Stratford mayor seeks 3.77 percent budget increase

“…The budget calls for the net reduction of eight town staff positions. The Public Works Department stands to lose four positions, and one position would be eliminated from each of the following departments: tax collector, town assessor, senior services and animal control.
The budget eliminates funding for Parents’ Place, a family services center, and cuts funding for the town library by $236,362, or about 8 percent.
Other major cuts include a 43.5 percent reduction in spending on economic development, a 20 percent decrease in funding for community services and a 15 percent cut in funds for the health department.
“Everything’s on the table,” Harkins said Monday night…

Everything but the Town Attorney and the mayor’s own office? (That’s $1.58 million for the Town Attorney and $263,990 for the mayor’s office).
Economic Development? What economic development? Year to date we have spent a whopping $11,031.03 on economic development programs and activities. There’s also $50,088.90 spent on something for economic development, but it is not clear what that is.

We urge every citizen (even councilmen) to read Harkins proposed budget.

We hope there will be…ummm…errr…lively (Yeah, that’s it! “Lively”.)..discussions about the budget. We also hope that the Council (remember them?) does not just rubber stamp the budget like the last time.

Here is what we can say with some certainty; the majority of Stratford taxpayers (that still have a job) have not received a 3.77% raise this year.

    There is the problem in a nut shell, I wonder what our comperable neighboring communities (Fairfield, Milford, Shelton and Trumbull) spend on economic development and how much they feed their town attorneys? I do not have the time or ambition to gather and compare these town budgets but I feel safe in assuming that if someone did they would find that their economic development programs consist of more than the offer of tax abatements for multi million dollar chain stores and a mountain of red tape from their zoning boards.

    I’m also sure that it would be found that their town attorneys budgets are not even close to those in Stratford. While I am sure that the faithful few will continue to try to blame this on the former Miron administration, after eighteen months of a new administration how can anyone buy that excuse any longer. While I certainly agree that our Stratford employees have it good and need to come to terms with the current economic climate in future negotiations, I see them as a small part of the problem but a large part of the excuse (scapegoats). Follow the money people, follow the money.

    Reading some of Ms. Lyte’s literary accomplishments and seeing her young age reinforces my theory of the “dumbing down” occuring in our American schools. Will it be long before she becomes the press secretary for the Harkins administration, paid for (of course) at the taxpayers expense.

    I actually looked up one, Shelton. http://www.cityofshelton.org/pdf/2010%20Financial%20Statements.pdf

    It seems they do not have “Town Attorney” but a Corporation Counsel. Their total in legal expenses are…wait for it…Legal services corporate council $181,160.

    In Stratford we have $1.58 MILLION plus another $200K in “collective bargaining/Legal exp”. That is $1.78 MILLION or

    TEN TIMES more than Shelton’s.

    1) ARMY had spent $ 70 million from 1998 to 2009 on
    caretaking property.
    2) When Calzone was Chairman, he said they proved to
    the ARMY it was cheaper to REMEDIATE than CARE TAKE.
    3) Assuming bumps in cost, over 20 years, CARE TAKING
    will have likely cost $ 150 million or so.
    4) Had ARMY / government BUDGETED $ 50 million a year
    for 3 years, from 1997, 1998, 1999 – AVCO could have had
    at least the area of the OFFICE BUILDING up and running.
    5) That area is NOT in the Airport flight path. The ARMY
    + FAA told NATERA, they could put up to 13 stories in
    certain areas of AVCO, including OFFICE BUILDING
    A > Town Zoning is 60 feet or 4 stories
    B > Proto / Harborside spent money on Condo run thru 5 stories
    C > Esq Avallone + Lordship Boulevard spent big money on Trial
    Balloon for 600 Apartments Complex of 4 stories off Lordship
    Boulevard.
    > They were not serious. It was trial balloon to fact find Zoning
    > Plans had NO ELEVATORS = NOT LEGAL for 4 story apartment
    > Avallone rents space @ BMD – Personally told me he expects
    Condos @ AVCO. Council of Mayors = Condos = Highest/Best use.
    > 600 or 1000 or 2000 Condos = overwhelm school system.
    > ARMY + FAA + USPS working with Bridgeport and certain LAW

    Dianon – Congress ACT dropped stock 33 %.
    Senator Feinstein husband owns investment firm, bought ton Stock.
    6 month later Congress reversed ACT.
    Stock went up 50 %
    2 years later, Dianon moved 350 jobs to Shelton.

    Several of the companies moved to Shelton went into Scinto Buildings.
    Scinto owns about 30 million sq feet.
    Unleased Scinto exceeds 800,000 sq ft.

    There is more to the Scinto / Shelton / Lauretti / DiBicella / Costello
    / Kelly / FBI / Berchem/ Bucci / Testa / Fabrizi / Ganim / Newton /
    Mirons / Harkins / Knott/ Burturlas / Lieberman / Blumental / McMahon

    The bottom line is that Stratford has failed miserably at attracting businesses while our neighbors have grown. We waste thousands of hours and hundreds of thousands of dollars debating the future of a decrepit theater, Town Attorneys and their firms are sucking our budget dry with no control in sight, our police department is corrupt and incompetent at the top, our Councils are more than content to kick every problem down the road and the RTC and DTC only care about “power” and how much they can siphon from the taxpayers.

    It is sad because Stratford and its citizens have so much to offer.

    Update:

    After a quick review of this proposed budget (more later) my determination is that it is a budget Miron would be proud of. Most town department staffing is now lumped together so there is no telling how much anyone gets paid. Nice.

    Economic Development (who needs that?) is gutted.

    Information Technology is expanded but somehow Ron Ing is getting paid more for “global IT responsibility”. I must have missed his MSCE certification. And how does HR, by the way, end up being superior to every single (qualified) department head in Town except for the CAO? And while we are at it, who in their right mind puts the personnel guy in charge of IT?

    And then we have an item reported in the Post of a $200,000 water park in the 2nd District. I couldn’t find a reference to it in the budget. Not that I have any objection to a water park in Town (as opposed to a library?) but honestly, does Stephanie Phillips vote cost that much? And why wouldn’t we put it in oh, say, Short Beach? You know, where people wear bathing suits?

    Did you note that “somehow” the Mayor’s request for PENSION $$
    drops about $ 675,000?

    I have to find it later, but the Pension Bond went down almost $ 800 k
    and Shortfall deposit went down $ 40,000.

    However Collier has been trying to move $ 800,000 into Attorney Fees
    for MONTHS.

    To my knowledge the PENSION BOND has NOT been REFINANCED?

    However their cupboard is getting bare and they are lucky the stock
    market has not crashed and had gone straight up ….

    Are they ever Vulnerable.

    NJ + NY have been dropping taxes and we raised Mils 9.75%
    We are looking at another 2 Mil increase or about 6 %

    As you look at this budget, you realize it’s not about “austerity”. It’s about punishing “enemies” and rewarding “friends” (with a little vote buying thrown in).

    This is the first budget Harkins truly owns. His nice guy persona still gets us an unnecessary tax hike and continues to feed the Town Attorneys and his own staff. The attempt at lumping all personnel into one line item called “payroll” is extremely transparent to anyone familiar with budgets.

    And yes, you are correct, yet again we fail to deal with pension deficits and keep kicking the can down the road.

    What this budget really tells residents and businesses is that they should move to another Town.

    This budget is almost indefensible. Any attempt to make it look like it is anything other than the usual Stratford RTC/DTC deal is embarrassing. As long as we keep voting for R’s and D’s no matter what, this is what we will get.

    As one of many that was optimistic with candidate Harkins and one who had no use at all for the Miron gang I am now sickened by Harkins overall inaction and the bungling of what little action that has taken place since he has taken office. I don’t see where much has changed, except for the fact that the town looks as shabby as ever and we have layoffs and rising taxes. The Mayors proposed budget as I read it again cuts services, raises taxes and has hidden “pork” in it to insure it is passed by the town council without many changes. A glowing example of this is a TWO HUNDRED THOUSAND DOLLARS FOR A WATERPARK IN THE SECOND DISTRICT! Is this serious? (I guess Ms. Phillips will be pressuring her democratic colleagues for their vote)

    The Mayor HIRED A SECOND AID and both of his aids are getting pay raises! Is this serious? Ron Ing (the man most insiders think is inept, incompetent and foolish) is getting a pay raise! Is this serious? In this economy where so many are out of work, or on their way out of work! Then there is my personal favorite, an increase in the Town Atty budget! No surprise there. The surprising thing is that there is not more outrage on this blog because of it all.

    Ladies and gentleman lets face it, there does not seem to be a huge difference in the goals of the RTC and DTC in the Town of Stratford. They appear to be 1- get the power, 2- control the money and feed it to the attorneys. As far as John Harkins goes, he was just another pretty face and a sound bite…….and we all fell for it. Sorry Phin, I know you’re still holding out hope, but it’s been over a year and six months and he hasn’t come through yet. After looking at his priorities in the budget it’s safe to say we all got duped!

  48. I was totally surprised that the CT Post referenced a $200K Splash Park that is listed the Capital Budget Plan for 2016! I am sure it wasn’t any coincidence that the CT Post stumbled across such a hidden jewel. The fact is the capital budget does not have any planned capital improvements for parks directed at District 2 until 2016. But what is included in next years 2012 Capital Budget is $150K Basketball Courts at Wigwam, $200K Penders Field, and $150K Short Beach Playground. The focus on the splash park does effectively redirect the public ire from noticing the more immediate increases. Sorry folks, no pandering towards the 2nd District. I have consistently advocated in keeping our taxes down, quality education without breaking our backs, and a common sense approach to spread the sacrifice around. I am still asking the questions why anyone is getting a raise; and with all these layoffs why Workmen’s comp went up instead of down or flat; and the OT budgets rise faster than my blood pressure.

    Jez- I am agreeing with your last post for sure.
    Ms. Phillips- I agree that NO ONE should be getting ANY raises under ANY circumstances in this economic climate. If a job description has changed to include more responsibilities, it has to be re-posted according to federal and a minimum of 3 applicants interviewed under federal non discrimination hiring guidelines.
    The current CIP proposals have a very interesting pattern to them-something that we haven’t seen here in Stratford in a long time. The play ground improvements are equally distributed to the south end, mid town, and the north end. The only one I have an objection to is the Short Beach improvement. I feel that should have been moved to the second district as Short Beach has it’s own commission that has it’s OWN money. One thing for sure is we DON’T NEED A GOLF PRO EXCLUSIVE. NO NO NO and that is one pile of money that council can say no to. I would much rather have a public works employee, or library funding than a golf pro. I believe that most of the taxpayers would agree.
    I also believe that while we all value and appreciate what the fire department does, I believe that it is well past time for THAT particular CARTE BLANCHE to be cut up. I could see if we had THE top department in the state…..but we don’t-not even remotely close. We pay very, very dearly for a fire administration that is in my humble opinion less than competent. All you have to do is talk to Cavannaugh and his side kick once to realize that they are on the fringe of knowing what they are doing-that is only IF and that is a BIG if, you can get them to actually answer a question. It is well past time to sweep the halls of the FD clean and put intelligent life in there- at a lower pay scale. How can you aspire to excellence if you are paid at the top of the rung? We certainly do NOT have excellence in any of the emergency service leadership to date. You can excellent staff-but without excellent leadership the job they do is held back to a low standard. What this town has seen for sure is high salaries do NOT guarantee high quality jobs will be done-it actually has demonstrated the exact opposite-high salaries do not keep communities competitive it actually holds them back.

    The OT for the fire department is part of their collective bargaining agreement. They are required to have 21 Firefighters on duty at any given time. The options are 1. To renegotiate the agreement 2. Hire more firefighters 3. Stop complaining about the OT.
    FD overtime is actually more equitably distributed than say, at the PD. There, OT is distributed based upon how often you genuflect in front of Buturla.

Instead of asking why anyone is getting a raise I would hope you would strip the pay raises from the budget and address the new EMS Chief starting with an unprecedented $100,000.00 salary when that position is apparently not even supported by the Town Charter. Eliminating the new “Aid” to the mayor and restoring one of the actual “workers” who are being laid off would also do quite a bit to restore some credibility to the process as well. If the Council does not act to restore some sanity in short order I predict that November will be quite a shocking month for you incumbents. In my travels about town it seems to be the majority opinion of residents that this is one of the worst and weakest Town Councils ever elected.

    NUMBER of VOTES to PASS a BUDGET 6 outta 10.

    REPUBLICANS brag among themselves they have controlled the BoE
    and Town Council for the last 25 years, exception – when they let
    Bob Calzone’s crew take the council for plausible deniability.

    The Committee Meetings, members and chairs of Committees are voted
    on early in the Town Council with some being automatic per the District
    and issue, like long brook park.

    Other decisions are arbitrary.

    The last Town Council which was the worst in a long History of bad Town
    Councils, had all 6 Republicans on the PENSION BOARD.
    We saw how that worked out.

    Although I liked several people as people on that Council, the only one
    I would vote for is EMMA BROOKS.

    EMMA missed about 1/2 the meetings due to car accident (favorite
    past time of the hidden party leaders) and hosipalized pneumonia.

    EMMA started as a BALL O FIRE and intended to change Stratford
    I know people who know EMMA.
    She became physically sick by what she learned
    I rarely spoke to Emma.

    With the public portion of the budget “hearings” over, it’s is now up to the Town Council to restore some sanity to Harkins proposed budget. I would like to say that these ten people can reasonably adjust the budget to reflect the maintenance of critical services without a tax increase.

    That’s what I would like to say. I have serious doubts that this is possible in Stratford. As we have repeated time and again, the way it works in Stratford is that the Republican and Democratic Town Committees maintain an iron grip on our government and budget.

    We have politicians and some citizens that complain mightily about overtime expenses but won’t fully staff departments. You can complain about payroll or you can complain about overtime…but not both. You can’t understaff a department and then complain about overtime. You can complain about mismanagement but you can’t hire incompetent or inept management. You can complain about expenses but you can’t hand out raises to the people who increase the expenses. This is what the proposed budget does.

    Jez-unless Moffat has actually been promoted he is not entitled to wear the “costume”-acting is only a temporary title-and in his case his actual position might just be temporary–if council slices the fd budget his position is not mandated by charter and is the 1st one on the chopping block. we can pray that council has the wisdom to do what is right for the community. personally i’d be happy with this years allocations repeated next year-in other words a zero increase to all.

    If my services decrease without public input I will be happy to fire all elected officials in the upcoming elections-there are certain things I expect for my money and there are certain things that are extras.
    I expect to be protected.
    I expect to have a better than mediocre education system.
    I expect to at the very least have volunteer ems and–I might be persuaded to a volunteer FD if the FD doesn’t get costs under control.
    I expect to have well maintained parks and roads and garbage collection by town personnel. I expect to have town buildings maintained in that manner as well.
    I also expect to have a functioning health department and sewage treatment facility but would not object to regionalizing in those 2 departments.
    I expect to have the level of professionalism in we currently have in our planning and zoning and IT departments.
    I enjoy the rec dept as it serves every age in the town. Beyond those things there is much that is expendable, in need of improvement and consolidation. I do not believe in privatization for the municipal services as it invites corruptions(remember the granite?) though I do believe that if the schools are privatized it would cut costs by as much as 45% if not more and we would get a better quality of education for the kids by escaping the absurd mandates and unions that are holding the taxpayers and the students hostage.
    I hope the council is reading…..and LISTENING….the municipal side of the budget You need to leave alone. You need to cut where the bulk of the budget is spent-in the BOE. The BOE membership needs to get a grip and grow a pair and learn to just say no to certain things that are EXTRA. It is time to put the people first in town and not JUST the kids. If we can’t afford to stay here there will be NO FUNDS for the BOE to have…or any other department. There should be no raises, no bonuses, no new hybrids or cars for non emergency personnel, nada any where-the mayor has the authority to declare a financial emergency in light of the state cuts to the town. He should DO IT.

    With regard to the school comment- I was referring to running the public schools like the private schools. Not to take a dime from the state and feds-which releases the town from many of the absurd unfunded mandates. In order to do this every single administrator and teacher would be terminated. They could reapply for their position at a salary that is in line with what teachers are paid at the Catholic schools or Christian Heritage(only a couple examples), with a basic bare bones bene package. No tenure and no steps. AND the biggie–adjusting the school year—to having the month of August used entirely as student review for the “tests” at no additional cost in salary to the taxpayers. If not that, then have the staff adjusted as part time… difficult times may create a need for drastic changes-
    when ONE department eats up well over 50% of the tax dollars it is time to rethink the entire strategy- it has nothing to do with keeping kids out of schools–quite the opposite-getting more out of the students with limited resources-raising the bar on the expectation of student performance while reducing the back breaking burden that is choking the life out of all the communities in not just CT but the entire country.
    The structure needs to be changed-it no longer meets the needs of those it serves and those that pay for it cannot afford to perpetuate over inflated salaries that are out of line with the performance of the pupils.
    The research demonstrates there is a huge and I mean HUGE operational cost difference between these systems and it really needs to be looked at.

    On this point I agree. Whether the structure is public or private is another discussion. However, there are structural barriers within the current system that seem to be indestructible. If we can’t change those, restructuring the entire education system is only wishful thinking.

    The biggest hurdle to overcome would be the LIFO system of seniority. It reinforces the resistance to change like no other factor. With every cut to any education budget it is always the youngest and least paid that go first leaving in place the most senior and most resistant to change. This may explain why any change in the educational system or the funding of it seems to proceed at a glacial pace.

    What should be absolutely obvious to anyone is that with the astronomical rise in gas, heating oil, food and continued high unemployment raising property taxes is an unacceptable choice. $1.8 million for a Town Attorney, raises for employees while outsourcing most of their work, double administrators and frivolities like a golf “pro” at a tiny par three golf course are irresponsible decisions.

    It is time for the RTC and DTC to instruct their members that the cookie jar is empty this year and for the first time in 20+ years to act responsibly. Sort of pretend to represent citizens, you know?

When surrounding towns have a legal budget of barely one third of ours (Fairfield’s entire legal budget is $583,000*) something is structurally wrong. We have never known where that money goes. At the very least, it is time for a little sunshine here. 3 times more than anyone else is just ridiculous.

It was just a way to appease the Town Council and/or a reason for the Town Council to demonstrate it was trying to save taxpayer money. It was just a ruse and a bait and switch so that they real issue of big $$$ waste can be avoided. The Town Council abrogated its responsibility on Finance and Claims to the Town Attorney. I would never have supported that.

I supported that.

    I was against Budget referendums and stuck if from the agenda. I was the one who fought against the proposal (to be placed in the charter) to give the mayor a salary scale which would have essentially amounted to an automatic pay raise for the mayor via ordinance not through the budget. I bet most people who read this blog did not know I stopped that.

    George you know as well as I the Town Council can do that now! CRC II was not there to legislate everything.     I believe I found the SEWER REVENUE on the Town Website Budget.

    There is a MAJOR COST of the BONDING for the WPCA FACILITY for
    WATER TREATMENT and annual expenses running the system.

    H O W E V E R

    1) There is a PERCENT of MATCHING F U N D S from CT.

    2) In 1998 the total Sewer BILL was $ 120 a year. Last year $ 260 a year.

    3) Rules and Regulations change over the years. However AVCO and
    AIRPORT have been right there, and AVCO was closed by 1998 after
    a couple years of downsizing.

    The Airport business dropped WAY OFF since OIL / GAS prices increased
    in 1999 to 2008 & again.
    There was a huge HIT in AIR TRAFFIC with 9/11.

    From about 1996 to 2009 the ARMY SPENT $ 70,000,000 (Million) on the
    downsizing of AVCO + Utilities + Caretaker.
    For years the Utilities + Caretaker, was about $ 4 million annually.
    Now it is about $ 3.5 million.

    How do I know?
    I spoke to head caretaker of AVCO, Pete Szyzmanski last month.

    Citizens (like you & me) can only hope that each Councilperson speaks for their constituents and not the Republican or Democratic Town Committees. It is not responsible to defend this budget simply because it was proposed by one “team” or another. We have to get away from that if this Town is to have any future.

    I spoke to someone who was at Shakespeare Theater, which abutts the
    Historic District which is in the 3rd District and who have many people
    very interested in restoration of the Theater and White House for a wide
    variety of reasons.

    It is my understanding some people in the Theater Industry and affiliated
    industries had coordinated a meeting based on their availability. From what
    I understand from people who you likely know, Mr. Catalano was there at
    their requests.

    It appears you know Mr. Catalano put in at least a token appearance at
    Long Brook park, which is good to do politically.

    I did not attend GreenSweep. I have physical limitations.
    I did make a couple posters available to a couple merchants.

    I did not attend either.
    I think I have ideas that could make Shakespeare Theater revitalized that
    compliments the work being done to actually get the Theater open and
    vibrant.

    There are many issues I disagree with Mr. Catalano on.
    I agree with some. I do not speak, nor write for him.
    I suspected he was not going to reply to you?

    Sudds-Is it true that Greensweep is now a requirement for each councilman/woman to attend? If in fact that is the case seems to me there were a lot of MISSING council members. At least Catalano showed up.
    Personally I am grateful to everyone who volunteered to give up a spectacular Saturday to help clean up the town. I’d be even more grateful if people weren’t such slobs that makes this type of event necessary and it was clean because everyone cared every single day.
    I bagged 17 bags of trash at Greensweep-11 of which were in your district…..I also got 3 bags from up the north end and three bags from by the beach. I picked up garbage where I saw it, and when there were lots of workers around I moved to an area that had less.
    Have to say it was disgusting-the stuff that was picked up..it will be interesting to see if the people in town appreciate it.
    I don’t know about you but I am agreeing with the lady in town that wants to outlaw those stupid plastic shopping bags-walmart, stop and shop, and shop rite should be fined a nickel for everyone we picked up—I bet we would get a tax refund on our property taxes this year if that were the case. sheesh!!!

    Reinstating McNeil’s back pay, with Burturla gone and acting chief in place,
    appears to open the door for appointing McNeil, which I suspected was the
    plan all along and I have posted same. I PREFER not to believe that, as I like
    Joe McNeil and I feel for his loss of INCOME.

    However, many, many many things are done for counter point reasons,
    in the twisted logic of legal minds, as oppose to decent minds.

    It is possible / likely McNeil (like me) was an unwitting pawn?
    I do know the 1996 Defined BENEFIT agreement, directly benefits McNeil,
    as long as he was reinstated. If the back pay money comes JULY 2011,
    and he retires in 2013, it is not inconceiveable his PENSION could become
    # 1, if the compensation is allowed to be added in.

    He could then move to COUSIN MATE TN, and become police chief with a
    $ 140,000 a year annual PENSION, or BUY a small caribbean island?

    Neither Miron nor Buturla will see a minute of jail time or lose a penny. As usual, the real culprits are long gone.The only compensation available to McNeil & Soto is the money. And justly deserved. Unfortunately the losers in this are us, the taxpayer. We were denied McNeil & Soto’s services and talent for two years, wasted innumerable State resources (more tax dollars) and now we have to pay for it all anyway. Miron’s gifts just keep on taking.
