Correction: According to a letter posted yesterday by our beloved Chief of Police, the raises listed below were issued in OCTOBER of ’08.

(Editor’s Note: It was extremely difficult to ascertain whether the raises were merely proposed or already given. Until the Chief of Police, John Buturla posted this confirmation. Thanks, Chief.)

RE: Salary Increase

There is a great deal of misinformation being distributed regarding a salary
Increase for me this July. There are rumors being circulated about it so let me
Give you all the facts so that you are not subject to consistent misinformation.

I was sworn in on March 31,2007. I did not receive a raise in July of 2007.
In the fall of 2008 I was given an increase, which raised my salary from $97,000
to $102,723. This was my first and only raise in the two years that I have been
here. This is unlike the two contractual raises of 2.95% and step increases that
members of the union received in the same period.

I will not be receiving a raise in fiscal year 2010, which begins in July of
2009. I did not anticipate, nor do I want a raise in the Fiscal Year, based on the
economic conditions. The Mayor confirmed that I would not be receiving an
increase last month. I have made this commitment to do my part in freezing my
salary until this current economic crisis is over.

Geeze, what a crybaby! $97,200/year, 4 weeks vacation, 13 holidays, 5 personal days, Town car with whistles and bells, gas, insurance, pension contribution and even a uniform allowance. Plus all the employees he can bully and intimidate. Maybe he’s jealous of his brother Rich who rakes in over $1 million/year of our money.

These raises were not published nor were they anywhere to be found in the ’09 budget passed by the Council. They were issued a mere month before the campaign contributions were to be submitted at Biagio’s.

    I’m kind of curious. How many of these people listed did the Mayor hire? It seems kind of odd that the the Mayor proposes these increases when he is asking for concessions (ie. pay freeze) from the unions.

    To be an effective leader, one should lead by example. How can the Mayor expect the union town employees to give concessions when he’s giving the department heads hefty raises? Yes I believe 5 plus percent is heafty. I’ve worked for ATT for 13 years and have never gotten more than 3% at any one time.

  5. This is flippin ridiculous! If Irene Cornish’s e-mail was truthful (which I trust it was) Miron has pointed the finger at the unions for being a major part of the problem. I’m looking at the rates of the raises above, and in the 25 years my husband has been a custodian with the Board of Ed, I have never seen any annual raise near cost of living! Sure, he gets his pension, and benefits – but so do the above employees. They have their health care and a 401(a) – to which the Town contributes as well. With the pension for those still in that plan – the Town is require to contribute; however, my understand is that it’s been held in an account from which the Town draws interest – interest that doesn’t belong to the Town – it belongs to the pension plan.

    There is such abuse in this Town it makes me crazy! To quote a “friend” on the DTC – it just makes me want to puke!

    Most of the people in the unions do make concessions. If I recall early blog postings – back from the Playwright era – Miron’s firings (or layoffs, job cuts, golden handshakes) it was posted that Miron was anti-union. His latest antics are further proof that those postings were correct. If it’s his bread (the friends and family he hired or caused to be hired), the unbelieveable above-cost of living raises are OK; but if it’s the little guy – he deserves less than nothing!

    Read on Jim – only 9 months to go…… Need help cleaning out your office? I’m sure I can lend a foot or to to kick out the trash!

    What everone must realize is that we are all in the same boat. The boat is The Town of Stratford. The ‘keel’ or ‘backbone’ is the taxpayer. If the ‘backbone’ breaks……..

What I would love to see is a spreadsheet going back to when he came in and started his version of “cleaning house” which outlines hires made under his administration (e.g., the top heavy bunker personnel), along with any other hires he made. I would like to see the starting salaries and raises to date so we can really see where our hard-earned money has been going.

    People are fed up – across the board. You think Obama is angry about the executive bonus situation at AIG? Well the taxpayers of Stratford are more angry about the snow job their being given! Miron is banking on the fact that a majority of the taxpayers don’t go online and download or read his proposed budget. He’s counting on the fact that a majority of the taxpayers don’t have a clear understanding of these municipal budgets. All their seeing is the headlines and what Miron wants them to read. I’m really glad he sent that e-mail between him and Cornish to all employees – it’s spreading through Town like wildfire and his lack of couth came across loud and clear.

    In his first three years, we’ve had tax increases, now, an election year, he’s vowing to a no tax increase. Very convenient, but I think a majority of the taxpayers are already down with him.

    once again i am going to remind council that you have the power to CONTROL THE BUDGET-line by line-you also can nail this sob with a time sensitive ordinance that he can’t make any “intradept.” transfers, and that ordinance could be reinstated if miron got back in, which is not going to happen. jimmy needs someone to take away the “toys” he plays with. the money should be the 1st thing to go. next council could work on the power. council could again enact a time sensitive ordinance that takes the rest of jimbo’s power away….if they are smart they will but the guy is out of his mind.

    Proposed health insurance on the Town side comes to $9,755,951 for approx 500 employees.

    Proposed health insurance for the BOE comes to $9,929,277 for aprrox 1,000 employees (including retirees)

    I’d say someone at the BOE is looking after our tax dollars better than the mayor. What’s up with that, Winterbottom? You’re getting a nice raise, do something!

    After attending the BOE Budget presentation (in my alter ego) my analysis is:

    Biggest Loser: James R. Miron

    I have to say that watching Dr. Cornish and Ben Branyan was like watching the West Wing when Bush was president. You keep asking why WE can’t have a government like that?

    500+ people (and votes) and several standing O’s for Cornish.

    Two important statements were made. It is the lowest increase for the BOE in 5+ years. The actual cost to tax payers would be an average of $4.98/month.

    Oh…and Cornish would take her raise and write a check to the District (that way it doesn’t end up in the General Fund like our money does). What is Miron doing except being “tough” with union paychecks?

    In March 2009, an RFP was issued for an operations management contract for the Short Beach Golf Course at the direction of the Short Beach Commission. The intent of the RFP is to outsource the daily management to an experienced contractor to improve the golf course operation and increase the number of golf rounds played per year. The proposed operating budget for the Short Beach
    Golf Course includes an estimate of fees to be charged by an independent contractor for operation management. There is a corresponding increase in revenues to cover the cost of the contractor. The Short Beach Commission will need to recommend to the Town Council increasing the cost per round to generate the additional revenue to cover the contractual arrangement.

    I didn’t know where to put this but there is an email circulating amongst Stratford residents about trouble at Wal-Mart. Here is what I received:

    FYI…

    A girl that I work with said that her brother (who I think is a cop), told her that there is a gang that is doing an initiation at the Stratford Walmart.

    Supposedly, their goal is to kill 3 women who are alone. She said not to go to Walmart in Stratford alone today or tomorrow.

    She said that this was in the newspaper, but I did not see it. I am just passing this along, not sure how true it is, but wanted to make you aware.

    It sounds more ominous if you are a rec employee that won’t be running it anymore. The reasoning is crazy too. The only way to sell more rounds is to speed up play. Have you seen who plays there on weekends?

    I have a couple of problems with that.

    1. “Outside Manager” means more of our tax dollars leaving Stratford. Maybe not a lot, but most of the guys working the course live right here.

    2. The few times I snuck away to play during the week (shh..that’s a secret) the course was essentially empty.

    3. On weekends you have beginners, children, couples on dates, seniors and hackers. That is how it should be. The only way to speed them up is to shoot them.

    4. Any regular player would know to call first and ask if they needed a tee time.

    Winners & Losers

    The title could reflect on us bloggers and readers, as well as the
    subjects of our affections and afflictions.

    Lookin at my extra wide mirror, I should wish I was a little of both
    in the weight dept.
    Further, some people I criticize, I actually hold them in esteem on
    NON POLITICAL ISSUES for abilities, accomplishment, careerm etc.
    I try to keep my posts political. I do not always succeed.

    My mind wandered as I read a few of the above posts, as I wondered
    about relevance….. 🙂

    The short answer? Yes.

    Remember the timing: Raise then Donation then Freeze (for everyone else). This way Miron covers his butt with those that can spill any beans, looks “tough” in an election year and has $30,000+ he can funnel to Heather for “consulting”.

    Like Gavin Forrester, I cannot wait until December when I don’t have to do this anymore. It’s like cleaning cesspools.

    Politics is a matter of priorities and posturing.
    Certain people want to steer bribes to party hacks and patrons.
    Then certain people can offer a comparative pittance to

    Certain people can propose a 8 % Budget increase in the first year,
    with NO ONE except me noticing the increase was obviously over
    10 % of the Budget and really be a 13 % PROPOSED BUDGET INCREASE.
    – If the Town Council knew (I believe they did) they said nothing.
    – If Fred / Tris / Rich noticed, they still NEVER PUBLISHED IT, after I
    blew it open in PUBLIC FORUM.

    This, PCS, is the same point you made about Shelton’s Lauretti.
    Hike Taxes and build excess in off years.
    Keep Taxes low during election years.

    I had a Property Tax assessment, where I had to challenge by 3/20.
    3/19 I went for information about home taxes.
    I could not get at tax assessor, but across hall.
    I filled form. Normally they call next day – 3/20.
    They called 3/23. I picked up.

    I went to Tax assessor to appeal home assessment.
    Homes are down 24 % in 2008 – down 12 % in 2007.
    TOO LATE to APPEAL.
    Miron’s Tax Assessor: Had to be in by 3/20. I was there 3/23.

    I told her, that I had NO LETTER of NOTIFICATION.
    Miron’s TAX ASSESSOR told me since my assessment was NOT HIGHER,
    by LAW they did not have to send NOTIFICATION for APPEAL.
    (UNSAID – We do not want people APPEALING for LOWER TAXES)

    Miron’s TAX ASSESSOR told me that if I wanted to appeal TAXES –
    there is ZERO recourse.

    Mayor proposes BUDGET & MIL RATE

    Town Council passes BUDGET & MIL RATE

    Only thing one can appeal is ASSESSMENT.
    However they can keep appeal cutoff date secret, if the
    Housing Market has dropped, and while Taxes go up a
    marginal amount based on the MIL RATE, in reality ALL
    OF YOUR TAXES are REALLY HIGHER than the MARKET
    WARRANTS.

    I think she has the HADDAD mentality or level of EMPATHY?

    Imagine people living on $ 12,000 annual Social Security and maybe
    $ 4,000 annual dividends?
    They have no mortgage on their 40 year owned HOME.
    (not HOUSE – but a HOME – Someone explain difference to SUDDS)

    The house might be near the water, which was the slums 40 years ago.
    These days with North End Republicans controlling Budget and many
    appointments, they increase Waterfront/area properties and Oronoque,
    while keeping their assessments (shhhhh!) artificially lower…
    So maybe this 80 year old couple pays
    $ 6,000 a year home + sewer + car Tax + property Tax
    Couldn’t they use a 24 % + 12 % property Tax decrease?
    OK prior 2 years homes may have gone up 15-20 %

    Couldn’t they use a 10 % decrease in taxes.

    UI rates / bills are up 400 – 500 % since early 2000s.
    GAS / HEATING Oil up 400 – 500 % since 1998
    GASOLINE up 200 % (was 400 % since 1999

    PERSCRIPT DRUGS plummeting after HUGE INCREASES in early 2000s.

    I know a few blog readers still have parents and grandparents who

    STRATFORD — Seven of Mayor James R. Miron’s top appointees received pay raises in the current fiscal year without the approval that council leaders claim is necessary, months before the mayor demanded a salary freeze and union givebacks to achieve a no tax increase for the next budget year.

    Those officials have also contributed to the mayor’s re-election exploratory committee, according to Town Council Chairman Michael Henrick, R-10, and police union president Sgt. Joseph McNeil.

    “This is the town of Stratford’s version of AIG,” Henrick said, referring to the public outrage over bonuses paid to executives of the troubled insurance giant. “The mayor really pulled the wool over everyone’s eyes on this one because he’s not allowed to dish out these increases without council approval, and we never approved or would have approved these kinds of increases during such a fiscal crisis.”

    Henrick called on the appointees to give back their raises, just as union workers are being asked by the mayor to forgo theirs.

    Miron, however, dismissed the allegations, saying the “merit raises” for his cabinet officials were all based on “thorough evaluations” using job performance as the main criterion. “Not one of them will receive a salary increase of any kind in the new fiscal year,” he said. “These were not front-loaded increases and it’s shameful that Mike Henrick and union leaders are trying to use this as part of election-year politics.”

    Henrick and the council parliamentarian, Joseph Kubic, R-9, said the salary hikes for Miron’s appointees range from between 6 and 10 percent, and were approved without council action that they contend is required by the charter.

    That assertion, however, is wrong, according to town CAO Suzanne McCauley.

    She said the pay raises for herself and the other officials were endorsed by the Town Council when it approved the 2008-09 fiscal budget last year.

    The cabinet members and their pay raises include:

    Chief Administrative Officer Suzanne McCauley, $90,000 to $95,388, a 6 percent increase.

    Human Resources Director Edmund Winterbottom, $85,750 to $90,884, a 6 percent increase.

    Town Clerk Susan Pawluk, $68,500 to $75,542, a 10 percent increase.

    Finance Director John Norko, $95,000 to $102,723, an 8 percent increase.

    Assistant Finance Director Susan Collier, $77,500 to $85,560, a 10 percent increase.

    Public Works Director Maurice McCarthy, $97,000 to $102,273, a 6 percent increase.

    Police Chief John Buturla, $97,000 to $102,723, a 6 percent increase.

    Miron said the raises, which have already been awarded, will not be given in the 2009-10 fiscal year, as the police union “incorrectly” alleges on its website.

    Buturla sent an e-mail to all members of the Police Department this week to clarify his situation.

    “I will not be receiving a raise in fiscal year 2010, which begins in July of 2009,” Buturla says. “I have made this commitment to do my part in freezing my salary until this current economic crisis is over.”

    McCauley, contacted Tuesday, said she would be willing to give back her increase “if union members also agree to the mayor’s request for concessions.”

    and can direct specific cuts in the Budget to eliminate staff
    or additions where it want to add.

    However, once a Departmental Budget is passed, then it is
    FAIR GAME for the MAYOR and DEPARTMENT HEADS to do

    Supposedly McCauley / Norko / Miron can NOT move money

    Norko was left in front of the Town Council twisting in the wind,
    as Henrick, Gavin, Julian, Kubic, Emma, Amy, and maybe Tom put
    on their UNHAPPY FACE that the Town Council POWERS were
    USURPED.

    According to the omnipotent Town Attorney, the exclusive
    arbiter of the meanings (according to Blue Menthol’s orafice) of
    the TOWN CHARTER, there was NO RECOURSE for/at his HONOR
    the MAYOR for doing anything he DARN WELL PLEASED.

    If the Town Council did not like it, they could spend their own
    money to sue the Town, with the Town Attorney being on the
    clock defending the Mayor and the TOWN CHARTER that the
    TOWN COUNCIL set up, with their own puppets…

    Mirons and Burturlas have been playing the Republicans and the
    Democrats in town like CHRIS EVERT played TENNIS or TIGER WOODS
    plays GOLF. In turn that means the people are played and pay!

    1. It’s actually 5-12%. And we both know they are not merit raises.
    2. The mayor slid it by out of contingency funds (which are supposed to be used for things like O’Meara’s back pay and Officer Moore’s denial of night differential pay for a whole year). Also the mayor is required by charter to produce evaluations and job descriptions. Something he has not done in 3.5 years.     Let us remember what was going on in October when Miron gave these raises to Buturla, Winterbottom and McCauley.

    In October ’08, Local 407 had a protest outside and inside Town Hall. Joe McNeil was suspended and demoted. Local 407 made the deal with the devil that they wouldn’t post on their own website and took down the Forum. Oh…and Mayor Moron congratulated the Deputy Thief and wife on 25 years of “service”. Of course Winterbottom and Linda were letting Officer O’Meara twist in the breeze as well.

    Busy month for Buturla and McCauley, huh? Spending their new money and destroying the PD at the same time.

    the rumor that Vedock was being paid TONS of O. T. while working on the
    SIKORSKY STRIKE, and NEVER LEAVING TOWN HALL.

    Nothing against Capt Vedock. However, he was commander over NO ONE as

There are Town employees, union employees, who haven’t received a raise in two years (’07 and ’08) because the Town has not settled their contract yet. They’ve been fighting for two years! So, during that time, they’re working without a contract and haven’t gotten a raise. We all wonder where the surplus comes from – if only we had ALL the facts!

    This is more prove that Jim Miron is ANTI-UNION. He’s not fair, doesn’t play fair and doesn’t want to be fair to the majority of employees in the Town of Stratford. The only bread he wants to butter is the bread of his loyalists – the people he hired and those who support him.

    Two years ago the apartment complex next to the train station was charging $80 A MONTH for commuters to park there… who is the idiot that owns that Bally’s parking lot? And why is he/she not charging $50 a month to park there?

    This income would flow almost 100% to his bottomline! So if he were to get 50 cars a month x $50 per car x 12 months… his Net Income (before taxes) would rise approximately $30,000. FOR NOTHING!!!

    I simply believed PCS had not looked at a faster and easier short term
    solution that could either replace the Parking Garage or supplement it.

    However, if the parking lot owner is adamant about not leasing space,

    Last week Tom Moore e-mailed me and called me, upset
    that my handout was $ 5000 higher then the correct $ #.

    I told him the Excel came from Mr. Norko – Finance.
    Not my numbers.
    I e-mailed Tom Moore’s e-mail to Mr. Norko last week
    asking for an answer prior to the TOWN COUNCIL
    MEETING MONDAY night.

    Mr. Norko e-mailed me.
    I forwarded the e-mail to Tom Moore.
    INFORMATION I PASSED OUT IS CORRECT.

    It is about $ 3,900 higher than Tom Moore believed.

    Tom Moore gave me credit at Monday’s Town Council
    meeting and proceeded to question the discrepancy.

    It seems that in MARCH, a DISABILITY AWARD for hypertension
    came through for the D/C, affecting his 2008 EARNINGS, which
    affected raising his PENSION COMPUTATIONS, according to
    Esq. Burturla, who was “prepared” and able to cite precedent,

    (which maybe someone looked up and helped create hypertension
    with certain pills which taken just long enough ….)

    Amazingly Esq. Burturla was NOT as prepared to answer GAVIN’S
    questions about LEASE / RENT / FEES => COUNCIL or MAYOR
    OVERSIGHT, as he was prepared to answer Mr. Moore?
    – Almost makes one wonder?

    COMPANY for $ 500,000 per building.
    – A manager said his home cost more than $ 1/2 mil.
    – 6 NURSING HOMES = Almost 700 Beds – 900 workers.

    Mobil Chemical Stratford closed June 2006.
    It had 350 employees until the last couple years. Still Vacant.

    Dianon Stratford had 350 employees.
    Mover to Shelton Nov 2008.

    AVCO closed 1992. It was down to 2,000 workers.
    I think it peaked around 8,000?
    WW II Chance Vought on that property had 12,000 workers 24/7.

    Dictaphone and Dresser each had 1,100 workers.
    I spoke to Dress HR last month – under 500 workers.
    Dictaphone gone – Sikorsky has maybe 500 workers there.
    So many companies closing down

    Contributions

    Republican Town Committee Chairman Joseph Crudo Monday called on Democratic Mayor James R. Miron to return contributions from “personal staff members who received raises last year.”

    Miron, however, insisted as he has for several months that no one received raises last year.

    Crudo wrote that allowing campaign contributions from department heads “smacks of pay-to-play politics. Miron needs to do right by the taxpayers and return those contributions immediately.”

    “Doling out 6 to 10% raises for his personal staff while simultaneously negotiating a wage freeze with hard-working employees like police and firefighters was, on its face, unconscionable,” said Crudo.

    “How desperate is the Republican Party that they would purposely lie, continue to perpetuate this lie, that people got raises,” Miron said. “Nobody got raises last year.”

    Miron has argued that the increases were given during a different fiscal year, before the freeze went into effect.

    “Miron’s weak excuse that the pay raises to his personal staff were acceptable because they took place in a different fiscal year than the wage freeze shows that he lacks any sense of right and wrong when it comes to leadership,” Crudo said in a press release.

    “However, even more reprehensible is that these staff members are using those raises to fund Miron’s misleading and negative re-election campaign. This is yet another black eye inflicted on Stratford by the Miron administration, and proof positive that our town needs the reformist leadership of John Harkins,” Crudo stated.

    Returning the contributions “would be like John Harkins returning all his contributions from members of the Police Department who contributed to his campaign who received raises,” Miron said Tuesday. “Nobody received raises last year. Nobody.”

    Making a statement he would later repeat during the Old Stratford Neighborhood Association’s mayoral forum, Miron said Republicans were pushing for charter revision four years ago, before he had been sworn in, and continued to target him for four years.

    “I think the people of this town are tired of that and smarter than that, but they persist,” Miron said.

    Yes, Jimmy. We a VERY tired of that.

    To my knowledge, the Town Council publicly voted to veto
    the PAY INCREASES.

    However, EXPENSES, are not TAXABLE INCOME.
    And who monitors PAYROLL?

    Yes Sudds the raises were given around Oct/Nov 2008 which would mean they were added to the 08-09 budget without Council authorization. When the Town Council found out we passed the 09-10 budget and reversed the raises. Under the Charter the Town Council sets the budget and the salaries that are listed in the budget, bujt the Mayor decided that his staff deserved “merritt” raises. It just so happens that everyone that was given a raise has contributed to the Mayor’s campaign. One could make the argument that the raises were given with the understanding that contributions to the personal maximum allowed by law would be made to the Mayor’s campaign by those very same staff members. That’s one way to have the municipallity pay for his re-election.

    Miron likes to talk about his leadership but he has consistantly failed to lead anything other than his merry band of cronies.

    It is my opinion that miron’s iq and hat size are the same. Never in all my years have I come across anyone as stupid as he is(shut the black berry OFF Jim).
    Gavin is correct about the municipality paying for his re-election-we pay for the manpower…though his staff “swears” they are volunteering-but I’d bet there is comp time given….we already know how he gives out raises.

    However, did having these “merritt increases” (NOT raises… LOL) removed in the 09-10 budget by the Council actually lead to pay decreases… or did Miron just whack the budget of something else to keep his friends happy (and theoretically the funds flowing into his campaign)???

    office and get access to, (within what is FOI time MANDATES) cancelled
    pay checks of certain staff, showing exactly what they were PAID, and
    NOT what they were listed as being PAID?

    Can you check their EXPENSE REPORTS with comparisons to predecessors?

    What ever happened to all of that F. O. I. stuff you paid out of your pocket?
    Will it go the way of T. I. P. S. giving KEVIN KELLY + F. B. I. copies of all of
    the INVOICES from O’Connell’s BoE to Berchem / Burturla when they were
    paid $ 125 per hour & Town Council HAD NOT EVER APPROVE raise from
    $ 60 per hour, until Kelly – Cabol special meeting July 2001.

    No. You’re thinking back in the day when the Town Manager or councilman could and did ask for and receive any information they wanted. Everything under Miron first must be requested in writing, then denied, then foi’ed, then denied, then appealed and then and only then are you grudgingly given the data….if you pay the cost of copying.
