The rumors are running rampant throughout town and, frankly, many of them ring true. We are generally loathe to comment upon personal relationships, but this has been published in the “press” and involves our highest elected official. What is at stake here is the credibility of our chief executive and the enormous doubt cast upon his ethics. We have yet to see documentation of any involvement of taxpayer funds, but should that be the case this site will be the first to call for resignations or a recall.

    I’m sure theres quite a bit more to this story in the Star. It was the talk of the town at my favorite coffee spot this morning. Rumors are all over town about an inappropriate affair with a junior employee, a disproportionate raise proposed by the mayor for that employee, etc., etc.

    If this is true John Harkins certainly cannot “restore the pride” as promised and needs to resign. Stratford does not deserve to go through another scandal and major embarrassment due to another corrupt Mayor.

    If its true Mayor Harkins put your family and we taxpayers before your ego and selfish interests. We dont deserve the drama nor want our tax dollars funding any more corrupt political shennagins. If its even close to true you need to return to private life.

The whisper campaign is already starting and the Mayoral election is years away. “I heard this and that at the local coffee shop.” “So and so told me this, but you didn’t hear this from me.” Who said what to whom and where?
    It’s a personal matter. Some of you should be ashamed of yourselves. Who ever you are? I certainly pray you are not elected officials.

    Plenty of shame to go around in Stratford, I would lay most of that shame at the feet of the DTC and the RTC (of which I believe you are a member).

    Now, now. You know very well that is not a requirement here. You are also well aware of how vindictive and vengeful some politicians in this town can be. Citizens and employees have a right to express their opinions without fear of retribution. Which is why we will never reveal the identity of anyone posting here.

    Actually, it is a big deal. A very big deal. If you recall, Harkins ran (both times) on “restoring the pride” as well as transparency and ethical behavior. So, yeah. It’s a big deal.

    There is a very long way to go for that to happen:
    “1.3(c)
    If a vacancy occurs in the office of the Mayor pursuant to Section 1.3 (b), the Council Chairman shall vacate his or her Council seat, and serve as Mayor. If such vacancy occurs two (2) or more years prior to the next regular Mayoral election, a special election shall be convened by the Council to fill such vacancy in conformity with the provisions of Connecticut General Statutes § 9-164(b), as may be amended from time to time. If such vacancy occurs less than two (2) years prior to the next regular Mayoral election, the Council chairman shall serve until a successor Mayor is elected at the next regular election and takes office. The Council chairman serving as Mayor shall possess all the powers of the office of Mayor and shall be compensated at the salary of the Mayor then in effect.” http://www.ecode360.com/9207695

    As usual, the poorly crafted Charter has no recall provision for a mayor. We would have to rely on CT General Statutes for that. In any event, the thought of having Mr. Kubic as acting mayor would make most citizens nauseated.

    And, as everyone in town knows, the mayor’s wife is a loving devoted wife and mother. The mayor would not be in his position in life today had it not been because of her energy and family values. If the rumors about him prove to be true then “yes” his campaign centered around family values and ethical behavior was a facade and he is no better than his predecessor. And, it is a very big deal to the taxpayers. If the rumors are false, the sadness is for his family especially the children. I hope it is not true.

    With the tax and sewer use fee (tax) increases we’ve been blessed with and the state of this economy a $32,000 A YEAR PAY RAISE to anyone is criminal.

    If there were an inappropriate relationship between a junior employee who got a pay raise this high and the mayor who proposed it that would be CRIMINAL!

    That kind of increase is certainly questionable. The brings the position to more compensation than the Fire Chief, Police Chief, Public Works Director, CFO, EMS Director….

    (Actually almost everyone except BOE administrators. We have no idea what they make since the BOE never published an approved budget.)

    Sorry Ron, it is a very big deal. but the rumors of the inappropriate relationship with a staff member who is also married with children are not criminal, but immoral and unethical. Give that the “alleged” relationship was carried out on town time and budget with trips etc on the town’s nickel, that should be enought to force 1 or both of them to resign.

    Unfortunately, the Republican party (state level) wont let him resign before the election. A scandal like this before the election would seal victory for Malloy and end Harkins political career in this state.

    I have a different take on all of this. I think that we need a complete accounting of the truth of what the Mayor has done or not done. I honestly dont care what Miron did or not do cause that was over 5 years ago.

    My feeling right now is that the mayor form of government was a MONUMENTAL mistake for Stratford. Two mayors and two different tyrants wasting money and political capital to basically take care of town employees/friends, developers, lawyers and other pilot fish who just keep feeding at the trough of what is now over $210mm. I’m not saying there was not corruption and abuse before Miron, but I have to believe we are seeing a much bigger level of abuse today with the mayor form of government.

    Truer words have never been spoken, my heart goes out to Mrs. Harkins and her girls. If you can’t even be loyal to your own family how can you be loyal to anyone else; especially to those who elected you? If we look back we can see the first way John Harkins showed his loyalty as mayor. That example was the treatment of police officers McNeil and Soto.

    “Restore the Pride”? Give me a break, I think we’d all settle for “End the Corruption”.

    I also strongly agree wilh Rockannand, Stratford’s mayoral experiment has badly failed. It’s time for us to call for the formal resignation of John Harkins and then return this town to sanity by bringing back a professional Town Manager.

    Can we not base the call for John Harkins’ resignation on rumors? I haven’t seen anything official saying his wife is seeking a divorce based on infidelity let alone infidelity with a town employee.

    Having said that, if the rumors turn out to be true then by all means a resignation is in order. As a Harkins’ supporter I would be very disappointed if these rumors turn out to be true. But until then rumors at the local coffee shop don’t mean anything.

    Sorry Rock. The Mayors alleged indiscretions aside. I beg to disagree with you that the Mayoral form of government was a monumental mistake for Stratford. Union contracts that allowed town employees (many of whom are related to town fathers) retired at much more than their annual salaries, others allowed to retire with disability pensions while continuing to work on their other jobs with no apparent disability with no accountability were negotiated during the “town manager form of government”. The town manager that wants to keep his job, negotiated those contracts. Not our 2 Mayors. The Town Council wasn’t allowed to be involved in contract negotiations, by law. At least that was what I was told as a councilman 25 years ago.
    I don’t agree with everything the our Mayors have proposed and I really don’t know who is really running this town. But I do realize it’s not the people we elect to do the job but at least we now have the one person we can hold accountable. That is the Mayor.
    The BOE side of the budget is a sacred cash cow that’s out of control and even the Mayor is powerless. The town council is useless.

    Rock, I could be wrong but It is my understanding that if an elected official leaves office before 1/2 of the term of office, a special election is required. After that, as could be in our possible scenario, I believe the Chairman of the Town Council becomes Mayor.

    One vote out of 11. That’s what any council person has.We all know that the party that controls the council vote, controls the purse strings. Each seat ‘guided by party leaders. How do you hold 11 councilman accountable? If you didn’t cooperate your out. And you just fade into the night.
    The responsibility and accountability now rests with one person. The Mayor. His punishment is not being able to look anybody in the face when he goes to church on Sunday and loosing a $120,000 a year job. guess we just have to be careful to elect the right one. And make sure any one party doesn’t have a super majority on the council. That will only happen when Stratford Democrats get their heads out of their buts.
    Don’t forget that the charter was written by party leaders and party lawyers give them absolution when they break it. Stratford taxpayers do nothing.

    Your arguments for a “strong” mayor system seem a bit confused. If difficulty going to church is the only “punishment” a mayor could receive, it seems like many politicians would gladly endure that. After all, adultery has not seemed a large challenge for the last two mayors.

    I don’t understand your 1 out of 11 argument either. At the very least we would only have to endure corrupt or weak Council people for only two years instead of four. Further, following your argument, council people are now exempt from any responsibility whatsoever because a mayor is “accountable”.     You are correct about Stratford taxpayers though. They prefer the Sergeant Schultz method; I see nothing! I hear nothing!

    Under Barnhart, Feeney and Branyan (all excellent Town Managers) I recall Stratford running quite efficiently and legally.

    Jez, Not that residents shouldn’t be allowed to vote. They don’t vote or run in town committee elections. As we have said many,many times on this blog. These elected officials are the ones who decide and endorse Stratford residents to run for all elected offices for 2 years representing each political party respectively. Example; 2nd district Republican town Committee elections last January. Eligible Republican voters approx 600. Available seats on committee 7. How many showed up to vote? Answer; 7. Guess who got elected.

    A lotta of rhetorical and cynical comments about the town of stratford. As if what happened in the past is justified for today’s behavior. I’ve only been hear 8 years, but i have seen enough. The rumors surrounding the mayor will come out one way or another. There is way too much coming out about details that indicate blatant misuse of public funds and unethical practice. If the Democratic leaders or members of the Town Council do not lead the charge for what did or did not happen, then public citizens will.

    Ron, what happened with in the 80’s and 90’s with union contracts is/was a municipal and state level problem across the country. Its only been the last 10-12 years that the tsunami of debt and pension obligations became visible and out of control. With the 1st wave to police, fire and teachers retiring with ridiculous pensions, we now know just how out of control elected officials were. But no one really knew. These unions are so powerful that they fight any attempts to reign in the absurd perks, but reign them in we must. NO one wants to deal with the bad news or to be the bad guys now, so your argument about town manager vs mayor form of government is really thin on that issue.

    My sore point with what this town allowed to be created in 2004-2005 is that we now have one person who is too powerful and a town council that bends over when the mayor wants something … anything. The fact that the Dem leaders have stayed silent while allowing Lou and Harkins to abuse the system says more about how ineffective Buturla and now Lenny have been as DTC chairs.

    Further, if the unions smell candidates that are focused on reigning in the contract and benefits abuses they scream bloody murder. They did that with Miron and they went out of their way to discredit the Democratic candidates who ran in 2013.

    Further, i agree the BOE is another problem entirely, but they too must be reigned in whether they like it or not. This town cannot continue to support these pension and benefits packages. Look at how much on the non-union side of things that salaries have increased of late. Look at how many positions were created to pay off friends. Now Dave Fuller is getting to be an ASSISTANT Town Clerk??? He is making more than the town clerk. Why is that? Because that is what Lou and Harkins wanted so no one objected. What a crock of $#IT.

    This is what this form of government has wrought. Further more, the pilot fish lawyers and commercial real estate developers have gotten much richer at our expense with a mayor in charge rather than town manager.

    I’m sorry the mayor form of government has GOT TO GO. The ones who will scream murder will be the ones who have profited from it so their protests and arguments against changing don’t count.

    What did Jess James say when asked why he robbed banks? “Because that is where the money is.” I rest my case.

    Here we go again – Stratford is sort of the laughing stock of Connecticut. But, it’s not all that publicized – no editorial letters, blog comments not approved for posting, etc. Why? I’m sure they are submitted; however, I think there are “friends” at the CT Post and the Stratford Star who makes sure things don’t get published. I come right out and admit, I voted for Harkins – ONCE, not TWICE. One term was enough for me, there are horrible things behind that boyish charm.

    I’d like to refer to a Wall Street Journal article from July 8, 2009 published just after Mark Sanford: “There’s a view popular in the U.S., too, that while once, many years ago, American leaders, from Thomas Jefferson to John F. Kennedy, may have been allowed, European-style, to get away with a sizable amount of sexual extra-curricular activity while in office, nowadays strait-laced America forbids such behavior.”

    It doesn’t matter if you are the President of the United States or an elected official in a municipality. One reason I voted for Harkins the first time was because of what I believed his values to be. By the end of his first term, I knew I was 100% wrong. He is and continues to be a snake in every sense of the word. There is a great quote, that I completely agree with, from William Bennett, from that same WSJ article:

    “A cheat in private is going to be a cheat in public. Someone who lies in private is going to lie in public, and you can’t trust someone who does that.”

    I certainly give weight to character issues. The one person in your life, the person you choose to stand by your side through everything – thick and thin, good and bad – is your spouse. Your spouse puts the ultimate trust in you, puts their heart and life in your hands and trusts that you will not destroy either. I certainly feel for the spouse in Stratford’s issue of infidelity; and I feel for the taxpayers of Stratford who have been snowed by someone they thought honest and upstanding.

    Another point made in the WSJ article: “[p]olls still show that overwhelming majorities of voters believe character is important to their assessment of a politician’s appeal.” John Harkins is short of midway through his second term and he pulls this crap. The taxpayers were lied to with the budget (it is $5M short – trying to sneak in the sale of the WPCA land as a CYA). So, how much more do we, the taxpayers want to put up with? We should all be asking the Mayor to step down – take care of his personal life and all that comes with the mess he’s made of that and let someone else bring Stratford back and restore the pride.

    I have been monitoring the Post, Star and Patch and have seen accurate negative comments on this travesty regularly posted there…but quickly taken down. That action plus the fact that none of these “news sources” has reported on this subject speaks volumes.

    We have seen this movie before. People think that there are journalists in this Town. That is far from the truth. They are contracted pr operations. Sadly, the story will drip out one painful drop at a time while we continue to pay real money for nothing.

    Some concerned citizens will get their rolls of quarters and start FOI requests at the Town Clerk’s office. The “newspapers” won’t print it, but this site certainly will. Eventually, the only ones to show up at Harkins’ events will be his at-will appointees. The Council might even grow a set. Stranger things have happened.

    This is essentially the identical problem we had with Miron. Harkins is surrounded by people who depend upon his good will and him remaining in office for their income. That includes every non-union employee in Town. Not to mention the union ones like the Fire Department who seem to get anything they want from him.

    This gofundme account has been set up to raise legal fees to file an appeal with the Stratford, CT Zoning Commission on the approval of allowing AAA to build on the vacant property located at 382 Ferry Blvd in Stratford. The lot is zoned commercial on Ferry Blvd., though behind that is woods that are zoned residential that back up to the back yards of the residents on Homestead Avenue and Willow Ave. On April 28th, the zoning commission voted to allow AAA to build on the commercial property AND THE RESIDENTIAL PROPERTY that has ALWAYS been zoned for residential only. The neighborhood is looking at a 14,000 square foot building to be built that has 5 bay garages for service of their vehicles that will be on the premises in a 142 spot parking lot that will come 16 FEET off the residential home properties. This will be a 24/7 dispatch center with vehicles in and out throughout the night creating LOUD NOISE, traffic safety concerns, invasive lighting illuminating our homes and emissions of diesel fuel fumes into our homes. The neighborhood behind Ferry Blvd will be terribly impacted if this property is built. Our quality of life will be severely diminished and our home values will plummet greatly. Our only recourse is to appeal the zoning commissions decision legally and band together to protect our neighborhood from an unnecessary large and invasive business that belongs in a commercial/industrial area and NOT in the back yards of residential homes.     We have tried to refrain from this topic. Frankly, it is a bit disgusting to us. However, the case is that apparently we have a mayor that is using our tax dollars to reward his mistress. Aside from salary considerations there are rumors abounding about taxpayer funded weekend getaways, interstate travel, dinners, etc. We don’t know, of course, if this is true. It just seems likely.

    We know that no new businesses have flocked to Stratford. To be sure, a small handful have either expanded existing facilities and even less have moved here from somewhere else. And we refuse to count pizza places, delicatessens or nail salons. There has certainly not been the kind of activity that would warrant $20k-$40k raises year after year.

    If you prefer, we could call that “misplaced incentives”. But we are simply uncertain what Harkins is incentivizing with these raises. With a $5 million Council generated deficit, these raises plainly fly in the face of any fiscal reasoning.

    I, like many others, signed the petition asking for a referendum. I am not in favor of many of things happening in this town. So save the “great RTC sound bite” nonsense.

    Has John Harkins made mistakes both personally and professionally? You bet. You’d have to be a moron not to see that.

    I’m sure your phone call to the FBI corruption hotline has spurred the feds into action. After all it seems like you have iron-clad examples of rampant corruption in Stratford.

    Sorry, I still don’t see personal gain in any of the examples you mentioned. What is your definition of personal gain? Is he receiving money? Services? (Get your mind out to the gutter for a moment) Any quid pro quo? Where is the personal gain?

    As for Mr. Bishop’s legal opinion. I think he’s dead wrong. It’s an opinion made to favor the town and subject to appeal. But fraudulent? I don’t think it meets the definition unless your claim is that he made that legal opinion knowing he was wrong and that litigating it would cause him to bill the town for more legal services. If that’s the case then I think you’ve been hanging out with George Mulligan too much.

    Our mayor can’t manage any of that by the time he left his driveway. Let’s just face it, he can’t be honest with his own wife and children.

    No agency will conduct any investigation into something our own municipal government condones. And yes, I am including our own PD in that.

    I am sure that among John Harkins, Tim Bishop and the seven councilmen they are all incapable of an ethical thought.

    So, as a public service we will provide this ethical solution for John Harkins, Lou Decilio, Tim Bishop, Gavin Forrester, Joseph Kubic, Peter Massey, Brian Dempsey, Ken Poisson, James J. Connor, Jr. and Jason W. Santi;

    Mr. Harkins should quietly resign. Tim Bishop should find real work in the private sector and the balance of them should quietly decline to run for public office again.

    Harkins has accomplished nothing other than give away Stratford assets (the airport) and attempt to give more away. He has raised our taxes repeatedly with not a single new service provided. Even the addition of two ramps on I95 (which we favor) was not his decision.

    But worse, much worse than that, Harkins used our money in an attempt to deny our right to vote. And make no mistake, the Town Attorney, Republican Town Committee Chairman and all seven of the above Councilmen were backing him every step of the way.

    It is time to find something else to do, gentlemen. Preferably something that doesn’t harm residents and taxpayers.
