Town Budget Revealed?

We must congratulate the Harkins Administration for providing the Council Meetings and public forums on the web for anyone to access. George finally got his wish.

Council Meetings

More shockingly, an astounding request was made by Matt Catalano (R-3rd District) at the September 13th Council meeting. Mr. Catalano made a request that all departmental expenditures be made available to the public (that’s us) on a monthly basis without the necessity of filing countless FOI requests i.e., posting them on the Town website!

I know, I know. Incredible, huh? Actually seeing how our money is spent? Who would have thought?

Although Mayor Harkins did not reject the request, he did not actually say he would do so. We find this to be an astounding request from a Councilman and we congratulate Mr. Catalano for making it. We wholeheartedly support this effort and hope the other nine members of the Council as well as Mayor Harkins join Mr. Catalano in this effort to provide transparency which is long overdue in Stratford.

    Councilor Catalano stepped up and did the right thing related to putting
    the monthly expenses on a Website.
    > The Town Council oversite of Budgets would be aided.
    > They Mayor’s oversite and ability to react will be better served.
    > Excesses and phoney propaganda, will be lessened, which will mean
    less reprisals to those who have been doing the abusing.

    There are a series of transparency issues which need to be addressed.

    They ambient economic and budgetary situations will force exposure.

    Had Town Councils the last seven years (Gavin/others) been responsible
    and honest Stratford’s problems would be far less.

    If we had “MORE” honest and responsible Town Attorneys and Town
    Committees the last 25 years, Stratford could have been flourishing.

    Town Charter

    Section 6.5.5

    Financial Reports.
    [Amended 11-4-2008]

    Financial reports shall be prepared for each quarter and each fiscal year, and for such other periods as may be required by the Mayor and/or Council. Said reports shall be provided to the Mayor and the Council.

    Section 5.6.7

    Audit of Accounts

    The Town shall conduct an audit upon any of the following: (a) after the close of the fiscal year, an annual audit will be conducted; (b) upon the death, resignation, removal or expiration of the term of any director of the Town or such other employee as determined by the director of finance, the director of finance shall make an audit and investigation of accounts of such director or employee and shall report such findings to the Mayor and the Council; (c) upon the death, resignation, removal or expiration of the term of the director of finance, the Mayor shall direct that an independent audit be made of his or her accounts, and the findings of such audit shall be reported to the Mayor and the Council; and (d) upon the authorization of the Council, at any time, the accounts of any officer or department head of the Town may be audited.

    The annual audit required by Section 5.6.7 (1)(a) shall be made by Certified Public Accountants, selected by the Council, who have no personal interest, direct or indirect, in the financial affairs of the Town or any of its officers or employees.

    Where is the audit performed after John Norko left? Or McCauley? Or Winterbottom?

    My suggestion would be to begin with the Town Attorney’s budget.

    GEORGE:
    My suggestion would be full time town attorney + 2 pt assistants
    at $ 102,000 + $ 52,000 per year = Total employee compensation
    $ 204,000 for attorneys, before specialists.
    1 full time secreatary + 3 from secretarial pool.
    1 – 2 paralegals pt.

    Likely reduce inhouse salaries to $ 350,000 and overall Budget to
    $ 500 – $ 600,000 total

    Aforesaid attorneys would have NO OVERHEAD, thus not need extra
    money to pay for staff, office, work expenses.
    Flexible 35 hour work week for FT / Vacations + Holidays + Benefits
    but 401 Pension and non absurd Health Benefits like the probability
    the cost of 20 hour registrars Health Benefits exceeds $ 28,000 pay?

    I also favored a ticket of Mayor and assistant MAYOR / c.o.o. / c.f.o.,
    in case of death or imprisonment of the Mayor?
    Perez Hartford – Ganin, Bridgeport – Giordano, Waterbury
    Rowland, CT – Spitzer, NY – McGrievey, NJ

    Of course the political parties did not listen …

    The Harkins administration or the Council is invited to post a copy of the audit that was performed as required by the Town Charter by independent CPA’s here for the public to read.

    After all, that’s what we voted for.

    At the very least this information should be available to our representatives on the town council\, on a monthly basis.

    Ron,
    I am glad you agree with my repeated request and Mr. Catalano
    making it an issue to have monthly departmental expenses posted
    transparently on a website.

    Last year, the Town Council rejected actions by Finance Director
    Norko who while closing the books moved money from one line or
    department to another in multiple instances.

    As a former Town Councilman, you are aware THAT is a USURPATION
    by the ADMINISTRATION of a TOWN CHARTER mandated function of
    the LEGISLATIVE (Town Council)
    1 – The OVERSIGHT was CIRCUMVENTED until AFTER the FACT
    2 – The BUDGETARY responsibility was CIRCUMVENTED by Miron (staff)
    3 – The TOWN CHARTER had NO mechanisms to penalize anyone, nor
    to protect the Fiduciary obligations.

    This Town Council further gave away Town Council responsibility, by
    increasing Town Attorney check writing ability from $ 500 to $ 50,000,
    which so far has been held in check, yet wait after the election and
    before the New Year, when NO ONE PAYS ATTENTION AROUND xmas?

    Perhaps we will see blank checks for Chris Miron and certain other
    people…. as sealed settlements?

    Ron and others know how the system’s players alter the rules for the
    PEOPLES BENEFIT …. 😉

    I note this past Monday’s meeting has not made it to Channel 79.

    In my Public Forum comments, I absolutely pounded Town politics
    and mechanisms for vote that night and things past.

    My adlib comments were off a check list of about 25 items and I
    was able to hit 13 in 5 minutes.

    I could not let Public Speakers about police sacrifice in 1998 go
    unchallenged and uncorrected.

    Nor could I let the Airport lobby with Cottage caretaker idea,
    for FREE LIVING go unchallenged.

    A snow ordinace change moved liability from the town to home
    and business owners.

    A blight ordinace made it easier to F O R E C L O S E.

    T A X E S are out of control.

    F O I request FORM lacks availability to get for FREE, if in electronic
    format.

    2 years request to R Burturla and 9 Months to T Bishop have yet to
    yield an Initiative Petition for referendum(s).

    The Town Council fears giving me extra time at Public Forum.

    TOWN COUNCIL, MAYOR’s departments, and TOWN ATTORNEYS
    have been non responsive, malfeasant, and recklessly irresponsible,
    in my opinion.

    Actually, you have chosen the word perfectly; “least”.

    Councilmen do have access to department expenditures….if they ask for them and if the Finance Director isn’t “swamped” again and they follow up several times.
    “Swamped” seems to be a generally accepted accounting principle in Stratford this year.

    Of course giving Councilmen the data (eventually) and making it available to voters are two distinctly separate things. Much like the audits required by the Charter. Anybody seen the results?

    The Miliman Actuary Report was NOT available until after the BUDGET
    WORKSHOPS and BUDGET HEARINGS.

    Mayor Harkins was sitting with Sue Collier at the second Budget Hearing
    and she hand delivered it just after I spoke ….
    Probably a cowinkidink?
    Had they given it to me, even minutes before I spoke, I know where to
    look and what to look for, and they appear to prefer that I gripe about
    not having had numbers, than to give me hard numbers to wave around?

    Naturally the town council raised taxes’ mil rates 9.5%, privately gripin
    about being kept in the dark. …. . 😉

    I wonder why they didn’t write letters to the editor about that, like
    they have done for other things.

    They were. This was a “trust me” budget.

    However, if we take 2005 as a baseline (the last year we had a Town Manager) our taxes have gone up in 4 out of the last 5 years by a whopping 37%.

    We have less teachers, less PW workers, less EMS personnel, less dispatchers, no Economic Development Director, less Assistant Fire Chiefs and don’t even get me started on the corruption and incompetency. In the meantime our property values have declined, foreclosures have risen and incomes are down.

    While the discussion on the Finreg topic has been illuminating and philosophical, it does detract from the sad fact that we, as Stratford citizens, cannot figure out how to govern ourselves.

    It is a fact of life everywhere that most people never ever come in contact with anyone at a Town Hall or a BOE. For most residents the only contact comes on trash pick up day. If you have children, you might get a note from a teacher or walk into a school on Parent/Teacher day. As they grow, you become even less aware and rarely know what the name of a particular teacher is; was that math or social studies? (Eye roll) It was math, Mom/Dad. (Roughly translated: Are you that retarded?)

    While we watch Congress endlessly debate whether someone who makes over $250,000/year should pay 3% more, we are all paying 37% more in Stratford. All politics are local. Nothing effects your mortgage payment/rent or property tax (car) more than the Town Council and mayor.

    These pages are my own meager attempt at trying to inform residents how the decisions are made or not made.

    Actually Jeze your above post was a very well writen summary of
    many of my complaints …..

    Seriously though – every citizen wants low Taxes and excellent baskets
    of services.
    Stratford has among the best baskets of services and Town Committees
    selection of sycophantic rubber stampers who have done a bad job for
    the public, but great job for people looking to devalue Stratford!

    Mel Brooks “Blazing Saddles” used racism, crime, and other things to devalue
    the town / area, to buy it on the cheap.

    Mel Brooks “The Producers” oversold interests in a SHOW that was soooo
    bad that people loved it. Remind you of Shakespeare / AVCO / more?

    Shakespeare Theater is a way for Stratford CT to be a BRAND and a unique
    identity from the rest of CT., New England, and Tri-State.

    AVCO had 12,000 jobs 24/7/365 in WW II as chance vought.
    Only one office building had 2 stories of occupants?
    Properly developed that can be 14,000 good jobs and improve tax base.

If you ask any councilman or mayor, the answer is a stupefying “I dunno”. “We are swamped” is unacceptable. Actually it is insulting. The next Town official that says that should be fired on the spot.

    I will take the blame as the main constituent asked for this for several
    years and a couple Town councils and in my Mayoral rants / positions.

    This isn’t rocket science or unusual or difficult stuff that is NOT in
    everyone’s BEST INTEREST – LONG TERM.

    Look what a few
    Lawyers, ex-State Troopers, police, fire, BoE and business people are
    doing to reputations which should be honorable professions.

    Why should anyone valuing their reputation get involved in politics?

    No wonder the Town committees supposedly recruit out of Towners
    to be on the town council.
    Unlike rumors about the past 2 District 6 councilor, Kim Meuse appears
    to actually live in Stratford …. And eric booth couldn’t beat …?
    Rumors about Alvin and other Chipmonks …..

    Actually Alvin has a good heart for work / deeds done with kids, despite
    poltical pandering.

    I may have had the best line in the Debates on News 12:
    “Jimmy if you were Pinnocchio, your nose would be bigger than my stomach.”

    However, ALVIN put Stratford Town Committees, Town Councils and
    politics in EXACTLY the right context, by singing a FAREWELL to other
    Councilors last December @ Stratford HS, using the theme (NOTES) from
    the MICKEY MOUSE CLUB!

    I have known Matt Catalano for almost ten years and went to school with his brother. While I have not seen him lately, he is a stand up guy who I knew would represent the TOWN and not just be a party puppet. He is truly doing his parents proud.

    That said, let’s now see if St Harkins (as opposed to evil Miron) will actually take action and communicate it to his constituents, rather than simply continue to do what he has been doing – basically nothing but hang out in the over priced bunker of an office he has.

    I do not want to cause Matt Catalano problems with the powers.

    He has done things I want and support.

    He has gone along with many party issues, which could be trade offs?

    – Jon Best wrote a very nice tribute to Matt’s parents.
    – Matt has connections to a segment of the old guard.

    A problem with UNITED DEMOCRATS, REPUBLICANS, DEMOCRATS, and others
    involved in politics in Stratford for decades is that each is part of the
    problem…..

    The people in charge of Stratford’s “tea party” are close to Freddette.

    Dom Costello had backing of Bridgeport people.

    Berchem is a Testa loyalist, from what I heard, as were Ganim / Owens.
    Willinger / Bucci have pieces of Bridgeport + AVCO as does Berchem.

    Berchem’s firm represents the Milford company that Quest’s Jim Orlowe
    retired from.

    There are people with diametric or conflicting interests.
    Unfortunately – SIKORSKY / AVCO DOD-CIA, and state/fed party interests
    give the word and the lawyers / ward bosses control the mechanisms.

    – Catalano is one vote.
    He has been given certain powers and positions.

    If I won District # 3, my one vote would have zero seconding.

    – ST. HARKINS – It appears the real issues and solutions are suppressed
    until after the Stock Market crash, necessitating Congressional action
    and the ELECTION.
    If numerological History holds true, the crash would be about 10 – 4 – 2010?

    The question exists if the doubl crossers will be double crossed?

    Regardless of the political parties, I doubt there is anyone who
    believed the federal and state governments would become so
    MALEVOLENT towards the AMERICAN PEOPLE.

    Every Municipality and State depends on Federalism for Grants
    and Steered contracts to Feeder companies like AVCO / SIKORSKY.

    I doubt anyone in the 1990s projected what was to hit in 2000s ….!

    Yeah, but the thing is, council persons will always come from the RTC & DTC unless by some miracle an independant actually wins, or an ourside Democrat or Republican wins a primary – both unlikely given past election history. Not everyone on the DTC nor the RTC is a party puppet. There are good, dedicated citizens on both committees, so I don’t think it is fair to lump all town citizens who are on a political committee as bad. They all DO give up personal time to attempt to make a difference, in their own way.

    What needs to happen in my opinion, is for candidates from all sides of the table to realize that Stratford is not as complicated as national, or even state wide politics. We don’t have to debate abortion, national healthcare, international policy, etc. We need to come together and solve the simple problems of a growning town. Bring in business, provide a viable education budget, attract new home owners, maintain our parks and streets. And for God’s sake, finally deal with Avco, Shakespeare, LBW and Raymark! Not easy tasks, but sure as heck not extraordinarily complicated ones.

    Politicians from both parties, as well as their constituents and supporters need to drop the “ego” attached to which party accomplishes what first – because the reality is NOTHING is being accomplished by that behavior. Come together as people who want what is best for the town they live in, stop the partisan B.S that we saw in the last administration and Council and move on and get the job done already. The current administration has not shown me that they are any different but perhaps there is still time.

    Wishful thinking, eh?

    I agree NOT everyone in the DTC / RTC and Elected are puppets
    or bad people.

    Some of my best information has come from present past and present
    members and exes. Most of it intentional. Sometimes they do not realize
    how damning to their beliefs are to what they tell me? Maybe those do
    not care.

    There are REAL ANIMOUSITIES within TOWN.

    I got along with KENT and FREDDETTE, yet also we were each aware of our
    political preferences, and I often had a pretty good idea when I they were
    being straight up.
    Kent has a drop dead gorgous sister, who I am pretty sure was asked to
    bump into me, a couple times, and I know for a fact Kent had NO IDEA
    there was a History.
    Same thing with ALVIN’S sister.
    Same thing with an ex-Police Captain’s brother / cousin
    Same thing with a different ex-Police Captain’s brother-in-law.
    Same thing with several RTC + DTC.
    Decades ago Ed Fennel umpired Softball Games in Fairfield, where I ran
    teams and played on teams.
    Decades ago Jack Flood played in a Ludlowe HS sunday pickup program.
    Decades ago Officer Ramos and I played basketball one – on – one for work
    outs,
    Decades ago a friend in Real Estate steered me to my Home in 1978, who
    was a die hard republican and had high regards for Nick Owens.
    – Retrospectively my sister and gram were visiting this home the night my
    (our)) mom died in 1961 – It was the home of my sister’s best friend.
    I have run into Fairfield and Westport acquaintences at D or R political
    functions too often to be mere coincidences …

    FDR – There are no coincidences in politics.

    FREDDETTE’S favorite comments:
    Politicians: “They are all puppets”
    Lawyers: “They are all wh–es”

    Do you think Calzone hasn’t benefitted at the GAS company from politics?

    Do you think Gavin’s company hasn’t benefitted?

    There are people who claim to not be in politics for any reward.
    Yet a couple years later, they get a contract or a judgeship or promotion
    or some sort of bribe ….

    In the private sector most of us got our start working for family or for
    friends.
    The public sector plays the game of winner take all
    Reward friends
    Attack enemies
    Too many party creatures don’t care about unafiliated or America!

    I am not suggesting there was anything except causual bumping
    into each other, which I believe was coordinated, the same way
    Johnnies softball team was coordinated to be co-sponsored by
    Mr. P’s

    The cops n robbers intermingle in this town, often indistinguishable? 😉

    The 2 years after Mossman false arrested me, I would get people in Mr.
    P’s who would discreetly point out which ones were undercover cops
    and from which towns, and which ones were hookers and which ones
    were cops pretending to be hookers.

    One buddy tried to “hook up.”
    She wanted $ 100. He burst out laughing.
    She later walked out and to a PD car across the street.

    The D.A.R.E. car was a bust on an well known informant, that Mossman
    tried to use to get me “hooked up.”
    I won’t say he bought in skanks,
    1 – but the informant told me he personally tried the offerings …. Yuk!
    2 – there always seemed to be a trail of fruit flies around him.

    Oct 1998 I called US Attorney office appleby and told them I was
    going to see Rowland / Kinnelly the next week @ Trumbull Marriott.

    State Police, D.E.A., + Stratford police had a warrant to arrest the
    informant 3 pm thurs afternoon, day before the Luncheon.

    When I went to ask Rowland a question – he said you there with the
    question about Drug Trafficking ….
    He never saw me before then.
    I suspect someone described me and issues I raised about government
    running drugs ….?
    Anyway …. I destroyed Rowland and Kinnelly that day in front of party
    faithful, OCT 24 1998 – Mossman’s handlers had me arrested Dec 13, 1998.

    “Political” > FBI – JUSTICE – DOD – CIA – NSC – State Police – Local Police –
    they are all as scummy as any KGB or ROYALIST

    One of the first things you will notice is the $587,366.97 spent so far on Fire Department Callbacks. The FY started on July 1. It’s only October. As we know from reading this blog, the FD lost an Assistant Fire Chief this year. The three remaining Assistant Fire Chiefs must cover 168 hours per week between the three of them by State law. The Fire Chief and Deputy Fire Chief do not respond to things like fires.

    What, you might ask, has Human Resources done to fill this position (or those in Dispatch that remain unfilled)? Nothing, of course.

    Isn’t this part of what I was asking for in my Mayoral campaign?

    Catalano finally raised the issue, and Harkins finally implmented.

    I suspect it would not have been done, if it was not consistent
    with the interests of the politcal party!!??

    Every month there are caucus meetings, besides Town Committee
    Meetings. So, is it likely or unlikely that political ramifications were
    taken into consideration well in advance?

    It is similar to the planning of what is said and unsaid during Town
    Council and other Meetings.

    Just as Jim & Dick Miron implemented many of my ideas, usually with
    self service twists, so have Republicans.

    I always told the UNIONS ….
    Y O U are going to be D O U B L E C R O S S E D !!

    I believe Dick Miron + Dick Burturla need to BUY POLICE PROTECTION,
    and from the STATE POLICE / STATE’S CRIMINAL ATTORNEYS and FBI /
    JUSTICE + CT Judges (States and Federal) + Senators / DeLauro.

    FEEHAN and FIRE DEPT are more “connected” with COUNTRY CLUB
    Republicans and Bush-Cheney former White House + Governor.

    Whereas I expected a Stock Crash before election, as did a certain
    Town Commissioner living in Stratford, it looks like hell will break loose
    after this mid-terms and before the National elections.

    I feel like a cave man watching two tyranisaurus fighting each other
    after they have been chasing me.
    If only they could wipe out each other and let people feast on them
    instead of the other way around, which it has been ….

    I ordered Heating Oil about $ 2.60 gallon.
    That is $ 2 higher than I paid in 1998, at the peak.
    It is 20 to 45 cents higher than last year
    It is 80 cents higher than 2008.

    This winter will be brutal for foreclosures and senior citizens and low
    income “dying” due to no heat / low HEAT.

    This SATURDAY the FIRE DEPT invited TOWN COUNCIL for TOUR.

    They are struggling to justify keeping their PAY / OT / BENEFITS
    and everything else.

    MANY of the more DECENT POLICE and FIRE are reconciled to the
    POLITICAL – ECONOMIC realities, because most are very decent.

    WHO WANTS to GIVE BACK a GREAT SITUATION? = PRECEDENT.

    For years I warned this was a T. R. A. P.

    Instead we got the T. A. R. P., which guarenteed the people who know
    where all the OIL / GAS / WEAPONS / DRUG money went were paid off.

    Stratford TAX PAYERS were betrayed.

    Next POLICE and FIRE will be betrayed.

    Within 2 years all the former PENSIONS are likely to be repudiated and
    the LAW passed while HARKINS was in HARTFORD, is likely to take back
    all PENSIONS under the STATE + FEDERAL CORRUPTION LAWS.
