(HARTFORD, Conn.) Today, Congresswoman Rosa DeLauro (D-CT-3), Senator Joseph Lieberman (I-CT), and Senator Richard Blumenthal (D-CT) announced that the General Services Administration (GSA) has selected developer Point Stratford Renewal, LLC (PSR) to enter into a purchase and sale agreement to redevelop the site of the former Stratford Army Engine Plant. This announcement allows PSR to acquire, remediate, and develop the 78-acre brownfield currently owned by the U.S. Army.
“This announcement is great news and is particularly gratifying after working so hard for the past 17 years to develop a new process for redeveloping the Stratford Army Engine Plant site,” DeLauro said. “After almost two decades of disagreements and false starts, redevelopment will benefit Connecticut’s economy and, most importantly, the people and Town of Stratford. I look forward to working with all parties and am optimistic and excited to see what the site will become in the future.”
“Since the Stratford Army Engine Plant was shut down in 1995, we have worked to turn this closure into an opportunity for the community,” said Lieberman. “I am glad we may finally move forward on redeveloping this important property, and I am hopeful that the project will now proceed in a timely manner.”
“Better late than never – this step is a breakthrough for beneficial use of an historic site,” Blumenthal said. “I look forward to redevelopment and renaissance, offering jobs, economic growth and other benefits to Stratford and the state. Sustained hard work by local officials and our Congressional delegation – especially Rosa DeLauro – enabled this major step forward.”
In January of this year, Representative DeLauro met with the Army and GSA, and she, Senator Lieberman, and Senator Blumenthal followed up with a letter proposing a new path forward on the project after nearly two decades of false starts.

Not surprisingly, we can find nothing about Point Stratford Renewal, LLC nor who the principals might be. We will continue to work on this.

    Isn’t that just wonderful? (Willinger, Willinger & Bucci) Isn’t this the same law firm that represents Bridgeports airport?

    I wonder how much more of Stratfords land will be transfered to Bridgport and not taxable?

    Bridgeport has a lousy track record of being honest in their dealings with Stratford.

    I don’t think Point Stratford Development, LLC is the same as Point Stratford Renewal, LLC (Which is listed nowhere as a business. Maybe they filed yesterday?)

    You mean like when Miron appointed Rich Buturla as Town Attorney and John Buturla as Chief of Police? And then “investigated” and persecuted everyone he didn’t like?

    Or like when an RTC member like Norm Aldrich forms a company like Team Stratford and profits from the SAEP?

    Or maybe like when Miron signed an agreement not to be employed by the Town and then took $90,000+ per year for the next four years?

    Or like when Harkins agreed to a salary of $90,000 but took $111,769 instead?

    What constitutes “improper” in this Town?

    Update:

    According to Senator Blumenthal’s office, Stratford Point Renewal, LLC is comprised of three companies: Loureiro Properties (they actually have a website: http://www.loureiro.com), Development Resources (too generic to find) and Sedgwick Partners (http://sedgwick-partners.com).

    That’s all Blumenthal’s office knows. Nothing is available yet on amounts of money paid or what the terms and conditions might be. You know, like transferring lots of acres to Bridgeport for, say, an airport?

  8. Seriously, implying a transfer to Bridgeport is like putting a match to George’s head to watch his head explode on the further advancement of cocaine trafficking.
    There is no economic benefit to expanding the airport. There is nowhere to go when you get here, including a property across the street which you must think is big enough for a runway or a Virgin Airlines terminal. And if we want to reopen the movie studio scenario then why would that not have magically appeared in Stamford where there are actually studios that our Governor was previously the Mayor of? All you need is a place to land a helicopter out of JFK.
    The scenario of the government selling a toxic property to a private company to clean it up with a stipulation that they will then sell it off to another town as if it was no big thing is laughable.
    Has anyone ever considered something good could come out of this?

    At this point, it’s unclear whether the site would be developed for housing, retail or industry. But Dillon said it’s his understanding that it would be developed for light industrial use.

    You are correct about that!

    But, back to this planet:

    Correct. There never has been. But that has never stopped Bridgeport from trying. After all, if they could only steal a few more acres from Stratford, the FAA will pay for all sorts of things that will never appear in Bridgeport’s budget. Then it can sit idle for decades to come while Stratford’s property taxes go up.

    There is always that possibility. After Norm Aldrich’s “Team Stratford”, Natera’s “Point Stratford Development” and Hartmann Development’s $1 bid it becomes a pattern recognition issue. Apparently this all came about because the GSA (the ones actually involved) issued a statement. Our congressional delegation pounced on it and issued a press release.
    In fact, it has NOT been sold. No checks have been written, no contracts signed.

    It would be wonderful if “Point Stratford Renewal, LLC” actually had a checking account with funds in it and a solid plan approved by the EPA. What do you think the chance are?

    In the meantime, just as an example of how irrelevant our RTC/DTC politicians are, we have this example of the GSA negotiating a deal worth tens of millions of dollars for a large chunk of land in the heart of Stratford and nobody knew anything about it.

    A new agency has been formed to help guide the revival of
    Stratford’s economy.

    Creation of the Stratford Redevelopment Agency was
    unanimously approved by the Town Council at its regular
    meeting Monday, June 11, after language was adding
    giving it control over spending and bonding, as well as
    purchasing, leasing or conveying property.

    According to ordinance 12-05, the agency, with Town
    Council approval, will be allowed to acquire, lease, hold,
    manage and convey real and personal property; accept
    loans and make advances, rehabilitate and redevelop
    property; and create and acquire interests in any legal
    entity that is “necessary or desirable to carry out such
    redevelopment.”

    The five members of the agency

    will be resident electors appointed by the mayor and
    approved by the Town Council. After the first members
    are appointed for terms lasting one, two, three, four of
    five years, all terms will last five years.

    Members serve at the pleasure of the mayor. Vacancies
    are filled in the same manner as members are appointed.

    Agency members will not receive compensation.

    Councilman Stephanie Philips (D-2nd), who last month
    urged the council to work to bring the ordinance in compliance
    with new Connecticut statutes that open the door to grant
    opportunities, said changes made did just that.

    She called the vote “one of the most significant ever,”
    especially because the position of town planner has been
    vacant since the departure of David Killeen, and there is
    no economic development director.

    The agency will be a public-private partnership, she added.

    Council Chairman Joseph Kubic reminded those present
    that he supported such an ordinance when he previously
    served on the council, but wanted language added that
    gave final approval to elected representatives of the taxpayers.

    “The buck stops with the council,” Kubic said.

    He said council approval on actions and appointments
    would protect taxpayers.

    “I’m confident Mayor Harkins will appoint able folks,”
    Kubic said, but said that cannot be assumed of future
    leaders.

    The amended ordinance passed by unanimous vote.

    “The Redevelopment Agency provides the town with a
    necessary tool to identify, remediate and reactivate
    properties in Stratford that have been dormant for years,
    in some cases,” Mayor John A. Harkins said Wednesday.
    “One of the issues we hear about frequently from
    businesses outside of Stratford looking to locate here is
    a relative lack of available properties, and the
    Redevelopment Agency will help us turn that negative into
    a positive as we work to kick-start our local economy.

    I thank the council for working together with my
    administration on this ordinance in a bipartisan
    fashion in the best interests of our town.”

    Chief of Staff Marc Dillon said Harkins also favors
    the hiring of an economic development director.

    West-Central Stratford.

    Yet again, I am unsure of what the question is.

    The proper question would be what the DEEP was asked to examine. In terms of environmental impact, my guess would be the 40+ years of lead shot from the Remington Gun Club is a bigger hazard than a pier.

    The common sense of building a 68′ pier in 4 feet of water (look at any nautical chart) that will probably be washed away by any serious ‘Noreaster or a hurricane is, well, not so much sense. Particularly when the Town maintains a beautiful boat ramp less than 5 minutes away. Hopefully if the pier does get approved there will be a stipulation that when (not if) the pier is washed away that the expense of debris removal will be borne by the owner and not the taxpayer. It just seems that this is an incredible waste of someone’s money.

    As for the rest of the post…sigh….let’s leave it this way: Tell us what your plan is to correct the multitude of injustices you have been subjected to.

    The topic here remains the same. Due to a hastily released announcement of some sort of deal for the SAEP we still have no idea what the “deal” is or what the terms and conditions might be. The likelihood of hearing accurate details from a Town official (You know, like the mayor?) is pretty low since the Town is not involved in the negotiations nor has the authority to approve or disapprove of any deal. The same is true for our Congressional delegation all of whom, except for Blumenthal, are focusing on their election in November.

    Once the property leaves Government hands it’s developement is subject to several land and wateruse boards. Not to mention State boards concerned with environmental and conservation issues.

    I wonder what the assessed value of the property is? When the land is transfered,I would assume the town can start collecting property taxes from the new owners.

    Except of course on the chunk of land the government is giving Bridgeport to extend their runway. Not taxable by Stratford.

    locations in LORDSHIP for DOCKS?

    Hint …. why not start at Pleasure Beach, work your way along
    Long Beach West, and check out the LORDSHIP shore ….

    Further suggestion is to use your imagination to project where
    Private Sector DREDGING, would be economically viable along
    the LORDSHIP COAST?

    For someone who can find great graphics, research nuances,
    & be ultra cynical about political people, I’m amazed JEZE can’t
    project how ECONOMY to SCALE DEVELOPERS & henchmen
    like Appraisers, Real Estate Agents / Lawyers, Title Search,
    and various CONSTRUCTION Companies operate …

    Thanks for asking so I could clarify. The land I am refering to is a portion of the south lot that will be used to reroute main st. The property directly across from the runway is owned by the city of Bridgeport and is utilized as a runway clear-zone.

Why can’t every corporate jet that can safely land at Sikorsky to have the CEO of the new owner of the ExxonMobil property be a giant flip off to Bridgeport? Why would an on and off ramp on 95 be a detriment to the development of a gateway to a theater? Because it would be more of an environmental threat despite the fact every inch of property required to do it has already been dug up for the bridge construction or because we are comfortable with Ferry Blvd being the eyesore that visitors from the north first see as they wind through the congestion in Devon?

    Sratford has what I think is a harmonious balance of commercial, retail, industrial, and residential property. But other than the residential are any of the others something we can bring a stranger to and show off with pride? Other than Main street where we can recommend lawyers, doctors, and the best places to but a casket I mean. Short answer, No. We’re a gateway to somewhere else. Some will call us Bridgeport West and whose fault is that? I don’t recall anyone calling Fairfield Bridgeport East.

    When a town’s hot topics are a crazy cat lady whose chief ombudsman admits he’s never seen the conditions or ad nauseam Patch articles about what should replace this empty property I just shake my head. We are really getting what we deserve I’m afraid.

    It’s an answer to & History lesson with personal / familial antedotes
    proving Historical context to my points about Traffic & lower #s
    of CARS per family & usage of Buses, which affect TRAFFIC &
    the lack of need to have wider roads in the PAST.

    good factory jobs with great benefits, paying 76 % of Taxes.

    WHEREAS ELM STREET & MAIN STREET will have to be widened
    for 15,000 job / tourist Traffic @ AVCO /SIKORSKI?.

    David, in the 1960s & 1970s, what were the number of cars &
    traffic conditions compared to today?

    12-14,000 of the Stratford jobs were @ Sikorsky.
    * I-15 towards Milford & Bridgeport abutts Sikorsky which paid
    varieties of Taxes to the Town of Stratford as the # 1 Tax Payer.
    * Route 113 both North to the Valley & South to Stratford abutts
    Sikorsky, which paid Town Taxes.
    Sikorsky was an Economic Engine aka Feeder Plant located in
    Stratford, but situated to employ people in a dozen surrounding
    Towns.
    > To the North was the Valley & Towns therein: Shelton/Derby,
    Seymour, Naugatuck, etc

    > To the West were Bridgeport/Trumbull, Fairfield/Easton,
    Westport/ Weston, etc.
    Personal antedote to show the Effect of Sikorsky:
    My family lived in Fairfield & my uncle’s overhead crane, hoist,
    & monorail company. Sikorsky was his biggest & best customer
    which afforded him to put 4 children through college.
    My uncle employed a permanent construction crew of 3 employees
    who had good benefits, thanks to Sikorsky (& other POST WW II
    Feeder Factories PAY & LAWS related to SUBCONTRACTORS).
    Sometimes he could expand to as many as 6 employees.

    PERSONAL:
    His family lived in a small cape, until inheritance from his father
    allowed him to move to a bigger home & property, which allowed
    an in-law site for his wife’s cousin/best friend.
    They, as an Irish Catholic husband & English Episcopalean wife
    were role models that anyone would be proud to have.
    Their parents gave them guff. But they both treated me well &
    honored their parents, despite situation I was never aware.
    No one is perfect. No family is perfect.
    When confronted in USPS by monsterous ancient hatred among
    the outsider managements & unions, or unaware of the local
    manipulators, I was completely in shock & denial … like you.

    > To the East, across the former Bridge of Death over the Hou River
    is Milford, Orange, & the Havens, among others.

    The point is that Sikorsky allowed all the surround towns to have
    residents with good incomes & benefits, which helped the local
    merchants’ sustainability, before the BIG BOX & MULTINATIONALS.

    AVCO in W W II was Chance Vought which employed upto 12,000
    24/7/365. They included women & men. Recognizing transportation
    was far different in the 1940s, there were far fewer cars & far more
    usage of buses.
    I suspect there were a majority of workers who lived in Stratford &
    nearby like Bridgeport & Milford. North Stratford wasn’t nearly as
    developed as presently.

    As AVCO transitioned the employment count lowered to under
    10,000, while I-95 afforded more coastal commuters. However,
    many of the the WW II employees, transitioned into the newer
    replacement companies.
    So, likely there were nominal needs for widened streets, as
    many families still had a single car.

    Raymark, employed about 4,000, while Dresser peaked
    @ 1,100, with Contract Plating & Tilo adding a few hundred,
    centrally located in Stratford.
    Raymark asbestos was trucked to land fill all around the area
    & not just the DUMPSITES. Old times recollect it was likely that
    ORONOQUE VILLAGE, B UTTER NUT LANE, & most of North
    Stratford has sites with Raymark waste for land fill.
    – The OCT 31 CT POST Story about disproportionately high
    cancer related deaths all around Stratford, tends to point to
    working at Raymark.
    – Contract Plating owner Victoria Peters told me the ARMY &
    Government directed her company to use certain CHEMICALS
    & SOLVENTS. The Government approved of dumping those
    into the grounds.
    – Same things happened off the coast of AVCO & DRESSER.
    – These businesses about I-95 & East Main Street which allow
    for minimal back road commuting to the West, East, & North.
    – They were also employers of many Stratford people, with ways
    to get home, again where in the 1960s many families had only
    one car and buses were often used.

    My grandfather retired from Dictaphone, Bridgeport. He had a
    very prosperous bakery in Bridgeport’s Hollow pre-Depression.
    – He bought a 3 family Fairfield home perhaps 4 miles from the
    old Dictaphone. My uncle & aunt lived there for awhile, until they
    moved a block away to another multifamily home & then bought
    a home less than a mile from my Grandfather & less than a mile
    from my Aunt’s parents.
    – Back during WW II, Autos were scarce, & buses were used.
    My uncle owned a car since he was a teen.
    – Dictaphone move to Stratford off Broadbridge, employee about
    1,100, not far from the Bridgeport & Trumbull borders & not far
    from I – 15, Merritt Parkway.

    Dictaphone paid pretty well. Many employees bought or owned
    in Stratford. Additional homes were built in Stratford. Ditaphone
    (now with Sikorski as the tennant) had (has) a nice “country”
    campus in a nice “residential” area which isn’t over populated.
    – The commute can be reasonable for most.
    – 2,500 petitioners attempted to block the widening of Broadbridge
    to maintain the ambiance. The planner’s infrastructure desires won.

    The areas along Straford Avenue, Surf Avenue, & Honeyspot are
    filled with machine shops & small business who often depended on
    the FEEDER COMPANIES – ECONOMIC ENGINES.
    Many are now BROWN FIELDS.

    My plan would be to work with the LORDSHIP BOULEVARD Land
    owners to BUILD MULTI STORY (4) Machine Shop Condos which
    can harness Waste which otherwise would cause BROWN FIELDS.
    Economy to SCALE ELECTRONIC ENERGY & lower cost of FOOT
    PRINTS in multi story facilities make this a better deal for the owners
    of property which individually they couldn’t afford to clean up.
    > Conversely the hundreds of Brown Field acres, once cleaned up
    would allow for Multistory (4) businesses to replace mostly single
    story businesses, while affording LORDSHIP Boulevard land owner
    needed companies to BUILD for & SELL to.
    > Everyone WINS.
    *BROWN FIELDS are CLEANED lower LEECHING.
    *TOXIC WASTES are better managed & likely resold
    *MACHINE SHOPS UPGRADE FACILITIES – LOWER COST/TAXES
    *LORDSHIP Boulevard developer gains CAPITAL – dropping borrow
    costs & increasing INVESTMENT CAPITAL
    *TOWN gains property taxes both in the developed MACHINE SHOP
    CONDOS in MULTI STORY, along with recovered land for MULTI
    STORY DEVELOPMENT, all in ZONED areas.
    *FEEDER COMPANIES gain subcontractors who have UPDATED
    EQUIPMENT & FACILITIES with LOWER COSTS
    *GOOD JOBS with BENEFITS have increased opportuities.

    DEVELOPMENT CENTER was an offshoot of the 2003 & 2005
    EPA S.R.I. it was expanded by my pointing out in my 2005 mayoral platform that most of Stratford is only 1 – 2 stories & MANHATTAN
    & SHELTON gained REVENUE & they INCREASED PROPERTY
    VALUES exponentially with TOWERS.
    > Whereas I would constrain Stratford Building height to existing
    60 feet Zoning, PANDORA’S BOX has been opened.
    > Wheras the 1988 plans for the HOUSATONIC RIVER HOTELS
    & DOCKS occured in BURTURLA’S Town Council & the 2003-2005
    EPA S.R.I. (Stategic Redevelopment Initiatives) preceed the NEW
    TOWN ORDINANCE, the DEVELOPERS have become EMBOLDEN
    & RECKLESS.
    Why not? They have methodically blocked all appeals.

    Group plans housing, retail at ex-Army plant

    Point Stratford Renewal, a collaboration of three Connecticut companies, won approval from the General Services Administration last week to enter into a purchase-and-sale agreement to redevelop the sprawling waterfront property. The companies joined on the project are Plainville-based Loureiro Properties, Hartford-based Development Resources and Greenwich-based Sedgwick Partners.

    “PSR intends to design and implement a transformational master plan for mixed-use development that will meet the economic and recreational needs of the Town of Stratford and that will respect the heritage of the site,” according to a news release from the company’s public relations firm. “The redevelopment will include civic, live, work and play elements — which will best suit the area and its residents. The developer has committed to coordinate its planning efforts with town and state officials to ensure a planning regimen that is transparent and open to the community for input.”

    The property has more than 1.5 million square feet of industrial buildings, some of which the developer will attempt to restore for light industrial use. The developers also said they plan to utilize green technologies to conserve and generate energy, manage storm water and minimize the environmental impacts of traffic and parking.

    I commute back and forth to Milford every day to Milford using mass transit. I have also been an advocate of such and sent many letters to town and state officials about diminished service, among a few, reduced or discontinued travel to Hawley Lane for those that have no options should they seek employment at the mall and a general disregard for people that have jobs towards New Haven vs the more popular New York. While I ralize Hawley Lane is in Trumbull the opportunities for Stratford residents that do not have cars is now difficult since weekend service of a route that traveled up Main Street has been eliminated. You must now travel to the Bridgeport Transit Depot and transfer and it does not correspond to retail hours even then.
    Secondly, I grew up in Fairfield and the section from Southport to Mill Hill Road was lined with factories that supported many more jobs in factories in the day and the road is no wider now than it was then. And then we had Sturm Ruger, Exide and Dupont, whereas the Merritt, River Road, Routes 8 and 25 have more traffic going somewhere else than Sikorsky ever did in it’s prime.
    I grew up seeing trolley tracks run down the Post Road long since paved over. I also grew up seeing policeman, firemen, union workers putting in their retirement after 20 years, no different than they are now who got new jobs to game the system and/or worked for cash to stay off the SNN books. This is not new.
    As much as I disagree with your methods, mostly because you chase windmills and profess information that would save the world but say we must do our due diligence on our own I sense you do have a basic belief in the role of the people. Unfortunately you seem to do that to keep yourself relevant like a little child proclaiming “I have a secret.” because the credit is more important than the result.
    I’m not sure if any one has asked you, did you see your career at the USPS as a civil servant or the potential to game the system for a nice pension or you’re pissed off that that you were denied the “privilege”.

    David – in 1983, we had a Postmaster, SPO (# 2), 6 carriers,
    & 7 clerks. The SPO was an outside appointee.
    The Postmaster retired at 40 years.
    The SPO padded his pay & was properly fired.

    The Replacement Postmaster was from Brookfield Center outside
    of our Sectional Center. She Imported her girlfriend from the same
    place, proclaimed EEOC direction and devastated the lives of the
    existing craft personnel. I HAVE 50 AFFADAVITS from CRAFT &
    from CUSTOMERS about the MANAGEMENT “GOING POSTAL”
    Environment, conduct & harassment.

    I spent / lost $ 100,000 trying to protect lives & livelihoods.
    Who cares about the MONEY?
    I’d do it again,

    I made the mistake thinking if upper managment only knew.

    When I walked away after third false firing & 2 concurrent suspensions
    12/1984 – 4/1988 all in reprisal ….

    I contacted the writer, once I found a disconnect existed.
    I created a connect.
    The writer was thrilled to have been quoted.

    EPA Bulletin # 44 hardcopy shows that acre has RAYMARK waste.

    NO one mentions 49.5 riparian acres of the Mud Flat Tital Basin,
    which many speculated would be ideal for a Marina.

    However, for 25 years the local government claimed it was TOO
    POISONED for Commercial, Retail, Mixed use, or Residential?

    Considering how often the political parties & EPA have L I E D ….

    You can contact PSR at your convenience. They are eager to talk about their plans. The best news is that according to Mr. Ryan they have no plans or intentions of providing the City of Bridgeport any parcels of land. Unfortunately, they are still awaiting actual negotiations with the GSA/Army.
