18 months after being vindictively demoted by Mayor Moron, Mayor Harkins has directed that Lieutenant John Conway be restored to the rank of captain in charge of training and safety in the Fire Department.

    At the risk of sounding like a broken record, let’s hope it came from the town atty. budget. While this seems like more low lying fruit picked I will submit that it is a step in the right direction.

    I would like to hope this is the start of things moving in the right direction, but after six months in office I’m a little low in the hope department. IF McNeil and Soto get sorted out in the near future however that would be a signal that the right things are starting to happen. Until then we wait and see.

    I wonder what the McNeil and Soto children would be thinking about your statement if they heard it again this evening Mayor Harkins.

    As we enter this Memorial Day weekend the children of two proud military and police veterans go another week without a paycheck in a country they both served to ensure that men are presumed innocent until proven guilty. Both Buturla brothers have a paycheck, Ridenhauer has a paycheck, Cavanaugh has a paycheck, Moffet has a paycheck, McCarthy has a paycheck and Collier has an even bigger paycheck thanks to you.

    I have heard you were a regular attendee at the McNeil and Soto fundraisers before the election Mr. Mayor. Be honest with yourself, was it because you believed in innocence before being proven guilty, or was that merely a political consideration on your part?

    Time to break out the tall ladder and start picking the ripe fruit from the top of the tree now sir, lest we allow that fruit spoil and fall rotten from the vine. This thread proves you know the right thing to do, now lets muster up a little personal courage and do it again.

    Teacher let go – base pay $ 51,100
    unemployment not spent $ 14 k +

    Gross health insurance $ 18+ minus $ 2,400+ or about $ 16k+

    between unemployment and net health insurance = $ 31 k
    which is about 61% benefit of $ 51.1 k

    I estimate, before state paid teacher retirements, the benefits
    of teachers and police fire are equal to probably 75 % base,

    Add in the extravagant pensions, then the benefit packages of
    police, fire, teaachers, and administrators exceed 100 % of base
    pay.

    About 60 % of Teachers are top pay of $ 88,000 – $ 94,000
    Something like 300 + teachers.

    Then add all the Administrators whose base exceeds $ 110,000

    Over 70 % of teachers pay no Stratford Property Tax.

    Over 70 % of fire dept pay no Stratford Property Tax.

    Over 50 % of police pay no Stratford Property Tax.

    Why?

    Becausethey live out of town and have
    no vested interest in taxes being low
    no vested interest in economic development
    no vested interest in honest town attorneys
    no vested interest in who gets AVCO or SHAKESPEARE

    I know McNeil grew up in Stratford and has vested interest,
    while Berchem is in Milford and J Burturla is not in Stratford.

    That is absolutely accurate. He was there along with many Republican candidates. In fact, those closest to John Harkins on the night of his victory wear uniforms during their working hours.

    But this is not a technical nor legal issue. Legally, Mayor Harkins is required to do nothing. He can let this travesty go on and on indefinitely and is not required to explain anything. By the way, it has been ELEVEN MONTHS now since either Joe McNeil or Orlando Soto received a paycheck.

    This is a moral and ethical question. Regardless of whether anyone (is there anyone besides John Buturla?) thinks there is any credible evidence of anything, the fact remains that McNeil and Soto are innocent until proven guilty. This is a perverse manipulation of the Justice system. These two men have been punished every single day for eleven months (and counting) and no jury or judge has weighed the “evidence” against them.

    They are in suspension hell simply because Police Chief John Buturla and Miron wanted them there.

    John Harkins can end that instantly with a single memo.

    And what would people think of John Harkins if he did that? My guess is that most people would say “THANK YOU, JOHN!” Including this blog. It would be a HUGE step in restoring faith and credibility to Town Hall.

    It’s really not complicated at all, is it?

    Judge rules $8M wrongful termination lawsuit can proceed

    A former county police officer’s $8 million wrongful termination lawsuit may proceed to trial, a county judge has ruled.

    Circuit Court Judge Paul A. Hackner said Monday that there may have been “dual motives” behind the county’s April 21, 2009, decision to fire Cpl. Gerald “Jerry” Smith, a 17-year veteran who lost his pension as a result of his termination.

    Hackner noted that while the county claims Smith was terminated because he lied under oath during a 2008 child custody hearing, there have been no hearings to determine if he also was fired because he complained to Internal Affairs about other officers allegedly using excessive force.

    “I think the plaintiff is allowed to litigate whether that was one of two reasons he was terminated,” Hackner said after denying the county’s request to dismiss the lawsuit during a hearing in Annapolis. He ordered a trial date to be scheduled.

    Allen J. Paltell, Smith’s attorney, praised Hackner’s decision.

    “This is important because Jerry will be permitted to obtain evidence from the county that supports his claims of discrimination and retaliation,” he said.

    Hmmmm dual motives, like ALLEGEDLY releasing information obtainable under freedom of information and blowing the whistle on corrupt abuses of overtime perhaps? The big difference between this case and the Stratford case is the apparent lack of evidence in the Stratford case.

    Let me see, $8,000,000.00 times two is SIXTEEN MILLION DOLLARS, does anyone know how many mils that will be on next years tax increase?

    Well, yeah, there is that too. This is wrong on so many levels. Singling out not one but TWO union presidents for persecution, charging them with crimes that by definition are impossible (you can’t be charged with a computer “crime” if you have fully authorized access to the computer) and then punishing them before any determination of guilt.

    So far I’m guessing that the McNeil family has suffered a loss of something like $80,000 in income. The Soto family approximately the same. Neither would be able to obtain any meaningful work. How many job applications don’t have the phrase “Have you ever been arrested?” on them?

    Only a sociopath would be able to sleep at night after doing that to them. Oh wait, he’s running for State Senate isn’t he?

    When McNeil and Soto are finally found innocent what do you think they will do?

    To me it is totally befuddling.

    John Harkins seems willing to take his lumps for Buturla’s decision to suspend these two officers without pay.

    There is no upside for Harkins at all. In fact, every week and month that goes by costs him more and more public support. We are approaching the one year anniversary of their arrests and the State has yet to present any evidence to a jury of any kind.

    To be honest, it seems as if Buturla is more than willing to let Harkins support plummet to Miron-like levels.

    It’s a mystery.

    It appears our new Mayor has been listening to some very bad advisors from the onset of his term. Given that, he would do well to remember when these situations rest at his feet because of his own inaction it will be too late to blame “the last mayor”.

    The real question is when that happens will he be shrewd enough to enlist new advisors or will he continue down the wrong road?

    I don’t remember voting for advisers. I think I voted for ethics and someone with a sense of right and wrong.

    It’s one thing to listen to advisers, but this is just ridiculous. Advisers don’t bear the responsibility of decision making. Nor should they get the credit nor blame for good or bad decisions. At the end of the discussion, advisers give their advice and then leaders must decide.

    We are now at the 6 month mark of Harkins as mayor and the one year mark of McNeil and Soto’s suspension without pay.

    To continue this suspension without pay simply has no upside whatsoever for Harkins.

    I’m sure it’s more like he thinks he knows something. If anyone sits down with Buturla and only listens to that side, one would think that McNeil & Soto were cannibal serial killers. The only trouble with that is that Buturla doesn’t have the slightest problem with lying.

    Remember when Miron gave him that raise and Buturla swore he didn’t get one…until I published the proposed budget. I wonder if we ever got a refund for those months before the raise was rescinded? I doubt it.

    That’s the problem with advisers, they don’t take the heat.

    You can bet this site is read by many members of both Stratford political parties as well as many other prominent Stratford citizens. How many ‘hits’ does this site get a day?

    The fact that the Mayors Chief of Staff has responded here tells me that the Mayor knows what is said here. I don’t expect a response. I believe one of Adams rules is that he will not respond to pending litigation.

    My position on the McNeil / Soto debacle is the way I see it. It’s just not right. Hopefully the Mayor will take a closer look and adjust his position accordingly.

    You are right. Everyone and anyone can post opinions without being edited. Moved to another thread maybe, but not edited. Can’t say the same for the town website. You can’t even depend on the local RAGS. To dependent on advertising income.

    Not a bad rule, but the Town is not a litigant in this matter. The question is an administrative one. McNeil and Soto have been suspended without pay. That is a purely personnel issue. Suspension with pay would not indicate in anyway way guilt or innocence. That particular question will be decided by a court or by the State Attorney’s Office dropping the charges completely.

    Once again, the presumption is innocence. The burden rests with the State to prove its case beyond a reasonable doubt. So you are perfectly entitled to a response from Mayor Harkins why these two officers continue to be punished.

    It is more than “just not right”. It may be unconstitutional. I am unaware of any “justification” for this.

    The problem for Harkins (aside from the moral and ethical ones) in this case is that by doing absolutely nothing he is endorsing the actions of Mayor Moron and John Buturla in their persecution of these officers.

    Once again, there is no upside either politically or administratively for Harkins by doing nothing.

    When the “politician” Harkins was running for office – he appeared at several of their fundraisers and appeared concerned about their sufferings. He accepted their whole-hearted endorsement and the endorsement of the entire Police Union. He had no “second-thoughts” and did not have to consult with legal eagles to engage in that activity. Now, he just ignores it and distances himself from the situation. (Does not want to own it – sound like someone else in very high office at the moment). So, the “politician” was not being truthful. He was just delivering the perceptions in order to ensure his election. He is just plain awful and disgusting and disappointing. I must say even I expected much more.

    What did John Conway do? Why was he demoted? I talked with someone over the weekend who I believe is in the know and he said that Miron eliminated the position of Training Captain under the guise of fiscal conservative – and John was then put back to his rank of Lieut. What is the story????

    I look forward to reading this in the post….with our new reporter who will have to prove herself to the public as being honest and not a editorial flunkie.
    I will be interested to see if she has the guts to do the investigative work that needs to be done in Stratford. Weizel nailed both Miron and Loschiavo-the new reporter better be up to going after those that “doctored the tapes” and the one who is trying to get a year and a day paid for “stress”.

    Sadly, that’s unlikely. Have you seen the Post lately? It resembles a circular that you’d get from Walmart. Someone said they are seeking a new demographic; the illiterate. I don’t think they have anyone yet assigned to Stratford. Just the occasional police blotter material by Noelle Frampton or a staff writer.

    I have some hope for John Kovach (the Star). At least he attempts to present both sides of any article, unlike old Fred Musante. I imagine those two might have more than a few heated discussions. It’s hard to have a discussion with Musante since he already knows everything there is to know.

    Time is quickly running out for this mayor. I had mentioned that inaction has no upside for him. The way it is shaping up, inaction will have huge downsides for him. He is almost behind the wave now.

    It is an essential problem for attorney’s that they will say and do almost anything for their client’s advantage. The truth, facts or common sense are irrelevant. I have seen attorneys claim the sky is black when the sun is shining. I have seen them kill obviously advantageous business deals over grammar. Typical advice from an attorney is to do nothing for fear of extremely remote possibilities. The surest way to kill any creative or bold idea is to ask an attorney.

    In the end, it is just not complicated. Nothing more than common sense is required. On the one hand you have John Buturla and Joseph Loschiavo who have been caught innumerable times in lies and misstatements and on the other hand you have two honest, dedicated and brave officers who have done nothing more than oppose John Buturla and Joseph Loschiavo.

    These are decisions that every manager, administrator and parent makes every single day.

    Once again, it only requires a memo and perhaps a statement,” I do not believe individuals who are presumed innocent should be punished.” End of story.

    There are 92 officers, hundreds of Town employees and thousands of citizens that would cheer this action.

    Just came back from vacation and would gather that our two brave policemen have not been reinstated or at least paid yet, troubling indeed.

    With this latest development (“The Honorable Judge Iannotti has ordered the states attorney to investigate evidence tampering by the police administration. It seems someone doctored a video that was submitted as evidence”) it would seem that the Harkins Administration may make this problem inherited from the Miron Administration one that they share a great deal of liability for too.

    How long was the last Police Officer on paid suspension for? After that was he, or was he not terminated? Hey, I guess if the attorney for the Town is still racking up billable hours it doesn’t really matter…..does it?

    Once the Town Council passed the June 14 Budget and new
    Ordinance allowing Town Attorneys to write checks for $ 50,000
    without first going to Town Council Finance and Claims, then every
    one can be paid off, and claim they saved money.

    Similar deal to Fire Trucks!

    I worked for a couple of Manufacturers.
    I spoke to Smeal.
    Smeal told me to call New England Fire Apparatus for price.

    I just got home from my favorite watering hole tonight where I overheard some good news and some very, very distressing news. The good news was that Fire Chief’s Dan Ross and Tom Murray apparently withdrew their retirement applications last week. This only slightly eased the gut wrenching news that followed.

    It appears that Chief Ellen Murray retired out of the blue today, shocking many, never to return. It is a sad day for Stratford to loose an employee of this caliber so early, however it speaks volumes for the Harkins Administration that public servants like these are even contemplating such a move.

    On Memorial Day my Grandchildren were all excited to see “the fire lady” driving the fire car in the parade. As our firemen passed, I couldn’t help but think that she deserved to be out front leading, instead of the two Miron appointed geriatric baffoons.

    Can someone please tell me why four… FOUR… fire trucks were at the VFW 9-11 ceremony on Saturday night???

    Maybe if our town fire department used our taxpayer-funded fire trucks for things like… oh, I don’t know, let’s say… WORK… we wouldn’t have to replace them so often!

    They b*tched because a truck broke down on the way to a fire last year… yet I’d guess that a good 25% of the miles on our trucks are from non-business (i.e. trips to Vazzy’s, etc) usage!!!
