Can This Reputation Be “Patched”?

We have noticed a disturbing little trend lately. Our infamous former mayor has taken to writing the occasional letter to the editor and posting his comments on Stratford Patch (http://stratford.patch.com/). While we still believe that anyone is entitled to express an opinion (even someone like Miron), it should be pointed out, and repeatedly, that this politician had four long years to solve the very same problems he spares no effort in criticizing Harkins and the Republican Town Committee for.

It is a sad fact that voters tend to have very short memories. That does not mean that we are brain damaged. We still remember his choices of Mark Haddad, Edmund Winterbottom, John Norko, the Buturla boys, Susan Collier, James Cavanaugh and Curtis Maffet. We also remember the dozens of competent and dedicated employees that he simply terminated.

While we hope that this is only a symptom of one person’s sociopathology, we don’t think so. It is apparent that the Democratic Town Committee continues to believe that Miron is their best hope for success. How sad is that? We can almost hear John Harkins laughing as we drive by Town Hall.

    boogie man?

    The PATCH has some of the ear marks of being the BERCHEM / BURTURLA
    form of PRAVDA or IZVESTIA, not unlike the CT POST.

    Nope. I think it is just that Miron is so pathetically narcissistic that he thinks he can win some elected office again. Since he and his father had weeded out any independent thought in the DTC that is all the DTC has to go with.

    Harkins could be mayor for life if that’s what the DTC does.

    Jez- You are 110% correct about Miron and the DTC.
    The only way Miron could win anything is if he ran in district 2. That is how we got stuck with him the first time.
    I promise to go knocking on doors on an anti Miron campaign if he decides to run-and remind the voters the only thing he is interested in is how much money he can get for himself and his family.
    You did forget a couple of things-Miron caused the town to incur the highest number of grievance complaints and lawsuits and legal fees at his instigation in the history of the town during a single term of office. His absence of even poor judgment gave us the Loschiavo debacle. He single handedly destroyed reputations and careers without a thought or care of how it would effect the town in efficiency, financially, or it’s reputation…you remember the gun totin’ days in town hall with Miss Ashley skipping down the hall barefoot or bringing in his laundry don’t you?? Or his handling of the Titasheen case, or his demanding that his old man keep taking a salary even after he resigned because of his larcenous exploits-or the McNeil/Soto suspension….there are tooooooo many examples of his lack of judgment-and of course let us not forget the LBW non-contract-that in actuality was a clear violation of what the people voted on…or during his term of office his was essentially living in Shelton but periodically picked up mail on Lenox Ave…(seems to be a rampant disease among the Dem’s-there were 2 others during his tenure using false addresses according to dem. insiders)
    Just wanted to keep some of the reminders in the front of peoples minds—–
    I may not agree with the speed that John is cleaning the house-but he is cleaning.
    I just wish he would blow the lid off the finance department….the lack of cooperation in there to provide information to the council is astonishing as well as a Charter violation–I do believe that is a reason for dismissal.

    I spoke to Tim Bishop Monday.

    I advised him about the Shelton Corporate Council being paid
    $ 181,000, while Stratford has been ringing up $ 1.8 million.

    Tim replied:
    1 – No way Shelton could only pay $ 181 k – The FBI / Lauretti situation
    would have needed extensive Legal representation appropriate to the
    Town.
    2 – Tim said he worked virtually for FREE for 4 to 6 months

    I replied the Burturla and his PARTNER Kelly must have been BILLING
    like crazy ….
    As THE TOWN ATTORNEY …. Tim is responsible for all BILLING.
    There has been ZERO Justification of ATTORNEY BILLINGS.

    Tim said he recognized he should reconcile / justify the BILLINGS.

    I had been all over Tim for OPEN CASES being in KELLY’S + BURTURLA’S
    COMPUTERS at their offices and not TOWN HALL.

    Tim claims most of KELLY’S and many of BURTURLA’S OPEN CASES have
    finally trickled into the TOWN HALL ….

    Standard practice has allowed Attorneys to keep their own CASES,
    once they glommed on it it.

    Hypothetically:
    At least I made them do WORK … revising and updating OPEN CASES
    so not to incriminate themselves, where all that likely double and
    triple BILLING doing nothing likely was wiped out, having to revise? 😉

    One thing PHIN missed, and I do not have details, but the COST to the
    TOWN related to the “CHRISTIAN MIRON case” ….. has / will be costly…

    During the meeting, Esq. Bishop answered a couple Town Councilors
    that there are some very likely costly settlements on the horizon.

    From multiple sources – besides McNeil + Soto, it will likely cost the
    Town at least $ 500,000 for the death of the little boy on East Main.
    > The town is on the hook for the first $ 500,000 + attorney billing.

    I would not put it past Dick Miron’s backers, to cause Terry Backer

    After Dick Miron was appointed Registrar remember the TIMING
    of the DEATHS of:
    ED FENNELL
    ALEX KOZAK
    DEAN PARADISE

    Mr. & Mrs. CATALANO died within 2 months of HARKINS nomination.

    SYLVIA died about 2 weeks before LAURA HOYDIC was elected to
    replace HARKINS

    Former United Democrat candidate Steve Duncan died about FEB.
    He was an ALL STATE INSURANCE – estimator.

    This was during the FIRE TRUCK mess.

    Former Town Councilor James Meehan died about March.

    Former USPS Southport coworked DAVE JERSEY died late 2010.
    He was somehow related to ex Stratford Police.

    There have been rumors of “connections” of a certain Country
    Club and the MAFIA and RTC.

    It is a FACT that DICK MIRON + DICK BURTURLA were always very
    tight, and that DICK BURTURAL always makes 6 figures from the
    DTC + RTC elected and appointed …..

    One of these days, some people will act out of self defense,
    and it will get very messy ……

    However bad Jimmy in many peoples eyes, in my mind the people
    behind the DICKS + B utter NUTS are worse, but they are NOT the
    WORST …. even they fear those …. WITH CAUSE.

    Feed back I have received is that my constant letters to the editors
    are a must read of political insiders, who worry that I am reaching
    more and more people, who are learning how the process really
    works and how the same people Mayor Miron hired were retained
    by Mayor Harkins.
    They also have the S.O.P. 4 year time table, where Year 1 raises Taxes
    and nothing gets done … blame the predecessor.

    Year 2 is transitional. Lower Tax increase or nominal decrease. Sweep
    out some perceived problems, allowed to be exasperated.
    They break in the Legislative & Constituent aids, weather the STOCK
    MARKET CRASH, finally pretend to CARE and get AVCO and other things
    started towards better local economy.

    Year 3 is foundational, with the presidential and Senate / Congress
    Elections. I think CT gets a pass on Senate election.
    The REDEVELOPMENT of the HIGH SCHOOLS gets BONDED.

    Year 4 in implementational. The ZEROS become HEROES, per script
    > Long delayed high schools work gets done.
    > Shakespeare opens doors
    > AVCO Construction and activity.
    > Deal reached on trading LBW for AIRPORT
    > I – 95 Exit 33 with RAYMARK action, moving DPW to CAPPED Ball field.
    (nothing on toxic ground water + volitile organic compounds)

    With $1.8 million proposed for the Town Attorney, additional “aides”
    and, of course, raises for a couple of favorites I don’t see that happening.
    It will get worse if some rumors about a billing company come true.

    THERE is a COMPANY which does the MAILING of TAX BILLS.
    > I suggested to Town Attorney Bishop, Federal legislation to allow ALL
    TOWNS to use FRANKED (Free) MAIL by USPS for TAX BILLS.
    > Councilor Catalano pointed out each bill is sent separately and with
    return envelope – wasting Mailing cost and extra envelopes!
    >> Why include any envelopes at all?
    – People can pay TAX BILL by
    1 – Internet
    2 – Personal visit to Town Hall
    3 – Personal visit to BANKS
    4 – their own envelope / stamp

    I also suggested combining separate liens, into a single less costly lien
    the first year and more costly lien the second year, rather than costly
    foreclosure.

    this BUDGET and USE JULY TAX MONEY
    or defer to NEXT BUDGET.

    Depending on the BUDGET numbers, they may not be able to do both,
    or they may have to do everything to DRESS UP next year’s BUDGET.

    I DO NOT BELIEVE any of the ABOVE was SETTLED / PAID yet.

    Mr. Bishop speaks not the whole truth.

    While Shelton has a legal budget of $181,000/year the City of Milford (also with a full time staff) has a legal department expense of “4131 Department Total 552,784″*. Milford’s (population of approx 50,000) total budget is $177 million which, by the way, is $12 million less than ours. What I particularly like about Milford’s budget is that on their organization chart they put the electorate right on top. I couldn’t find the word “electorate” anywhere in our budget.

    Milford’s legal expense is less than 1/3 of Stratford’s expense of $1.8 MILLION.

    One more time: What’s wrong with this picture?

  13. It should be the stated goal of the town attorney to keep his budget at 1 million dollars or less. I believe that budget is a structural deficit. I would like to know if there has been a real cost savings analysis done since the year or so Mr. Bishop was allowed to settle claims not in excess of $50,000. That is all well and good but did that action really save us money? Would his budget have been even more than 1.8 million this year? I do not know and if it can be proven to me otherwise that would be nice.

    Here in Town some are wrongly fighting the renovations to Stratford High and the repairs to Franklin school. I guess since the domino effect of Lehman Brothers and the “new normal” some politicians do not want to spend even a penny on anything. When people hear that Stratford may not want to invest in our schools it hurts us as a community. We need economic development in Town. People will not move here if the schools are not supported. New business will not come here. All these issues are interrelated in my view. I understand we need to cut costs but we are nickel and dimming our schools and yet some look the other way on other waste in town. It seems like a bait and switch to me. I hope not. I just like to question what is spoon fed me. Perhaps savings the structural savings I speak of can be used as a sort of down payment if you will on the bonding of the school projects. I did not go to any fancy school or anything like that but I manage my own finances quite well.

    John-Repairs absolutely NEED to be done at Stratford High-that school is not on the hit list for potential closing. Franklin and Nichols are at the top of the list. Until a decision is made as to exactly what direction the school system is going with those schools and Honey Spot there should be no renovations-you might as well put a pile of tax cash in the middle of Barnum Ave and set it on fire. We need to be sure we are keeping those properties. I also believe the BOE budget should be paying and planning to pay for any and all building maintainence to their buildings. It is a personal pet peeve of mine. I believe the same of the Fire Dept. , PD etc….
    As a home owner you know you need to plan for things like roof replacement and the like…I believe the financial mismanagement that occurs administratively town wide is sickening and has been going on a long time is just barely beginning to stop-it is a hard practice to halt–it means changing the entire mindset and work ethic of more than one generation of people. It is a process-and it seems that as the incompetent managers are weeded out(without lawsuits costing the taxpayers!!) quite possibly we may begin to see change. Like everyone else-I wish people were honest and had good work ethics…sadly they learn what they live…like Miron did. :/

    You’re kidding, right? ONLY $1 Million? The Town Attorney should be a full time employee. You can’t have any Town functionary who decides on his own how much he will charge us. It’s just crazy. It’s as crazy as spending,oh say, $1.8 MILLION.

    How much do you think the BOE and FD and PD should pay the Town for those buildings. The Town owns them, you know. Maybe they can charge admittance fees? “You’re under arrest. That’ll be $5.75. please. Overnight fee is $29.95.”

  16. Phin you point is well taken on Franklin and Nichols and waiting to see what the long range plan will actually be. However, I do not support the closing of any schools. I think it was Dave Killeen who said we need to see what the projected enrollment figures will be. That makes sense butI still am skeptical about closing schools.

    I am always criticizing the town attorneys budget but I will not let the school system of the hook. I have been speaking to a third party who had contact with people in the school system who told me the waste in the school system you would not believe. I do not want to spew innuendo so I will attempt to get specifics but I have no doubt there is waste there also. I understand too that part of our litigation expenses come from the Miron era or error. I never agreed with budget referendums and still don’t for reasons I have already delineated. But I will tell you what: If the taxpayers get mad enough they will start demanding it in town. Short of that the Town Council will have to say to all Town Departments here is your pot of money (much less then they are accustomed to) and deal with it. If you need additional appropriations come back to the Town Council each and every time. The Town Council will just have to put the coffee pot on and work 8 days a week. That is what things are coming down to if our officials and bureaucrats do not start doing the right thing.

  17. Jez you know I have advocated since 2007 the Town Atty should be a salaried position with perhaps 2-4 assistant town attorneys. I did say or less that $1million. I agree he alone should not be deciding our fates. Less the $1million? I am all for that too, do not misunderstand me. The Town Council should be bold and change the system but they do not want to for whatever reason. Where are they in all this? We need some true reform in town.

    John and Jez, I would like to suggest an addendum to your proposal for a salaried town attorney: any case beyond the ken of the single salaried attorney will be put out to bid on http://www.shpoonkle.com/ In this way, we will use free market forces to our benefit (higher quality at lower cost) instead of having taxpayers automatically outsource work to overpriced hacks like Dick Buturla and his cronies at Berchem, Moses, and Devlin, who only survive through political patronage.

    Actually, “chronic disease” might be a more appropriate term than “target”. No one exemplifies what is wrong with Stratford more than James R. Miron. There are others who try very hard to compete such as Norm Aldrich or Rich Buturla, but the crown still belongs to Miron.
    The only known cure is sunshine applied repeatedly and in large doses.

    And now a word (ok, maybe more than a word) about this blog in particular. I may not have been entirely accurate about the readership of this blog. It is actually surprisingly high. That can only be a good thing. It essentially means voters and taxpayers want to know what is going on and whether they post or not have an interest in their Town.

    It doesn’t matter who anyone is that would post an opinion here. The opinion stands by itself. It is utterly irrelevant who might hold it. In addition, the politicians in this Town have a long track record of retribution and vengeance. As examples one can cite Diane Toolan, Joe McNeil, Orlando Soto, Jay Cybart, Doug O’Meara, Ellen Murray, Elaine O’Keefe and so many others. In these particular cases, not only were they singled out but their families were made to suffer as well. Thankfully, most of these people have survived and some have been made whole. It remains, however, that we as citizens have lost their services which in most cases were invaluable and irreplaceable.

    We also have our share of heroes that persevere and continue to serve us. The volunteers that continue to provide their knowledge and talent for free at Stratford EMS, citizens who put in their valuable off-time with children at Sterling House and volunteers at the Baldwin Center. This community would be far less without them. They need to be recognized and thanked as often as possible.

    Nonetheless, we as citizens have a right to know what is going on in our Town and to voice our opinions about it. It is that simple. Despite what Councilperson Kim Meuse might disregard as an invalid opinion due to a lack of identity or what her leader Jim Miron might use an an excuse to dodge a question, citizens have valid opinions whether they are anonymous or not.

    So keep reading and post if you wish.

    I concurr with your post. Please read to the end about how
    NSC patriotic dissident about suppressed technology could
    have prevented 9/11, which killed 3,000 people including our
    courageous: military, police, fire, & ems. I relate it to your blog:

    A couple years ago I spread word at Town Hall about this blog.
    You were ticked.
    However readership increased.
    It was a targeted audience.

    Several Police have told me they read the blog.
    Several Fire, PW, Town Hall, & BoE told me they read.

    There was a man on 60 minutes who leaked information to the
    Baltimore Sun, that the NSC had technology that very likely
    could have prevented 9/11.
    He has been charged with Treason.
    This is despite 3 NSC coworkers CONCUR.

    The man spoke about speaking “TRUTH to POWER!”

    What is TREASON about PREVENTING 9/11?

    This CBS “60 Minutes” about NSC having technology in place in
    the late 1990s (not activated) could be some validation to those
    of us who believe certain people in the Military / Intelligence
    Community either created or allowed 9/11.

    Without 9/11 – how many hundreds of thousands of human beings
    would still be alive?

    Without 9/11 – would Saddam’s oil be taken off the spot market,
    giving excuse for OIL to gor from $ 12 a barrel in 12/1998 to $247
    a barrel 7/2008.

    Without 9/11 – would the Stock Market been crashed & stolen
    causing financial chaos, including increased foreclosures and
    lost jobs ….. while the thieves prospered?

    9/11 – Police, Fire, EMS, Military and others RAN to DANGER.
    I have NO DOUBT the VAST MAJORITY of STRATFORD’S…would
    do the SAME…..!!
    > I can argue against ABUSIVE O.T. = PENSIONS & KITED PRICES
    for Health Care, disallowing higher percentage of contributions,
    because the excesses allow fcor KICK BACKS + My belief!

    Most of the Stratford Police, Fire, EMS, BoE and others know more
    about the TRUTH in STRATFORD than most citizens.
    They love the monopoly money thrown at them. However they have
    self respect, patriotism, empathy, and concern about unfairness!
    The overwhelming # of them feel compromised and frustrated by the
    people who have been destroying Stratford, just like JEZE & I.

    So I concur with all of your post, except Mrs. Meuse.
    Of the Town Councilors I gave her a donkey & Catalano an elephant
    as the only 2 councilors who mostly have spoken “truth to power.”

    The Constitution starts with 3 words

    “We the PEOPLE.”

    It says nothing about POLITICAL PARTIES.
    The POLITICAL PARTIES stole our government for themselves, despite
    many decent and honest people in those parties.

    TRUTH to POWER … WE THE PEOPLE …. OATH of OFFICE … PLEDGE of

    You would be the only one taking notes as Public Forum
    speakers talked about their issues.

    2) Follow up with the Mayor or Department to solve problems.

    within a matter of hours….

    Jeze would also make for great political theater at the Town Council.

    “Basically,” said Joe McNeil, president of the Stratford Police Union, “this man was never going home and working an ungodly number of hours, and the question is: Was this guy entitled to all these hours? I think the answer is `No.’ ”
    The union reacted to DeLieto’s pension payout by filing a grievance against him with the then-chief of police and former Mayor Jim Miron. Nothing ever came of it…”

    Let’s take a look at “Nothing ever came of it”. It not quite as accurate as could be, is it? Who was the Local 407 president that filed the grievance? Why, that would be Shawn Farmer, wouldn’t it? And who was the Local 407 vice president who became president after Farmer? Why, that would be Captain Joe McNeil wouldn’t it?

    But let’s look at the other side as well. Who was the Deputy Police Chief (you know, the one who was only a lieutenant and suddenly promoted to Deputy Chief by Miron) who approved the enormous amounts of overtime? Why none other than Joseph Loschiavo. And who was the Police Chief? Why it was John Buturla, the Town Attorney’s brother whom Miron appointed.

    Now let’s put it all together and see how it plays. Who was singled out and forced to leave while the other was demoted, suspended, arrested and suspended again after Miron tried to get his brother hired by the PD? That would be Shawn Farmer and Captain McNeil, wouldn’t it? (Why they threw Lt. Orlando Soto in for special “treatment” remains a mystery). Was there actual evidence? Nope. Was there a conviction? Nope. Was the case quietly settled after the State Attorney finally gave up? Yup. In fact, we got off cheap. Anyone else who went through this sort of persecution would be suing for false arrest and the two YEARS of anguish and tension.

    While not as elaborate as one of George’s conspiracy theories, this one is easy enough for anyone to follow. This whole mess is merely one example of how vengeful and vindictive Miron was/is. No amount of posting “public service” messages on Patch can erase that.

    And while we’re on this subject of pension abuses, lets be clear as to what is not an abuse:

    In the last twelve months, two firefighters retired with pensions that top $100,000. Two of the other three firefighters who retired in the same year now have pensions that exceed their former base salaries.

    Two “firefighters” were assistant fire chiefs. We only have four of those. One of them must be on duty all the time. 168 hours divided by 4 = 42 hours/week. What could possibly go wrong? Oh, I know! One of them gets sick, injured or takes a vacation. Maybe even resigns. That leaves three. 168 hours divided by 3 = 56 hours/week. That’s if none of them gets sick, injured or takes a day off. But then…another retires. That leaves two. 168 hours divided by 2 = 84 hours/week each. See how that works? Ron Ing, the HR Director, couldn’t. Maybe that’s why he deserves a raise?

    ECONOMIC DEVELOPMENT (Money motive) puts all of
    the GREEDY into a BOX.

    COLLECT huge BLOOD MONEY PENSIONS and the
    bribing patrons make a FINANCIAL KILLING?

    Take a chance they were NOT SET UP, with all going
    down for CORRUPTION, including accessory to Murder?

    Do the right things, get lower and respectable PENSIONS,
    and EARN REWARDS of part of the BOOTY ….

    Despite STOCK MARKET pulling back, I do NOT feel the
    “FIRE SALE” has yet to hit.

    We have discussed this. The Patch is a commercial website. They have an absolute right to control their content. That includes style, volume and content.     This blog is a personal effort. If I wish I may exert complete control of its content. It happens that I don’t. My only exceptions are profanity and references to private citizens who are entitled to be left alone. I can’t remember the last time any post was deleted.

    While I do believe you are entitled to express your opinions, others do not have a legal obligation to publish them.     the request to raise Sewer Fee to $ 345.

    I got into 20 foot discussion with Florek about F. O. I. and
    the BAIT & SWITCH. Florek claimed no F.O.I. violation.
    C. A. O. GEEN heard the discussion.
    Expression on his face “Aw S***, we got caught.”

    He discussed with Florek during recess.

    When meeting started again … Geen recommended against
    having the vote because the $ 280 was what was posted and

    Editor’s note:

    Readers will notice that the list of links (on the right) has grown a bit shorter. While we do not endorse either Town political committee the RTC seems to have the only website that works. The DTC website has been down for more than a year now.

    Gone also is the link to Stratford Patch. They have chosen to delete almost any post that disagrees or contradicts Miron. We simply cannot be associated with such an unbalanced view.

    Soon to be gone is the link to Local 407 of the Stratford PD. Similarly, the website is apparently blank and no information is available.

    Recently added is a link to the Stratford Star. The Star’s reporting has improved considerably since the departure of Fred Musante. John Kovach has worked very hard to restore credibility to the Star.
