Required Tools

We have stated this in the body of other topics, but we feel it is necessary to stress the lack of any sort of plan to protect Stratford residents.

By the end of this month there will be no Fire Chief in Stratford, no Police Chief and who knows who in charge of EMS. It is rare in any sort of municipality to be without one of these, but all three? This situation is unacceptable and unforgivable. Simply promoting incompetent or inept deputies is not a solution and will inevitably lead to problems. However, these decisions, or lack of them, threaten the safety, lives and property of Stratford residents and businesses. Do we just drive extra carefully? Not use any open flame? Hope we don’t get sick?

Budgets are meant to be debated and careful study taken. This particular situation requires immediate action and some decision making on the part of the people we elected and are paying to make these decisions. We’re looking at you, Mayor Harkins. And you too, Ron Ing.

    The longer it takes police and fire to come to reality, the more likely
    they can lose their entire pensions, with possible claw back.

    There are criminal aspect to these situations as there are things I know,
    even the lawyers and ranking political people and retirees do not know.

    You’d be better off appealing to Moe, Larry and Curley don’t you think? I have a prediction; there will not be as much outrage on this topic as you would think Jez. It is starting to appear that whenever boy wonder Harkins screws up, the WordPress bloggers remain silent for the most part, preferring to pick (on) the low lying fruit. The only blogger besides Jez who seems to have the courage to comment negatively on all subjects pertaining to Harkins failures is George (when he stays on topic and in this dimension).

    I’d guess since Catalano’s special interest has been funded Harkins can count on his rubber stamp again. That’s nice, now we can pass out raises to our allies and hire additional administrative people while we put the workers who actually improve the town in the unemployment line. Did anyone see any Aid’s or Administrator’s clearing the debris in Lordship after the tornado hit?

Many (way too many) have left or are deciding to leave. In most cases, they are simply waiting for a better housing market.     I tend to be a positive person and try to think the best of people. (OK, fine. I can be a bit snarky at times). I would prefer to say that the Harkins administration is simply incompetent rather than corrupt. After Harkins recently proposed budget, it is becoming increasingly difficult to hold that opinion.

    You would think that ensuring the safety of the residents and businesses of Stratford would be a paramount responsibility for a mayor. According to our charter amazingly it is not. Other than being the chief executive, the charter is silent on that subject.

    Surprisingly, included in the charter is a provision to publish all vacancies for the Town of Stratford. Apparently the only personnel we need are crossing guards and a part-time public health nurse.

    The lack of procedure and poor choices made by Town Hall are usually subject to a lot of second guessing and correction. The corrections almost always result in higher legal fees. But every month, as residents pay their (higher) mortgage payments and rents they have to ask themselves what it is they are getting for the money. The answer for the last five and a half years is “not much”. This year, if Harkins budget is approved, the answer will be “even less”.

    The difference now is that our safety is threatened. Once again, I have to state that this is unacceptable and unforgivable. It was bad enough when Police Chief John Buturla (Town Attorney Rich Buturla’s brother) was appointed by Miron. It didn’t get any better when Miron appointed James Cavanaugh as Fire Chief after he ran Jay Cybart out of the position. And no one seemed to be able to control EMS Administrator Donna Best.

    But soon, we won’t even have bad chiefs. We will have no chiefs. We have become accustomed to the least worst in this Town. I fully expect that Harkins will do almost nothing. He will let the inept Deputy Fire Chief Curtis Maffet run the entire FD. He will let Deputy Police Chief Patrick Riddenhour run the entire PD and he will leave a constant tension between EMS Administrator Donna Best and EMS Chief Phil Onofrio grow.

    On the other hand, Harkins could seize the opportunity and appoint qualified and effective leaders to these positions. Does anyone at all think he will do that based on the last 1 1/2 years?

    Council Catalano may be the only honest Councilman in this Town. He told anyone who would listen that the only reason he ran for Council was to get something done (no matter what?) with that stupid theater. And guess what? That’s exactly what he’s doing. Sadly, we need Councilmen to do other things too.

    Remember that the two top positions in the Police and Fire Dept. were hired by our former Mayor. Mrs. Best is already threatening litigation . (even though she still has a job).

    after the Stock Market Crash destroying Defined BENEFIT, and
    Health Care, which I believe BRIBES were given away to Police,
    State Police, Town Attorneys, States Attorneys, U. S. Attorneys,
    Judges and all levels of elected to
    1 – COVER a series of MURDERS
    2 – PIT residents / business against BRIBED Police, Fire, Education
    3 – liquidify homes / peoples assets = easier to steal
    4 – drive down values, after kited values = easier to steal
    5 – Keep NUCLEAR ENERGY and SOLAR and ELECTRIC VEHICLES from
    being commerically viable, so the combination of CASH COWS could
    take over the entire UNITED STATES system:

    State law protects both police and fire chiefs. So, until their notice has been received in writing you can bet your bippy that that nothing “officially” can be done about replacements…unless you want another law$uit. As for EMS, I am supposing, that the funding that is suspiciously equal to the EMS administrator is going to be chopped right out of the budget by Council. Pull the lawsuit rug right out from underneath her feet….she can’t do ANYTHING about a position being unfunded. After all, the Harkins admin kept her on after the election…it is going to be very hard for her to prove it is politics…and I promise you if she $ues SHE will be the one that the people will be blaming for money spent…..not Harkins. In this circumstance, he IS acting in our best interest. At least that is how it appears to me. I do how ever have to reign in my impatience….I want this town fixed —yesterday! But slow and steady will win the race and the lawsuits.

    I think you need to go back and re-read. Then ask the Town Clerk for a copy of the oath of office. Between the Charter and the oath of office(which is considered by the courts to be a contract) it is covered.
    Anyone care to take a stab at the number of times Miron blatantly violated his oath of office and blatantly disregarded the Charter???? It is in the hundreds………based on grievances, lawsuits and the sunami he left behind.

    Hey jez–the rumor mill is churning that Miron is coming back and he is going after the District 4 council seat……as a spring board for his next big run….the guy just doesn’t get it! And I though he’d be moving to Waterbury where they would embrace his kind of ethics……..

    Perhaps you haven’t been reading along with the rest of us. The Fire Chief announced his resignation a month ago. Done deal. As for Buturla, a quick call to Bryan Norwood (police chief) in Richmond VA (804) 646-5100 would confirm that Buturla signed his employment contract. Do we really have to wait until he uses up every last minute of his vacation time? Are we required by law to be clueless?

Heart attacks, fires, robberies…..When you call 911, a lot of people get impatient waiting 15, 20, 25 minutes for mutual aid from AMR to show up.     Jez-verbally announcing and putting it in writing to the admin are different. I prefer to err on the side of legal caution–we have some great people in the FD that it would run fine if both chiefs left….
    The PD has been running without a “real” chief for a long time. At least Tony Schirillo could swoop in and be an acting chief if the need arose-he is already on the town dole role and he has all the necessary certs…personally, I don’t favor that choice as there is a lot of animosity among the rank and file for “staties” these days…can’t say as I blame them for not trusting any…….they have been screwed by several over the recent years.
    Jez-the DTC already IS irrelevant—-also have no worries about Brit following up-investigative work is not her forte…….

    What makes it worse is that we already have the best candidate for the next Fire Chief right here and right now. Has Harkins sent him an email? Made a phone call? Walked across the street to talk to him (Gasp!), Nope. Not a word. Which, sadly, leaves us with the thought that he will do essentially nothing and permit the most inept and incompetent person to run the FD. What the hell, the FD isn’t important. Is it?

    Jez- I’ve BEEN paying attention…..Actually Jez I wasn’t thinking up excuses just possible strategies. The fire department has sooooooooooooo many assistant chiefs lts. and a DC that having no chief until july wouldn’t even be noticed. I think we need to wait to see if we are going to continue to have a paid FD at all through this budget and negotiation process…..we may end up with a volunteer fd like shelton-huge changes need to be made and the union isn’t budging on some very very important things. while having a fire chief might be mandated by charter it does not give time parameters in which one must be replaced on a permanent basis. just a perspective i am offering-not necessarily something i like but with a tab of $40k plus weekly in OT something has to give and you can see how everyone in town is struggling with this whole process up to this point except the fd AND the BOE.
    My reference to Tony was just a possible scenario-if he tried to force Fahan to SWEAR allegience to Miron it seems to me he violated some constitutional rights and should be removed from his post of public safety-(FAHAN SHOULD have filed a complaint)….he should know better. My observation is he has postured himself to be an applicant or the chief’s position as soon as he is financially ready to retire from the state. He has completed some basic stuff this year….do I think he is the man for that particular job???? NOPE-far tooooooo political. Is he a nice guy? for the most part yes from what I have seen. But then again, I don’t have to deal with him in the manner that FAHAN does.

    I agree. But since John Fahan appears to be reading lately, I’ll leave it for him to respond.

    And how many volunteer FD’s do not have a paid Fire Chief? I’m not at all sure that your dream of an all volunteer FD has merit or is, in fact, a viable alternative for Stratford. That, my friend, is a subject for serious discussion and study. I, for one, have not reached the conclusion that a volunteer FD would be more effective for residents and businesses here no matter how angry I am about my taxes.
    To be quite frank, I would rather see an all volunteer administration. We could save over half a million dollars by getting rid of the salaries and benefits for Harkins and his assistants. Then there is the CAO and his assistants, the CFO (it’s not like we’d miss her) and a $95,000/year HR director. Just getting rid of the Town Attorney would save us $1.8 MILLION….tomorrow. I simply do not understand how people can complain about Overtime yet not mention a word about nearly $2 million/year in legal fees and salaries. Why do you think that is, Phin?

  34. Perhaps I will write my memoirs on ’09 but not right now. In any event, it is true Tony is a vey nice guy and also very political. Many diagree with me for not having been explicit in separating myself from the Miron Dems. I understand. At the time I did not have to because I knew they would do it for me as they cannot help themselves. I used a sort of rope a dope technique on them and I used their negativity towards me against them. In large measure it worked out exactly that way. I had a method whether some realized it or not… off to work now..

    a minor part of the problem.

    Stratford’s representative government has been stolen by the political
    parties leaderships, who seek to enrichen themselves and the BRIBE
    the police, fire, and teachers, in my OPINION.

    The frustrating thing is the UNIONS know exactly what is going on,
    know the truth about the leadership and deals, know the PENSION
    is NOT sustainable, fair, or good for anyone except the short term
    benefit og many people they do not like or Trust.
    They belief they are entitled to their share of the PONZI SCHEME
    because they PAID into the PENSION.

    NEWS FLASH

    If there was HONESTY in ADMINISTRATION:
    Harkins + Miron + Branyan + Feeney + Barnhart

    If there was HONESTY in TOWN ATTORNEYS + FINANCE

    1) Then they would have PUBLIC figures to compare Defined BENEFIT and
    Defined CONTRIBUTIONS, based on what the UNIONS actually put in.

    2) Then they would have PUBLIC figures to show the entire PENSION BOND
    performance, year by year.
    A) The UNIONS claim they lost $ 27.3 Million by the first 3 years repaying
    the PENSION BOND and the existing OBLIGATIONS.
    B) The UNIONS IGNORE the TRUTH – that the BOND was set up to WORK
    based on existing PENSION computations – which the UNIONS and Town
    Councils / Managers / Lawyers destroyed, along with GOLDEN PARACHUTE
    tripling THE NUMBER of RETIREES that year, and kiting each PENSION.
    > Y2K + 9/11 + INTENTIONAL destruction / looting of the MACRO MARKETS
    simply exasperated the problems.

    3) Then they would have PUBLIC figures to show Town + BoE Health care
    A) Gross premium
    B) Employee % and actual, per plan, per year
    C) Paid Deductible, as appropriate
    D) net premium = aka what Tax Payers pay per plan/member

    What have you done for Stratford.

    Being a hand puppet on Political Committees, like Charter Revision?

    What is the name and reason for the name of this blog?
    Is it because the Charter was revised to benefit the TOWN’S people?
    I suspect reading Jeze’s posts, that Miron, Harkins, respective Town
    Committees / Councils / Education have not served the Public Interest.

    I would love to PUBLICLY or BLOG WISE debate POLITICAL ISSUES.

    I can solve SHAKESPEARE FINANCIAL ISSUES, but will not make them PUBLIC,
    beyond part of what has been Published.

    I believe I know how to partially OFFSET Union people going from DBP to DCP.
    But I will not make them PUBLIC, beyond part of what has been Published.

    I believe I know how to partially OFFSET AVCO, AIRPORT, RAYMARK, and the
    ECONOMIC EXODUS. But I will not make them PUBLIC, beyond part of what has been Published.

    I believe I have ideas to offset losses of UNFUNDED MANDATES and COSTS.
    But I will not make them PUBLIC, beyond part of what has been Published.

    WHY?

    Because is it likely or unlikely the people in the DTC + RTC would STEAL
    anything they can, including taking credit for my ideas, like Jimmy had
    done, after making sure they could reap the benefits?

    One does not have to be a politician to collect petition signatures,

    Jez- just want to be clear on something….I am NOT a proponent of a full volunteer FD. I do believe that there are to many chiefs..Chief, DC, Assistant1 and Assistant 2… are too much in this current financial climate. I would prefer to see the man power on the actual shift roster and have them all dual certified as FF AND Paramedics. Would completely eliminate the need for private ambulance on public calls except during a mass emergency. I have to say if I go in to the FD one more time and find Moffat with his feet up on the desk reading the newspaper on town time I’m calling the mayor over to watch when someone knocks those shoes off the furniture…..just one of the reasons I believe there are tooooooooo many chiefs. They certainly haven’t raised our safety rating….but two of the chief salaries being used for items on the ratings list will help. but if we are going to have a mediocre rating why should we pay top salary??? that should be mediocre or below so there is something to work toward.
    I have plenty to say about the salaries in the admin…..if it is going to be shared pain…I want to to what pain the admin will be feeling. how much are THEY giving back?????????????????????
    But more than anything else in this town, I am sick to death of being held hostage by the BOE administration and the teachers union. THAT IS WHAT IS SUCKING THE LIFE OUT OF OUR TOWN–obscene salaries in both the admin AND the “step” scale….salaries/benes and unfunded mandates are going to be the ruination of our town.

    When MLK Jr was working for a living wage for garbagemen,
    everyone in government was underpaid.

    Now the elite positions are over paid with rolls royce benefits
    all designed to entice direct or indirect kickbacks of doing
    business by the enablers.

    Phin, generally you are on the right track.

    You are not practiced as a writer / blog, posting your feelings,
    sometimes without completely thinking out positions, I believe.

    Passion and truthful writing about what you believe has merits,
    which I respect.

    I agree. Especially when one of them constitutes the majority of dead weight. I think we both know who’s been doing all the actual work at the FD since Jay Cybart was forced out by Miron.

    No. I am going to assume you are not familiar with the requirements to become a paramedic. In any event, MRT’s, EMT-B’s, AEMT’s and Paramedics actually generate revenue for the Town. Paid (peanuts) or not. Last year, even with all the problems created by the administrator, SEMS deposited over $350,000 back into the general fund. You think that would happen if they were part of the FD?

    Seriously, have you been reading the other topics? We don’t have a need for a private ambulance service if SEMS were properly staffed.

    That doesn’t happen all the time. Not when he’s busy across the street at Town Hall stabbing someone in the back. Sometimes he goes out for lunch. And parks illegally. But other times he just takes a nap (his feet are on the floor then). The danger to real firefighters is at 5PM. If they happen to be in his way when he’s racing out of the building they could be seriously injured.

    It is the same problems faced by the other 16,000 school districts in this country. One of the biggest problems is the LIFO system when positions are cut. But that is a whole ‘nother topic.

    You are correct about the MLK period, most workers(with families of 4 or more) in the government qualified for forms of state assistance. Still getting money with tax dollars…. It is my personal belief/opinion that we are being held hostage by the teachers union at all levels of government. I work 10 and sometimes 12 hours and get one week vacation per quarter-and only some of the holidays off. If I worked the hours that the members of the teachers union do and the quantity of days they do, in the private sector I would be considered PART TIME and have no benefits……now if what the town officials say are true that the benefits are the real problem, seem to me a reclassification would change all that, unless of course the union membership worked all summer providing summer camps and test prep sessions that would be included as part of their current salary package. Seems to me that would be a win win for the BOE-as they could charge for campers but not the test preps.
    Just a thought…It also frees up the beginning of the year for actual learning and not complete review as the review would be done in the summer. Thinking outside of the box, hoping to improve the quality of students that come out of our schools at no new costs is always a good thing.

    Europe has a lot of problems, but after being set up by Marshall plan,
    the workers have it made compared to the US. They are competative.
    Use part of the European system, where people work LESS per YEAR,
    needing unemployed people to make up the difference.
    OR
    Use the 1950s system, where the family income was sufficient the mother
    was able to stay home, raise the children, be civicly involved and content
    to be a full spousal partner.
    I KNOW EACH OF THE 2 EXAMPLES HAVE HUGE HOLES in REALITY of being
    IMPLEMENTED

    KIDS, who don’t want PHYS ED, will Skateboard, Bike, do all kinds sports.
    KIDS who sleep in school and do not pay attention can be SUPER STARS
    on VIDEO GAMES
    SPELLING PROBLEMS – If you can’t spell, you can’t work a computer.
    Everything in LIFE is a matter of Priorities ….

    Actually, the surprising part is that Brittany Lyte heard about it. Dillon probably called her, it was right outside his window.

    But accidents, like retail enterprises, depend upon 3 things: Location, Location, Location. If you are going to hit a car, doing it right in front of EMS and Fire headquarters is the choice location.

    Now…how you hit a huge Suburban that’s RED and marked STRATFORD FIRE DEPARTMENT and STOPPED at a traffic light…that’s another story.

    But since Murray dealt with the scene, refused medical, then went right back into work and finished his shift kinda dispels some of the comments regarding disability and injury claims people make about the FD.

    I wonder if Harkins has called him yet and offered him the Chiefs position?

    Update:

    Fire Chief Cavanaugh’s last day is this Friday, the 29th. No one has even bothered to call Assistant Chief Tom Murray from Town Hall yet.

    This is becoming a habit with Harkins. Instead of doing the obviously right thing, he delegates decision making to subordinates who couldn’t care less about what happens to citizens. My prediction is that Harkins will appoint the least capable person, Deputy Chief Curtis Maffet, as acting fire chief and then pay thousands of dollars to somebody, like CBG Associates, to conduct a candidate search. The consultants will probably conduct the interviews as well since our HR Director is way too busy with his “global” IT duties to bother with personnel issues.

    In the meantime, we citizens will suffer more expense and incompetence. In addition, we will lose the most capable leader of firefighters to retirement and, in all probability, some other Town. Nice going there, Mayor Harkins.

    That was pretty much the dilemma I confronted when EMS service was, shall we say, sporadic. And yes, you are correct, the FD is there before you can look at your watch and are as attentive, gentle and professional as they could possibly be. But there is only so much you can do with 15 liters per minute of oxygen via a non-rebreather mask. Sometimes you just have to load & go.

    What seems to have been forgotten at Stratford EMS is that the most valuable asset that they have are volunteer MRT’s, EMT’s, AEMT’s and Paramedics. You can have the most state-of-the-art whatever, but it doesn’t do anyone a bit of good without someone who knows how to use it.

    Perhaps it will get better under new leadership. I hope so, but the way it was done doesn’t provide a lot of encouragement.
