Eight months into a new administration we are continuing and deepening a morale crisis in several key departments in Stratford. The recent articles about the mismanagement of EMS is but only one case. Morale is still at abysmally low levels within our Police Department and getting worse in our Fire Department. It is not that much better at the BOE.

In the PD, Captain McNeil and Lieutenant Soto are still suspended without pay (14 months now). Officer O’Meara has proven that the Connecticut State Police illegally acted upon a personal request from their former colleague, John Buturla. Certain officers are about to retire at a pension far above their base pay…again.

In the FD the lying and incompetence at the top level continues uncorrected. Required equipment, though promised a year ago, still has not arrived. Staffing shortages have been increased.

In EMS, although the latest statements seem encouraging, The EMS Administrator remains at her desk and continues to harass key volunteers.

Public Works employees were laid off just after their heroic performance restoring Stratford after the tornado.

And throughout the Town, Human Resources is not seen as the “resource” it was promised to be. It is viewed as adversarial and arbitrary.

Mayor Harkins has become more remote and unattainable by the day.

This is not restoring any pride to anyone.

    FINE – It is Jeze post. But list tell peoples priorities:

    POLICE = I agree with every point within the ENTIRE LIST
    FIRE
    BOE
    EMS
    PW
    HR
    MAYOR

    I note Jeze has gone back to NO MENTION of the PUBLIC?

    Don’t the PUBLIC deserve a mention relative to any of the points?

    I credit JEZE in other posts for involving the PUBLIC, especially
    the SAFETY and HEALTH on EMS calls / non response.
    PUBLIC + WORKER Health in Fire / Police / PW.

    A rare mention about BoE?

    Jeze – why no post about the almost $ 40 M I L L I O N Bonding for
    upgrading Stratford and Bunnell HSs?
    Little under 1/2 is paid by the STATE.
    Low (ERING) interest rate make it good time to BOND.
    GREEN Technology make upcoming years very good for potential savings.

    However who will PAY and afford to PAY with almost 50 % of BUDGET to
    HEALTH CARE
    PENSIONS
    CAPITAL DEBT repayment
    ANNUITIES
    PAY 30 % above PRIVATE SECTOR workers

    STEERED ASSETS and DELAYS = AVCO / SHAKESPEARE / SIKORSKY moving
    all Construction out of CT by 2017?

    The way BONDING works, is CT. does not PAY anthing until BOND is done.

    If the Morale of the various Town and BoE workers is bad, what about
    the morale of people working 2 – 3 jobs 350 days a year, trying to pay
    normal bills and then adding Taxes that are at least 35 % higher than
    they should be, if we had honest government, including workers, manage
    -ment, elected, appointed/contracted, and committees?

    I do credit Jeze with posting names of town committee members.
    Maybe if there addresses / phone #s were in the posts, their neighbors
    could see who has been destroying stratford?

    I favor GOOD PAY, GOOD BENEFITS, GOOD PENSIONS, GOOD WORKING
    CONDITIONS for TOWN WORKERS and ALL WORKERS and FAIR PROFIT
    for all BUSINESS OWNERS.

    It is an IDEAL.

    The REALITY is that articles like Sunday CT POST, many in WSJ and other
    Business Publications are going to pillory government workers who have
    used political connections to have too good of a deal that is NOT sustain
    able, and I believe were entrapped.

    The government workers know the truth.
    They are not stupid, ignorant, or blind/deaf/dumb.
    Like everyone, we all want the best deal we can get.

    Right now it is still ZERO SUM ECONOMICS, and those who control most
    of the capital, control the governments and most of the press.

    Despite whatever the Stock Market does short term ….
    I expect Capitulation.
    In the past, after Capitulation there is a HUGE BOUNCE.

    Stratford BoE and Town workers see a 9.7 % Tax increase to cover
    their PENSIONS and HEALTH CARE.
    They also see PERSONNEL being slashed in the State and other Towns,
    BoE and other States. They have reason to have bad morale.

    NJ has been cutting MILLIONS from TOWN BUDGETS and OUTSOURCING.

    For 7 years I warned a day of reckoning and that at some point there
    will be NO HIDING the GRANDFATHERED PENSIONS / ABUSES!

    I know I shouldn’t, but:

    Not a lot of private sector workers have to tackle felons to keep them from killing someone. Neither do they have to rush into burning buildings (even vacant abandoned ones). Very few of us are charged with saving someone’s life as part of our job description either.

    This is not to say that there aren’t a few who have gamed the system. However, the Town made a contract with its employees and then went on to woefully underfund its obligation.

    Jez- Just a note-I have never had a problem contacting the mayor or his staff when I need to which has been frequent. I have always gotten a response both direct and indirect in a timely fashion. The fact that there is a response and it is timely is a huge change from the last administration.
    Harkins said in the beginning that he was going to re point the direction of the direction of the ship which takes time-Cornish is almost out the door, I’m sure that the new HR dept is diligently working to make corrections without lawsuits-which takes time. I feel for the people working those departments-but at the same time they need to come forward and blow the whistle(the correct way). If illegal things are happening or rights are being violated THEY need to step up to the plate and be a catalyst for change. If they don’t, we can’t do it alone.
    It sucks that taxes went up-mine went up a lot. Maybe someone should be researching whose tax assessments from the last mayor’s term went down far more than the $10/mo that the general public got—those individuals that had a substantial decrease that was disproportionate-if you check key members of the DTC you will find some interesting and possibly fuzzy math. I am surprised George hasn’t picked up on this yet. Miron not only gave friends raises, bonuses and jobs it seems…..he allowed certain things to occur that were beyond his authority.

    Do I wish all the situations that Jez has described above corrected? you betcha! But I also understand very clearly that because the McNeil/Soto issue is in court there is a huge liability if the situation is changed until the court situation is resolved. The McNeil Soto legal team needs to force a speedy trial as a constitutional right and block further delays. The state is the side creating the delays because the people that “presented” the information for the warrants have proven themselves to be less than reliable and not credible-seems to be a dilemma for the state-to have one of their “own” screw them over…a dilemma indeed.

    OH MR/MS KNOW IT ALL – WHAT ARE YOUR SPECIFIC SOLUTIONS?

    While I criticize – I propose solutions.

    – I embarrassed O’Connell’s BoE about ALL DAY Kindergarten not being
    available equally when only 6 extra classrooms were needed to end
    the LOTTERY.

    – There was NO PRINTED Final BoE Budget til I bought it to Gavin and
    Branyan attention – there is NOW.

    – I made Cornish aware the PUBLIC was unaware 25 % of BoE BUDGET
    was from State Grants, and the TOWN SIDE always misled tax payers
    about BUDGET FACTS.
    > A strong part of TOWN PW + BONDING + Building needs relates to BoE.

    – I hectored town councils for years about adding Grant writers /
    Grant money. Jimmy’s first grant writer created her own job in
    Bridgeport, but laid foundation for great job by Christina K
    > Over $ 6 million in NEW Grant / Stimulus money 2009-2010
    > Over $ 4 million in NEW Grant / Stimulus money 2010-2011 as of May
    >> 1 Mil is 4 4.5 Million. My idea – Jim implemented. Chris save 1 mil
    per year for 2 years, so far.

    – I suggested adding 2, 3, 4 floors in redevelopment, whereas most
    of Stratford is 1, 2 floor. I am against Towers, going over 60 feet
    which coincidently is as high as fire trucks can handle.
    > My ideas in BOTH Mayoral Campaigns saw implementation in the
    development plan related to the Rail Road Station developmental
    center, showcasing 4 story buildings.
    > Intelligently, properly, and tastefully developed, this could add
    several mils per year, annually

    – For 7 years I have warned of Pension Danger, which saw 60 % increase
    in obligations from GAVIN’S 6 years and 42% increase in Jimmy’s first
    43 months – That is cost avoidance! In 2009 Pension cost were 13 %
    of the Budget and 3.86 Mils

    – The FAC looked at Health Care under Russ Hayden, who did honest
    work recognizing existing problems, without political comment either
    way. I was part of that group with some foundation information and
    contacts for comparisons. 50 % over pricing cost 1.5 to 2.5 Mils annually

    – I made issues for years on ECS shortfunding. Jimmy increased the #s
    from the $ 60 million range to $ 80 million range.
    – I brought forward minimum $ 5 million add shortfalls town / boe for 15
    years and suggested how to recover all of it and cover entire town debt
    saving 4 mils annually.

    – I have exposed the circle jerk of AVCO + SHAKESPEARE BID failures and
    BILLING benefits to ATTORNEYS, where they could be worth 3 Mils if added.

    – U. S. Baird subdivided and subleased several months after I publichly
    suggested that there was huge under utilization in many factories like
    SIKORSKY, DICTAPHONE (then vacant) DRESSER and more.

    – I have pushed by writing about the protracted vacancies of places like
    town fair, bradleys, contract plating, coke, and many more.

    SPECIFICALLY JEZE WHAT HAVE YOU CONTRIBUTED TO THE PUBLIC DIALOG
    ABOUT LOWERING TAXES and INCREASING REVENUES?

    I give you props about public safety endangerment ….

    But someone has to pay taxes.

    While some north ender pay high taxes, when the are compared to
    tiny homes (cape) like some in Lordship (can’t see the water) they are
    paying less than twice as much for 4 to 5 times the living space and
    4 to 5 times the lot size and multiple car garage vs. 1 car and multiples
    on porchs/deck sq footage.

    If stoney brook people were true, those relatively low income people
    were scheduled to pay $ 6 a sq ft or 2 to 4 times what other people
    were paying per living space.

    Can you guess which people pay 1/3rd to 1/4th as much per sq ft of
    living space factoring in the increased lot size, garages, and patio/deck
    /porch?

    The above is not about me, it is about an active and concerned citizenry
    like a MARCIA STEWART, ED BEEFY HARGUS, DIANE BUDA/ELEANOR BURKE
    who contribute there efforts to people they DO NOT KNOW for a better
    Stratford.

    You Jeze also contribute to people you do not know (props).
    However you concentrate your concern and your posting to people you
    KNOW and KNOW WELL … and they are people who deserve to be MORE
    EQUAL THAN OTHERS …. whereas I and people I care about and public,
    are simply chattle or people to be farmed, ranched, hunted and gathered.
    Like the eloi were fed on by the morlocks ……. Only government people
    and their families deserve good things…. the american dream.

    Portia and Chris can step back – Jeze will either answer or delete / edit!

    OH MR/MS KNOW IT ALL – WHAT ARE YOUR SPECIFIC SOLUTIONS to LOWER
    TAXES by CUTTING COSTS and INCREASING REVENUE while relatively
    protecting safety and health, services, and quality of life for Stratford residents
    and businesses, whereas a slight majority of government workers do NOT even
    live in Stratford and contribute NOTHING to STRATFORD PROPERTY TAXES?

    THEN THERE WERE THE YEARS and MONEY I spent trying to PROTECT
    LIVES and LIVELIHOODS in the USPS.

    THEN I have published Letters and spent years learning the system
    and ran for political office, knowing I would be received as a NUT,
    but I told the TRUTH.

    I NEVER asked for anything for myself – nor do I want anything than
    to protect lives and livelihoods of more than just MY family, friends,
    support, etc. I worked for a relatively honest system.

    Jeze, you often have good intent, except as it relates to certain people.

    GEORGE to PHIN: It took 6 weeks for the Mayor to schedule a meeting
    with me, 11:30 March 18. When I got home, the front door was ajar,
    Documents were missing from next to my computer and my networked
    computers were accessed, erasing everything that had to do with
    PENSIONS; FIRE TRUCKS; FBI; JUSTICE; TOWN ATTORNEYS; POLICE; and
    other specific targeted information.
    The DATE late JUNE 2008 was the cut off date in the DATA BASE, causing
    me to look back into the blog posts of that time frame.
    Certain e-mails were deleted and from address book, including FBI/CI.
    – Never had an analogous problem when Jim was Mayor.
    – I doubt Harkins had any direct knowledge … certainly not in advance.
    John was gracious as always, during the 35 minute meeting with me.
    John showed absolutely no nervousness or signs he had any knowledge
    of a break in going on at that time. I am not too sure of 2 other people
    on that floor.
    Also Coincidentally, John + Richard Burturla changed e-mail addresses
    about then, certainly within a month prior to the break in.
    Phin you may recognize their names. They are still being paid by Mr.
    Harkins administration …. unlike soto / mcneil.

    The fact that there is a response and it is timely is a huge change
    from the last administration.
    GEORGE: I met Jim at least once a week until the SIKORSKY Strike
    where I asked him about a Police Captain getting O. T. while never
    leaving Police HQ? (Became a high pensioner) Jimmy replied that some
    one had to make command decisions. I guess the Chief, D/C, other
    Captains, Lieitenants & Sargeants were incapable of command decisions?
    I NEVER WENT BACK.
    However Jim was avaial a minimum of 30 minutes a week at 10 minutes x
    3 times a week, in the council chambers.
    The council game 5 minutes a month. Sometimes 3 minutes.

    I criticize Jimmy as often or more than many.
    we have different life experiences related to availability.

    I’m sorry, my friend, but that is simply wrong. The only result of suspending both officers with pay would be to lessen the liability not increase it.

    There is no legal requirement to suspend either officer without pay. None. That was solely at the discretion of Buturla (either one) and Miron. It continues even longer under Harkins. John Harkins certainly didn’t have any problem at all when Joe McNeil campaigned for him. He had no problem either when Local 407 endorsed him. John Harkins even attended fundraisers for McNeil and Soto.

    That particular argument is rapidly wearing very thin.

    Did you know that Sept. 3rd is Branyan’s last day? It’s not likely that Dr. Cornish is “almost out the door”.

    I do not believe that I am 100% right all of the time, but I do not think that you are meant to be an apologist for Harkins either.

    Jez-apparently I must have better timing-the only water I use is tap….
    as far as the McNeil/Soto debacle-it was Miron’s debacle. While I do not like having to wait for it to be resolved, I clearly understand the long term legal and financial ramifications from taking various directions and the path we are currently on, as distasteful as it is, will in the long run not cost us quite as much. I do believe that there is much that you do not understand that is of a broader spectrum-I personally want them back to work and the jackass that forwarded the “non-complaint” to the state fired. That would make me happy. While I cannot speak for Harkins, he has made it clear he doesn’t like the situation any better than you or I but has to take care of the town in its entirety.
    Yes, I am aware that Ben’s last day is Sept. 3rd. My gut tells me he will be back. He has some personal growth that I believe he is taking care of but ultimately I believe he will be back when that is complete. And Yes, Irene is just about out the door…….and if a suitable replacement walks through the door you can bet your high heels that she is done, we may have to endure until Ben finishes that personal growth.
    For the record Jez- I don’t apologize for anyone but myself and sometimes I won’t even do that! So don’t look to me as a Harkins apologist. I just happen to be able to see a larger picture than you do-I don’t like waiting for what needs to be done either but the proof that it is beginning is in the stinkin’ EMS report. That is what we have to do to protect the town from lawsuits. It is a beginning, and we have to start somewhere. I for one am grateful that it has begun….your picture that accompanies the discussion actually is symbolic of giving the left overs from the old admin just enough rope to hang themselves. In the EMS case that is what has happened. I just pray while things get straightened out from the managerial aspect no-one dies while waiting for the EMS management to make a decision about should they respond or nahhhhh, not today.
    Now imagine if the team that wrote the EMS report did one for the PD and the FD????????? HMMMMM…….money well spent I’m thinking……document, document, document.

    information, when he is unsure, from past readings of your posts.

    Star is likely the nicest and most considerate of the bloggers.
    You have many of the same attributes.
    You are opinionated, but somewhat diplomatic in your phrasing.

    I suspect that Jeze will eventually decide to PUT UP her/his plans
    related to COST CUTTING and REVENUE ENHANCEMENTS, but on Jeze
    own time table, after “officially” communicating with some people?

    There are 400 to 600 blog readers a day depending on JEZE to be
    their VOICE and SAVIOR….. 😉

    Really? Ben is taking care of personal growth at a much larger salary in Greenwich? Where does one sign up for that monastery? I have no doubt he will return to Stratford…every single night. Until he can afford to live closer to Greenwich.

    Phin, you’re not really telling me it’s “complicated” are you? The Administrator is responsible for the loss of at least $500,000 (the least I have heard) in one year! If you do the simple math (and you can believe any numbers) that represents about 25% (at a minimum) of 911 called EMS gave to AMR. Whaddya have to do to get fired in this Town? Be a serial killer?
    (If you are a mere felon, you can keep your job as Registrar of Voters).

    could be sued personally, but would get Town Legal protection.

    Personally I would have liked to have seen this resolved immediately
    or never happened.
    Based on classic “This IS Stratford” scenario.
    1 – Burturla retires. McNeil replaces Burturla.
    2 – Soto becomes # 2
    3 – Farmer and other get Stratford cash.
    4 – Chris Miron gets a payday, too.

    assisted by moving. Especially with business and political connections

    Except, I go beyond the simple and the obvious.

    Whereas certain people want occam’s razor scenarios,
    life gets complicated by emotions, beyond reason.
    And even reason gets complicate when motives are
    antithetical to what other people would believe are

    Jez- I think George sort of spelled out some of the issues re: the McNeil/Soto case. There are more that I am not at liberty to discuss on the net at this time.

    Ben has some things he needs to get in a row….he can do that in Greenwich.
    Answer me this question, who would you like to see in the Superintendent’s position when Irene goes? You are right that Ben may not come back in the capacity that he left Stratford–he may not come back at all. But he also might just do that when he is completely prepared to be at the helm. Then again he may not want the stress..but if that is the case why the heck is he going to Greenwich? The people in Greenwich are a whole different breed….and not necessarily a good one. I wish Ben the best of luck, and I do hope he will be back one day to work in Stratford.

    I’m sorry, but that is simply not an answer. You cannot reasonably take a position and then when asked to defend it come back with that.

    So let’s take what we are left with; George’s possibilities.

    Which by his silence and inaction he is making worse.
    – A) Appears to be political favortism
    Except McNeil is not a member of any party nor running for any office. Both he and Soto just want to be cops.
    – B) Appears to be political violate due process
    It is not “due process”. It is administrative.
    – C) May be some sore of accessory after facts criminal violation?
    May be? You punish someone in advance because there may be something wrong?

    2) Recovering money a mess – including IRS / CT REV / CT LABOR
    Because of accounting? Both were suspended without pay. That does not delete their names from personnel records. You can buy Quickbooks basic version for $100 and do it in 10 minutes.
    3) Harkins undermined Police Chief, HR and Town Attorneys
    They did that on their own.

    This is not a matter of national security. At the end of all discussion it comes down to right and wrong and the willingness to act upon it. With the exception of Miron, the Buturlas and the Loschiavos, I have talked to no one in this Town that believes either McNeil or Soto did anything morally or legally wrong.

    Here is the matter with your statement, Phin, which I am at liberty to discuss; regardless of the resolution of these charges, for the last 14 months McNeil and Soto have been and are innocent. Even Shawn Farmer is innocent. As the case progresses it just gets worse for the State and the Town. Nothing has been substantiated, provided as valid evidence or even documented. The case remains a collection of allegations.

    All these private expressions of sympathy by Harkins are meaningless without action. And that “action” merely requires a memo. Let’s remember that nothing in law requires suspension without pay. If you are telling us that Harkins is afraid of some political ramification and is frozen then I am forced to ask this: Why did we elect him?

    When I was on Tom Moore inspired FAC (Financial Advisory Commission)
    the Commission was only charged by the Town Council to look at the
    7 Police who retired Jan 2008 at Pensions ($ 20,000 average) over Base
    Pay. (Two Firemen with similar situations retired that month)

    Tom Angelo (CPA), Bob Sammis (investments), and I were the Subcommittee.
    Tom headed the group. Everything Tom asked for we were given.
    Whatever Bob and I asked for ….
    Tom did a great job of showcasing situation and wrote the report.
    However we voted to eliminate the term, NO DISCERNABLE WRONG DOING.
    Tom’s report retained the term, NO DISCERNABLE WRONG DOING.

    Bob and I protested at Public Forum the night Ed Rodriguez was to read
    the Report. Ed walked out, not giving the Report, because Bob and I had
    repudiated the term, NO DISCERNABLE WRONG DOING.

    3 days before Ed Rodriguez gave the report, my tire was slashed.

    Tom Moore’s Bro-in-law is ex-Police Chief Imbro.
    Almost 1/2 of the OT earned by those police was under Imbro and the
    rest was under Burturla. I think LoSchiavo was D/C entire time?

    The other only things Tom Moore pushed for were:
    1 – Looking at which Bank all the Town money was held. Art Stengel,
    Tom Moore, Ed Rodriguez, + Thomas Angelo forced some diversivication

    I have real questions about the “integrity of documents” in Human Resources

    In summer of 2009 Finance Director acknowledged in a PENSION
    Board Meeting that between PENSION BOND REPAYMENT INTEREST
    and PRINCIPLE and the $ 5+ Million Pension shortfall, it represented
    that my figures were correct of 3.86 Mils and over 12 % of the Town
    Budget.

    The PENSION Shortfall increase over $ 2 MILLION in Jan 2010 that Sue
    collier was able to aduce and add, despite NO ACTUARY REPORT which
    was due about OCT.

    The GRAND LIST lost couple hundred million, reducing the value of 1 Mil
    from $ 4.6 to $ 4.5 Million.

    Adding $ 2 million to the shortfall / bond repayment and lowering the
    value of a mil, increases the percentage of the pension’s effect on the
    Town Budget.




    Here is the focused BOTTOM LINE:

    The 9.5 % of Mil Rate Increase or 9.7 % entirely goes to the PENSION.

    The dramtically increased cost of the bloated Health Care comes out
    of the various slushfunds the Republican Town councils’ Financial
    genius and Democrat finance department created.

    John + Adam + Sue do not appear to be telling the whole truth
    The Town Council does not appear to be telling the whole truth
    The Department Heads does not appear to be telling the whole truth.
    It is unlike ANY Administrative or elected for the past 25 years appear
    to have been telling the whole truth.

    I expect all of the to be double crossed with a stock market crash
    likely before the election?

    political donator will BID on jobs devoid of Health Care and other Benefit
    costs. It is a vicious dog eat dog war …


    Really screwed teachers union, compared to let’s say contractor roofers,
    who bear 100 % of Taxes, Insurance, and Expenses in all weather?

    Top level teacher pay averages over $ 90,000 annually for 184 days work,
    before sick leave and vacations.

    A workday, including long lunch break of under 6.5 hours Monday-Friday.

    Family Health Care Gross Premium $ 18,600+ – 13 % or $ 2400 co-share, with
    NO DEDUCTABLE? The co-share cost can be Tax Deductable in HSA.

    Heat in all school and air conditioning in some with more coming.

    Free Paved Parking next to schools.

    All equipment is bought or could be bought if Budgeted by THE BOARD.

    A GREAT STATE PENSION, which cut out those who retired more than
    a decade ago ….

    Working conditions far better than MOST COMPANIES’ JOBS, except for
    TOXIC POLITICS …. Everything in the buildings are GREEN, SAFE, and

    I would also LOVE to read JEZE’S specific ideas for solutions to various
    problems related to:

    Maybe it is time the citizens file a suit against Miron for improper action on behalf of the town when he hired Justin, go after Imbro for not turning the whole thing over to the prosecutors and getting Miron, going after Daddy and Mommy Lo for abusing their positions and power to get their son a job which was to the detriment to the town and everyone that lives, works and visits here. Then go after Justin himself for conduct unbecoming a police officer, failure to up hold his oath and sworn duty to serve and protect( can’t do that if he is what we need protection from), sick time abuse etc, etc, etc,. There is a lot that could be done in civil court…especially if the plaintiff was the nurse that good ole’ Justin hit.
