BREAKING NEWS: Town wants to recoup ‘cash-outs’

Mayor John A. Harkins announced Wednesday that the Town of Stratford will seek reimbursement for $56,100 in “overpayments for allegedly unused leave benefits paid to five members of the previous mayoral administration.”

“After a thorough and conservative review of the so-called ‘cash outs’ of unused leave benefits by members of my predecessor’s administration, the town attorney has determined that $56,100 in improper and excessive payments were made to five individuals,” Harkins said in a press release. “I have directed the town attorney to initiate the legal action necessary to recoup these funds from the parties in question.”

Hmmm…”Improper”? Does that mean “fraud”, “theft” or “larceny”? I’d go with “larceny”.

I sure hope Harkins doesn’t ask John Buturla to investigate Miron’s criminal actions.

    Did anybody else hear that can of snakes being opened?

    Maybe that money can be used to repay McNeil, Soto, & Farmer?

    Why were private detectives hired to spy on a worker’s comp claimant,
    when we have a police force, already on duty, and no cost – payment
    to an ally of BMD?

    Is snow shoveling light but deep snow and/or heavy but shallow snow
    proof someone does not have a disability, when aspirin and other
    medication can help disabled and injured people?
    – If we do not reasonably attempt to clean sidewalks in reasonable
    amount of time, isn’t that an town, finable infraction?
    – What if EMS, Police, Fire, or other emergency workers or mailmen
    or neighbors have to trudge through snow side walks.
    – If honest attempt clears a reasonable depth or snow by pushing it
    or lowering depth, down’t that show good faith to reasonably comply?

    I would not support disability in line.
    I support a legit disability

    There are political questions about amounts of pensions, but I am for
    good and viable for recipients and also tax payer, but not favor abusive.
    Many pensions and all social security are far to low to be reasonable
    and fair for any people to sustain decent living standards.

    Economics is a completely arbitrary and man / woman made system of
    assigned or manipulates values and pricing for labor.

    I favor Friedmanism over outdated and churlish Marxist perspectives.
    Like Michael Moore and Ralph Nader, the criticisms can be correct,
    but the prooffered solutions worse than the problems.

    Don’t clap too loud. I seem to recall that the total theft was in the amount of $200,00+.

    We’re only talking about $56,100.

    Unless someone can produce some time sheets showing attendance, the whole amount should be in dispute.

    Until such time, if ever, a forensic audit is completed (instead of just Pat Naylor), we will never know who stole the money or how much.

    The Town is required to submit an audit of accounts every year. However that particular type of audit only indicates the the debits & credits are in the right place and the books “balance” It is not a forensic audit that looks for misappropriation of funds, payoffs or embezzlement.

    GIGO – If the information given to the auditors is as controlled
    as the Financial Advisory Commission report on Jan 2008 police
    retirees, whereas Bob Sammis and I, who were 2/3rds of the
    subcommittee, could not get the information we wanted.

    A) Bob Sammis and I made public positions contrary to parts
    of the report when Chairman Rodriguez was supposed to make
    his report to Henrick’s Council. Mr Rodriguez did not make the
    report that night, prepared by C. P. A. Angelo, which was very
    professionally prepared and wholely true within the provided
    information, and Mr. Rodriguez left almost immediately.

    B) 2 nights prior to Chairman rodriguez next presentation,
    I had a flat tire. I presented the tire to the Town Council.
    I should have presented the bill ….

    C) Bob Sammis resigned after Chairman Rodriguez presentation
    prepared by Mr. Angelo. I choose to succeed Mr. Sammis as
    Mrs. DeCilio and Mr. chris …. had dropped out

    D) After several months, I resigned when I formally declared
    for political office.

    E) Mr. Sammis, the only investment expert on the FAC not only
    had resigned from the FAC, but put his Lordship home for sale
    in the middle of the Housing crisis and moved out of State.
    > Mr. Sammis father was a Town Manager
    > Mr. Sammis father was a part author of the Council-Manager
    form Town Charter.
    > Mr. Sammis served his church, his community, and his fellow
    man. And Mr. Sammis and I have strong ideological differences.
    However, Mr. Sammis among many others in town, has my respect.

    What is my point?

    If political people and town people have things to jointly hide,
    would any reasonable person expect them to
    1) Provide incriminating evidence
    2) Appoint a voting majority to a Committee to ….
    3) Hire an auditor for forensic investigation where the trail
    leads …. hummm? …..to where I found the trails to lead? 😦

    I suspect there are a few readers who know exactly ….

    If you have ever been through a forensic audit you would know that you don’t get to direct much of it.

    We, the taxpayers, have to start somewhere. We have placed our trust in the wrong people. For years we have simply accepted what we were told and absorbed increase after increase for…well…not much.

    After being led into this forest of politicians, lawyers, developers, committee/commission heads, unions and administrators it is time we get ourselves a map showing the way out.

    Of that amount, they say, Norko received the largest overpayment at $21,923; McCauley, $14,884; Winterbottom, $9,744; Wilson, $4,803, and Castater, $4,744.

    Norko said. “I believe the (Harkins) administration should have had the courtesy to have at least notified us first about this matter before releasing it publicly.”

    Courtesy? After you create a budget deficit and abandon your jobs without notice you want courtesy? We’ve got your courtesy…right here.

    As I read this article last night I was in shock.

    Miron and Norko lecturing Harkins about forgetting the past and looking ahead reminded me of Mark McGwire telling Congress the same thing during the steroids hearing. It was BS then and its BS now.

    And Norko talking about courtesy? Is he freaking kidding? The same courtesy he paid to the town by leaving without notice….just not showing up for work?

    The more these guys talk to more credibility the lose…of course some might argue they have zero credibility.

    And the more they talk the more I want to beat the absolute living crap out of them.

    I wasn’t shocked at all by the articles. We all knew who calculated the cash outs and who authorized them. What possible “motive” could they have for doing them correctly?????? In my humble opinion, there was not much done correctly during the miron term of office. I personally believe that many of the “wrongs” were deliberate and personally motivated. I personally believe that he and his administration were deliberate and had malicious intent with regard to the many “frauds” they perpetrated on the public-prime example is LBW–it was a systematic, purposeful and deliberate misleading of the public for the vote on LBW. The public certainly bears a lot of the responsibility for not being smart enough to do their own homework and for believing a single word out of jimmy’s mouth and for allowing him to be elected to begin with. But the fact remains it was his job to educate the public about the contract being presented before them and he deliberately misled them. That is fraud in my eyes.
    So when he talks about defamation-it is laughable-he first has to prove that he has character to defame. The is no chance of that happening.
    Next Norko better give his cash back damn quick-because he did the calculations AND was a recipient he just may face criminal charges if the town chooses to pursue it-and in the financial climate he left behind-I believe that WILL absolutely happen. miron could also face charges for “payoffs” of those he approved that may not return the cash–and the public is pissed off enough at what he has done to the community to have charges pressed. Isn’t it racketeering, when a public official “pays off” a public employee or official to do their bidding? By leaving their positions as they did, it is not a stretch to prove that one….especially after all the shredding and record removal they did for him.
    Jez- your comments are on target completely. miron and his administration have from day one been personal and vicious as well as malicious in all their actions. For pete’s sake he even used the veterans in town as a campaign ploy–those guys were always gonna get their tax break-once the language was clear-but the TA took his sweet time in that so it could be used. miron’s legacy is one of stupidity, immaturity, shame, fraud, lying and in my opinion out and out theft from the taxpayers. In my opinion he deserves the cell that Ganim just vacated and it is looking like things are moving in the very clear direction that he might just get it. Now that would be real karma not to mention justice.

    Stratford’s problems do NOT begin and end with Miron + Norko.

    I can not disagree with Mike, Phin, or Jeze, except to the scope
    of the problems.
    The Republicans have controlled Town Councils, Boards of Ed,
    and Zoning for most of the past quarter century,

    When the numbers were smaller, no one did the math.
    Everyone thought there was an inexhaustible supply in the Public Treasury.

    Now someone will have to pay the piper, and relatively innocent people
    will be hurt because they choose to believe …..
    They never stopped to project costs to fellow ….

    I am very pleased with the steps that Mayor Harkins has taken and the initiative of TA Bishop. This is really big and it is correct.
    Phineast – you and I agree totally.

    Now, let me tell you a little something about Mr. Norko. “St John” as he was known. He would sit at meetings and profess his honesty, straightshooter is something I recall him often saying – would never ever misinform the town council or the public – was not in his being to do so. He was pure.

    Well, Mr. Norko – you sob – you are no better than your former boss. In fact, you probably are worse – because you knew how to maneuver and cover it all up. Didn’t you ever think – it would all come home to roost? Probably not. You probably thought that your scumbag boss would be mayor forever – didn’t you.

    Now to think that you are entitled to that money after working for Stratford for less than 5 years – YOU ARE CRAZY. Give it back to the taxpayers and consider yourself one lucky person. Because, John, if I was the mayor, I’d have you arrested. Mayor Harkins has a heart; I do not.

    Write that check and do it at once. In fact, why don’t you really do the right thing and pay it back to Stratford with interest????

    And for you Jim, SHUT YOUR MOUTH – and pay it back.

    Mayor Harkins,

    You need to have a “forensic” audit of the Finance department immediately. In fact, you should do one of the HR and Mayor’s offices as well. But, immediately do one of the Finance Department. I am very close to Attorney General Blumenthal. I know he has staff who conduct such audits -and it would not cost the taxpayers a dime of Stratford taxes. Just call him and lay out your concerns – he will dispatch staff to you immediately.

    George, what evidence would Gavin have in hand that is not available to the general public? Hearsay is not evidence. If you are talking about party bosses trying to strong arm party member votes on the council that is one thing but other wise he needs evidence. Exactly what do you think he has?

    As far as I can tell, historically, Gavin is the only one that has ever had enough testosterone to stand up and try to do the right thing for the entire town.

    You want me to research the last 24 years? Every Councilman and Committee member? That’s not asking much. I’ll get that to you by lunch, OK?

    But you do, tangentially of course, bring up a point. Obviously the last four years was a huge mistake. We could not have been saddled with a worse administration. It was a perfect storm of incompetent candidates, Town Committee (both) blunders and an electorate who were unaccustomed to the amount of lies told.

    We now have a chief executive that an actual majority of voters selected. Not one who snuck in with 34% of the vote. It remains that this is an opportunity for Stratford to have an honest and competent administration.

    Nonetheless, there are some significant changes that must be made. Our safety is currently threatened by the incompetence and corruption of the Police Chief, Fire Chief and EMS Director. That must be rectified. I particularly like 2013’s idea of replacing the deputy chiefs with competent and honest professionals first.

    Although the current budget deficit must be eliminated, I am fairly certain that competent budget management will correct that. Just the money we save by not shoveling cash to Berchem Moses & Devlin will quickly fix that. It will be amazing how much we save when the budget is not used like a personal ATM machine.

    I remain hopeful that John Harkins can competently manage this Town. What causes that hope is that unlike Miron, Harkins actually wants to do the job. At the very least, Harkins shows up every day.

    Gavin has been a Town Councilor for 6 years and on the pension Board.
    Check the Mayoral proposed and the Feehan + Henrick Councils Budgets.
    Gavin is neck deep.

    Check the growth of pension obligations as 50 % last 4 years than the prior
    2 sets of 4 years and up 425 % than the average cumulative pension obligation
    1990 – 1994. The evidence of complicity is clear, plain, and evident as is the
    “posturing,” in my opinion.
    $ 5.2 million > 2005 – 7/2009
    $ 3.6 million > 2001 – 2005
    $ 3.3 million > 1997 – 2001
    Under $ 4 million average 1990 – 1994
    Then check the people on Town Councils from 1985 – 2010 .
    Then check how much the Town + BoE paid BMD + Burturla 1996-2010
    The evidence of complicity is clear, plain, and evident as is the political
    “posturing,” in my opinion.

    Check the stagnation of the private sector pay level vs. public sector,
    especially in Stratford.
    Check the stagnation of the Social Security payments.

    MEMO TO: Mayor Harkins and his Administration
    SUBJECT: Economic Development

    I asked in a previous posting who was heading up the Economic Development Department. I received only one response from Jez – who said “no one.” Isn’t that a little strange. No one is running the department? If that is the case in fact, why is Mr. Alessie still collecting a salary from the taxpayers. Isn’t he suppose to be doing something in the line of economic development? I know who he is and I know his ties to Miron and the Democratic Party and the town committee. I know all about that and I know that Miron kept him on board in exchange for Miron calling all the shots. Well, Miron is gone and it is time to rid our plate of Alessie. He is not competent, spends most of his town time conducting his real estate business (he is a real estate agent 24/7) pretty good from where he sits, and is not conducive to the goal. He was simply acting as agent to turn the whole thing into a nice gold mine for the former mayor and his gang of terrorists. Either the town has an economic development department with a clear mission and competent staff or it does not. If it is the latter, then it would behoove Mayor Harkins and his staff to be rid of him and his salary.

    SUBJECT: Refuse Collection

    It would be wise to conduct a study on this subject. And, the study must be done by someone other than the P.W. Director or his Refuse Superintendent. You must look at “private” refuse collection. You owe that to the taxpayers of Stratford. An honest, unbiased review of the two will be a pleasant surprise to the taxpayers and a very difficult decision for the mayor (given his reputation for wanting to avoid controversy) but, it must be done, completed, reviewed and acted upon before the implementation of the 2010-2011 budget.

    While I absolutely agree with you my question to the masses here would be, Isn’t refuse collection in the union contract? If so there is no chance to implement that in next fiscal year’s budget.

    I would agree that a study should be done to see if the town will save money privatizing refuse collection.     The selling point for the Mayor will be the “massive savings” in tax dollars. A really good “public relations” campaign will win over the electorate. Another idea, would be to set it out to referendum and let the electorate decide. There are so many options here – but privatizing will SAVE so much money – they taxpayer is not going to turn their backs on it Selling it to us is the easy part. Getting the study done and done fairly is the hard part.

    The Town always reserves the right to find alternate ways to deliver services irrespective of the Union contracts. Surely, the impact will have to be negotiated and dealt with according to the collective bargaining agreements. But, the bottom line here, is the town must be looking out for the taxpayers, not the union. And, if privatizing will save money and still deliver the service, I do not know how the mayor in good conscience “can look the other way.” No one said being the mayor was going to be easy. And, it isn’t. Very tough decisions have to be made and implemented. That is the role of the mayor.

    I agree with you completely about Economic Development. We just don’t have any.

    Privatizing sanitation maybe not so much. I remember posting a while ago how it is accomplished at FAR less expense in a Town of a similar size in the South. They uses automated trucks that require one driver, period.

    For those few streets in town that could not accommodate them (although they appear to be the same overall size of what we currently use), we could still use the old way.

    In the meantime, the staff that are no longer required for sanitation could be tasked with other assignments since PW is chronically short staffed anyway. I think they call that “resource management”.

    Mayor 2013- While I agree that we need a new economic director,you have already lost the 2013 election in my book. Privatizing will net only a very very short term savings and remove the ability for the town to provide valuable services in addition to weekly trash collection such as large item pick up. It removes the ability to have control over how the service is performed. The only way to save tax dollars is to make the residents pay for trash pick up from a private firm and I can tell you now the the people of this town will not stand for that to be shifted to them, they will let the garbage pile up in the street first. Trash pick up is a very labor intensive job-having the machine do the lifting definitely allows for the re-allocation of manpower to other areas that need it. Public works takes a lot of whacks in town because people like 2013 don’t understand that much of what is done has OSHA guidelines that determine how much staff you have to have present to do certain jobs, the rest is determined by management. Maybe the management should be re-examined to work more efficiently and better allocate resources. I am absolutely NOT in favor of privatizing, I want the town to retain control over what we have. There are certain basic departments that the taxpayers expect from their tax dollars : police, fire, public works and education. Those are the basics necessities. You want to save money look to all the non necessities that we have been able to enjoy and start there. Even in those areas you will meet resistance.

    Let’s not get personal and nasty. The sad truth is that there is no Economic Development Department anymore and there hasn’t been one since 2007 when Miron fired Diane Toolan and 5 other members of the Surpervisor’s Union.

    Mr. Alessie is not a bad man. He is a professional real estate agent who finagled a regular paycheck from the Town and is an excellent source of the latest rumors and gossip. Essentially, he was the last one standing when Miron gutted the department and he managed to hang on. Being a DTC member probably didn’t hurt.

    His current title is “Special Projects Coordinator”.

    Miron had the fantasy of turning all the economic development work over to something called an “economic development corporation”. This entity would have been shielded from budget review by the council and public. Lord knows what could have happened.

    Sadly, this is where we are now. If any Town in Connecticut needed a viable and vibrant Economic Development Department, which would you select?

    Nothing precludes Mayor Harkins from issuing a disciplinary letter of warning
    to the Chief and/or subordinates. Aforesaid letter can list subsequent action
    for consistent conduct, inconsistent with specific directives, which can

    1) Time Limited Disciplinary Letter of Warning in File.
    2) Permanent Disciplinary Letter of Warning in File.
    3) Suspension of duty with pay
    4) Suspension of duty without pay

    If or when McNiel was to face arbitration, besides arguing truthfulness

    There appear to have been abuse of process.

    The Arbitration Representative should submit subordinate briefs and

    The levels of burden of proof are different in

    Criminal Law
    Civil Law
    Constitutional Law

    Since Captain McNiel was sitting next to Mayor Harkins at the Pension
    Board Meeting, or maybe it was Mayor Harkins sitting next to Captain

    I strongly suspect a happy ending, for Captain McNeil.

    There is NOTHING to PRECLUDE separate LAW SUITS against MIRONS –
    BURTURLAS – WINTERBOTTOM – etc, as they can claim they were
    acting under the Color of the Law in official capacities OPENING
    the Town Treasury to protect them and pay the Captain.
    Conversely, under the R. I. C. O. statutes, Captain McNeil might
    be able to recover FAR MORE from personal damages … providing

    I do favor reinstatement with back pay, rank, and benefits such

    I have always … had a feeling … how this and other things will play …

    I think it is very good policy to allow the employees an early dismissal especially when it involves their personal safety – such as this storm. But public safety department heads, for the two police chiefs to take off during a public emergency is not acceptable. Did anyone realize that both Chiefs in the fire department were absent??     A healthy debate about policy is always a good thing. So far, 2013 has been asking valid questions. When the leadership of the Town’s emergency services leave during an emergency (OK not really a blizzard, but at 11 am the snowfall was intense) that is extremely questionable behavior. At least Harkins was less than 5 minutes away if needed.

    I mean, what could possibly go wrong during a snowstorm that would require the Fire or Police Departments?

    You can almost hear Cavanaugh now, “But John, the assistant chiefs and a lieutenant or two were there! Besides, the View was on and I heard they were discussing weight loss.”

    Seizure-prone Stratford cop out sick during week of town-physical exam

    With Stratford Police Officer Justin LoSchiavo’s town physical exam just two days away (Feb. 18), the officer who crashed his patrol car into four vehicles last June while having a seizure is out sick for the week, town officials say.

    LoSchiavo, the son of former Deputy Police Chief Joseph LoSchiavo and Human Resources Assistant Linda LoSchiavo, was placed on “light duty” in the department’s Records Division last August after his license was seized and suspended for six months.

    With his 180-days of light duty — required under the union contract – running out Feb. 22, and LoSchiavo having had his license restored, the town has to make a decision whether to terminate the officer or put him back on patrol.

    With a report by LoSchiavo’s personal physician “not entirely clear” about whether the officer can return to active duty, Mayor John A. Harkins says the only way he will be put back in a patrol car is if an independent doctor hired by the town clears him.

    “This officer was hired by the previous (James A. Miron) administation, and that guaranteed him all of the rights afforded to any union member and we are getting to the end of that process,” Harkins said.

    LoSchiavo was hired by Miron in June 2006 despite the warnings of two doctors, including one hired by the town, and top town officials, not to do so, citing the applicant’s long-standing seizure disorder they said could put the public, other officers and even himself at serious risk.

    I certainly hope he has a note from his mommy or daddy for being out “sick”.

    Seeing as there is a big long thread on miron’s diatribe that inaccurately states a few things, let set the record straight (on the record):

    (1). My position in the budget is officially classified as “aide to the mayor”. Chief of staff is an internal organizational title only. I hold no authority other than to carry out that which the mayor wants in the completion of his official duties.

    (2). My position was approved by the town council. In the January council meeting, my salary (and thus existence in town hall) was approved unanimously by the town council.

    (3). At no point has this administration ever refused to release information about my job, or anyone elses for that matter (in accordance with legal restrictions, of course). In fact, my salary and benefits were foi’ed by a member of the public last month. I was happy to personally respond to the inquiry.

    As to transparency, the mayor has met with every single constituent who has requested a meeting, does his best to respond to every email sent, and has not once declined a media inquiry.

    It is one thing for someone to write a reply to jeze and for you to
    “attaboy” and another from my limited experience, which is contrary
    to “part” pf what was replied.

    Jeze or you are free to e-mail adam, as I have yet to get the appointment
    to meet john, per below:

    I spoke to Mayor Harkins at March 8 Monday’s Town Council Meeting
    about meet the mayor program. John replied to contact his aid to set
    an appointment.

    The following week I sent an e-mail to do that to adam.

    2 days later, I left a message with the mayor’s gentleman receptionist
    for adam to call me back to set appointment.

    The next week – monday March 22, I finally saw John and Adam about
    10 pm after the pension board meeting and ordinance meeting.

    I mentioned to john and adam about adam not replying to my e-mail
    request and my phone request. adam embarassingly replied the message
    was on his desk.

    about an hour earlier I left the Council Chambers to see if the
    Mayor’was still around and I blogged in the past about that.

    I overhear “Adam” state, from near the door to Mayor office to
    Ron Ing, making copies down the hall about 20 yards away

    “There are realities and political realities … which you know.”

    Then adam saw me
    and disappeared into the mayor’s office…

    My impression is that adam “may” find me intimidating, since he
    would perceive me as a political threat to his boss ….
    Adam is young
    Adam is a political animal.

    You have to remember George-Adam is doing the work of 3 and John is doing the same-after all miron cleaned part of the house before he left. Too bad he didn’t clean out the rest that he hired.
    Until we have a CAO and finance director in place, the public meet and greets may take a bit longer to get due to other more pressing matters like trying to figure out a way out of the financial crater miron left behind. For the time being you need to be patient-after all John heard a boat load from you during the debates, so it is not like he has no idea what is on your mind. Cut the guy a tad of slack and let him sort out the mess, then if he is not responsive-try to figure out why…. is it to everyone or not….

    STRATFORD — Former Democratic Mayor James R. Miron and five of his top administrators and staff assistants departed with a total of $240,000 in sick and vacation cash-out benefits — including two aides employed for only six months who received $20,000 each, the new mayor, John Harkins, and his administration discovered during its first two days in Town Hall.

    Also, all five — including former Chief Administrative Officer Suzanne McCauley, Human Resources Director Edmund Winterbottom, Finance Director John Norko and the two mayoral aides unexpectedly did not show up for work Tuesday, which was the first day under the new Harkins administration.

    That leaves the new Republican mayor without three of his top administrators just as the town is getting ready to begin the new budget process for fiscal 2010-11.

    After McCauley, Winterbottom and the two aides did not notify Harkins, his staff, or anyone at Town Hall that they had left their positions, and were promptly terminated, Harkins said.

    Only Norko, who submitted a resignation letter last month, had notified the town he would be leaving, but even he did not specify an exact date, according to the mayor’s chief of staff, Adam R. Bauer.

    Miron signed off on the cash payouts before working his final day in Town Hall last Friday, according to Bauer.

    Bauer said it appears Miron, McCauley and Winterbottom received about $40,000 each, and Norko cashed out at nearly $50,000. He said an estimated $30,000 also appears to have been paid out, although it is not clear at the present time who received the payments and how much they were for.

    “This could be a very serious situation and we are investigating whether these individuals were paid more than their cash-out agreements called for, or whether the mayor had the right to even sign them,” Bauer said. “We also have our attorneys investigating whether the failure by four of the officials to properly notify the mayor they were leaving could impact their eligibility for the benefit payouts.”

    Harkins said he is “very disappointed” by the actions of the former chief administrative officer, human resources director and finance director.

    “Without a resignation letter or even a phone call to indicate they were quitting, we were expecting them to report to work Tuesday as scheduled,” Harkins said. “The usual protocol would dictate that they make some attempt to notify us, but sometimes people do things their own way, and this is the way they decided to leave.”

    The new mayor said Miron never met with him during the transition process. “He sent me some e-mails and we spoke on the phone once or twice, but he never wanted to get together in person,” Harkins said. “That made things a little tougher, and the fact these administrators just didn’t show up Tuesday makes things more difficult. But it’s a new era and we’ll get through it.”

    Harkins said others have jumped in to help out during the personnel shortage, including Assistant Finance Director Susan Collier, an active Democrat and Miron appointee, as well as Democrat Town Clerk Susan Pawluk.

    “These are individuals who have expressed an interest in staying, and I said throughout my campaign I would not force people out just because they are Democrats and not members of the GOP. We are looking to retain the most qualified people we have, and add people who want to work for the town and are dedicated to the town. That apparently was not the case with some of the individuals who have departed without giving us any notice at all.”

    This isn’t the first time these administrators have been involved in a controversy involving money.

    Earlier this year, just months before the former mayor ordered a salary and hiring freeze and demanded union givebacks to achieve no tax increase for the next budget year, he issued salary hikes of between 6-10 percent to McCauley, Winterbottom, Norko, as well as Collier, Pawluk, Police Chief John Buturla and Public Works Director Maurice McCarthy. All contributed to Miron’s unsuccessful re-election campaign.

    “This is the town of Stratford’s version of AIG,” former Town Council Chairman Michael Henrick said at the time, referring to the public outrage over bonuses paid to executives of the troubled insurance giant. “The mayor really pulled the wool over everyone’s eyes on this one because he’s not allowed to dish out these increases without council approval, and we never approved or would have approved these kinds of increases during such a fiscal crisis.”

    Now, Harkins says he wants to move on and hire new top administrators as quickly as possible, “hopefully by next month, after the holidays.”

    But he also wants to get to the bottom of both the cash payouts to former Miron administrators, and why some of them never contacted the town to officially resign.

    “We should know more about this in the coming days,” Harkins said. “Right now there are a lot of questions that need to be answered.”

    Miron did not return repeated calls seeking comment Thursday, while McCauley, Norko and Winterbottom could not be reached for comment.

    I believe that’s what you call selective memory…or maybe something worse.

    Too bad that exchange got deleted from Patch along with several others since they “didn’t pertain to the original article.”

    I feel its the public’s job to remind anyone just reading about Stratford for the first time that Mr. Miron is not the innocent, champion of the people he tries to come off as.

    Nonetheless, I had to chuckle when I read Miron’s threat. No one has to bother to make this stuff up. It’s all there and usually it’s in print. I also see that he has scratched Jason Santi off his Christmas list too. I wonder if there is an “extermination” memo out on Santi. Mr. Santi should have printed that one and had it laminated. With that he could actually get elected to anything he wants now.

    I’m glad to see that Miron and Joe McNeil (Captain of Patrol) are still feeling the love as well.

    A waist is a terrible thing to mind.

    Censorship + ignorance + control sometimes becomes contageous.

    Once I reminded Jeze that deleting because of self determined
    “relevance issues” was Mironesque, Jeze became “more reasonable.”
