Former Army plant proposed as destination resort

STRATFORD — A Milford-based real estate developer is touting a $1 billion plan to develop the former Army engine plant into a destination resort.

Robert Hartmann, 62, of Hartmann Development, said he has already spent more than $100,000 on feasibility and architectural studies to support his proposal, which capitalizes on the town’s rich military and aeronautical history and takes the form of a public-private partnership.

The federal government’s contribution in that alliance is $500 million for seed capital, environmental remediation, infrastructure improvements, installing renewable clean energy systems and constructing an interactive air and military museum and memorial field for soldiers….

He said he has 12 letters of intent from enthusiastic production companies — including two television shows he won’t name that he says want to locate to yet-to-be built studios on the site early next year — but worries he cannot hold their interest indefinitely.

Don’t you love “unnamed backers”? Last we heard, the cost of remediation was estimated to be $80+ million just to bring it back to a non-residential level. The Army has resisted any effort to assign liability for the clean-up (that they caused) to themselves. Although we wish Mr. Hartmann luck we don’t think there are sufficient quantities of that commodity available.

The cost of cleaning up the contaminated factory grounds has been estimated in the millions. The GSA is calling for the transfer of all environmental remediation obligations to the buyer of the plant.

That’s the reason the property isn’t selling, according to Robert Hartmann, a Milford-based real estate developer who considered bidding on the property until he read the detailed bidding requirements.

In recent months, Hartmann touted a $1 billion plan to redevelop the property into a destination resort through a public-private partnership. His plan did not have the political support necessary to take off, he said, and he has since decided against bidding on the property through the GSA auction.

“We are not going to absorb that kind of risk,” he said. “I just see it as being doomed. With the environmental cleanup, they’re saying that the developer is going to assume all risks. There are too many other great properties out there for less (money) with less risk.”

We suppose Mr. Hartmann was looking at a different property instead of the toxic wasteland that is the Stratford Army Engine Plant. But we never believed the $1 BILLION he claimed in the first place.

    While I don’t mean to spoil the fun, I think everyone is missing the point.

    Hartmann’s proposal “takes the form of a public-private partnership…. The federal government’s contribution in that alliance is $500 million” – In other words, he wants to use a boat load of our tax money to further his own self-interest.

    While that sounds all fine and good (“green” jobs!), I think we’ll just keep the $500 million, which, given the trillion-plus dollar Obama deficit this year and for ever after, we’d have to borrow anyway.

    Now, Mr. Hartmann, if you want to be a real, market entrepreneur, one who takes risks that result in profits or losses, you may have my support in redeveloping the property.

    The last thing Stratford needs is another albatross, like the Stratford property owned by Bridgeport across the street, that Stratford is been trying to collect property taxes from for several decades. (And never will). Not to mention ‘sewer use’ charges.

    Mr. Hartmann, on the other hand, seems to be another political entrepreneur*, who can only make money via special pleading for politicians to “invest” our hard-earned tax money (to the tune of half a billion dollars) in his “public-private partnership.” Call this what you will – corporatism, crony capitalism, corporate socialism – but free market capitalist it is not.

    I have WAY too much common sense/way too little patience to get into bed with either of the parties running this country into the ground!!!

    What I am for is a solution that will (a) cost us taxpayers the least amount possible and (b) actually gets something done over there!

    Don’t even get me started again on my plans for the Shakespeare Theatre… that could have gotten the @#$%ing thing open already!!! Although, there has been progress made at said theatre! Way to go Councilman Catalano on getting the theatre opeeee…. err, I mean a new SUNDIAL!!! (just what every boarded up theatre needs!!!)

    I prefer a for PROFIT, rather than NON PROFIT.

    I knew Scinto was politically connected, as he built the building that
    Houses the local FBI and had housed or may still house the TAMMANY

    I never said a not-for-profit would be more “viable.” At the time I was speaking only to Mr. Hanney’s “plan” for the theatre that I didn’t believe was viable. Mainly because there was no plan. I think there are elements of a potential operation that could be successful if operated commercially (for example, a restaurant) in conjunction with the theatre. Look at BAM (Brooklyn Academy of Music). Or take a look at NJPAC (http://www.njpac.org/joomla/host-an-event/13).

    I’m less certain of a commercial producing arm, primarily because of the proximity to other venues and NYC. The out-of-town tryout system doesn’t operate like it used to. Most out-of-town tryouts don’t occur along the East Coast anymore, so if someone were expecting tryouts to be a driver for programming they would probably be disappointed. And unless the town were to sell (which it can’t do) to Clear Channel, Nederlander or Jujamcyn Theaters, making a go of commercial programming would be very difficult.

    It depends on whether the powers that be want it to be a Regional Performing Arts Center, which would encompass multidisciplinary programming, or theatre-focused with ancillary programming that fills in the gaps when a production is not running. Westport Country Playhouse and others follow this model. A theatre-focused entity would likely run a single production for several weeks and have a 5-7 show season, along with other programming. A performing arts center would have various series (theatre, dance, music, film, etc.), but most shows would run either as a single event, such as a concert, or for a single week (like the Shubert in New Haven). The theatre-focused model could easily encompass a summer festival as well.

    Regardless, it will be interesting to what ultimately comes to pass. At the end of the day, I would just like to see the theatre become the successful entity I believe it can be.

    I wasn’t upset. I was just clarifying. I didn’t take your comments personally or think you were misquoting me. There are some ideas (licensing and revenue) where I agree with you. I enjoyed talking with you about these and other topics during my time in CT.

    I was just laying out in more detail my thinking on the subject, which encompasses not only the Shakespeare Theatre but the sector in general. No one model fits all, but putting the right pieces together based on the unique circumstances of that particular venue and/or community makes all the difference. The same model wouldn’t work in every community, and the model has to be tailored to the situation on the ground.

The buyer was unable to obtain financing and the deal collapsed.

    Now the GSA is putting the property back on the block in a sealed-bid process that will open next month. Sealed bids let the GSA vet the buyers and their ability to complete an acquisition as compared with an online auction, in which properties go to the highest bidder. “Rather than looking at quantity, we wanted to look at it qualitatively,” Mr. Conner says. “We want to make sure we’re able to get it cleared.”

    You wrote ALL that and you TOTALLY missed the point I was making. Why do you have no problem completely writing out the word satan but are incapable of writing out God? That was what the Obama reference was to-Obama is anti-anything that is about God.
    As far as being closed minded-I don’t think I am….I gave Obama plenty of time to prove that he is not an empty suit-what he has proved is not only is he any empty suit but he is a dangerous one for this country. I may not have liked or agreed with GWB-but I would take him any day over what we have now. Obama inherited many problems-he has done nothing but make things worse and spend money like the printing press is personally his.
    I repeat-he has done NOTHING to make things better-he has only made it worse.

    GM has been completely retooled to allow for ELECTRIC VEHICLES after
    it was dominated by BIG OIL. It was TEXACO which took the EV1 Volt
    “Lithium Battery PATTENT” OFF the Market, which allowed 200 Miles
    Per Charge, instead of 100 M.P.C.

    FORD was profitable and less dominated.

    New people were in place in the NSC, CIA, DOD, FBI, and entire Intelligence
    Community – due to the Patriot Act – anything that has to do with National
    Security is fair game to be intercepted and recorded for documentation.

    I suspect the FALL of CAPITALISM is a NATIONAL SECURITY ISSUE.

    However the last 2 years were a carry over, where reprioritized spending

    WELFARE KINGS.

    The next 2 YEARS with define OBAMA’S Presidency, whereas if the path is
    continued, I shudder to think PALIN DROME could be the next President,
    and she is a simplistic DAMN FOOL, with a nice bad and pretty face.
