now that she will be “off Payroll” as of today.

    As you may know, the Revised Charter of 11-04-2008 has eliminated the mayor’s power to appoint “technical consultants” at will with the exception, of course, of the Town Attorney (wouldn’t want Berchem Moses & Devlin to starve would we?). It is simply nowhere to be found in the Charter.

    Of course, Mayor Moron will do it anyway. It will be up to the Council to expose it.

    2.2.15
    The Council shall have the power to investigate town affairs. In exercising this power, the Council shall have the power to require any town elected or appointed official, officer, director, department head, or employee to furnish the Council or its designee all information, contracts, reports, papers, documents, records, or other material which is in the possession of the elected or appointed official, officer, director, department head, or employee, and which, in the opinion of the Council is necessary to enable the Council to discharge the duties imposed upon it by this Charter, or to properly and completely investigate town affairs. It is hereby made a duty and obligation of all town elected or appointed officials, officers, directors, department heads, and employees to provide the Council with the requested information, contracts, reports, papers, documents, records, or other material when so required by the Council. Notwithstanding any other provision of this Charter, the Council shall have the right to appropriate funds, either by way of the budget or by special appropriation, to fund any costs and expenses which may, in the opinion of the Council, be necessary, proper and required to conduct the investigation or to procure any information, contracts, reports, papers, documents, records, or other material.

    Difficult? Really? Was it difficult to lose 40 hard working dedicated employees? Mayor Moron seemed to enjoy each and every one.

    Accountable? Oh you mean like anyone named “Loschiavo”? How many cars have to be smashed before a Loschiavo is accountable? Or a Buturla? Is there a limit to the number of cases Buturla and Berchem Moses & Devlin lose before they are “accountable”. How about Heather and Ashley? When do they show up for work?

    Oh…maybe “accountable” really means “getting even”. You certainly don’t want to be on the list of “Who’s Not Worshiping Miron Now?” in this Town. Is that when you make the difficult decision to get even for your brother and persecute honest cops? Or Fire Chiefs who have the audacity to answer questions from the council? Or maybe injured cops who pissed you off years ago?

    And what “accountability” do you have? If we read your statements, you have not made a single error or told a lie in 3.5 years. Every failure or act of incompetence has always been someone else’s fault.

    Once every 4 years? Right around election time? And why “fight”? There is always that other thing you could use. What was that called? Let’s see, most other people use it….oh yeah! NEGOTIATION! That’s it!

    Oh, by the way, if Mayor Moron really cared about veterans he could probably find a grant or two and set up an office to help veterans find JOBS. Maybe even combine it with seniors who’s retirement funds have lost half their value and could use some part time work to recoup some difference. But hey…that’s real help, not election year posters.

    Long Beach West? Again? NO sale has been made. We are only rolling the dice betting that the Trust for Public Land can come up with $10 million in the next 5 years during the worst recession in memory. The odds are no better than even money.

    Does buying yourself a hybrid SUV count as an environmentally responsible policy? It might have been more responsible if you had bought the Chief of Police and his Deputy Thief one too. Or at least have them buy their own gas.

  20. So, I might be missing something, but Miron claims to have a surplus for the last couple years. I’ve got a question:

    It is my understanding that the Town is required to fund the pension plan – there’s a certain amount that is supposed to be put into the pension plan. It is also my understanding (and I could be mistaken) that that hasn’t happened for years….. so, this surplus – is it before or after the money has been FINALLY put into the pension plan????

    I’m sure George knows the answer to that. We should all be ready to scroll through his answer.

    What is true is that the budget “surpluses” were minuscule. My guess is that he just forgot to transfer it to the Town Attorney before the fiscal year end.

    Once again, as for “balanced” budgets…that is a requirement of law. Towns and cities in CT may NOT have budget deficits. That’s like saying “What a good boy am I! I haven’t committed murder this whole year.”

    ANSWER: Under the former ACTUARIAL PROJECTION the TOWN was
    supposed to put $ 5.45 Million into the Pension Portfolio as of
    January 2009.
    However, the ACTUARY was UNAWARE of CASH OUTS going into the
    COMPUTATIONS of PENSIONS, so it raised the 2009 PENSION SHORT
    FALL CONTRIBUTION by OVER $ 200,000.

    SOMETHING OVER $ 5.65 Million WAS Deposited in JANUARY.
    Sorry PCS – Whoever told you the TOWN didn’t do what it was supposed
    to do is a couple of Town Councils late….

    were part of the COMPUTATIONS … and it took the FAC to find that out,
    with BOB SAMMIS and I BLOWING UP the COVER UP ….

    A) Is the ACTUARY and FINANCE incompetent to have not found this prior?
    B) Was this something that was NEVER DONE BEFORE and CASH HANDED OUT
    to certain FRIENDS of CERTAIN PEOPLE for looking and not looking certain
    directions for certain things?

    To my knowledge, no other town had never funded their pension issue.
    In 1998, Finance Director Gomeau was finanlly able to convince the Town
    Council to BOND $ 95 MILLION for 20 years.

    The low Bond Rate cost (2 – 3 % range?) would be repaid by the high rate
    of returns of inventments (over 8 %)
    The 5 % or more variation would PAY for ALL of the COST of BONDING and
    pay for the PENSIONS.

    In 1999, the PENSION was 110 % fully funded.
    In 2000, the PENSION was over 100 % fully funded.

    My position is that the Tax payers did their part 100 %.

    However Mr. Murray whose household took in over $ 250,000 in pay
    from the FIRE DEPT and the other Union reps and the Administration
    feel that the TAX PAYERS owe them everything in the BOND + the
    ANNUAL SHORTFALL + the Repayment Interest / Principal + plus the
    money no longer being paid after 2017 for the BOND.

    982 Town workers in Defined Benefit Plan, expected to have average
    PENSION NORTH of $ 40,000 per YEAR = $ 40,000,000
    AVERAGE PENSION expectancy above 25 years
    Total $ 1,000,000,000

    =

    Present HEALTH CARE AVERAGE COST for TOWN & Board of ED $ 18,000.
    Board of Ed Workers and retired, just over 2,000
    Town workers 450 Town retired junst under 600

    Let’s add 1000 for averaging purposes and make Insurance cost $ 25,000
    for an AVERAGE over the next 25 years.
    $ 25,000 annual cost x 4,000 retired & workers = 100,000,000 Annual Cost

    100,000,000 Annual Cost x 25 year retirement expectancy =
    $ 2,500,000,000 Health Care cost of just 25 years retirement / workers,
    who actually will add another 20 years just to qualify

    $ 1,000,000 minimum projected Pension cost over next 25 years
    $ 2,500,000 minimum projected Health Care cost over next 25 years

    $ 3.5 Billion projected cost for just 4,000 Town & Education workers
    and retirees over the next 25 years – WITHOUT ANY OTHER COSTS
    like SALARIES, BONDING, INFRASTRUCTURE, and more.

    What is the number $ 4. 5 Billion mean to Stratford in 2009?

    $ 4.5 Billion is Stratford’s GRAND LIST = or what everything in Stratford is
    worth as of RIGHT NOW, in the world according to BERCHUMP.

    Yeah PCS – the PEOPLE of STRATFORD have really been screwing over
    the workers and politicians who get much of their business from Town
    and Education employees, that some describe as kick backs, while others
    call it loyalty and sound business practice of spending locally! 8) 😦

    Please give my regards to Mr. Harkins.

    When we debate, he is on the Menu as an entree.
    Something about $ 60 million ECS.

    Something about Special Ed, unfunded mandates.

    Something about unfunded mandates related to State Highways,
    Buildings, and programs, like Special Ed is mandated to have 40 %
    paid by the FEDS, who only paid 14 %. (alone that is about 1/2 ECS)

    If the State contributed properly, Stratford would not have
    $ 160 Million Town Debt, for Capital Improvements.

    Then there are the FEDERAL unfunded mandates.

    Then there are the State and Federal diversions of Business from
    Stratford and Bridgeport, including, but not limited to Shakespeare
    and AVCO.
    These could have added a Minimum of 1 Mil in Taxes, annually and
    perhaps 2 Mils, meaning there would be less borrowing and more
    to spend….

    Too BAD the FBI head was hired as Stratford Cop in 1980?
    I have a package with a BOW on it where most of the RTC & DTC
    belong where the courage of their convictions should put them.

    But then VAMPIRES lack SOUL and thus can not see themselves in
    the Mirror. 8)

    Do I know ways out of the financial mess?
    Yes and No.

    Much depends on how low they are going to pound the economy and
    for how long for the FIRE SALE.

    Unfortunately – I CONNECT DOTS.

    Maybe I am wrong?
    Maybe the DOTS are unconnected?
    Maybe the DOTS are not there?

    Whereas Lincoln proposed Malice towards none and charity for all,

    DOM and JIMBO have ego issues which cloud their minds and
    judgements.

    I have ZERO problems in breaking down any of their arguments
    and also fending off their attacks, which I desire, since I have
    ZERO CARE about winning the MAYORAL ELECTION.

    If I could get a RALPH NADER type or Diane Buda, as Mayor, we
    might actually see a Democratic Republic before it happens in
    IRAQ (RA IQ) 😦 or COLUMBIA? 😦

    I would be remiss if I did not remind you that John Harkins is not alone in Hartford. We have quote a few people representing Stratford in the State House. Laying any blame solely at the feet of John Harkins is not only incorrect but unfair as well.

  28. OK, here’s another question that I’ve been scratching my head on…. It has to do with ECS funding. Why does the money that is given get filtered through the Town and why does the BOE only get a small portion of what’s given. If it’s supposed to be for funding the education of our children then that’s what 100% of it should go for. It seems to me that parents fight year after year because the tools (books, etc.) used to teach our children are inadequate and sometimes outdated.

    My daughter will be entering kindergarten next year and you can bet your arse that I’ll be screaming right along with the parents who scream now.

    Miron is looking to get a wage freeze – across the board – Town and BOE levels – non-union and union. Here’s another idea – top administration of the BOE and Town take a pay cut. If our children and the taxpayers of this Town – who are clearly suffering – are so important to them – they’ll be more than happy to give back a little until the economy starts making strides upwards again. If our children are so important to the Superintendent – it would be proven in efforts such as that. It’s happening in big corporations, happening with executive bonuses, etc., why not on a government/municpal level?

    “The projected tax rate is expected to drop from 28.3 to 25 mills.”

    Is that sarcasm???? I know, I dream alot. I try and envision the perfect world, but we all know that no such thing exists and probably never will.

    Everyone has to make concessions – every household has been doing it – from utilities right down to groceries and basic necessities. We should be expecting that from our the top administrative officials in our Town.

    How long has Stratford Town Hall been open on Fridays?
    I have driven past there on a few Friday afternoons and
    there are fewer cars in the parking lot than at KEATING.
