Stratford council recommends mayoral raise; Miron says no

STRATFORD — For the second consecutive year, the Town Council wants to give the mayor a raise.

And for a second year, Mayor James R. Miron vows he will veto the measure.

The council voted 8-1 Monday night to increase the mayor’s salary from $90,000 to $98,000 starting in December after the chief elected official picked in November takes office. It has scheduled a public hearing at 6 p.m. Wednesday in Town Hall for a final vote on the proposed raise.

The council is required to hold a hearing and vote twice on the measure.

Miron, the town’s first mayor, has not yet announced if he will seek re-election, but told the council Monday if it approves a salary increase for the office of mayor he will veto it again.

“I really appreciate that you are so determined to give me a raise,” Miron, a Democrat, deadpanned, in addressing the Republican-controlled council. “But I can tell you right now I will just veto it because I don’t think it appropriate during our present economic crisis for the mayor to receive an increase.”

Town Council Chairman Mike Henrick, R-10, however, who last year initially proposed a $35,000 increase for the mayor’s salary, then modified that to a $15,000 boost, argued Monday that the mayor is paid less than several of his appointees and hasn’t received a raise since taking office four years ago.

“It doesn’t matter who the mayor is, the office of mayor should have a raise at least every four years,” Henrick said. “We can’t do it once the new term starts so it’s now or wait another four years and that would be eight years without a salary hike for town government’s highest-ranking official.”

Err..why? What entitles anyone to an automatic raise? The last time we looked we did not find the Mayors Union demanding a wage increase.

Henrick also pointed out that the chief administrative officer, finance director, assistant finance director, police chief and fire chief all earn more than the mayor, with salaries at about $97,000.

And who set those salaries? The mayor?

“The mayor’s job is a seven-day-a-week, 24-hour-a-day position and he or she has the most responsibility,” Henrick said. “The mayor should be the highest-paid official in town government, and this raise is not even that much.”

Does that count daytrips to Mohegan Sun and excursions to Washington DC?

Miron repeated a theme he sounded a year ago when he vetoed the measure after the council voted 6-3 for the raise, but fell one vote shy of the seven needed to override his veto.

“It would not be fair to taxpayers to give the mayor a raise during such tough economic times,” Miron said.

Councilwoman Amy Wannamaker, D-6, agreed with Miron and cast the lone vote against the proposed salary hike.

“We have asked union employees to agree to a salary freeze,” Wannamaker said. “This wouldn’t be fair to them.”

Amy? How did you end up as the most intelligent on the Council?

There also could be another glitch, even if the council approves the increase and has the seven votes to override the mayor’s veto. According to the Town Attorney’s Office, the council’s deadline for approving the salary change must be prior to July 1, under the new town charter.

Anyone notice that was yesterday?

Henrick said he believes “as long as the council approves this by July 1 it meets the charter requirement and becomes law.”

Council Majority Leader Michael Julian, R-1, agrees if the council approves the proposal Wednesday “the increase should take effect after the November election.

In the meantime we have a mayor that has lied to the public (at least twice) on video, has caused the arrest of two fine officers, has hired applicants that were clearly a danger to themselves and the public, has tried to slide raises to his campaign donors and the Council thinks that giving a mayor a raise is an important issue? Someone had better check the HVAC in the Council Chambers.

And now a word from our candidates…Mr. Best, Mr. Costello, Mr Harkins? Any opinion on this? You are the only announced candidates for mayor that expect to win (I didn’t forget you, George). Do any of you support taking more of our tax money for yourself?

Note to Costello: Somebody read this to Dom. Tell him it’s one of those Internet things.

    I have been very clear about this. I do not believe the Mayor’s salary regardless of who is in the position should be increased. Public service is just that. No one should be enriched being a public servant. Although in Stratford it has happened. It has to stop and it starts in the Mayor’s office. The Mayor has to set an example. Any one who runs for Mayor knows the salary. They should stop trying to manipulate it. First it was $125,000 now it is $98,000, $90,000 is a fine salary for a community of our size that is what the market bears. Being Mayor is a voluntary commitment you have to want it. If the position does not pay enough then decide why you are running. This community suffers with the poor economy. How does the Mayor feel your pain when the get almost a 9% raise. It is outrageous. The Taxpayers should be upset.

    Stratford Council a day too late to give mayor a raise

    STRATFORD — Whoever the mayor is after the November election, he or she will not be getting a raise any time soon.

    The earliest a pay increase could be given would be at the beginning of the next mayoral term in four years.

    An 11th-hour attempt by the GOP-controlled Town Council to increase the mayor’s salary from $90,000 to $98,000 failed Wednesday because a scheduled meeting to vote on the proposal came a day too late.

    During an election year, any mayoral salary increase must be approved by the council before July 1, according to the new Town Charter, resulting in the Wednesday meeting’s cancellation, said council Chairman Mike Henrick, R-10.

    “It was just a technical, timing mistake that I take full responsibility for, because in any year other than an election year, we don’t have to approve the increase before July 1,” Henrick said. “This year it’s too bad, but we will be prevented from approving good legislation because of being 12 hours late to make the mayor the highest-paid town employee.”

    That means Democratic Mayor James M. Miron — or his successor — will have to wait until at least the end of his or her next four-year term to receive a salary increase above the current $90,000 level.

    But Miron told council members earlier this week not to bother approving the raise because he would veto the measure as he did a year ago, when the council voted 6-3 in favor of a $15,000 mayoral increase but fell one vote short of a council override.

    The council, which had scheduled a public hearing at 6 p.m. Wednesday in Town Hall prior to a final vote on the proposed raise, determined before the meeting that the July 1 deadline was “set in stone.”

    “I still believe the mayor shouldn’t have to go eight years without some kind of pay hike,” said Henrick. “Now, we have no choice.”

    Town Council Minority Leader Alvin O’Neal, D-2, said Wednesday that the charter “clearly states the change in salary had to be made prior to July 1 — not on July 1. But I had concerns anyway, such as the fact the mayor has imposed a salary freeze on all town employees and it may not have been the best time to be giving the office of mayor a raise.”

    Lawyers representing the Town Attorney’s Office on Monday advised the council it was too late to schedule a special meeting in time to give the mayor a pay increase for the next term.

    “I really appreciate that you are so determined to give me a raise,” Miron, a Democrat, deadpanned to the council. “But I can tell you right now: I don’t think it appropriate during our present economic crisis for the mayor to receive this kind of an increase.”

    Now we are really scared. Does Henrick even know how much anyone makes? Unless the Council slid in Miron’s raises to his campaign contributors the CAO makes $90K and the Assistant Finance Director makes $77.5K. All the others he mentions make only $5 – $7K/year more.

    You are 100 % correct about the Website and a makeover.

    As I wrote on the website, I am in process of putting the website
    together and imputting data.

    There is some definite redundancy.
    It has had some minor editting.
    More to come.
    I am learning, as I go.

    I made my third trip to Hartford today, because what I expected
    to happen and hoped would not happen, did happen.

    Having an order of battle, strategy, and tactics, necessitates
    having options and expecting the unexpected.
    Using trial balloons, failures are accepted as learning experiences,
    They also expose me to be able to envision and project what and
    why the others do and don’t do.

    I achieved certain objectives. To maintain them would cost me
    things I choose not to expose myself to, related to disadvantageous
    situations.

    I also stirred various pots, and saw what bubbled to the top…
    and what settled to the bottom …
    The ingredients are mixing together.
    But the stew is incomplete.

    QUESTION:

    I recently heard a rumor that the only reason harkins is thinking about running for Mayor is becuase he is laid off from his job, and if he hadn’t gotten laid off he would have NEVER even thought about running for mayor… can anyone substantiate this???

    figures in their Budgets.

    Many places are gone, closing, downsizing.
    Arkwright in Guildford had 350 works less than decade ago.
    They have 10 % of workers left = 35.

    Stratford Dianon took over 300 workers to Shelton Nov 2008.
    Stratford Mobil was over 300 workers before downsize to 100 +
    Then closed 2007.
    Stratford Dresser was over 1,100 before 2000, recently above 430.
    Stratford Dictaphone in 1990s may have been 1,100.
    Sikorsky Helicoper has 400 – 550 off Broadbridge

    Sikorsky Helicopter had 14,000 during So. Vietnam war.
    Now 5 – 7000 maybe, in area.
    U. S. ARMY had largest Air force in World (Air Cav.)

    I heard an interesting story today, although I doubt it accuracy, that there have been an alarming number of home break ins in Stratford and the Mayor has instructed the police department, I assume that means the Chief, to keep it quiet so the media is not aware of it.

    Jez, we all are well aware of this mayor’s attempts a management. no on in any dept can so much as fart, and he has to give permission to spray….it is pathetic for him to think that the public would buy this “i was never told” story, and the fact that the town atty. went along with it is even more pathetic-so much for the “bar” oathe…guess his was 100 bottles of beer on the wall, 100 bottles of beer…..
