Stratford mayor warned on cop hiring

STRATFORD — When Stratford Police Officer Justin LoSchiavo crashed his patrol car into another vehicle on June 6, it provoked a chorus of questions about how a cop with a history of seizure disorders was hired in the first place.

Documents and interviews obtained by the Connecticut Post reveal:

* LoSchiavo, son of the city’s recently retired deputy police chief, suffers from seizures, including one he had during another accident in 2004, before he was hired;

* A doctor evaluated LoSchiavo when he applied to the force in 2005 and found him unfit to serve as a police officer because of his medical condition. He was rejected for hiring at that time, despite a threat of a possible lawsuit from his father, then Police Lt. Joseph LoSchiavo, who was later named deputy chief;

* Joseph LoSchiavo later ordered another prehiring investigation, advising the investigator not to contact any doctors;

* Justin LoSchiavo’s own doctor warned him not to “perform any activity which could cause serious injury” if he lost consciousness;

* Mayor James R. Miron disregarded warnings from then-Police Chief Michael Imbro and former Chief Administrative Officer Ben Branyan, hired LoSchiavo in June 2006 over their objections.

“This was just an accident waiting to happen,” Imbro said of Loschiavo’s June 6 accident. “And we can all be thankful nobody was seriously injured or killed.”

It is unclear whether LoSchiavo’s medical condition played any role in the accident. He was not responding to an emergency call at the time, police said.

Stratford Police Chief John Buturla refused to release a copy of the report from the accident, citing an “ongoing investigation” and would not say whether LoSchiavo, 31, remains on active duty. Town Attorney Richard Buturla, the chief’s brother, did not return calls seeking comment.

Miron said no town employees have been hired without appropriate medical clearance, but declined comment on why LoSchiavo was hired despite warnings against doing so by doctors and top administrators. “What upsets me most is the illegal release of this officer’s background information to the media and the public,” he said.

On June 6, according to Stratford police, LoSchiavo rear-ended a car being driven by Josephine Cicerale, of Stratford, at the intersection of Stratford and Beardsley avenues. After the accident, LoSchiavo drove the cruiser to a nearby car dealership and stopped. Cicerale was not hurt, police said. The crash occurred on Stratford Day, which drew thousands of people along Main Street.

On injury leave

Police Capt. Kenneth Bakalar said LoSchiavo suffered minor injuries during the accident, and was taken to St. Vincent’s Medical Center in Bridgeport, where he was treated and released. He has not yet returned to work, Bakalar said, currently out on “injury leave” resulting from the crash.

Top police sources, however, say LoSchiavo’s driver’s license has been seized by the department pending a medical review. “I can neither confirm nor deny that,” Bakalar said.

However, Bakalar said in addition to the accident injuries there is a second medical condition (regarding LoSchiavo) “that I have been instructed by the chief not to talk about. That has to come from him.”

But Buturla declined comment on it too.

“While our Accident and Reconstruction team investigates the crash we cannot comment on any aspect of the investigation or the officer’s status,” said Buturla. Numerous calls to Buturla in recent days seeking more information have not been returned.

Joseph and Justin LoSchiavo also did not return numerous calls seeking comment.

Imbro and Branyan said that in 2005, the department conducted a prehiring investigation of LoSchiavo and the resulting report recommended that he not be hired, citing both his ongoing medical condition and the 2004 accident. They say they warned Miron in 2006 against hiring LoSchiavo because he suffers from a seizure disorder that doctors indicated could be dangerous to himself, the public and other officers.

But Imbro and Branyan said Joseph LoSchiavo ordered a second investigation, which resulted in his son being hired by Miron.

The deputy chief “specifically advised” the detective, Craig Nilan, who was conducting that inquiry not to contact any doctors, Imbro and other police sources told the Post. The senior LoSchiavo also warned an officer conducting the first investigation that his son could not be rejected for medical reasons, and threatened a lawsuit under the provisions of the Americans With Disabilities Act.

Miron hired LoSchiavo, whose mother is Stratford Human Resources Assistant Linda LoSchiavo, shortly after the second evaluation. He later hired Joseph LoSchiavo Jr., Justin’s brother, as a police officer.

Imbro, responding to the accident, added, “It’s not that [Justin] LoSchiavo is a bad guy. He just never should have been hired as a police officer for medical reasons, and honestly, we also had better candidates.

“After the mayor took office it was out of my hands. He was the one who made the final decision, which is very rare for a mayor involving the hiring of a police officer. When we had the town manager government everything went through our department, and he just signed off on it unless there was a major problem.”

The first report on LoSchiavo, conducted in 2005 by Police Detective Nelson Dinihanian, who retired shortly afterward, includes confirmation by two doctors – one hired by the town and the other LoSchiavo’s personal physician – stated the applicant’s condition could be dangerous to himself and others.

“A report from Dr. [Joel] Kunkel [of Med Now in Bridgeport] stated he would not release applicant for medical reasons and that he ‘is not recommended’ for employment,” Dinihanian states in his report. “Based on this information we are not going forward with the background investigation,” the report concludes.

Dr. Philip Micalizzi, of Bridgeport, whom the report states has been LoSchiavo’s doctor since 2004 “for a medical disorder that began at age 13” advised LoSchiavo “not to perform any activity which could cause serious injury were unconsciousness to be lost,” the report states.

The doctor also states that “although complete seizure control can never be guaranteed, the patient is now in very stable condition.”

Dinihanian, who resides in Stratford, confirmed last week the contents of the report are accurate and said after he submitted his recommendation not to hire LoSchiavo, his supervisor, former Police Captain Andrew Knapp, told him to discontinue the investigation because LoSchiavo’s medical condition precluded his consideration as a police officer.

“I was stunned when I heard he had been hired a few months after I retired, because the medical issues were very clear. No one with his medical condition should be hired to a job in which they have to carry a gun, and regularly drive,” Dinihanian said. “When I heard about the accident last week my first thought was, thank God no one was killed. My second thought was, hey, I told them so.”

So did former Town Manager and Stratford’s first CAO Ben Branyan, who is now the chief operating officer for the Stratford school district.

“When the police department made its recommendation not to hire the applicant for medical reasons, I was in complete agreement,” said Branyan, who was town manager at the time, but preparing for the transition to a mayoral form of government voters had approved in a referendum. After taking office in December, 2005, Miron appointed Branyan the town’s first CAO, and later made Joseph LoSchiavo deputy chief.

“During the second investigation the mayor and I spoke about Justin LoSchiavo and I reiterated my original opinion he should not be hired based on the medical information we had received,” Branyan said. “After that, it was out of my hands.

    I believe the story by Weizel is factual and will cause problems
    to people who acted improperly.

    I have blogged I have mixed feelings about Mike Imbro.
    – He put the blue wall ahead of the truth, related to Mossman.

    The rate of collateral deaths slowed dramatically, under Imbro.
    Until recently.
    Also I was no longer followed or spied upon.
    Until recently.

    Ever notice that the highest pensioners (93 % of top 59) were hired
    by Stratford from the very late 1970s to 1985, when Joseph Burturla
    retired.
    It is probably what Mike Imbro referred to as “coincidence.”

    Town Attorney Kevin Kelly allowed Burturla to keep the case of
    Mossman vs. Mulligan in Burturla’s firm.
    ZERO witnesses supported Mossman in the Disorderly charge, in
    State Criminal Court.

    ZERO witnesses were allowed to testify in my behalf by last minute
    attorney Joe Merly, where I tried to go pro se.

    Witnesses for the deceased Mossman were:
    ex-Sgt Joe LoSchiavo
    Mark Barnhart, ex Town Attorney

    Esq. Merly refused to introduce impeachment documents

    Scheduled to testify were
    ex-Democratic Stratfprd Town Committee Chairman Dick Miron
    Democratic Stratford Town Committee Chairman Tony Schirillo

    At the time I did not know Millie Kelly (Kevin’s mommy) was the
    Secretary to both Mossman and Imbro.

    All of the people have an EXCEL spread sheet noting a series of
    deaths and relationships to appeals to locals, State, and Feds.

    In the USPS, my small 6 letter carrier branch was merged with
    Fairfield, where there were 120 members and the Union dues
    would have added about $ 40,000 a year to the Regional Union
    Rep., where the government arranged for the key people in
    every immediate level of USPS EL & R + Regional Rep + NLRB
    head + Union Law Firm to all be Jewish.
    There was intent to make me anti-semetic.

    Those people were immediately supported by personnel who
    were Italian (including Mafia) and Irish (including Tammany &
    ex-OSS NY Lawyers), which were/are traditional CT. Dem powers.

    The imported postmaster and assistant appeared to be lesbian
    and their hirings were minorities, women, gay/lesbian.

    – The Point?

    Everyone in the story above and I mean everyone, have been put
    in a game and influenced by outside and much higher forces.

    Having written the above, I believe the story by Weizel is factual
    and will cause problems to people who acted improperly.

    Just for the record, there was never ever any love lost between Miron & Imbro. The whole sweetheart pension deal between Miron and Imbro/Ulatowski was arranged by Miron because by law you just can’t fire a Town Clerk or Chief of Police.

    Let us all remember way back to last year when 3,200+ registered voters declared that the Charter provided no checks and balances and that there should be more oversight of the mayor’s office.

    The effort was hijacked by the RTC & DTC and watered down to no checks and balances.

    I had blogged that I went over to where Henrick was Lobbying Alvin,
    to open the Town Charter, with Gavin standing there.

    Henrick specifically stated “we don’t care what the petitioners want.”
    “There are areas in the Town Charter that need addressing.”

    100 % I believe Henrick is working with Norm, who I believe is working
    with Willinger on Team Stratford # 1 / # 2 / ? # 3.
    Willinger is partner with Bucci, who hired Jon Best, when Bucci was mayor.
    Best campaign manager Proto was on CRC # 2 as was Florek who was on the
    Mayor’s / Town Attorney payrole as Town Housing Authority Attorney.

    Henrick succeeded Feehan, who wanted to open the Charter.
    Feehan circumvented Term Limits
    Feehan’s campaign manager was Kevin Williams, like Kubic was on the
    1991 Town Council and CRC # 1

    As chairman Henrich sets the agenda.
    Gavin, Julian, and maybe Tom Moore selected the CRC # 2 crew.
    Amy, Emma, & Alvin nominated Barry Knott as the only nominee NOT
    place on the CRC # 2, except Burturla / Berchem’s good friend Sue
    Birge, head of the Ethics Commission.

    No matter how I rearrange the puzzle pieces I have huge questions
    about Gavin, Kubic, Florek, Proto, & Williams.

    I have no doubts about Henrich or Miron or Burturla.

    I like Tom Moore.
    I kinda like Imbro.

    Kelly is a huge disappointment!

    I have huge questions about INTENTS and POLITICAL POSITIONS,
    where I just do not like what I see.

    I think all revolves around the MULTI BILLION $$ AVCO – SAEP
    and too much looks like PENSIONS were BRIBES ….

    One point in many peoples favor.

    People can be suckered into other peoples’ games, without realizing.

    Conversely.

    There can be liability, responsibility, and accountability issues.

    With GAVIN making the paper about blowing up at Burturla last week
    and today’s CT. POST LoSchiavo mess …..
    I know there is more to come about those issues.

    However, when – not if, but when Burturla’s forces react …. ???

    If there are good guys, I hope they win, and it benefits the public?

    You know ~ there has been so much talk about this LoSchiavo incident for years! It’s really too bad that it’s only coming out now, at the end of Miron’s term. It should’ve come out long ago and perhaps we’d be in a difference place right now. Maybe that’s just me – hoping, but I would like to think that something or someone would’ve intervened for the people of Stratford. Who knows where that road would’ve led, maybe we’d be in a better place!

    I’m hope this incident leads to an announcement that Miron won’t be running for re-election. That wold certainly be the best news I’ve heard in a long time!

    Those Airport Letters to the Editor were VERY, VERY WELL
    WRITEN and complimented each other VERY WELL.

    The CT POST op-ed about the issue made it a point that
    Joe LoSchiavo was a former Bridgeport REPUBLICAN.

    Hmmmm,
    Dom worked for Bridgeport (D) Mayors as Police and until
    recently was a …. REPUBLICAN.

    Jon worked for Bridgeport Mayor Bucci (D) and is a ….
    REPUBLICAN

    Berchem, Moses, & Devlin list Stratford and Bridgeport
    as clients, under municipalities.

    Jim Miron’s father Dick has court hanging over him…

    Jim Miron was served on a platter with sides of Burturlas
    and LoSchiavos, in a scenario which makes it pretty clear
    the FAA and BRIDGEPORT are going to steam roll Stratford,
    ruining Lordship – South end and up through the middle
    of Town.

    It looks like the Business interests will get what they
    thought they wanted.

    It is not inconcievable that all the political factions in
    Stratford are politically compromised and neutered.

    And the FAA which allowed 9/11 and Bridgeport which
    allowed Cocaine to come into the Harbor and the Airport
    will do whatever they want to do…..

    Instead of Stratford BUYING the AIRPORT to combine with
    AVCO for a huge score …. maybe the bigger fish will come
    in and have Bridgeport complete the annexation of Stratford?

    Fairfield’s was 06430.
    Southport’s was 06490.

    They are also object lessons, IF the FEDS choose to stop and
    just use them for leverage to keep everyone else in line?

    They may find themselves better off at the peoples expense.

    You are correct. The people of Stratford have been failed by their own town government, the State Attorney, the U.S. District Attorney, The Attorney General, the Department of Public Safety, the CT State Police, Governor Rell and the FBI.

    Every single agency has been contacted repeatedly and in writing by citizens of Stratford.

    Now we are being told by the City of Bridgeport to bend over and take it.

    No one is going to help residents of Stratford except the residents of Stratford.

    It took a while for things to catch up to Joe Ganim. They made the mistake of sitting in the same booth every time they went to that diner in Fairfield. Probably gave the Feds an earful. Think Miron’s been making the same mistakes? At least Joe Ganim started out somewhat decent and really worked to help get Bridgeport “fired up” a bit. Sucks that he went downhill when his ego started getting inflated.

    The problem with Jim Miron is that he came in with his ego already inflated. I heard yesterday from someone that sat on a jury with Miron as one of the attorneys that Miron’s a good litigator. I’ve always said he’s a great public speaker, I’ve heard him speak. If I wasn’t aware of how manipulative and two-faced he is, I too might believe most of what he says.

    Stratford needs to clear out the dishonest and manipulative politicians (most of whom are lawyers, accountants with some business owners thrown in) – it truly is time to clean house! We need to start shoveling the sh*t out of the RTC and DTC – it’s not just one that’s a problem for Stratford. And, Jeze, you are correct – Dom Costello isn’t as independent as he’d like people to think – the only reason he’s running independent is because he didn’t have the support of his good ole’ boys network on the RTC.

    We need honest REGULAR citizens to start taking the reigns of Stratford, the politician-lawyers and their cronies just aren’t doing it for us!

    PS… when are the rallies on the town green to seek Miron’s resignation scheduled for??? (and for the love of God people… I realize that like 99.9% of Stratford is already retired… but can we PLEASE try to NOT schedule the rally during normal working hours???)

    often times the ct post “posts” too little too late, but at least they eventually get it out in the open. it is to the detriment of the citizens of stratford that it took this long and someone had to have an accident that could have killed someone or caused serious injury to finally get this out in the open. anyone that believes that it can’t get any lower than this needs to really think about who the current “lead” players are, as there is still more to come-so watch out.
    with regard to the airport-the situation is indeed at the turning point. i know and respect the perspective of all that live in lordship with regard to not wanting their lives disrupted and their quality of life ruined as there is no trade off for them. but out of curiousity, i wonder how the rest of the town including lordship would feel if stratford had a 50% ownership with bridgeport(with no cost to the taxpayers) of the airport and that one of the conditions of the safety zone would be to have the tower manned 24/7. this is one of the senarios that has been batted around through higher circles-that bridgeport take the initial $$ loss to move the project forward as the loss to stratford would be in quality of life issues. this was discussed as a potential jump start to the region….

    One of the reasons it has taken so long for this story to come out is Miron himself. One of his first moves as mayor was to forbid any town employee from talking to the press. The second thing he did was threaten, intimidate, bully and punish any employee that disagreed with him.

    The fear that permeates Town Hall and 900 Longbrook Avenue are palpable. You can almost touch it as you walk down the halls.

    3) I needed 8 registered Stratford Voters signatures in District # 3, to
    get on the Ballot for November 2009 for Town Council District # 3.

    After sitting back for several months, remaining silent while reading this blog, I have had time to foster thought and reason to the overall mayoral package which has developed over the last three and a half years.

    1. Whether it is Miron, Costello, Best, Harkins ( my choice) or Mickey Mouse, I believe that there will always be those who feel that the elected official is making deals, giving favoritism and lining his or her pockets at the tax payers expense.

    2. In an earlier comment I noticed that one professed that (paraphrasing) the DTC and RTC needs to be cleaned out and new faces incorporated into the game. Well, from my observations and in speaking to those who know, there ARE NO NEW faces presenting themselves to either party and that I think is sad.

    3. Reading this blog now for over a year, I honestly believe that one or two of the regular posters should come forward ( besides George) and run for office, Zoning, ZBA, BOE, Town Council etc. Some have offered interesting perspectives on how they perceive the political machines in town, and I believe that those who feel that strongly should take a stand and go for it.

    4. The political leadership in this town is now at a critical point, come November, the face of Stratford will change after the election. Looking at the council, the majority of the seats will be held my newcomers, and hopefully they will be led by John Harkins.

    5. What the bloggers on this site (in my humble opinion) should be asking themselves, is What can I do to make things change?, How can I come forward, gain the support of the local populace and be heard, elected and then make change happen?

    6. If one or more of the bloggers do come forward, get elected and work towards change, how will they make it happen?, I doubt it will be easy, but I believe it can be done.

    7. Who on this blog has the will, stamina, testicular fortitude to come forth, state fact and stand before the public and make change and live with the repercussions?

    I hope that one or more of you do come forward and take the ball and run with it

    In response to one of the things you said above – I am somewhat of a new face in politics (although I’ve been very vocal). I was a democrat up until a short time after Miron was elected. I was disgusted with the democratic party and new that I wouldn’t get anywhere with all of the cronies that have been named over and over on this blog, so I switched parties. I tried to get on the RTC, e-mailed the chair of my district, but, of course, got no where. Why, because I’m not one of the good ole’ boys!

    I wanted to get involved as soon as I saw what was happening with Miron in office. That’s when I started getting extremely vocal – with my letters, blog postings, etc. I went to a few of the RTC meetings with a friend of mine, but, of course, as a non-member, could just sit and listen. I could voice nothing.

    Would I like to run for something – absolutely. I’m a little hesitant though – I’m an honest woman looking for forge her way into a pool of dishonest politicians! Think I’d last? I’d love to make a difference in Stratford. I love this Town!

    those who are involved in you campaign, town party, and people
    who they are involved with.
    My criticism has never been about the quality of work of yourself
    or Donna, except that Mayor Miron hires and fires who he pleases
    (YOU may have noticed recent Headlines) and … you know ….

    If or when I get enough signatures to qualify for Debates ……
    if you accept the challenge …..
    you already know most of the ways I would challenge you ….

    Harkins in vulnerable on unfunded mandates and never going
    to Town Council Meetings.
    > Jon attends fewer Town Council Meetings than I, but more than
    Dom, who never bothered to attend CRC & Jon was often at those.

    Dom has great strength in going door to door and campaigning in
    person for several years. It is very effective.
    I do not Trust him. I do not believe him. I do not believe his story
    about his past as Bridgeport Police. I just know what Bridgeport
    politics and policing was back then. (similar to some over pensioned)

    Gavin is exceptionally vulnerable on the Pensions and to a degree on
    the CRC # 1.

    In my perception, Gavin or Jon are the most capable competition.
    It would be an honor and a challenge for a series of one on one
    Debates and Roundtables on ISSUES, VISIONS, ID PROBLEMS , and
    PROPOSE SOLUTIONS.

    However, Miron, believe it or not, is THE MOST CAPABLE. 😉

    The reason it took so long is the investigative reporter needed something like the accident report that is part of public information to legitimise his digging to satisfy the editorial staff.     So far, the PENSION REVIEW BOARD has never made waves
    about PENSIONS to the PRESS.

    The Town Attorney is the sole interpreter of the Town
    Charter and of all legal matters.
    If the Town Attorney opines, the Town Council and Pension
    Review union members can act against the advise of the Town
    Attorney at their own Liability.

    “No disability pension can be granted without an application first coming to the Pension Board, then being referred to the Disability Review Board, then their recommendation comes back to the Pension Board for final disposition.

    With respect to you experience with the RTC at the time Miron was elected, I have to agree with you 100%. I can not speak for the DTC. During the period of time which you encountered resistance, being ignored etc, the RTC was chaired by Paul Joy and company. During the entire time he sat at the helm, the RTC floundered and( in my humble opinion) lost its impact, credibility and ability to entice, embrace or reach out for new membership. Although I am sure there are those who will disagree and those who will complain that the new leadership is no better, I would stand up and argue that they are misinformed and have not looked deep enough into that which has been accomplished under the new leadership. The new leadership on the RTC for example has raised a record amount of money in a very short period of time with only a couple of fund raisers, all of which is being used to support ( and I hope John Harkins).

    Please let me know which district you live in, and I will then be able to have a better perspective as to who was in charge of the district at that time. If there is an opening in that district now, I would believe that you would more than likely be welcomed in. Furthermore, I suspect that if you were to begin and continue attending the RTC meetings, more opportunities would present themselves to you.

    In response to Sudds, there is nothing better than volunteering your time and services for a good cause. Longbrook Park, just like Boothe Park has been ignored for years and if it were not for the volunteers, god knows how bad those places would be now. Thank you.

    Kevin knows who I am – and I’m sure he’s aware that I have a sincere interest in doing what’s right for this town; however, I’m not sure I can same the same to his end.     Yes Generic, the Stratford RTC floundered under Paul Joy.

    However, my experience with Joy was that he was open
    minded, civic oriented, honest, and well intentioned.
    If he ran for Mayor, he is one of the few party animals I would
    probably vote for, despite his loyalty to the party.

    There are a lot of good people in both parties who know there
    ar many things wrong with the system. Many gave up or give lip
    service to the MASTER RACE.

    RTC membership is an elected position. Town committee elections are held every 2 years,in January following a councilmanic election. Look for the legal notice announcing these elections this coming year.(January 2010). The only prerequisite is that you are a registered Republican residing in the district you wish to represent. Of course you need to bring alot of registered republican voters, that reside in your district, to vote for you.
    Mr. Kelly was correct when he said there were no openings in the 1st district town committee. There are a limited amount of seats available in each district. Unless someone resigns there are no openings.

    The current leadership of the RTC is still attempting to change the “Bylaws”. They still threaten to call a town wide Republican referendum to facilitate these changes if they don’t get RTC support. They have modified these proposed changes hoping to get support. Their argument for change is that they can’t get enough members to the meeting for a quorum. These bylaw changes,in my opinion, are an attempt to consolidate power in the Stratford RTC. I support the current bylaws as they exist. Party leaders will not be happy with me for this stance.
    If the people in Stratford want to make the biggest impact to support their town, Show up at town committee elections this January. I urge both Republicans and Democrats to come and vote at these elections. It is overwelming the first time you go but will get quite an education.

    Thanks for the info. Hopefully next time around I’ll be able to get on, but it’s doubtful since it’s still a great big good ole’ boy network! As you know, we have a mutual friend on the RTC and she tells me she’s thinking about bagging out. That’s the problem – good people get pushed out by the same ole, same ole with the RTC. There’s nothing that binds the RTC – and the same can be said with the DTC, except there’s a ton on the DTC who are Miron/Buturla supporters. Too many are afraid to take off those rose-colored glasses and face reality or admit that they were wrong in their support. Too bad – many are probably really good people with lots of good ideas!

    If change is going to occur in our Town, NEW BLOOD IS NEEDED on both the RTC and DTC.

    To answer your question – about certain lawyers and certain politians: there are many lawyers around Town who are involved that I am unfamiliar with. I’ve worked for lawyers for 30 years and have come to the conclusion that they are a different “breed” of human. They they might enter law school with compassion, honesty and integrity, they come out cold and calculating with a total disregard for anyone they feel is “beneath” them. They create a “caste system” and if they don’t feel you’re on their level, well….you’re not welcome in their “world.”

    There are politicians in Town who – despite not being lawyers – can be pretty much the same. Some are business owners who made some money and think that makes them important. There was one former council member that I feel that way about. I don’t know him personally, but I’ve seen him a few times in action and it wasn’t impressive.

    You know I like John Harkins, I know you have issues with him. I like Jon Best too. I’ve spoken to both and I respect both. I get a good feeling from both of these gentlemen. The same goes for Gavin Forrester. These three guys have my respect – they deserve it as far as I am concerned.

    I hate what Miron has done to our Town. I think he know’s he’s screwed up big time but he’s not man enough to admit any of his mistakes. He blames everyone else instead of owning and being responsible for things that have gone wrong because of HIS decisions. The decision was already made w/r/t Justin LoSchiavo. He’s probably a good guy, but the police officer job wasn’t something he should’ve done and his parents should have done what they could to keep him OUT OF HARM’S WAY, not push him into it. I will support my daughter in whatever she wants to do in her life, but if she had (or ever is diagnosed with) a seizure disorder or anything that would put limits, I would be honest enough with her to tell her she should go in a different direction. Threatening lawsuits, etc., when you know it’s not right is certainly not good parenting – it’s playing with fire and eventually someone will get burnt. Thankfully, no one was severely injured, or the Town of Stratford would be in serious trouble – lawyers love multi-million dollar lawsuits when the evidence of fault is front and center – it’s a win-win for them, and for guys like Buturla who see the dollar signs on defending, until, of course, they get to a point of settlement (but our hard earned money will already be in lawyers’ bank accounts by the suitcase full).

    How do I feel about lawyers and politicians – hmmm…. most are bottom-feeders, a few are true blue honest.

    I failed to mention that there is a big difference between RTC elections and DTC elections. RTC elections are done by voter district. Only the republicans in each district vote for their RTC repesentatives. The DTC elections are town wide. The DTC ‘slate’ is put together ‘town wide’ and the registered Democrats vote for the town wide slate as a whole. It is much more difficult to get elected to the DTC. Which is why the Mirons have so much control.
    No matter how much the 2 parties claim to be ‘inclusive’. They are not. They ‘stack’ their respective committees with known sympathizers. It’s all about MONEY.

    The biggest difference is that the 2 political parties have the ‘Law’ on their side. They decide who runs for office. The people they get elected make the laws,and appoint who will interpret the law. (judges)

    VOTE! Come out this January and vote for who you want to represent you on the respective town committees. As an unaffiliated voter you have no vote for town committee. Consiquently you will have very little to say who runs for political office. If you want a say who will run in any election you must be a registered voter for a respective party.
    It would be interesting to see how the party leaders react if 9000 registered voters showed up for town committee elections instead of the usual 200.

    In my opinion there will never be a CRC that will support an ’employment contract’ town attorney. CRC appointments are political appointments. Both town committes will never give up that ‘political plum’ job. With all the lawyers that got appointed to CRC#1 and CRC#2. How come there are so many ‘Grey areas’ in the charter. You would think with all those lawyers the town charter would be more concise. Even the Mayor was a member of CRC#1 and said that no member of CRC would be able to get a paid job with the town for 2 years after being a member of the commission. He became the Mayor and got paid. Right out of the ‘hopper’ he went against his own provision. Ruled illegal by another attorney. How do you keep a lawyer from lying? Don’t let him open his mouth.

    Having done some research, I offer this, the first district is full, no openings. Second district is open for seats, third has seats available, did not get an answer on four, five should have seats available, as it is held by Dempsey and his wife, brother, son, cousin, etc and NO ONE shows up for a meeting except Cas Mazera. Six is full, seven will have an opening, as the rumor is that Best will be bumped in January ( turns out he blackmailed Stroomer into being put on the committee in exchange for not running for his council seat), eight will have an opening in January and nine and ten are full.

    With regard to the other posts about the town attorney, CRC 1, 2 etc. remember. The voters of the town of Stratford ratified such by public vote. Not many of the people in town actually went and picked up and read a copy before they voted for it. ( sad, very sad).

Durring CRC-1, a now ex councilmen who sat on it wanted to have the completed draft sent out to each household for review, they had a $10,000.00 budget and not one nickle was spent. ( He even had it cleared it with the BOE, and they were going to distribute the charters in school, to teach the kids and to take home to inform the parents, he was unsuccessful in getting that done too) The democratic contingent shot down every attempt to let the public see what was being drafted.

    When the democrats figured out that they didnt have the votes to shoot down the changes, they then changed their position overnight and wanted a totally restrictive charter with completely unreasonable terms, hoping that would also throw the CRC into a tizzy, that also failed on the floor.

    It took a co-signer and 25 Registered Voters for me to have the
    a BALLOT SLOT for a POLITICAL PARTY, “PUBLIC INTEREST ENACTOR”
    with me as the lone nominee for 5 positions.

    I THEN turned in 18 signatures on the specific petitions for office.
    1 was not registered. 2 were in the 1st District, despite living on
    my side of Housatonic Avenue (gerrymander)
    Stratford TOWN CLERK accepted 15 signatures, which were over
    50 % more than I needed for 3 minor offices.

    I am ALREADY QUALIFIED and will be on the November elcection
    Ballot for:
    1 – Town Council 3rd District – (I only needed 8 petition signatures)
    2 – Planning (9 or 10)
    3 – Zoning Board of Appeals 9 or 10)

    Mayor and Board of Education only need 156 petition signatures
    TOWN WIDE, to get on the BALLOT as an NON PARTY.

    feed back at the time of CRC # 1 had Sylhavey press for important
    issues that were Public Interest oriented. Sylhavey is also one of the
    most intelligent people in politics, with possible exception of the

    But Silhavey is a team player, won Republican of the year, and has
    worked with the SITH LORD of Stratford Republican politics.

    I do NOT see HARKINS or SILHAVEY to ever MAN UP.

    DOM, is a relative new comer to Stratford Politics.

    I will limit my prose on this topic, as it is clear you are only working off of speculation and rumor.

    Silhavey works harder for the RTC then anyone out there, he is a dedicated loyal republican who has no agenda and just simply loves politics.

    Feehan is not a puppet of the two individuals who you just mentioned, he is a maverick with his own agenda and played both sides of the fence, although none of his gamesmanship ever amounted to anything. It is my understanding that all the councilpersons saw right through him from his initial election, and the balance is public record.

    Whether one points fingers, assumes back door deals etc, the bottom line is that every party, republican, democrat, independant, libertarian, mulligan or micky mouse will have those who give direction, offer advice and take the ball and run with it. I would only wish you would look deeper into the RTC and DTC and see what is actually happening vs speculation.

    As has been said in earlier posts, until new blood comes forward and joins any party, there will always be the same players who are leading the charge, as no one else is truly attempting to lead. The old saying does apply, lead, follow or get out of the way applies here, with all the political parties in our town.

    The issues relative to Paul Joy taking suggestions is factual, however as the leader of the RTC he failed miserably. That is not a political statement on my part, that is fact. )George, you have more time on your hands than anyone else on this blog, just do some research) Under PJ, there were limited if any or close to zero fun raisers, Lincoln day was a flop, lost money, and when votes were counted over the years, the bottom line is that PJ and crew were never able to garner more than 18 votes for anything. That tells me that he was unable to motivate, lead and deliver. Once PJ and company lost to Crudo, the party took a new direction and has raised an obscene amount of money in a very short time. In addition, the power core of the PJ and company has dissapeard, and is yet to attend an RTC meeting. Furthermore, Buckmere and company have resigned from the RTC and have been contributing to the Miron campaign.

    What does that tell you?, that says that they never had the interests of the TOS or the RTC in their mind, only their personal gain.

    I did attend a PJ organized Republican Lincoln Day dinner at oronoque.
    I attended Dem fund raiser at Stellas.
    I attended a (R) Pizza party at Baldwin.
    I attended a hot dog Fund Raiser for Steve Duncan (Ray + Fredette front)

    One reason was to see who attended and how many of those had spied
    on me in Stratford and Westport Restaurants?

    I also ran into several Sepot (D – Fairfield) cronies at Stephen’s Pub and

    short time after I started toig there.

    I also hung out at the old Westport Bowling alleys, which became pompano
    and the “V.” Brook Miron worked there after the publicized situation and

    I don’t be;ieve that the leaders of the Town Committees are ‘Corrupt’. The system that is set up to elected public officials is a good system. Some just promote their own interests. Most of the people on both town committees are just “sheep”. Some don’t even know that they are elected officials and are suppost to be leaders representing their respective districts. Most do not have leadership qualities. They voted for their leaders and trust in their leadership . Most are good people that want what is best for Stratford.

    There is no quick fix. Stratford voters will just have to sift through all the ‘political crap’ and try to make the best of what’s on the ballot this September and November. Not that there will not be good people on the ballot. The voters must all come out and VOTE. The real impact can be made in January 2010, at the town committee level. I can’t believe that we(in Stratford) do not have more good honest people with leadership qualities willing to give up their personal time to serve on town committees. As I said before, these people, on the respective town committes, are the ones who set the stage for the future of Stratford. The ‘stage’ is about to be set by the current leadership of both town committees.

    The MAYOR gets 4 years.

    I predict they will elect Dom Mayor and have Tom Moore
    as Town Council chair with Berchem, either retaining Town

    Letter to the Editor by JON BEST?

    TIMING.

    Several times the blogger have been wrong about things
    the FBI and others were supposed to do.

    Many time bloggers have been correct.

    Night of the Town Council Meeting I was approached by the guy whose
    Letter to the Airport was published in the Star about Airport Safety.

    The next morning there was a minor crash in the fence?

    The same day as the Losciavo mess broke on page 1, there was a story
    also on pages 1 and 10 about the Bridgeport / FAA Lawsuit.

    TIMING?

    Has there been anything in the press about a LAW SUIT by Christian?

    Why wouldn’t the CT POST and STAR be all over it, if it was true?
