Planning the next tax heist.

It is mid-summer and time for our political gangs to pick the next raft of candidates who will raise our taxes. To be sure, every single candidate from either gang will decry the high tax rate here in Stratford, oppose the Airport and support Economic Development as a way to reduce taxes…until November 9th. (Election day is November 8th). You can also be sure that not a single candidate will call for a forensic audit, clawback of outrageous pensions, reduction of politically appointed “consultants” or the curtailment of legal fees.

Nonetheless, registered Democrats and Republicans (Sorry, Independents. You don’t have a gang.) are invited to watch.

The Democrat’s* meeting is scheduled for Wednesday, July 20, at 7 p.m. at Baldwin Center.
The Republican meeting is scheduled for Thursday, July 21, at 7:30 p.m. at the Mill River Country Club.

*There is no published list of members for the Democratic Town Committee. Membership is apparently a secret. After Miron who can blame them?

    In case anyone is wondering, the current Town Council reduced spending on Economic Development by 43%. In a budget of $188 million they could only find $100k or 0.5% of the entire budget, yet our Town Attorney’s budget remains 300% more than any other surrounding Town.

    Special note: This blog will support Stephanie Philips for council or anything else she decides to run for. The citizens of the second district are extremely well served by Ms. Philips who has proven to be the most intelligent, thoughtful and well spoken elected official the Town has had in many, many years.

    Admiration is one thing. Casting your ballot is another. Unless, of course, you admire her views on government operations, tax policy, pension fund management, economic development, communication skills and her ability to eschew local party loyalty in favor of her constituents’ well being.

    Let us keep in mind that no matter how “attractive”, these people (including the ones the RTC will select tonight) are the ones who will raise your property taxes next year.

    That is the big accomplishment? Pretending to act like a grown-up? And, by the way, have you read the nasty letters between the “Republican” and “Democratic” Registrars of Voters?

    Also, great job on recruiting in the Second District. Not a single RTC candidate in a decade. Why is that?

    The winning platform once again for the RTC will be “No Mironistas here”. And just to help the RTC along, Miron keeps publishing his inane comments reminding us of how irresponsible he was. Sadly for us, Stratford citizens need way more of a vision than “Not Miron”.

    I’m a bit disappointed that we see some names of people who already served. I think that speaks loudly that there is no new blood in the party. Or that people do not want to try to find the mind-numbing BS that is Stratford politics.

    The clock is winding down on the anti-Miron platform. Despite our former mayor continuing to spout his nonsense at some point the GOP and Mayor Harkins are going to have to run solely on their record. While the circus like atmosphere of the Miron administration is gone that’s not enough to hang your hat on.

    It would have to be about half of whatever you paid for it. The tax rate is the highest within 50 miles. Maybe within the State. The schools are overcrowded, incompetence is rewarded with pay raises, public works keeps losing public workers and nothing ever changes except the mill rate and Town Attorney fees which only go up.

    Except for these pages, where else have you ever heard of the Democratic or Republican Town Committees? The DTC doesn’t even have a website. The absolute best either committee could come up with were James Miron and John Harkins. Neither Town Committee has any sort of outreach program. If fact, there is not a single indication that anyone new would be welcome. Some are actually scorned. Just ask John Fahan.

    2. He made sure to sneak (or at least try to sneak) a slush fund into the town budget for his theater group

    3. He single-handedly killed any chance of opening the theater (because his company and his theater group were going to be shut-out)

    4. He spent Green-Sweep Day helping in a different district (while others were cleaning Longbrook Park)

    In 2007 we refinanced and my house shockingly was appraised at $335,000. We paid $135,000 in 1997. Now its value is about $270,000. I still wouldn’t pay $270,000.

    One thing about Mr. Catalano is that he has always said that the only reason he ran for Councilman was to get that theater open. It might take him 8 or 9 terms to do it.

    Lower. Every time you see a bank/financial company buying a home for $1, that is not a good thing. Also, it is much, much more difficult to get a new mortgage. With the housing market at it’s slowest it is also difficult to sell an existing home (the other way to generate the down payment) to move here. Raising the mill rate on top of that adds to the burden. This Town adds $650+ per month to the mortgage payment. Some might say that is a lot.

Because there are other website editors beside myself, we needed to make it easy to reach. The vision for the site is to focus on challenges & accomplishments, platforms, issues, and ideas that convey the spirit of Democrats and our love for Stratford.     Once the site contains text in the vernacular I will be happy to provide a link to it. I will also be happy to shamelessly steal from it whenever I can. Hopefully, it will contain a membership list so that we can identify the players when the letters to the editor start appearing.

    I must admit that you have a long road ahead of you. Some of your membership will blame the Republican Town Committee for a rainy day. But perhaps your biggest burden remains Miron and the Mironistas within your midst.

    Hopefully, you may be the one that can lead the DTC out of the inbred club it has become and open the membership to real Democrats. Clearly, you are the most intelligent and well spoken member.

    To be truly honest Jeze, I think you are more hung up still on the illeged “mironistas” than the members of the DTC. There are a lot of new, fresh members on the committee and the past is pretty much in the past. The major issues in the letters to the editor have been largely coming from the two leaders of the two town committees. There has been no mention of former Mayor Miron at all, as far as I have seen. Just my two cents.

    Well That’s true enough. I wonder if the town committees don’t get a lot of new memberships because people are just disenfranchised and feel there is no hope. That is sort of what happened to me, I am ashamed to say.     There are 10 districts. Each republican district has either 8 or 10
    members. I forget? The R did not have the main room, which had
    a party and there were 63 people present, but the tables were
    smaller. The R work within district only.

    I believe there are room for about 90 DTC. They would be easier to
    take over, if everyone from any group could manage a couple hundred
    people to work to gether.

    Registered D & r can vote for Town Committee Members.
    D are open votes, where everyone knows who voted how.
    R are secret ballots. No one except the people counting, really
    know if anyone really cast ballots or how they voted?

    Yes I am being cynical and sarcastic.

    No offense to Paradise Green, but there is a better chance of winning
    powerball, than someone who wants to join the Town Committee to
    get on … unless there are extenuating circumstances, like my fellow
    District 3 former Democratic councilors … I forget their names? 😉

    I gotta agree with you. Santi was Miron’s sock puppet for years. Fuller was Miron’s treasurer and Buturla still has cases (and invoices) for the Town. The RTC isn’t that much better, but at least you can see who they are. The DTC membership has to be FOI’ed from the Town Clerk. Unless of course, the DTC is primarily recruiting Latins. And by that I mean original Latin.

    So are you implying that because a Mayor has officers from his own town committee said officers are “istas”? So who are the Harkinsistas? OR Decillioistas for that matter? Every major office held by a party – be it Mayor, Cogressman, Senator or President has support from their party. That goes both ways. Hell, even the Hillary supporters campaigned for Obama once he won the party nom. To blame people because they supported the candidate from their party at the time is just silly. No matter which party you are talking about. I don’t think Harkins is doing particularly that good of a job, am I supposed to call the people that helped his campaign or who hold office on the RTC now, puppets? What about those people who switch parties for one agenda or another? Bishop and Forester come to mind. What shall we call them? Opportunists?

    As I have said before, I really don’t have faith in stfd politics as a whole. Nothing has changed in over 30 years, if not longer, so I mean it when I say I have reached the point where I could not care less. I just think that to criticize people for standing by their candidate is silly. That is what politics are all about. The people may talk behind the candidate’s back now, lol, but in public they all just talk the talk, no matter what party.

    Very valid points. Unfortunately with either gang in Town there is not much of a vision to support other than power and money (ours).

    As usual, in Miron’s case it was more extreme. Not many elected leaders call for the extermination of members who do not fully agree with him. True to his nature, Miron was the most arbitrary and mean spirited “leader” in decades. To support that on a consistent basis as Santi did shows a severe lack of character. Just sayin’…

    I can’t think of a single positive thing either gang has accomplished for Stratford residents in living memory. But as long as people vote simply because there is a “D” or “R” after a name we will only get more of the same.

    employer refused.
    . This Voter Registration Card is an accepted form of ID

    Has anyone noticed a distinct change in the DTC lately?

    Jim Miron seems to have disappeared. (not a terrible thing) No posts or blog entries on Stratford Patch or his own blog in awhile.

    Phil Onofrio served up a big fat meatball pitch when he proposed paid supervisors for EMS and Mr. Miron was surprisingly quiet. Even when the proposed changes including taking power away from his good friend Jon Best Mr. Miron was still silent.

    Combine that with quite a bit of activity on Stratford Patch by David Fuller, Olivia Gombar, and Robyn Greenspan. They have represented themselves well. In addition, Robyn Greenspan even went so far as to publish a list of DTC members. Shocking. Even more shocking was that the list lacked the last name Miron. At the risk of sound like George, is that list really accurate or has Jim MIron’s name been left off the list on purpose?

    Has the Stratford DTC finally decided to break away from the Miron influence to attract more voters to Democratic candidates? We all know that any association with our former mayor was like a kiss of death for any candidate.

    Or is this all part of a more George Mulligan like conspiracy? Jim MIron goes quiet leading up to the election in order for DTC candidates to win enough seats to either get a tie on the Town Council or even taking control of the Town Council thereby creating a real problem for Mayor Harkins. Once the election is over Jim Miron returns to his old ways in a run up to the 2013 election.

    Fascinating.

    Olivia has represented herself exceptionally well from my perspective.
    She (D) might give John Dempsey (R) a run.
    Ray Voccola (D) had a lock on the district for decades.
    John has friends in both parties & goes way back with Dominic C.

    to stop by, look at the tire, & ask about my Health.
    NOTE: Early in John’s (first latest term) I spoke to him and he was
    very sick, so I wished him good health & got off the phone, so he
    could rest. Later John told me “I was the only person who showed
    concern for his health – the other people who called, just talked
    about THEIR ISSUE, not caring that John was sick.
    – I like John & Olivia as people. I hope Olivia wins, only to try to
    throw problems at the powers who are.

    Robyn appears very well intended and capable.
    I make no secret I want “ANYONE but KUBIC!”
    It is a huge bonus that Robyn seems to be what she wrote
    & I hope she wins.

    Matt & Stephanie are unopposed.

    I think Mary Young to be among the most capable of the (D).
    Lordship is mostly R. However Sue Collier won in the past.
    The Colliers are exceptionally well known in Lordship whereas
    Mary is far less well known.
    While I like Chris Barnaby as a person, I do not think he has
    represented Lordship well, nor represented Stratford well.

    Dave Fuller is very intelligent, but more accademic than a
    personality. I know little about his advesary, except he is
    fairly well known and has long time community roots.

    Malloy isn’t running.
    Last I knew Esq. Connelly was dropping out.

    I have no clue why Connors is running, but he and Hoydic
    are likely locks (likely Kubic too.)

    I liked Kim Meuse. Know nothing about her District.

    The R think they can get 8 – 2.
    I would love to see D get 6 – 4.
    I would FAR PREFER TRUE INDEPENDENTS to be 10 – 0
    on the TOWN COUNCIL, take over the BORED of EDUKATION
    and ZONING.

    I absolutely believe BURTURLA – BERCHEM are DEEPLY in
    CONTROL of both POLITICAL PARTIES.

    1.) How long have you been on the DTC?
    2.) John Fahan is no longer a DTC member. That is a pity. He is an honest and independent thinker. What do you think of his treatment by ex-mayor Jim Miron?
    3.) How about Gavin Forester’s treatment?
    4.) What was your position on Jim Miron’s hiring of Justin Loschiavo? And the consequences of that decision that taxpayers are continuing to pay for?
    5.) Do you believe Jim Miron and Democrats served the public interest by leaving our fire fighters with antiquated and inadequate equipment?
    6.) What was your position on Jim Miron’s proposed sale of Long Beach West, the manner in which he sold the deal, and the result?
    7.) Did you support Save Stratford?
    8.) Do you think it was right of Jim Miron to target experienced, talented, and (in some cases) award-winning Town employees for firing?
    9.) While legal, do you feel Jim Miron’s “buyout” of loyalists was an appropriate use of taxpayer dollars?
    10.) Rich Burturla is still a member of the DTC. What are your thoughts on his record of directing town business to his law firm of Berchem, Moses, and Devlin?

    13.) Was it right of the DTC to not ever so much as publicly distance itself from Dick Miron, a convicted felon who stole money from over 70 grieving families?

    This is a preliminary list. I am sure others will wish to ask their own questions, and encourage them to do so. My purpose is to give you ample opportunity to explain your principles, positions, and thought process by the variety of topics mentioned. It would behoove your colleagues, Mr. Fuller and Ms. Gombar, to also go on the record by answering these questions.

    For full disclosure, the three possible responses to my questions will be interpreted in the following manner.

    If you don’t respond, our dear readers will have to consider Mike’s theory of a bait-and-switch — behind the talk of change and transparency lurks Jim Miron’s hopes of another go at destroying Stratford — as a plausible explanation for your and the DTC’s actions.

    If you do respond but refuse to answer the questions, citing a desire to “move forward, not look backward” or some such similar excuse (your chairman, Rick Marcone, has given several variations on the theme), we, again, will have to think your motives suspect. Voters have consistently shown a desire not to return to the Miron-style of arrogance, incompetence, and corruption in politics and government. It is in your self-interest to declare loudly and frequently that you are not of a piece with Miron’s legacy and future plans.

    Answering without answering would also be less than honest, considering a number of these issues are ongoing and the way to avoid future mistakes is to learn from what was done wrongly in the past. If you refuse to acknowledge past Miron and DTC mistakes, why should voters trust you to make good decisions going forward?

    If you do respond thoroughly to each question, leaving no ambiguity as to your past and present positions, I may still disagree with you, but your candor will go a long way toward proving your claim to “believe in operating transparently and thinking independently.”

    Case in point: Immacula Cann (BOE candidate) has filed a CHRO complaint against…wait for it….the BOE.

    Can we get a candidate with a bigger conflict of interest? Who, in their right mind, would vote to put a candidate in charge of the opposing side of litigation?

    C) GAVIN, BOB, & JON have a legit EMS Building – which was likely
    needed. But at what COST

    5 – Are Volunteer EMS being manipulated into helping to create a PAID
    EMS, which is likely to evolve, because of the apparent standard ploy
    of “DISASTER BY DESIGN?”

    3) Justin LoSchiavo = rhettorical. Yet what was real motives?
    Cover stories & fronts common in Stratford politics

    4) Fire fighters antiquated equipment?
    Nothing prevented the James Feehan Council from upgrading.
    Mr. Feehan is a profession Stamford firefighter & owner of a
    Fire apparatus company – Logically he would be MOST anxious
    of anyone, NOT to DELAY PURCHASES, wouldn’t he?

    PORTIA your partisanship betrays your normal logic.

    5) LBW was phoney from the START, which I raised ISSUES with
    at the SAINT JOSEPH CHURCH announcement.

    BIDDERS. I believe NORM worked with PREFERRED VENDERS

    After presenting the case for not voting for Immacula Cann (BOE candidate) which took me moments to uncover, i must say that my prediction for the upcoming election this November is that voters will stay away in droves.

    Refuting the corruption and incompetence of the Mirons should be a required course for entry into the DTC. While I am certain that every member of the DTC would love for the whole episode to just go away, it will not. It is possible that the DTC will remain out of power until they acknowledge their mistakes. Instead they seem to keep making the same mistakes and nominating the least acceptable people.

    I am hoping that Ms. Greenspan doesn’t let the opportunity slip away.

    I like & respect Gavin, who I saw tonight, for his EMS and

    I think Malloy is the most intelligent councilor ever
    I think Gavin is second.
    They are both far smarter and more capable for a wide variety
    of positions than I will ever be.
    But I disagree with political priorities.

    I am a radicalize conservative liberal populist who believes in
    the Constitutional representative Democratic Republic, using
    a properly regulated mixed free market and equitable command
    economy of Capitalism, for (reasonably realistic) uniform social,
    political, economic, and personal opportunity.

    If each reader thinks about it – it applies to all of us.

    We value fair.

    I appreciate the time you took to craft these thoughtful questions. Obviously, they have been on your mind for a while. Just as you’ve pre-qualified my responses for me, it’s only fair that I be allowed some equal time to characterize myself before giving you my answers.

    First, I don’t get involved in the politics of politics. I want to perform public service and have informed conversations, not get involved in personality conflicts.

    Secondly, my natural inclination as a journalist is to gather as much information about a subject as possible before writing. I try to be meticulous in my fact-checking, double-checking quotes and researching. That being said, there are questions that you are asking that I have such limited knowledge that I can’t possibly form an accurate opinion.

    Which brings me to my third point. Some of the information I have comes from newspaper articles. Having been at the very same events in this town where reporters were present and then reading very different accounts of our shared experiences, makes me deeply question the overall accuracy of reporting this town has received.

    Those are my truths. Anyone who knows me well will likely confirm these three points.

    1.) I have been involved for the last 10 years, and I believe I was elected to the DTC in 2004.
    2.) I don’t know Mr. Fahan well other than he seemed to be an active member of the DTC and was at meetings. I voted to endorse Mr. Fahan as a candidate for Town Council. I know there was some conflict that occurred between Mr. Fahan and the former Mayor but don’t know what transpired.
    3.) I know even less about the situation with Mr. Forrester and any treatment he did or didn’t withstand.
    4.) From what I understand, Mr. LoSchiavo has a medical condition that does not disqualify him from being a police officer. (From the EEOC: “Individuals with epilepsy also can perform jobs that might be considered ‘high-risk,’ such as police officer, firefighter, welder, butcher, and construction worker.”) However, I believe there is a period of time one is not allowed to drive following a seizure. I am not in agreement with that violation.
    5.) Wasn’t there a Republican majority on the Council during that time? I’m not sure I understand how this blame is being assigned. However, I am in support of everyone – especially first responders – having the necessary resources to do their job well.
    6.) There was a referendum to sell the property for $10 million, which residents approved. The deal was killed, after Mayor Miron left office, by the Town and the land trust because the property was worth $7 million at the time of the sale. I’m not sure what you’re asking.
    7.) I’ve not worked with or communicated with any of the members but I do support every citizen’s right to live free from toxic waste.
    8.) I don’t think it is right for anyone to be fired without just cause. Without access to personnel files, performance reviews, developmental plans, etc. I don’t know the circumstances and can’t be expected to comment. If any employee feels they were illegally fired or without cause, I would recommend they seek legal counsel.
    9.) It’s not something I would do if I wanted to leave a lasting positive impression.
    10.) Was he the Town Attorney at the time? I think it’s a conflict of interest for anyone working for the Town to profit from the Town’s business. (Does that fall outside this statement in the Charter: “Neither the Mayor, nor any officer or director of the Town, shall do business with the Town?”) It’s not much different from the referendum that a current Mayor can’t also hold outside employment.

    Robyn. 1991 Referendums:
    1) Budget Cap 2%. It limited what the annual increase could be.
    2) Term Limits

    A certain ex-town council’s wife works very, very prominently
    for the town. I was told by a former councilor that person
    stated that he helped arranged for the Town Attorney pay rate
    to go from $ 60 to $125 because they allowed his wife to work
    on the town payroll. The family needed both the pay & benefits.

    Back then there was Faye Arlio & Lauren something who said
    they had records, which they produced at Town Council meetings
    that the BoE was paying Burturla $ 125 per hour.
    The problem?
    The Town Council sets & controls the BUDGET Expenses & until
    July 2001 when the attorney fees went from $ 60 – $ 125, it
    appeared Burturla was in big trouble.

    The Ethic commission illegally destroyed my 7 complaints & had
    a complaint vs. Fredette, who won it. Related to Pensions.
    He counter filed. I absolutely believe if they had a certain attorney
    in a position to be disbarred & jailed, if they choose to address
    certain issues. It was not in Fredette’s party interest to do anything
    except maintain a balance of power, which they did.

    Linda Palermo often worked with the interest of Dick & Jim Miron
    despite being a Republican. She was involved in a Law Suit that
    an Administrative Judge kicked out the Budget Cap. (# 1)
    – It was the same day as my court case in Hartford vs. exPolice
    Chief Mossman, which I had to try to go pro se, and Linda had
    subpoena’ed Diane Buda & Eleanor Burke, who were then not
    able to testify for me.

    Thank you for taking the time to respond. Your willingness to engage is refreshing, which is much more than can be said of your colleagues, Fuller and Gombar, or indeed Jimmy Miron. Obviously you have obviated the first of my pre-qualifications. You did answer, and that is to your credit. But do your responses fall into categories 2 (answered without answering) or 3 (unambiguous candor)? That assessment is best made on an individual basis and ultimately adjudged by our readers. For ease of review, I have consolidated the questions and answers below. I have also added brief rejoinders.

    My interest is in getting at the truth, as far as it can be known, not nebulous “truths.”

    Question 1: How long have you been on the DTC?

    Robyn’s Answer: “I have been involved for the last 10 years, and I believe I was elected to the DTC in 2004.”

    Portia’s Rejoinder: This answer is especially important for the ones to come. Your DTC membership start date of 2004, right before the mayoral election, establishes that you were “in the know” or certainly should have been. The longevity of your membership also means that someone must have liked you – and that someone was Jimmy Miron. The DTC under the Miron regime did not tolerate dissent (as we shall see below) and DTC membership became the exclusive province of Miron cronies. I sympathize with the task before you in claiming otherwise.

    Question 2: John Fahan is no longer a DTC member. That is a pity. He is an honest and independent thinker. What do you think of his treatment by ex-mayor Jim Miron?

    Robyn’s Answer: “I don’t know Mr. Fahan well other than he seemed to be an active member of the DTC and was at meetings. I voted to endorse Mr. Fahan as a candidate for Town Council. I know there was some conflict that occurred between Mr. Fahan and the former Mayor but don’t know what transpired.”

    Portia’s Rejoinder: Your claim – to “know there was some conflict” but not “know what transpired” between ex-Mayor Miron and John Fahan — is contradictory on its face. To know there was a conflict is to at least know something of what transpired. But I know for a fact that you can do better than this.

    Do you not recall receiving a series of emails between Jimmy Miron and Dave Fuller on October 16, 2009? The subject line, not to mention subject matter, was somewhat memorable: “A RAT LIVES AMONGST US.”

    Miron’s supposed “RAT” was John Fahan. After reciting various allegations, Miron admits that he had not given John the basic courtesy of responding before tyrannically calling for Fahan’s censure and endorsing his Republican opponent, Matt Catalano (to his discredit). David Fuller’s response was limited to a note of the procedural impossibility of expelling Fahan from the DTC if he went on to win the election – Miron had apparently not bothered to read the “Party rules and By Laws” before accusing Fahan of violating them.

    How brave of Mr. Fuller to point this out while not challenging your “Leader’s” characterization of a fellow member and human being as a “RAT.” And how brave of you, Ms. Greenspan, as well as Ms. Gombar and all the other DTC members (almost all of whom are still on the DTC), for remaining unperturbed by Miron’s authoritarian excesses. Even when this private exchange became public on this blog, https://stratfordcharter.wordpress.com/2009/10/21/democratic-town-committee-continues-to-burn/ , on October 21, 2009, nary a word was heard from the DTC or its individual members.

    Miron replied, from the Blackberry and on time paid for by Stratford taxpayers, to Dave Fuller reiterating his calls for Fahan’s censure, recommending ex post facto changes to the rules to punish Fahan, and urging that Fahan just “not win” the election. Miron signed off with this pearl of wisdom “the best thing to do with a rat is exterminate it.”

    Now your email address, but not Mr. Fuller’s or Ms. Gombar’s, was absent from the Blackberry message. Perhaps I was too hasty above. Perhaps you wrote a private email to, called, or met with Miron protesting his poor judgment and hateful words against Mr. Fahan. Stretching credulity further, perhaps Jimmy left you off the “extermination Party” email list because of your having called out his bad behavior. (A girl can hope, can’t she?)

    But that did not happen. Even now when asked, “What do you think of his (John Fahan’s) treatment by ex-mayor Jim Miron?,” which was my actual question, you could not bring yourself to criticize the “Dear Leader.” How disappointing.

    Question 3: How about Gavin Forester’s treatment?

    Robyn’s Answer: “I know even less about the situation with Mr. Forrester and any treatment he did or didn’t withstand.”

    Portia’s Rejoinder: “Withstand” is an interesting word, implying endurance from something destructive. Indeed, Mr. Forrester did well to withstand Jimmy Miron’s paranoid (purging the DTC of any member suspected of harboring sympathies for Gavin) and brutish behavior (the 2008 council meeting that nearly came to blows). After Miron’s physically aggressive movements toward him at that meeting, the always personable and usually placid Gavin was compelled to tell Miron “Stop waving your fingers in my face, you’re a nut” and “I don’t have to calm down. I’m just doing my job asking questions. Get out of my face.” (https://stratfordcharter.wordpress.com/2008/09/09/monday-night-raw/ )

    To her credit, your colleague Emma Brooks left the room, said the behavior on display was “disgusting,” and apologized to taxpayers, saying “If I didn’t, then you would all think I condone what happened here, and I don’t condone it.”

    Again, Ms. Greenspan, you have strangely chosen not to criticize the “Dear Leader.” We are left to have to conclude that you, along with Mr. Fuller and Ms. Gombar and all but one other member of the DTC, do condone Miron’s maltreatment of John and Gavin.

    Or maybe your questioning of “the overall accuracy of reporting this town has received” has led you to agree with Jimmy that any news articles unfavorable to him, particularly the hard-hitting, fact-filled reports of Richard Weizel, just didn’t happen.

    Question 4: What was your position on Jim Miron’s hiring of Justin Loschiavo? And the consequences of that decision that taxpayers are continuing to pay for?

    Robyn’s Answer: “From what I understand, Mr. LoSchiavo has a medical condition that does not disqualify him from being a police officer. (From the EEOC: “Individuals with epilepsy also can perform jobs that might be considered ‘high-risk,’ such as police officer, firefighter, welder, butcher, and construction worker.”) However, I believe there is a period of time one is not allowed to drive following a seizure. I am not in agreement with that violation.”

    Portia’s Rejoinder: Of course you’re right. An average epileptic, at least according to the EEOC or ADA, is not automatically disqualified from the job of policemen. But I didn’t ask you for a generic response. I asked about the hiring of a particular epileptic, Justin LoSchiavo, and the particular circumstances of his hiring by Mayor Miron. A far better writer than I, “Tullius,” has produced an airtight summary of the case, http://tullius11.wordpress.com/2011/03/25/jim-miron/ , which I will quote from below.

    For you, Ms. Greenspan, to agree with Jimmy Miron’s hiring of Justin LoSchiavo is to (as “Tullius” has written) expunge the factual record: “Detective Dinhanian’s and Captain Knapps’s reports, the opinions of multiple doctors, then-Police Chief Imbro’s and former CAO Branyan’s testimonies, the accident report, dispatcher recording, and the now not-so-secret Miron-LoSchiavo Pact”

    For you, Ms. Greenspan, to agree with Jimmy Miron’s hiring of Justin LoSchiavo is to (as “Tullius” has written) agree with Miron’s deliberate disregard for public safety by ignoring “LoSchiavo’s prior seizure-related car accident, failure to report multiple seizures since 2004 to his physician, the Town-appointed physician’s determination that he was unfit for duty, his own physician’s opinion that he should not “perform any activity which could cause serious injury” were he to become unconscious, as well as his abusing alcohol — which, in addition to being a seizure stimulant, can prove fatal by inducing status epilepticus.”

    For you, Ms. Greenspan, to agree with Jimmy Miron’s hiring of Justin LoSchiavo is to (as “Tullius” has written) think nothing, as Miron did, of placing a gun and police car in the hands of someone who was medically as well as morally ineligible for police service. “LoSchiavo had, by his own admission, “stole[n] town property, smoked marijuana, abused sick days, failed to report ‘under the table’ income to the IRS and was unable to provide an up-to-date driver’s license during interviews in Stratford and at least one other police department — LoSchiavo was still hired by Miron six months later (http://bit.ly/gCFvu8). Imbro has said of LoSchiavo’s crash into multiple cars — not far from thousands of potential pedestrian victims — on Stratford Day 2009: “…we can all be thankful nobody was seriously injured or killed.” Contrary to Miron’s brazen denials, this case remains an issue because it speaks to his deficiency of character and judgment…. Any Democrat unwilling to disavow the Mirons and their malevolent methods should not be entrusted with public office.”

    Ms. Greenspan, you have failed the “Tullius” test.

    Question 5: Do you believe Jim Miron and Democrats served the public interest by leaving our fire fighters with antiquated and inadequate equipment?

    Robyn’s Answer: “Wasn’t there a Republican majority on the Council during that time? I’m not sure I understand how this blame is being assigned. However, I am in support of everyone – especially first responders – having the necessary resources to do their job well.”

    Portia’s Rejoinder: This was actually a trick question (see George, you are not the only one who know how to bait!)

    The Town Council voted unanimously to approve the purchase of two demo trucks, which in addition to being desperately needed would have saved taxpayers hundreds of thousands of dollars (https://stratfordcharter.wordpress.com/2009/12/05/miron-sinks-firetruck/ ). Mayor Miron refused to sign the emergency purchase orders. We now know that he was otherwise engaged paying off cronies with our tax money (Question 9).

    Another missed opportunity to distance yourself from Miron’s failed legacy. All you had to do was cite the record of Council Democrats.

    Question 6: What was your position on Jim Miron’s proposed sale of Long Beach West, the manner in which he sold the deal, and the result?

    Robyn’s Answer: “There was a referendum to sell the property for $10 million, which residents approved. The deal was killed, after Mayor Miron left office, by the Town and the land trust because the property was worth $7 million at the time of the sale. I’m not sure what you’re asking.”

    Portia’s Rejoinder: “The manner in which he sold the deal” should have been enough of a clue, but what I was trying to get at is your position on the need for elected officials to be honest with taxpayers by way of this example of Jimmy Miron brazenly lying to advance his agenda.

    LBW was never going to be $10 million deal and ceased to be a “deal” when events exposed Miron’s big lie. Readers of this blog have known the lie to have been a lie since “freedomofspeach’s” post of July 23, 2008 (https://stratfordcharter.wordpress.com/2008/07/22/to-be-or-not-tosome-headlines-just-write-themselves/#comment-2413 ).

    Question 7: Did you support Save Stratford?

    Robyn’s Answer: “I’ve not worked with or communicated with any of the members but I do support every citizen’s right to live free from toxic waste.”

    Portia’s Rejoinder: You could have at least signed Save Stratford’s petition when there was an acute danger of the state and national environmental bureaucracies violating Stratford “citizen’s right to live free from toxic waste.” But, I guess better late than never.

    Question 8: Do you think it was right of Jim Miron to target experienced, talented, and (in some cases) award-winning Town employees for firing?

    Robyn’s Answer: “I don’t think it is right for anyone to be fired without just cause. Without access to personnel files, performance reviews, developmental plans, etc. I don’t know the circumstances and can’t be expected to comment. If any employee feels they were illegally fired or without cause, I would recommend they seek legal counsel.”

    Portia’s Rejoinder: Fair enough, although there are numerous public examples of Miron’s maltreatment of Town employees and how his erratic behavior caused bad morale.
    Stratford taxpayers have had to pay dearly… for the loss of good employees, for the failures of the cronies he hired, and for the settlement agreements (whether before or after lawsuits).

    Question 9: While legal, do you feel Jim Miron’s “buyout” of loyalists was an appropriate use of taxpayer dollars?

    Robyn’s Answer: “It’s not something I would do if I wanted to leave a lasting positive impression.”

    Portia’s Rejoinder: Should we take that as a “no”? As in, “No, I do not feel Jim Miron’s ‘buyout’ of loyalists was an appropriate use of taxpayer dollars.”

    Question 10: Rich (Buturla) is still a member of the DTC. What are your thoughts on his record of directing town business to his law firm of Berchem, Moses, and Devlin?

    Robyn’s Answer: “Was he the Town Attorney at the time? I think it’s a conflict of interest for anyone working for the Town to profit from the Town’s business. (Does that fall outside this statement in the Charter: “Neither the Mayor, nor any officer or director of the Town, shall do business with the Town?”) It’s not much different from the referendum that a current Mayor can’t also hold outside employment.”

    Portia’s Rejoinder: Frequently, yes, he was. I agree with you that Buturla’s shipping of Town business to his law firm of Berchem, Moses, and Devlin was a conflict of interest.

    Question 11: How would you describe Connecticut’s public financing program? Do you think it right for taxpayers to have been forced to subsidize Jim Miron’s quixotic state senate campaign to the tune of over $75,000?

    Robyn’s Answer: “I think the program is designed to help democratize politics but there are always loopholes. I would have to see how the former Mayor spent the money to determine whether he exploited the system.”

    Portia’s Rejoinder: Here we have a legitimate difference of principles. In my view, the problem with Connecticut public financing program is its premise, not supposed “loopholes.” As I wrote to Jez previously:
    “If Jimmy Miron came to your door and asked for a campaign contribution, would you give it to him? What if, after Jimmy said you must or he will have you arrested, you capitulated because you knew you had no choice. While that certainly sounds implausible, that is essentially what one of your beloved government programs, public campaign financing, enabled him to do.
    Miron legally stole money from you and me and every taxpayer in Connecticut. We didn’t have a choice, unless you consider imprisonment for tax delinquency a reasonable option. I don’t know about you, but I have better ideas for how to spend the fruits of my labor than paying (in part) for over $5,000 of Miron’s “consulting for marketing communications” with his girlfriend, $29,545.88 for “direct mail fees, produciton [sic] and postage” costs of a Democratic Party campaign firm, and $2,094.83 for fake Miron campaign supporters (“Fees for wages for temp workers for election day visibility”).
    Each dollar taken from a taxpayer to support immoral and unconstitutional programs like CT’s public financing scheme is a dollar less they can use to pursue their own happiness.”
    Obviously, you think, in the name of “democratization,” politicians should use government coercion to redistribute taxpayer money to themselves. I disagree and dissent.

    Portia’s Rejoinder: Good to know. But since Mironities remain in control of the DTC leadership, and not a single DTC member is either willing to criticize past Miron misdeeds or foreswear future support… does it matter?

    Question 13: Was it right of the DTC to not ever so much as publicly distance itself from Dick Miron, a convicted felon who stole money from over 70 grieving families?

    Robyn’s Answer: “No.”

    Portia’s Rejoinder: I had considered a different final question to be about the citizen-lead petition drive for a second charter revision commission in that Miron and Buturla vehemently opposed.

    The “not ever so much” in the question as it did appear should have been a clue that something more than a one-word answer was hoped for. Of course the DTC should have publicly distanced itself from Dick Miron, if for no other reason than basic political preservation (note for the future: a felonious DTC leader who exploited the dead doesn’t make for good PR). But somehow you and your colleagues just never got around to it.

    Even now, would it have cost you anything but the Miron’s support to say “actually, in retrospect, we should have asked Dick to step down immediately and revoked his membership if he refused, reached out to the victimized families, and contributed money to make them whole — and asked the DSCC to do likewise — since Dick Miron had supported Dem campaigns and our committees with stolen funds”?

    But, no, it is obviously beyond a DTC member to even pretend they are capable of doing right by the truth and taxpayers whenever the Mirons are concerned.

    My purpose in proposing these questions was to give you ample opportunity to explain your principles, positions, and thought process by the variety of topics mentioned. I think it transparently clear that while you have better intentions than the others, you are unwilling to lay to rest Miron’s legacy of arrogance, incompetence, and corruption. With the specter of a Miron mayoral restoration campaign hanging over the Town, voters should rally to the banner of Joseph Kubic and the entire Republican slate as the true and only anti-Miron choices in November.

    As you and most readers know, most Town Council candidates are
    hand picked and asked to run by the party leaders.
    Party leaders are not likely to pick independent thinkers or voters.
    Normally there is likely economic leverage like a spouse being a
    Teacher/BoE, or Town Worker.
    Or someone in the familiy works for a Municipality or BoE, or State,
    of federal agency or department or gets contracts or jobs before or
    after running and being on the body for at least one term/

    Most Town Council candidates had never attended a Town Council
    Meeting, with likely 2 – 3 exceptions being those who were on the
    elected position before, and weild the RUBBER STAMP.

    It is clear, plain, and evident that you are far more knowledgeable
    about the particulars in your questioning than Mrs. Greenspan,
    Mr. Fuller, and Mrs. Gombar.

    However, I know far more about specifics, personnel, cover stories,
    human chess, and the political machinations of which you wrote.

    It is my belief that at the top of each pyramid are the controllers,
    who create good cops & bad cops for issues the parties want to
    be discussed.

    What about the EMERGENCY DECLARATION circumventing the
    BIDDING PROCESS?
    – Did Malloy, Harkins, and Council commit a felonious act?
    – Was this covered by Town Attorney Burturla, since Harkins
    was sworn in that night and had yet to officially appoint his
    own Town Attorney?

    What about STEERED CONTRACTS?

    What about BID process manipulation, and questionable change
    orders?

    What about Chairman Malloy’s Town Council authorizing $ 103
    MILLION between MAY 9 & MAY 23, with Harkins Administration
    upping REBONDING from $ 25 million to $ 40 million (60%)
    violating FOI posting, because I read the $ 25 million into the
    record, when I and others spoke about it.

    What about Harkins Administration trying to SNEAK a 23 %
    SEWER FEE/TAX increase from $ 280 to $345 that Florek

    You’re casting a lot of assumptions and doing a tremendous amount of speculating about “what I knew when.” That becomes evident in rejoinder #1 where you make assertions about my membership into the DTC. The fact is, I never met the former Mayor until he came and asked for the DTC endorsement, which I chose not to do, supporting another candidate instead.

    Also, prior to my official membership, I spent time at various DTC meetings learning about the needs of the town, getting to know people, finding which boards/commissions/volunteer work I had the most interest, and how to navigate around legacy personality issues.

    I could go through each of your points, as you did, but since you were so off-base on this first one, I’m going to use my time talking to residents about the changes they would like to see in Stratford instead.

It is a persistent question, probably for many elections to come, because the voters have never received an accounting nor an apology from Miron and those who put him in power.

    The Town has yet to benefit from a mayoral form of government even after 6 long years. It may never be so as long as voters remain complacent about whatever candidates the Town committees put up.     Although Ms. Greenspan can be gently brought to acknowledge structural problems in the Town, no candidate to date has expressed any sort of plan to deal with it.

    We have a Town Attorney that has one single client: the mayor. Yet the Council relies on the Town Attorney for opinions. In fact, there are usually two Town Attorneys at every Council meeting, both of which represent the mayor. On it’s face this is simply wrong.

    We have an HR department that is not only the most expensive in the 300+ year history of Stratford but has a record of incompetence* that is embarrassing. Positions go unfilled for months & months, third party “vendors” are blamed for delay after delay and fully qualified willing candidates are ignored completely. When definitive decisions are finally made they are invariably the wrong ones.

    I will cite only two of the many blunders of the HR department:

    A 25 year veteran of the FD was completely ignored in the selection process for Fire Chief.

    A 24 year veteran of Stratford EMS was completely ignored for the position of volunteer supervisor.

    In these two cases (and there are more) neither was even given the courtesy of a “thank you for your application”.

    While the power of the Council has been gutted by the Charter Revision (Ver 1.0 and Ver 1.1), they still have the responsibility of representing citizens.

    At the very least, the candidates should make the minimal effort of explaining why they deserve any vote besides their own.

    *HR cannot even dismiss an employee that has lied numerous times, stolen Town property, damaged Town property and is unable to maintain simple medical protocols; Justin Loschiavo.

    That is the least of Stratford EMS worries. SEMS has two administrators pulling in 180,000 PLUS benefits as well as at least two pending lawsuits and will still hire a minimum of four paid supervisors.

    In addition to that, the Harkins administration want SEMS to “pay as you go”, charging back Town services such as HR services, finance department services, purchasing, public works, legal and rent ($5,000 per month for the land next to the FD). Does SEMS get to negotiate rates or sourcing? Don’t be silly.

    In the meantime, when a citizen volunteers their time they get: 1 pair of pants and 1 shirt. No shoes, no coat, no hat, no gloves. In fact it takes most volunteers 3 months to get the pair of pants and shirt.

    If you watch the video your LINKS connected to show the discussion,
    Harkins’ eyes say he was not just p***ed, but stayed bothered.

    Several people in both parties, who were present or heard about
    Harkins reaction to Stephanie’s positions and probing Harkins say
    the REAL HARKINS almost came out.
    Harkins normally has great control.
    I didn’t think Stephanie was that harsh.
    I think Harkins / Fire Dept took a real pounding from 6 Councilors,
    which is a RARITY.
    I think Stephanie just pushed the right buttons,

    I 100 % support volunteer EMS.

    I happpen to like Jon Best, Bob Calzone, and Gavin.
    I respect thier volunteer work with EMS.
    I did NOT know the INNER WORKINGS & relationships within EMS.
    > However, when 50 volunteers (almost all) support the CHANGES
    & are publically against the prior situation
    – IT answers my reservations,

    In my Public Forum comments and prepared comments I expressed
    MY CONCERN that this is another Stratford POLITICAL PLOY to
    use people against their BEST INTEREST.

    BOTTOM LINE: I agree with your positions relatedd to the volunteers
    doing a great job and deserving proper treatment and support.
    I am definitely against the Harkins/RTC crew bleeding the system &
    laying foundation for privatization and added:
    > costs to citizenry
    > finders fees for U know WHO.
    > unforeseen problems (planned) for the volunteers

    Here’s the thing about Stratford EMS: It is not and can never be a commercial service while it is an “enterprise fund” of the Town. Commercial ambulance services cannot survive on emergency calls alone. Thank goodness for us, there simply aren’t enough of them. Commercial services rely heavily upon non-emergency transport calls. These calls are scheduled transports of patients to and from dialysis, from skilled nursing facilities to doctors and diagnostic sites, from hospital to hospital, etc. Stratford EMS does not do that. It has neither the equipment (like ambulances) nor staff to address that part of the “business”.

    So all this talk of “commercializing” Stratford EMS is ridiculous. There are only three viable options for Stratford EMS:

    1. Making it an efficient and productive emergency medical service for residents and businesses of Stratford.
    2. Incorporating it into the Fire Department and paying for that out of taxpayer pockets.
    3. Discontinuing Stratford EMS and turning the Town over to a private corporation like American Medical Response (Private-equity firm to buy Emergency Medical Services Corp. owner of AMR for $3.2B Denver Business Journal by Mark Harden). Commercializing an ambulance service apparently doesn’t get you to profitability all the time.

    There is actually not much to write about EMS personnel issues. If you look at the budget it is pretty clear. Even full-time paramedics are underpaid (about the same as a second year secretary) and paid EMT’s average a measly $200 per week (no benefits, of course). The volunteers get their one shirt and one pair of pants per year. Yet there they are day after day responding to a dozen or more calls a day caring for residents and saving lives. To me that is not a personnel issue.

    The problems, as usual, stem from the administration of EMS. And most importantly: ALL personnel issues are the exclusive responsibility of the mayor. So where do you think the problem lies?

    Surprizingly – My initial answer will likely surprize you & readers.

    1) The Town Council is responsibles for all Budget Allocations.

    2) The Mayor (formerly Town Manager) completely controls the
    Day to Day Administrative details and the INTRA DEPARTMENTAL
    BUDGET TRANSFERS.
    > Remember – It took a VOTE of the TOWN COUNCIL to OK the
    MONEY from the EMS BUDGET & not from the FIRE DEPARTMENT
    BUDGET.
    > The Mayor can PROPOSE. The Council disposes of Spending!

    3) The Finance Department, Attorneys, HR, Police, & Fire do NOT
    have completely hands unbloddied.

    There is also a LEGACY ISSUE.

    If youi have a GRIPE, it is with 6 Town Councilors who voted to raid
    the EMS FUNDING.
    They have to TAKE PERSONAL & CIVIC RESPONSIBILITY, which
    I am NOT sure I have seen with A N Y Town Council?

    Yes all Council candidates are picked by the political parties, who
    fund them …
    Except NO FUNDING to Democrats’ NEWBEE candidates.
    I do not know about the party’s line players, Steph, Jason, & Dave?

    I do KNOW the R HAVE GIVEN $$ SUPPORT.

    The gripe I have is skimming funds from an emergency service that requires constant resupply and updated equipment to ensure the health of residents…like you & me. If I need an ambulance I would like the EMT’s/Paramedics to have really good stethoscopes (not the $4.99 ones from Amazon) and fresh bandages.

    Personally, if you’re not in uniform on the ambulance I really don’t care what your problem is if I’m bleeding. So the whole “officer”/”supervisor” thing is irrelevant to me or the patients EMS serves.

    As for the idea of “pay as you go” before you know whether or not you will get there, I find it hard to believe it was a decision by any Council member. I’m thinking it was more a decision of, say, a mayor or CFO.

    It is literally a LIFE & DEATH scenario.

    The MAYOR, CFO, & POTENTIAL beneficiaries of KICK BACKS
    (if one cynically believes that is the objective) still can only put
    pressure on the Town Councilors, whose NAMES go on the Town
    Budget.

    The whole Town Budget.
