The Town of Stratford, pop. 50,256 is looking for an experienced Finance Director to lead a staff of 20 employees managing all municipal funds including enterprise operations and retirement funds. The position requires a comprehensive understanding and successful track record in the full range of municipal finance activities including budget, performance measurement, and
strategic planning

The ideal candidate will have the ability to establish effective working relationships, strong leadership and managerial skills, the ability to establish credibility with Department Directors, be a reliable resource to elected and appointed officials, as well as to the general public, have strong interpersonal skills, and be of high integrity. Must have a Bachelor’s degree in business administration, finance, accounting or a closely related field; Master’s degree and/or related certifications such as a CPA preferred, and at least six (6) years of progressively responsible experience in a broad range of municipal finance functions including at least three (3) years of management experience. If not, Mayor Harkins has appointed Susan Collier as the new Finance Director. Collier will be paid an annual salary of $95,000. Working under John Norko and James R. Miron, her particular area of expertise is in bankrupting municipalities.

It is going to be a very very long four years.

    Just when you thought things couldn’t look any worse, who is the mayors advisor on personnel issues, Moe Howard of the three stooges? The position of finance director is THE MOST critical position in any town and this is the best they could come up with????? Smells like Stratford politics as usual, although I’m sure Ms. Collier will certainly fit in with the other Miron appointees still on staff (Buturla, Ridenhauer, Cavanaugh, Maffett and McCarthy).

    RESTORE THE PRIDE??? We were all so hopeful.

    I just got off the phone with my real estate agent, I lowered the asking price of my house another $10,000.00. WALLINGFORD HERE I COME!

    So, first Mayor Harkins releases a budget with no relevant information, then he admits that our financials are a mess, and finally he hires the person who hires the person who prepared the reports?!?!?

    WOW… at least Miron didn’t try to sugar-coat the fact that he was scr*wing us!!!

    Relax.

    Look at all the money we save by not hiring someone who has knowledge and understanding of project budgeting, human resource management, change management, negotiation skills, service delivery mechanisms (internal and external) and outsourced service agreements (including in the case of a municipality Public-and-Private Partnerships ), and the legal framework governing the various services. And who would want someone to manage the timely preparation, submission and publication of statutory reports, including the annual financial statements, annual report, in-year reports and mid-year reporting , withdrawals from bank accounts or ensure that the content of financial reporting is specific (unambiguous), measurable, accurate and valid, reliable and time specific.

    It’s just like the old joke of the correct answer an accountant gives during the job interview:

    Q. How much is 2 + 2?
    A. How much would you like it to be?

    Remember the Harkins story where he blame poor management of
    past Town Attorneys for extra costs in the Town Attorney office.

    Then he hired Tim Bishop, as Town Attorney, whose partner
    Kevin Kelly was one of those past Town Attorneys

    New Town Attorney Tim Bishop allowed Richard Burturla another
    past Town Attorney, to retain a large percent of Stratford cases,
    including letting Berchem Law Firms Client, Bridgeport steal 1 acre?

    New Town Attorney Tim Bishop appointed John Florek another
    past Town Attorney, to continue to assist on sime of Stratford cases.

    At least Florek does not seem greedy.
    He does not appear to have”earned” more then $ 60,000 any year
    from Stratford.
    However the damage he has done to Stratford OR ALLOWED DONE,
    is right up there with Burturla.

    My opinion is Burturla is greedy.
    Bishop, Kelly, Florek are amiable or likeable personally.
    People who have know Kelly for decades, simply are shocked by
    the apparent change in his “actions and relationships.”

    if teachers top level is $ 88 – $ 93,000
    if Fire Dept has BUDGET with built in 40 % O. T.
    if Police Dept has BUDGET with built in 35 % O. T.
    if Public has BUDGET with built O. T., with 9 fewer workers

    if step increases of 2 % are not considered pay raises
    if Health INSURANCE with 87 % – 89 % Policy is covered by Town / B O E
    and workers pay 11 % to 13 % premium

    I am guessing the employees will forego increases in Base Pay.

    Anyone notice that Weisel did not mention the Registrar’s Benefit Package
    is about $ 28,000 and the pay for 22 1/2 hours is about $ 28,500?

    How to get rid of an employee without a lawsuit 101-elevate the person to a non union status, and in a couple of months after they do what they do and document, document, document…and voila, pink slip. Give the support staff(new hire) a chance to become familiar with the town…..also for the moment appear to be a bipartisan appointment. 🙂 We will see.

    I am not ready to reveal that as of now.
    You will have to investigate and may find an “untraditional” answer
    about “which Town Councilor is married to whom?”

    I am aware other bloggers can answer you, if they choose.

    However, the Town Attorneys allowed Carol Cabrol to be Council
    Clerk, when he was Town Councilor and the Council even made him
    Council Chairman. That is the same household. Against then Charter.

    Ray V was on the Council when his nephew as a Captain and son on
    the Police force.

    Tony Ross was a Fireman and I believe on the Town Council same time.

    Feehan was a Stamford Fireman and Councilor

    Wannagot worked for State Parole and Councilor

    Schirillo CT State police and Councilor

    Calzone Gas Company and Councilor. Couple years later gas company
    did extensive Strtford Road work.

    Lou Davis owed back town taxes, while a Councilor.

    Several past Councilors work for largest Town Tax Payer … Sikorsky.
    No conflict of interest?

    Certain Town Councilor did accounting work for Town employees
    and town contractors.

    Certain elected officials work/worked for Construction firms which
    get Town or State or other municipal BIDS.

    Certain Councilor work for insurance companies, which can get almost
    untraceable indirect income.

    Certain Councilors are Attorneys including working for the State and/or
    pensioned from the State or Government and/or work for other Towns
    and Cities as well as Stratford, and can get almostuntraceable revenue
    by swapping business.

    Mayor 2013, I will not give you a direct answer to your question for my
    own reasons. Please respect that.
    It is up to others to answer or for you to investigate and find the answer.
    However, thank you for asking the question.

    At one time I had the answers of most of the relationships, where
    I could rattle off the answers about what I believe are the ”
    “appearances of interest conflicts.”

    You forgot to mention in your CTPost announcement that:
    1.) Susan Collier is an accountant.
    2.) You complained about the mess the town’s books were in when you took office; who do you think was responsible for those books?
    3.) She received a $10,000 pay increase; now really, you could have kept that lower; she already was receiving $85,000; how do you justify raising it by that much money?
    4.)A former town manager had to work overtime for you to straighten out those books because she was not capable.
    5.) And, you say that this budget was prepared by her, for you. Need I say any more?

    The community is disappointed; and you will be as well. Think about stepping down – there really isn’t much reason for you to stay any longer.

    I don’t think I would question 2013’s spine. I also don’t think 2013 would have any trouble at all saying these same things to Harkins face in private or in public. So far the mayor is pretty lucky 2013 is only posting opinions here.

    Really? At the Kabuki show called the “Public Forum”? That’s where answers are given?

    Actually we have a right to see the “books” without having to ask for them. Comparing a projected budget based upon a budget approved a year prior without knowing anything more is ridiculous.

    We should be able to access anything our money is spent on. We should have quarterly expenses posted on the Town website. The SEC REQUIRES that companies file 10Q’s why not Town governments. How much actual cash did Berchem Moses & Devlin get? How much actual cash did Miron spend on trips? How many cash outs were there before Miron “fired” McCauley, Winterbottom, Norko, et al?

    Do we really have to beg at public forums for the answer?

    When is the last time ANY of the Town Councilors answered
    me on ANY PUBLIC FORUM POINT?

    Henrick interupted me and shut me down when I raised issues
    about the Town Councils creating the so called emergency
    related to the Fire Trucks.

    1. Hank Cieuchuk was so outraged, he spoke up from the audience.
    2. It should have been caught on camera
    3. I rubbed Henrick’s nose in it the next Public Forum.
    4. I brought Henrick’s look alike (oversized stuffed toy) FRED FLINTSTONE
    to the final Town Council Meeting @ Stratford High School / new Council
    swearing in.
    It made my night when Henrick came over to tell me I would have to move
    FRED and the LADY JUSTICE Statue I bought, if seating was needed!
    It was a SILENT PROTEST against TROGLODYTES like Henrick on the Council.

    A couple weeks later a giant Teddy Bear on Bpt I-95 billboard made news.

    About a month later the Stratford Police got a new German Sheppard and
    the news picture included a life sized stuffed animal German Sheppard.
    – It was a cute picture

    In my case, the bill board, and the police dog, using a prop brought a
    little extra attention to the situations, with an offbeat prop.

    Phin, when the Lawyers allow so much crimnality in stratford for their
    pay, and so many police look the other way on crimes that are committed
    including against McNeil / Farmer / Soto and I post about it and write to
    the news papers, why bother to bring an issue up that no one will do any
    thing about. Too many in the political parties and government are LIARS,
    THEIVES, PROSTITUTES, COWARDS, CHEATS and WORSE ….

    i AM AMUSED about asking me to have COURAGE.

    I wish I was as COURAGEOUS as Diane Buda and Eleanor Burke were?
    I wish I was as EFFECTIVE and knowledgeable as ED HARGUS was?

    i feel sorry for those members of the Town Council who actually want to
    improve Stratford. I believe it is a bare majority.

    I feel sorry for some of the other elected and appointed to commissions
    who want to improve stratford.

    Some of the comments made by Commission and other participant show
    a complete frustration, because they KNOW what is going on and can’t do
    anything about it.

    Some of the comments by Police, Fire, PW, TOWN HALL and others who
    ABSOLUTELY KNOW the POLITICS shows they are DISGUSTED!

    I like McNiel. He at least STOOD UP, as did FARMER on the GRIEVANCES.

    If the FBI / U. S. Attorneys – State Police / Attorneys and A. G. had any
    integrity, and I mean any integrity Stratford would be prosperous and
    realize its’ potential.

    Last night I ticked off a couple of Town Workers.
    It is too BAD.
    So FAR, this is NOT COMMUNIST RUSSIA or NAZI GERMANY were ONLY
    the politically connected get action.
    But it seems approaching.
    In my life as to acts against innocent people, it matches some of them.

    The people of Stratford appear to have rolled over to let the ANIMALS
    run the FARM!

    The Town Councils do grant me the courtesy to speak,
    if I get there too late, for the most part.

    Even Henrick did so.

    So I have to give them proper credit.

    They do not have to let me speak if I missed Public Forum sign up.
    They do not have to let me speak at Committee Meetings like the
    Building Needs or a couple of others to make a point or raise a
    couple of questions. Yet they have.

    Here is one example, where Chairman Dempsey my questions/points.

    BUNNELL will undergo a $ 1.4 Million Project.

    STRATFORD HS would cost over $ 100 million to replace.
    The project cost of RENOVATING STRATFORD HS, certified for
    20 years was ball parked as $ 30 million for Plan B and
    $ 34 million for Plan A.
    The consultants feel the preliminary numbers were low.
    They do not expect either plan to exceed $ 40 Million.

    * Stratford HS is at 95 % capacity use presently, where 85 % is the
    preferred #.

    * The cafeteria is too small and a relatively small extention could
    allow students to eat in 3 shifts. Presently it is 6 shifts.

    * A bunch of single pane windows on a couple walls need replacing = energy.

    * Adding Air Conditioning will add electricity cost to offset some of
    the Electricity and Heating Savings. (I was able to raise GREEN ENERGY
    POINTS about HEAT and differenciate about ELECTRICITY, which I later
    discussed with the Consultants who appeared to love the ROI potential,
    which they would be able to ADD to their BAG of TRICKS, as they had
    not thought of the massive surface roof and sides as revenue sources.)

    * The Steam Pipes have no insulation next to the building and are
    almost heating the parking lot.

    In 1999 I told Dick Burturla, Stratford HS spent 60 % more on OIL
    and GAS than BUNNELL according to the 1998 ACTUALS.
    > In 1998 I paid HEATING: 50, 52, 58, and 60 CENTS a GALLON
    > In 2009 – 2010, i HIT $ 2.40 a GALLON

    Changes I made to my furnace, insulation, home office allowed me
    to reduce my thermostat and resulted in using under 500 gallons
    of Heating Oil this winter.
    In the 1990s, my usage was 1200 to 1800 Gallons of Heating Oil,
    with a really old furnace, much less insulation, and working in
    a far less insulated area of my home, including window replaced.

    I related that about my experience to the necessity of doing
    insulation and energy savings to Stratford HS

    Jez- my comment was to 2013.
    Call the council public forums what you want but that IS your chance to speak to council on the record and ask questions. If you are not on the record then there is no trail documented that can be followed. If they don’t answer or get the answer, then make a stink. I realize your frustration that the wand hasn’t been waved to put everything to rights, we all want it sooner rather than later-but personally I don’t want to cause more lawsuits etc along the way. You want a copy of the report? FOI it. The good news is that Collier is now clearly an at will employee-not part of the supervisors union. She messes up, she is history. She plays politics, she is history.
    I hope that Harkins hasn’t misplaced his trust in selecting her-only time will tell and there are enough people inside of town hall that are upset over her selection that she will be under a microscope 24/7/365.
    Right now there are bigger fish to fry-there are some people that are culpable of some mighty big thefts from the taxpayers via Miron…just wait until next week to see. When this hits the fan the taxpayers are going to be demanding a grand jury investigation.

    I have asked Sue Collier for the Milliman Actuary report since October.
    Norko and her normally provided the information by July 1 to maybe
    August, It became available in October / November in past years.

    They had to know certain things and the actuary had to do calculations,
    for the Town to make about $ 7.5 million Pension Shortfall Deposit in
    January.

    There is ZERO EXCUSE for the ACTUARY REPORT NOT to be AVAILABLE
    before the BUDGET WORKSHOPS and PUBLIC HEARINGS.

    It appears Harkins and Collier are actively hiding facts from the Public and
    perhaps from the Town Council?

    I like the people on the present and past Town Councils, for the most part
    as people, yet hate what many of the past Councils / Administrations did to
    Stratford.

    I believe about 6 to 8 of the Town Councilor really want to help Stratford.
    However, I believe they will roll over and act politically, like Harkins,
    Collier, and others have done, in my opinion.

    Forum speakers, including me.

    When I see that, sometimes I address a question or make a statement
    to a specific Town Councilor. That wakes up all of them.

    The most important responsibility of the mayor is the budget he presents to manage the community; which equals the most important appointed position is the Finance Director. The mayor messed up badly by appointing Susan Collier-Miron. It was just plain stupid!!!

    And, for your information, Phin, and I am quite surprised you did not know this, Ms. Collier already was an “at will” employee as the Deputy Finance Director and was not a member of any union.

    You have no idea about me – so you are off-base by labeling me. For reasons known to me, I cannot reveal myself to the administration at this time. Remaining anonymous is in my best interest. I notice you have chosen that route as well.

    Here is the basic problem. No one, really, no one, not councilmen, not the mayor, no one knows where our money went. What did we buy, how much did we pay for it, who did we buy it from? No one can answer these questions.

    Here is another example; when you plunk down your $5 to park at the RR station, what happens to that $5? No one knows. When a Milford, Trumbull, Shelton resident plunks down $5 to go to Short Beach, where does it go? No one knows that either.

    How can you possibly formulate a budget for anything when you have no idea how much anything actually costs?

    Isn’t this an exaggeration? We know the salaries for all employees (both union and non-union). Salaries and benefits make up significant portions of the town and BOE budgets. Are you saying none of the departments (town or BOE) retains invoices for supplies and materials purchased? What about all the RFP’s put out that indicate a specific amount for a product or service?

    I agree with you to a point on discretionary spending. But the idea that we have no idea about anything that was bought, how much was paid or from where it was purchased just seems like a stretch. Is it that the town officials don’t know or is it that some may be overwhelmed by all the moving parts? I’m not saying that is an appropriate excuse, but I do find it hard to believe invoices, purchase orders and receipts couldn’t be located for a majority of the expenditures.

    Now, should detailed departmental budgets be posted for residents to review to see where their money is going? Absolutely. I’m all in favor of that. And the fact that most records are kept electronically means transparency should be within reach for most departments.

    Ask your Councilman where your $5 parking fee went. Surely you must have had to go to Manhattan to see a play, do some business there last year or go shopping.

    Maybe that will be too hard. Perhaps you should request to see to whom and how much we spent on legal fees? Consultant fees? Actual overtime costs?

    I think you will be shocked how quickly the shrug comes.

    Perhaps it is the fact that they are citizen volunteers and not career politicians and so they aren’t prepared to respond on-the-spot. As I said, I can sit here and list a number of places (generally) that $5 would have gone, from trash collection and snow removal to road repair or public safety. No one can say with certainty where that exact $5 went, but we all know our trash, recycling and yard waste is collected consistently and I’m still seeing police on the roads, so I at least have an idea where some of it is going.

    Again, I’m not disagreeing with the belief that there is wasteful spending, I’m certain there is. But it’s the overblown rhetoric that seems to get out of hand. “How can you possibly formulate a budget for anything when you have no idea how much anything actually costs?” That’s an exaggeration.

    When we’re talking about thousands or hundreds of thousands of dollars that’s one thing. But saying the council members don’t know where $5 is going is an exaggeration. They haven’t had public relations training and they’re not career politicans. Elected officials on the local level (in most municipalities) could benefit from training in public speaking. But that’s probably not why they got involved.

    Like I said, I’m all for transparency. Detailed departmental budgets should be available for viewing online. It shouldn’t be difficult to automate the process and show YTD revenue/expenses and year-to-year comparisons. Will it happen? Let’s just say I’m not going to hold my breath but there’s a first time for everything.

    Payroll – Regular $ 31,220
    Payroll – Part Time $ 23,063

    Where did the rest go? It’s your five bucks. If you don’t care that’s fine. But some might.

    It is not an exaggeration to state that unless you understand actual expenditures and revenues you cannot formulate a reasonable budget. And you know that.

    I give our councilmen more credit than you do. They could easily understand it if the data were there.

    2013-For some reason I was under the impression she was in the supervisors union….you can still be at will and in the supervisors union—but as a director you cannot.     CT- I’m agreeing with you on this-though I do feel that Ms. Collier is negligent in not presenting the actuary report to council.     Jez- you are correct to give the Councilmen/women more credit-they HAVE been diligently grilling Collier for the answers that you are looking for.     During questioning of the REC Deptartment, there were unacounted
    funds in the Budget, supposedly moved to Birdseye Center somehow
    under the electric bill, from Sue Collier’s description.

    However the more questions Malloy and Catalano asked,the less clear
    it became in finding it.

    About the only person from the Administration who impressed me was
    Ron Ing, H. R. He made an intelligent presentation, which bored most
    of the Town Council (Malloy was Traveling.) The records are a mess.
    (personally, I wonder how many times contracts have been shuffled
    and replaced over the last few decades …. without exaggeration.)

    Malloy has forensic accounting capability which are considerable.
    Conner heads H. R.but is low key.
    The others appear to “try” to understand what is happening,
    with Catalano having experience the others do not have.
    Dempsey is the only repeat offender. 😉 (I like John, personnaly)
    (I do not dislike ANY of the Town Council, unlike the last couple)

    It was obvious the last couple Town Councils, they were “in harnass.
    I absolutely believed Miron / Council was an act, same way
    Senate / Big Auto = act
    Senate / Big Banks = act
    Senate / Insurance = act
    Senate / Goldman = act

    Locally just look at the same Law Firms employed 1 – 2 decades.

None of what I said could (or should) be taken as a lack of concern regarding revenue and expenses. Look at Gavin’s reaction to my posting about the BOE. I was berated because I actually posted detailed information and posed what I believed were fair questions regarding the BOE budget.

    Second, please don’t minsconstrue my comments regarding our elected officials. I’m not saying our current leaders don’t have the intelligence to figure out what’s going on. That’s not what I’m talking about. I’m simply saying that putting someone on the spot and then using his/her response (or lack thereof) to extrapolate out to “How can you possibly formulate a budget for anything when you have no idea how much anything actually costs?” is far-fetched.     Jez- Even the people in town hall don’t know the extent of the abuses-except maybe 2 people-and even they don’t have a handle on the entire scope. I don’t think Miron even had a handle on it that is why things have spun so out of control-he may have been the biggest source of the abuses but it doesn’t mean he has a handle on them….
    One of the most interesting areas that has concerned me especially over the last 4 years is the “Cash receipts” of places like the RR. Unlike the Rec dept which can easily validate it’s income offset to expenses-the RR cannot. Saying it ends up in the general fund-is a wishy washy way of saying we hope it made it there. The bookeeping in town is poor on a good day-and almost impossible to figure out by professionals-let alone the lay person.
    What the residents need and want is a clear way to track where money goes. It is kind of like being able to trace a drop of blood going through the body….it is the life force of the town.
    The finance director is supposed to provide the mayor with that exact information to formulate the budget and that same information is supposed to be available for public view. In the last 4 years it has not been available-now it is beginning to become available-though I don’t think it will be clear enough to disseminate for this years budget-the message from the public is clear-people expect the government including the budgetary process to be transparent-no exceptions.

    Jez-Post #63–that dream may become a reality….it takes time-if council chooses to cut those positions they should use the money to reduce taxes..even a few dollars off the proposed increase for everyone would be helpful. The bottom line is if there is going to be a reduction in manpower there absolutely needs to be a reduction in management to balance the cut-which is a greater savings.
    Everyone that I know wants the “felons” prosecuted-all of them. The sentiment is “We are MAD as HELL and we aren’t going to take it anymore”. They want restitution and frankly so do I.
    Someone has to have the BALLS to stand up to these arrogant bullying thieves-I am counting on this Administration to do it because clearly the council lacks the experience and knowledge and fortitude to make such a stand.

    I have 70 letters to the editors trying to wake up people or assist.

    I ATTEND meetings on pensions / council / zoning / boe / RTC / DTC.
    I have met POLICE / FBI / JUSTICE / STATE TROOPERS / SENATORS
    CONGRESS / CT Senate / CT House / locals .

    I tried to protect lives and livelihoods with no request for compensation
    or remunification or recognition.

    I act not out of bravery, but attempt to cease murders, bulies, thieves.

    Ed Hargus was more effective than I.
    Yet he called me his (political) son,

    I tried to pick up the torch for Diane and Eleanor – base cause.

    I defended Marcia Stewart in CT. POST and try to support the issues
    to both protect the environment and assist Revenues / Budget.

    By standing up- I am specifically referring to putting these abusive felons in jail to make an example that theft from the taxpayers whether it is in cash or services will not be tolerated. EVER.

    After being on the town’s payroll for approximately 7 months, Adam Bauer is awarded a 50% salary increase!!! Imagine that? He is really a star. I don’t know a single person in the United States of America who has received a 50% increase for 7 months of seniority. And, better yet, our elected town councilmen, with the exception of one, supports it. Fox News, 60 Minutes, MSNBC, here is a story that should be nationwide!!!!!! Bill O’Reilly and Company take a drive to Stratford.

    I am convinced that James Miron is alive and well and he lives within the being of John Harkins. The mayor says he has increased the duties of Bauer. In addition to being the Chief of Staff, he now serves as the Public Information Officer, which is mandated by the state. Well, Mr. Mayor you show me the state statute that says such an officer is mandated by the state and also show me where it says that the position calls for a salary. You show me that, John, because I want to see it. And, by the way, councilmen, did any of you ask for this information?????? And, Baurer also serves as the Emergency Manager Director because our official appointed such Director, Mr. Schrillo, is often out of town on training called for in his occupation as a state trooper which of course takes precedence over the appointed post which he receives a salary of $35,000 for not showing up????????

    A 50% pay raise for the added responsibility of Public Information Officer – WOW, even Miron missed that one!

    Of course, the fact that Bauer served as Harkin’s Campaign Manager has nothing to do with this gift – a gift that comes at a time when 11 public works employees have been laid off, 8 police officers positions have been eliminated, 6 teachers have been laid off – and all town employees are being told there will be no pay raises.

    Harkins says he has to pay Bauer a substantial salary because his job tenure is not guaranteed???????? That is about the most stupid statement he has ever made.

    And two loyal police officers are still suspended without pay. Is that the account you are talking about Harkins? Is that where you are really getting this money from to reward your campaign manager??????

    Well, citizens of Stratford – we absolutely must rise up – very loudly and begin the process of making this moran of a mayor’s term in office miserable.

    Isn’t is a shame. We thought we got rid of a moran. We did, a Democratic one. All we did was replace it with a Republican one.

    Miron must have left behind all his files on how to screw the taxpayer; and Harkins has reviewed them and is beginning to implement his research.

    In another 6 months – he’ll get another increase – probably will cap him at $95,000 – the same as Susan Collier-Miron. After all, both of them are worth every penny – the town cannot operate without their contribution.

    And, we all got a $550 increase in our taxes. The HIGHEST percentage increase in the state of Connecticut. I wonder if the Public Information Officer did a survey to see who was the highest to make sure that Stratford was FIRST!

    Still there: Police Chief John Buturla, Deputy Police Chief Patrick Riddenhour, Fire Chief James Cavanaugh, Deputy Fire Chief Curtis Maffet, Public Works director Maurice McCarthy, Finance Director Susan Collier, Assistant HR Director Linda Loschiavo, Town Attorney Richard Buturla (still billing us).

    Not there: CAO Susan McCauley, HR Director Edmund Winterbottom, Finance Director John Norko, Mayoral “aide” Eric Castater, Mayoral “aide” Devron Wilson. Oh wait they each took a pile of cash and left. Should we count them?

    Not there no matter what: Assistant Fire Chief Ellen Murray, Police Captain Joseph McNeil, Police Lieutenant Orlando Soto.

    Fired finally: Police Officer Justin Loschiavo.

    See the big difference?

    I can’t believe what I am about to say – I will probably lose out on an opportunity to be the town’s next mayor – but say it I must.

    What is the penalty for not following Town Charter or Town Policy, I guess Miron will never find out but there has to be accountibility. The council is just as guilty as the Mayor on this one!!

    We must take out a petition to commence with a Charter Revision Commission to abolish the Mayoral Form of Government and return to the Town Manager Form of Government where a professional, certified, educated, trained, non-partisan individual is hired to manage the town. It is our only way out of this horrible mess we find ourselves in now and forever – unless we do it.

    And, during the next next council election cycle, (2011) make certain we throw out all of the council individuals who are not working for US – the taxpayers. After this vote, there appears to be only one deserving of re-election consideration.

    Are you referring to the Tony Schirillo who
    1 – referred me to another do nothing CT. State Trooper in 1998
    on my requests to investigate a series of 40 deaths I believe were
    murders made to look like natural deaths?

    2 – Co-ordinated the appointment of Kevin Kelly to be 1999 Town Attorney?

    3 – Was willing to testify in the Mossman Civil Trial, after NO ONE was willing
    to support MOSSMAN’S criminal charges police report about “disorderly conduct?”

    Are you referring to the Kevin Kelly, who
    1) rewrote the RTC bylaws, for lower numer of attendees to be a quorum

    2) Opined under the revised Town Charter people had the right to petition,
    but now has verbally backed Burturla’s opinion that we are under the
    AHOME RULE ACT, which does NOT allow for (1st Amendment) right to
    PUBLIC INITIATIVE for PUBLIC to collect PETITION SIGNATURES to cause
    A) the Town Council or Zoning legislative bodies to legislate; or
    B) MAYORAL Administrative personnel to ACT; or
    C) the RIGHT to BUDGET REFERENDUMS:

    I know NONE of the BLOGGER would favor BUDGET REFERENDUMS
    since many are on the TAKE, ooooops, I mean Government PAY ROLL.

    New roles net raise for mayor’s chief of staff

    Adam Bauer, chief of staff for Mayor John A. Harkins since his November election, received a raise from the Town Council on Monday.

    Citing the scope of work he has done, which now also includes serving as public information officer and train station liaison, the council raised his salary from $60,000 to $75,000 per year.

    The decision, however, was not unanimous. Councilman Stephanie Phillips (D-2nd), amid a chorus of praise for Bauer’s performance, said the increase was “ill-timed,” coming amid the layoff of 11 Public Works employees.

    Harkins and Bauer said the scope of Bauer’s job has expanded. The public information officer role, mandated by the state, puts him in charge of processing information during a mass emergency.

    Bauer said the role could not be filled by the emergency management director, who is currently away for training and who in a disaster would be fulfilling other duties. He also has a full-time job with the state police.

    Harkins, not Bauer, would be in front of the camera in an emergency.

    His role as train station liaison is also new, Harkins said.

    Harkins said his administration is still saving money, as Bauer is doing work performed by two people under former Mayor James R. Miron.

    The money is in the budget earmarked for a second person in the mayor’s office, Harkins said, but he’s forestalling that to save money on benefits. Thus, increasing Bauer’s salary saves the town money, he said.

    Bauer also ran the Harkins campaign. Harkins said Bauer’s job, like others in government, is temporary, and compensation should make up for an uncertain future.

    When the roll call vote was taken, Phillips continued to state her case, saying she would rather the matter be tabled.

    Council Chairman Thomas Malloy told her she had to vote yea or nay.

    Phillips cast the lone no vote, as the raise passed 8-1.

    Resident Walter Rimkunas was not convinced.

    “That’s been his job since the beginning,” Rimkunas said during the public forum, urging the Town Council to reject the increase because there has been no change in his work.

    “I didn’t get a raise,” Rimkunas said.

    We have to say at this point that this decision (whether Bauer deserves it or not) could not come at a more inopportune time as the administration is requesting zero increases from every single union in the Town. In other words, Mayor Harkins & the Council, what are you thinking?

    June 25, 2010 (1:18pm): I (a Stratford resident) learn that there was a State of Emergency declared in town… ALMOST 24 HOURS AGO!!!

    when vacant about Emergency Powers held by (D) EX-Town Party Chair
    and part of the local State Police country club road goodfellowship
    Anthony (ringinmynose) Schirillo.

    Kinda like John Burturla / Schirillo sharing the “BOOTY BUDDY” of the
    STATE POLICE Fatherland Security, like Dickie (D) Burturla swapping spit
    and Town Treasury with (R) Kelly, (R) Florek, and (D) Bishop.

    Wait a second

    (R) Kelly + (D) Bishop are partners.
    Is that appropriate that R + D are partners, playing both sides of the
    political parties?

    Shades of time Kelly appointed (D) Burturla and (R) Tom Cotter as assistant
    town attorneys when Cotter worked for Berchem, after leaving the State.

    Isn’t THAT the SAME Cotter who holds the RUBBER STAMP on the disability
    review board?

    Jez, I leave the country on business and upon my return I learn a tornado has descended upon us, then I read this and realize there were two catastrophies.

    Great move Mayor Harkins and Town Clowncil, you committ this act of insane excess, then expect the rest of the Town employees to consider reductions? That ought to go over well!

    Is there a manual left by Jim Miron somewhere at Town Hall on how to totally screw up local government? Hey gang, you can stop reading it, by now it appears you have the thing memorized.
