Stratford Mayor James Miron’s hamhanded attempt to justify hiring a seizure-prone man as a town police officer was as ineffective as it was offensive.
In fact, this episode — yet another in Miron’s growing catalogue of strange personnel episodes — is now more about Miron’s fitness for office than that of the police officer involved.
The mayor’s petulant little outburst earlier this week offered nothing in the way of explanation for the hiring of Justin LoSchiavo, the son of a former high-ranking department member, despite warnings from physicians and town officials that his medical condition was problematic.
Though Miron whined at a Monday press conference that the Connecticut Post reporting on the hiring was wrong, he offered nothing to substantiate his complaint.
So, when all the misdirected huffing and puffing was finally over, the question remained: Why did Miron go to such lengths to hire LoSchiavo?
In 2005, an investigation into Justin LoSchiavo’s background turned up recommendations from two doctors that his medical condition made him less than the best candidate for the job.
After he was eliminated as a candidate, his father, then-Lt. Joseph LoSchiavo, was instrumental in getting a second investigation, which, by the way, was to not include any physician interviews. During Monday’s tantrum, Miron trotted out that second report, written by then-Capt. Andrew Knapp.
“While there are areas of concern found during this investigation, none are sufficient to eliminate him as a viable candidate. The main problems relate to medical issues which are outside the scope of this investigation.”
Outside the scope of this investigation? Mister Mayor, did you not think that odd?
“The candidate is recommended for employment with reservation for that reason,” the officer wrote. Even the good captain had a reservation.
Stratford, of course, is living with its first mayor, having changed its charter and moved from a town manager to a mayoral form of government in 2005.
The voters clearly left too much hiring power in the hands of the mayor.
Especially this one.

The only way any council can be effective on a pension board, is to make sure there are more councilpersons present than union members and civilian representation. Historically, when a vote is required, if the councilmen are in the minority, the candidate will prevail on any issue which is questionable.
I’m thinking that council just may make an example outta this guy…….

I do not think I missed more than 2 Pension Board Meetings
in 2 years. I even showed up last month on tuesday, the
day after the Holidaym where a meeting is normally moved,
when there is a Holiday, such as Memorial Day in May.

A member of the pension board apparently contacted Jeze,

EMS, beyond their Public Service.
Yet with Property taxes about 30 % higher than they should be,
due to the delays in economic Development in AVCO / SAEP,
SHAKESPEARE, and the General Exodus ….
Yet with their COMPLETE SILENCE on pension from under $ 3
million a year in the 1990s to $ 16.7 million now
Yet with unfunded mandates, poor investing, poor revenues,
lack of movement on council approved grant solicitation.
Yet with steered Benefits, contracts, change orders
Yet with silence on nuances of the law, especially the Town
Charter real dangers, except for perhaps posturing for plausible
deniability ….

Since the 1990s, how many of the GREATEST GENERATION got
sick and died, because of the financial strain on fixed income
or low income, while pensions which should be a good $ 24,000
have 300 people above that with 200 over $ 30,000 and many over

Miron will also announce (probably) that a warrant has been issued by the State Attorney’s Office for the arrest of Shawn Farmer and Joe McNeil. The charge will be some sort of computer “crime”. Only 18 months after Framer had any access to a Town computer. Joe McNeil as a captain, of course, had almost complete LEGAL access.

If Miron was successful getting a CRIMINAL WARRANT on McNeil & Farmer,
their ATTORNEY would have FREE DISCOVERY, unlike CIVIL CASE.
If McNeil & Farmer, found an attorney who was honest and competent OR
competant and as politically connected as the Burturlas, I believe it can
open a PANDORA’S box where everyone except the Public would lose.

can anyone out there answer a question for me? if someone is no longer employed by the town of stratford, can anyone explain to me why an individual has a key/fob to have building access to an administrative entrance and get to walk into a SECURE area as a civilian?????????seems to me that there is a security problem in the pd………..and i’m not talking about computers-i’m talking about a non authorized individual accessing multiple areas of the building that could potentially access REPORTS and documents and release them in inappropriate ways….not saying it happened but it could have…..isn’t unauthorized entry illegal???????
So who is in charge of the keys…..maybe it is time for some more warrants…

not naming names, i just want to know who is in charge of “securing” the secure building?????? if this individual can get in when ever he pleases it seems to me you have a potential way for reports and papers to disappear….not like it has never happened with radios, snow blowers or power washers…..
maybe the council should do an immediate investgative forensic audit of the dept and equipment…….just for securities’ sake.

To me, the key for settlement / dismissal / verdict / awards
will be limits on DISCOVERY and framing of the ISSUES.
The tighter the DISCOVERY limits and ISSUES, the more favorable
to Miron / Burturla.
If the defendants Lawyer can force wider limits going to PATTERN
as a DEFENSE towards MITIGATION, the more likely it would cause
Burturla to need to back off.
In this case MIKE REYNOLDS hit the KEY on the HEAD = the JUDGE.

DEPENDING on DISCOVERY.

Stratford cop accident report still withheld

STRATFORD — It’s been more than a month since Police Officer Justin LoSchiavo crashed his patrol car that witnesses say took place while he was suffering a seizure.
As of Tuesday, however, police officials still refused to release the accident report on the accident at 9 a.m. June 6 at the intersection of Stratford and Beardsley avenues.
Despite repeated requests for the report by the Connecticut Post, including a Freedom of Information request, Police Chief John Buturla continues to say the report is not complete and declined comment about whether the officer with a history of seizure disorders was having one during the crash.
Mayor James R. Miron did not return phone calls this week seeking comment. However, last Friday, Miron said the accident investigation was in the hands of police.
“You’ve got to ask the chief of police. I don’t know anything about it,” he said. “I can’t comment on an accident in which the investigation is still pending. I am not involved in the investigation, nor have I been briefed about it.”
Both Miron, who is up for re-election in November, and Buturla declined comment about why the investigation is still open a month after the crash.
LoSchiavo remains on injury leave from his job. The officer and his father, former Deputy Police Chief Joseph LoSchiavo, have not responded to several requests for interviews.
“I cannot make any comment on the accident while it is still under investigation,” Buturla said last Friday. He could not be reached for comment Tuesday.
However, several police sources said a report was completed two weeks ago, and submitted to Buturla on June 22. That report, they said, states LoSchiavo had a seizure during the accident.
Witnesses said last week said they saw the officer having a seizure while losing control of his car and crashing into several cars before coming to a stop. They said his patrol car hit one car, then crossed a busy intersection into a used-car lot and struck several parked cars before stopping.
Josie Cicerale, a former nurse whose Honda Element was struck by LoSchiavo’s cruiser, said she was unable to do anything to stop his patrol car. because he was “in full seizure mode,” with his body convulsing, “saliva dripping” from his mouth.
“His eyes were rolled back in his head and his body was shaking,” said John Valentino, a garage owner and the first person to aid the Stratford officer after the cruiser came to a standstill.
When LoSchiavo applied for a job with Stratford police in 2005, his application was reviewed by then-Detective Nelson Dinihanian, who is now retired. In a pre-hiring report finalized in late December of that year, Dinihanian wrote that because of medical concerns “we are not going forward with the background investigation” of LoSchiavo.
“A report from Dr. [Joel] Kunkel [of Med Now in Bridgeport] stated he would not release applicant for medical reasons and that he ‘is not recommended’ for employment,” Dinihanian stated in his report.
Miron has said LoSchiavo was hired in June 2006 after gaining medical clearance.
I wonder if there is something that could be slipped
in his coffee, to cause a seizure?
While most of the police are decent and honorable people,
there is no denying they are angry with the LoSchiavos.
