Eight months after a consultant’s report was released, the Harkins administration has finally made this astounding announcement:

“Harkins makes offer to new EMS chief

The search for an Emergency Management Services chief in Stratford is coming to a close following an announcement from Mayor John A. Harkins that he has offered the job to the town’s top candidate.
The candidate has not yet accepted the position, Harkins said at a Town Council meeting Monday, and therefore has not yet been named.
The EMS chief will take on a new position designed as part of Harkins’ five-step plan to improve the station.
Among the new chief’s paramount duties will be to facilitiate a transition toward the establishment of EMS as an independent town department. Currently, the fire chief oversees the EMS station.”

Really? Fire Chief Cavanaugh oversees Stratford EMS? Does he even know where they are located? (Hint: they are NOT next door, Chief.)

These pages have warned of the dangerous and costly operation/administration of Stratford EMS for over a year. The situation has not only lost over a million dollars in that time, but endangered the sickest and neediest Stratford citizens by delaying response time. Stratford EMS is an essentially volunteer organization. It literally cannot operate without them. Yet EMS administration (as documented by CBG, June 2010) operates under a “”toxic” and “dysfunctional” atmosphere within the department. The station is plagued by distrust among staff, and internal accusations of nepotism, incompetence and insubordination are numerous and exacerbated by a lack of management within the station, the report said.”

Not a particularly good way to attract and keep volunteers. As of this moment there are yet more punitive “investigations” of volunteer staff being conducted.

Our hope is that whoever is selected by the Harkins administration can be effective in turning Stratford EMS into a productive organization again. The new Chief will have a lot of work to do rebuilding trust and morale and attracting new volunteers and convincing former volunteers (who are now providing services in other Towns) to come back.

The good news is that we still have some of the finest, caring and well trained EMS volunteers in Connecticut. Those that remain do so under intolerable working conditions. Turning it around cannot happen soon enough. For our sake.

    Aren’t Dan Ross’s firemen looking to replace the voluteer EMS.

    I guess $ 40,000 a week Departmental O. T., before adding EMS
    duties is not enough?

    ZERO TAX PAYER CONTRIBUTIONS, except that which would have
    been DUE under a Defined CONTRIBUTION PLAN!

    Instantly the MIL RATE goes down over 4 Mils.

    Limit Town Contribution to Health insurance to $ 7,000
    Instantly the MIL RATE goes down over 3 Mils, more.

    I have a PLAN to
    1 – get Stratford’s MIL RATE to 20
    2 – have FEDS cover most of Stratford’s extra cost.
    3 – protect legitmate worker benefits

    That would be zero, George.

    It is yet another reason SEMS is so vital to the Town. Not only do the EVO’s, EMT’s and Paramedics save lives, they do it for free. SEMS is supposed to generate a PROFIT for the Town with insurance billing. The more volunteers that participate, the more revenue is generated. More revenue means lower taxes. Get it?

    When your are donating your training, time and talent and you get punished for it, you tend to go where you are appreciated more. Like Shelton, or Monroe….

    It is. However, I must admit I have a particular soft spot for EMT’s and Paramedics. During a relative’s 3 year struggle with congestive heart failure, COPD, broken bones and a laundry list of other problems, I had the privilege to come to know quite a few Stratford EMT’s and Paramedics.

    In each and every instance they were professional, knowledgeable, caring and gentle. EMS personnel must go through a rigorous training process and are evaluated by many organizations on a daily basis. When we fall, can’t breathe, cut ourselves or our hearts stop they are there to make things right.

    Why do they do this? Well it’s not for the money, that’s for sure.

    In return we, at the very least, owe them an administration that is not arbitrary, vengeful, capricious and at times downright mean & nasty. We simply can’t afford to turn these people away.

    It has to change and it has to change right now.

    Volunteers and paid employees should be treated with decency
    and proper respect.

    According to the Town Charter, people on the Town Council are
    not supposed to do business with the town, while on the Council.

    This is due to Ehics, Influence and Interest conflicts. However many of
    the people chosen BY THE PEOPLE WHO RUN THE POLITICAL PARTIES
    to RUN for POLITICAL OFFICE, work for a GOVERNMENT or CONTRACTOR
    or have family who does so.

    Example, several Bridgeport Town Council members are Bridgeport City
    employees, whose votes can after votes on their own Contracts, even
    if they choose to recuse themselves.

    Suppose someone was arrested for the above, later it was dropped, as
    money had not changed hands, despite intent and later his fees were
    paid by the town, and later “happened” to do exactly what he tried to
    do while on the Council and was paid substancially higher than the rate
    internet Website quote for the exact same and similar products?

    Suppose someone else get elected and for political favor gets a very good
    job, as a political favor?

    Suppose some is working as a consultant for a political party in a near town,
    and becomes and elected official.

    Suppose someone is elected to Town Council or Education or Zoning and
    a spouse works for the Town or BoE, or a son or daughter gets a job due
    to the person VOTING EXACTLY the way PARTY BOSS tells him / her to do.

    I wonder why the people on the DTC are so loyal to certain party leaders?
    I wonder why the people on the RTC are so loyal to certain party leaders?

    Don’t you wish:

    Sikorsky worked to capacity of 14,000 – even if it had to subdivide and paid
    higher property taxes?

    AVCO SAEP transitioned 1996-1998, was remediated by the ARMY in a
    government investment in 20,000 jobs which paid PROPERTY TAX to the
    TOWN; SALES TAX for the STATE; and INCOME TAX to the FEDS + STATE?

    We did not lose MOBIL CHEMICAL, DIANON, BARGAIN NEWS, DICTAPHONE,
    without prompt replaement (I KNOW the ECONOMY)

    We did NOT have ANY UNFUNDED MANDATES avoiding much BONDING.

    We did NOT have KITED: Attorney Fees; BID AWARDS; CHANGE ORDERS;
    PENSIONS; HEALTH CARE; BENEFITS – whose apparent over pricing all
    appear to enable “possible KICK BACKS controlling DTC + RTC” controlling
    selections for elections.

    If Stratford had a Mil Rate of 19, the Tax Base would be bigger as well
    as the Grand List and Property Values (lowering the impact of lower
    Mil Rate).

    However I believe because of the MERRY GO ROUND of CONFLICTED
    PEOPLE onto ELECTED OFFICE and their WILLFUL VOTING PATTERNS, not
    for the people of Stratford’s best interest, but for the best interest
    of a relatively few blood sucking parasite vampires …. many good people
    moved from their homes of generations and many other good people
    face hardship.

    Further I believe CONTRACTS were REVISED and REPLACED to try to
    document certain things, yet there is a wide paper trail disproving
    whatever REVISED or REPLACED CONTRACTS would state.

    And a certain ATTORNEY keeps his Town legal cases in his computer
    at his law firm and are NOT on TOWN PROPERTY!

    Jeze and Ron blogged about a minor networking issue whereas many
    cases to get a job or contract in the private sector it is who you know
    and NOT what you know, although often both!

    Political Parties do not put people like me on Town Committees like
    the joke of the BoE steering committee on school closings.

    Don’t come close to solving the problems.
    > I give gavin credit at least for holding the meetings and normally being
    willing to hear the public speak, same as Jim Miron’s meet the Mayor!
    > This is unlike Harkins secrecy and the lack of Public Hearings, Meetings
    and district Meetings under MALLOY, HENRICK, FEEHAN, CRUDO, CABRAL,
    CALZONE, & ROSE. They would rather meet other political insiders than
    the general public OR ingnore the wishes of the GENERAL PUBLIC!

    and relationships.

    Anyway, I believe I posted names of about 40 past / present
    members of Council or BoE or Attorneys, who have family in
    government and/or quasi government and/or contractors, or
    themselves work directly or indirectly for same!

    First on the agenda is making sure that the EMS Administrator stocks EMS with plenty of coffee and doughnuts. That being done, she should check the status of today’s pizza deliveries. Upon completion she can then go home (you can call her if the doughnuts run out).

    Suggested items:

    1. Recruit new volunteers
    2. Rebuild credibility with EMT-B’s, A-EMT’s and Paramedics.
    3. Repair the SEMS relationship with JHPC.
    4. Use SVEMS as a primary resource.

    Unfortunately, in the case of EMS, people’s lives actually depend upon the service. Some residents can’t wait the 15, 20 or 25 minutes until mutual aid shows up. Adequate staffing is the number one top priority of an EMS Chief. Having one crew available for the entire town is unacceptable and unforgivable.

    “STRATFORD — Democratic Town Councilman David Fuller charged Mayor John A. Harkins in an email Wednesday with potential town charter violations for creating an Emergency Medical Services Director position without council approval.”

    David Fuller? The only councilman that wasn’t elected? The DTC member that was Miron’s treasurer in his failed State Senate bid? THAT David Fuller?

    2.2.14 Relationship of Council to Administration.
    The power to appoint persons to employment, granted to the Mayor by this Charter, shall be exercised solely and exclusively by him or her. Neither the Council nor any of its members, either publicly or privately, shall dictate, or attempt to dictate, the appointment of any person to employment, the power to appoint which is granted to the Mayor. [Amended 11-4-2008]
    Any violation of this section by a Council Member shall be cause for his or her removal from office after a hearing before the Council and the affirmative vote of eight (8) members of the Council.
    Nothing herein shall be construed to deny to the Council or its members the right to make inquiries of the Mayor or his or her subordinates

    5.2.2 Directors
    The Fire Chief, Chief of Police, Administrator of Emergency Medical Services, Human Resources director and the heads of each administrative department shall be a director, or the CAO may serve as a director of any or all departments until such time as a director is deemed necessary, unless otherwise precluded by law.

    5.2.4 Appointment of Directors.
    Each director shall be appointed by the Mayor.

    On the other hand, $100,000 makes Chief Onofrio the highest paid Chief in Stratford.

    2.2.5 Salaries and Wages.

    The Council shall fix the salaries of the Mayor and of all Council or Mayoral appointees.

    We must note, however, that the Town had posted the position of EMS Chief for months and conducted interviews for that position. It may also have been mentioned once or twice here (pretty sure about that). That may have been a better time for Fuller to object rather than after the fact. Maybe even when Harkins announced the hiring of an EMS Chief weeks ago at a (gasp) Council meeting.

    Our advice to Fuller; Sit down and be quiet. If we want to hear from Miron we’ll let you know.

    Jez- in Fuller’s defense- he is new to the council seat that Potter so quickly jumped out of. He should have reviewed the Charter-it’s not always easy bein’ “green”.

    Jez, while you and I are generally in agreement on most subjects, we disagree on this one. The chartered positions seem to be “5.2.2 Directors The Fire Chief, Chief of Police, Administrator of Emergency Medical Services”. Although the current Administrator of EMS seems to have her issues, there is no provision to hire an EMS CHIEF at $100,000.00 of ADDITIONAL TAXPAYER EXPENSE to try to sweep this problem in that department under the rug. If the current “administrator” had (has) issues they should have been replaced using due process. Unfortunately that would have involved having some guts, which is something lacking in the current Mayoral Administration. Hiring a $100,000.00 “hatchet man” just shows a GROSS lack of judgement again coming from the Harkins camp. I mean really………………… $100,000.00 to start in a new ADMINISTRATIVE position, what a slap in the face to all of us. I say go get’em Mr. Fuller, its good to see a Stratford Democrat on the right side of an issue for a change.

    I see no reason at all we should be paying $175,000 (plus benefits) to direct EMS.

    I’d like to think so, but the DTC and RTC are so screwed up (and corrupt) the only way this could be accomplished is to have a majority of Independents run for office, and then have the brainwashed voters actually vote for them. That will NEVER happen, so I fear things in our town will never be “fixed”.

    However, as unpopular of a comment as it may be, it appears that our experiment with a strong mayoral form of government has proved to be a COMPLETE DISASTER. If enough people realized this and we reverted back to the Council/Town Manager system I think things would improve, but not be fixed. A professional manager would have never made some of the foolish mistakes of the two recent mayoral administrations. A Town Manager also has to serve two different masters (DTC and RTC). I also think it would be far more difficult to get a professional Town Manager to shovel so much money at the local attorneys without fear of being replaced for incompetance (or even jailed). How many people are now being paid to do the job the Town Manager and his secretary previously did? But John Harkins had the nerve to hire yet another “Aid” this year.

    Update: Council approves EMS Chief salary by vote of 6-4.

    According to the Stratford Patch ( http://stratford.patch.com/articles/council-member-outlines-ems-hiring-and-charter-concerns) Councilwoman Phillips offered three valid concerns:

    1.There is no argument that the Mayor has the authority by the Town Charter to select, hire, and possibly create positions. However, the Town Council has the clear authority to approve salary and the funding source per the Charter § 2.2.5. Salaries and Wages. The mayor decided on a salary and placed this individual on the payroll without any prior approval or vote by this council;

    Kind of like hiring a Chief of Staff, isn’t it? As we have seen in the Castater case when the judge essentially slapped Stratford around for it’s horribly written Charter, a politically driven administration will constantly search for the limit of its power. If we must point a finger it would have to be at the RTC & DTC and their 6 out of 9 Charter Revision appointments. We had the chance…..

    2. Under the Mayor’s plan, EMS will have two salaries of $90K (Donna Best), and $100K (Phil Onofrio) performing the same functions, which previously only needed one administrator.
    Well, Stephanie, the Council can certainly correct that can’t they? The new Budget takes effect on 1 July 2011. As a reminder, when you manage an operation and lose $600,000 in revenue in a single year what do you think should happen?

    3. I am frustrated with a pattern of salary increases, while insisting the town is in dire financial condition requiring the loss of jobs and services. Specifically, $8000 for the HR Director, $2000 Town Clerk, and that the town’s contingency accounts have ballooned $1 million dollars since 2010.
    Once again, it is the Council that passes a budget, not a mayor.

    Ms. Phillips is absolutely correct in her assessment. However, it should surprise no one that the process was flawed. It was, in fact, inevitable. It is the result of having a Town Attorney that serves at the pleasure of the mayor rather than citizens. When there is a budget amount of $1.8 million on the line for the Town Attorney the math is simple. 2 + 2 = whatever you want it to be, Mr. Mayor.

    Especially when Kelly + Burturla are key in RTC + DTC and State parties.

    There is absolutely ZERO need for TWO heads of the EMS earning essentially 200,000 of tax payer dollars. We are not a metropolis. We are a mid-sized town. This new appointment is a disgrace to Harkins and the council members who approved it should be humiliated.

    I could go on, but I am so disenfranchised with Stratford politics that I can’t even take the time. I give.

    I will say that I am completely, totally and extremely disappointed with Tim Bishop. I always thought of him as a good, reasonable man, able to see both sides of the politics in this town and act in an educated, fair manner. Now he just seems as a party flip-flopper to me after his own agenda. I’m ashamed of him.

    It is hard to disagree with you. You have to just shake your head in disbelief sometimes.
    For years we had an EMS service that was, apparently, under the control of the FD. Somebody should have mentioned that to the Fire Chief. He didn’t seem to know it.
    Loosing volunteers and cash at such a rate is clearly unacceptable and something had to be done. Of course, there is a right way and wrong way to do things. Unerringly, the politicians in this Town choose the wrong way.

    It takes 5 months of class time, field work, nearly $800 (of personal money) and testing, testing and more testing to become an EMT.
    It takes a little longer than another 5 months, more field training, more personal money, and testing, testing and more testing to become an Advanced EMT.
    To become a Paramedic takes another year, a lot more field work, a lot more personal money and testing, testing and more testing.

    EMT’s & Paramedics may get lucky and have their towns/cities defray some or all of the tuition costs. Not anywhere around here though. http://www.bhemi.com/

    This begs the question: Why wouldn’t you spend a little effort to recruit these people? Especially if you’re not going to pay them? Why go out of your way to make their day miserable?

    But I agree, should we spend $190,000/year just to run Stratford EMS while we ask EMT’s to work for free? Nope.

    I’m not sure, George. What I think is more likely, well, what I have seen in my 40 years of growing up and living in this town is…

    For some reason, Stratford politicians just cannot seem to cross party lines for the benefit of us all. Which makes ZERO sense to me. National or State politics, I sorta get it. But Stratford? Seriously? Everything the councilmembers vote on, as well as the Mayor DIRECTLY affects their lives and their taxes as well as ours. One could argue that decisions made by US congressmen and women might not DIRECTLY affect their own pocketbooks. (cough cough) When it come to small town politics such as ours, it does.

    The problems with Stratford politics has been going on since my childhood. I had an unble on the planning and zoning board when I was in grade school. Even then I knew how corrupt it was. Nothing has changed. Dare I say “Mill River”? Thank God I have a login here that is not my real name, lest my cat be found hanging from a tree.

    ugh.

    As I said. I tried to volunteer and help Stratford, but the “powers that be” just seem to be interested in “Power” and nothing else.

    While we are waiting for George to compile the dossier (which I will no doubt move) we have to remember that to ask taxpayers (like you & me) to pay $190,000 to administrate an enterprise of volunteers in these fiscal times is ridiculous and insulting.

    Each and every term for Council seat will expire in November. If this Council does not have the guts or common sense to reduce or eliminate raises, redundant employees or cease rewarding incompetence they do not deserve the privilege to speak for any citizen.

    I agree Jeze. Trouble is, Stratford Politicians have been so corrupt for so long that people just vote party lines and don’t care about candidates anymore. I respect Stephaie Phillips and Matt Catalano. I think they are two straight forward, honest people with Stratford’s best interest at hand. I am just so sick of both town committees and their paltry political agendas that for the first time in my life I am not sure I even care to vote local politics anymore. (of course I will, but that is because I am fairly active in my party of choice. Were I not, I probably would just sleep in that day)

    With a few exceptions, I really did have high hopes for this council. I thought the reign of terror that existed before (screaming matches, swearing, etc) would be over. They are not proving me right. Hence my saying “I give”. Which although you do not know my real name, is NOT in my nature. I’m a fighter and have fought. Just gettin’ sick of it all, not unlike many before me.

    1 – Completely FUND restoration of the Shakespeare Theater.
    2 – Have a revenue stream which assures viability
    3 – Use surplus from the revenue stream to repay 100 % of money
    invested in the Theater and grounds, from the general fund.
    4 – Build additional revenue streams to supplement the general
    fund.

    lol. No, I’m not Matt. I am not even a part of his circle of friends, nor for that matter am I even a Republican. Out of all the Republican councilmembers though, I have seemed to agree with him more and I have never seen theatrics coming out of him like say, Henrick. That said, there is also something to be said for me not paying that much attention! lol. I don’t anymore. See my above “disenfranchised” post. 🙂
