We honestly couldn’t imagine a worse picture to appear a week away from the primary for Mr. Best.

Not that we put much stock in rumors, but they have been flying around for weeks regarding Mr. Best’s relationship with Miron during the last election. This definitely does not help Mr. Best.

According to the Star, Sibley Law optimistically claims that 1,000 people attended the event over 3 days. With the $25,000 spent by the Arts Commission, that of course means that the taxpayers funded every attendee’s ticket at $25 each.

    and his clients now support Harkins.

    I got that from Mr. Best himself and several other sources.

    Mr. Best points out that his and his wife’s involvement in EMS is
    almost 30 years. That predates the rise of Dick Miron & Burturla.

    Stratford is Stratford.
    Politics is Politics.

    Some people have weight issues.
    Other people abuse alcohol or drugs.
    Some people abuse people.
    There are all kinds of ways to find faults with people.
    No such thing as a perfect person.

    Personally, I perfer the important political issues,
    consistent with political debate.

    I truly would like to hear from Mr. Harkins and Mr. Best about issues confronting the Town and their plan to address them.

    We can’t afford the politics of personality that is normal for this town. We need positions that we can examine.

    First up would be the proposed contract for the Theater.

    Then the Airport

    Then a full time salaried Town Attorney

    Then the abuse of Town employees

    Then the use of grant money (particularly LoCip, which has been squandered twice.)

    Then ECS funding

    Any one of these topics require a strong position of some sort.

    Diane Toolan was pretty good with Community Grants.
    Since she is gone, I am out of the loop.
    If there is squandering, please qualify?

    Both Pat from BoE and Christine from Town have cost justified
    their positions with NEW – ADDED $ 6 million coming 2009 – 2010
    and $ 4 million 2010 – 2011.

    The Local Capital Improvement Program (LoCIP) distributes funds to municipalities to reimburse the cost of eligible local capital improvement projects such as road, bridge or public building construction activities. A municipality can request LoCIP funds by completing a simple application form for project approval and project reimbursement that gives a general description of the project, its work location, and the actual cost of the project. Each year, the State Office of Policy and Management provides a formula based entitlement to each municipality’s available LoCIP balance. These funds can accumulate from year to year. LoCIP program Guidelines and program Guidelines Cover Memo are available.

    You pretty much understand LoCip funding. It is one of those programs whose name tells you what it is. LOcal Capital Improvement Plan. We’ve had two grants in the past four years totaling nearly $1 million. ($500K each).

    Mayor Moron used one of them to upgrade his secure bunker and Mike Henrick used the other to install granite curbs on West Broad St.

    Neither was used to, say, fix the theater roof, build a canopy over the RR station, replace the HVAC in the high schools, buy new firetrucks, renovate the PD to at least OSHA standards or any of the dozens of other things we need.

    Nope…a new office for a mayor and curbs.

    There was an annual Community Development Grant under Diane
    Toolan which was about $ 700,000.

    Different parts of the community could ask for things that would be
    under 10 % of the total, so the 10 districts or departments could get
    “stuff” they needed.

    Doesn’t somebody on Zoning work for Burns, who is a D or R who is
    an older, slender, not too tall guy? I think his last name begins with
    a “C?” Was there political patronage steeering Granite?

    Was there a deal on the BUNKER and allow for the GRANITE?

    I know Mr. Best personally, he is a man who has lots of ideas and rarely delivers what he promises. I have many friends who work with him at the EMS. He is a superb public speaker who knows exactly what wants to be heard. He knows how to touch the heart of the undecided voter.

    I lost total respect for him when a family friend’s house was on fire in 2005. Mr. Best showed up with his radio in a suit and tie and appeared to be doing EMS related business. He started handing out his political flyers in the middle of the house fire. That was what broke the camels back for me. Totally unprofessional.

    When you get the opportunity.

    Ask him why he supported switching the 911 dispatch center to an in house center at nearly 10 times the cost for no increase in service? The town now pays excess of 1.0 million where we used to pay approx: $100,000 (Verified by town budget records)

    Ask him why he openly supported closing down the Lordship firehouse last election and make it volunteer?

    Ask him why he choose to run for mayor this election despite vowing in front of 50+ supporters in 2005 he would not sacrifice his beliefs and run again.

    Ask him about accepting campaign contributions from agencies that Stratford EMS is contracted with. Ask him about accepting campaign contributions from personnel who were later hired by Stratford EMS as paid personnel. (He is a Captain and his wife is the Department head for EMS)

    Ask him why he said to a room of 50+ supporters he would never run under the Republican ticket because of party politics and he would only run as an independent.

    He’ll say whatever he has too whenever he has to and come off as someone who is honest and transparent, as soon as the doors shut it becomes the exact opposite. Back room deals and shady politics.

    I am not sure who I am voting for this election but I know it will not be Mr. Best. I view this election as the election where someone is willing to make the fixes necessary to restore Stratford’s image, not continue down the same path to satisfy an ego and personal agenda. Right now I am leaning towards Harkins as potentially the first republican I would be supporting for this town ever.

    ….What can you do? You’ll just be pissing off rank and file by not giving them their raises that they gave up for the last year. Maybe the next mayor can negotiate to spread the raises out but to negotiate in good faith you’re going to have to give them something. Or the next mayor could say, “Sorry, the last mayor was an idiot and never should have done this.” That won’t go far with rank and file.

    ….The first answer that comes to mind is get rid of the police chief. I assume there has to be cause to get rid of him? I guess no confidence by the rank and file is cause but is it enough? I’d be worried that the town would end up in litigation with John Burturla represented by BMD.

    Mike,

    Due to Mayor Moron’s insistence upon his “zero” tax increase during his re-election bid, the Town is facing a substantial increase next year. Raises were only deferred. The next mayor has to be honest about that and have a plan ready.

    Firing John Buturla is a good start. There is plenty of cause, not just no-confidence. It is illegal for municipalities to hire outside private investigators. There are also several other issues, such as permitting an 83 day “injured on duty” leave for no identifiable injury. But those only a couple of examples. As for BMD, maybe his brother Rich will discount the hourly rate of $325 for Chief Buturla.

    Stratford has plenty of control over placing a canopy on the RR station which is why Stratford is the only Town on the New Haven line without one. The Town took in $393,000 in fees and permits this year. We are squandering $53,000 on Kent Miller and a clerk. Honestly, how much could a canopy cost?

    As for ECS funding, my personal preference would be to sue the State. Just like the State wanted to sue the Feds for unfunded No Child Left Behind mandates.

    In my 2005 Mayor Platforms I made issue to increase GBTA and the
    commuter bus program. Have you noticed the new BUS ROUTE
    stop signs on East Main, Main, and other streets?

    I AM AGAINST ABUSE and/or PERSECUTION.

    I would love to file a CLASS ACTION R.I.C.O. ACT vs. party bosses
    at local + state + national levels and CLASS ACTION MALPRACTICE
    vs. Town Attorneys, with 49,000 plaintiffs.
    The Town Attorneys have Malpractice insurance.
    The party bosses have brown bags in safety deposit boxes and off
    shore not doing anything anyway. Just have to launder the cocaine
    off the $ 100 Bills before using them to benefit the Town.
    Part of these funds would be negotiated to bolster under funded
    Pensions, which from what I hear is a future explosive issue on a
    national scale.
    Ironically I will have to work to keep local crooks from jail time,
    and protect realistic pensions.

    Realistically, one has to assess with HARD NUMBERS the REAL DAMAGE
    of the litany of UNFUNDED MANDATES, not just ECS, which ECS is just
    the State and Unfunded are Fed and State funding shortages.
